<p>Ref: Railway Board’s letter No. E(P&amp;A)I-2012/PS-5/PE-3 dated 07.09.2022 (RBE No. 110/2022)</p>



<p>Attention is invited to Railway Board’s letter referred above relaxing the condition of acquiring higher qualifications for grant of Selection Grade under Career Advancement Scheme (CAS) to miscellaneous category of teachers.</p>



<p>2. On receipt of a reference from a Zonal Railway regarding date of effect of Board’s letter dated 07.09.2022 (RBE No. 110/2022), the matter has been examined in Board’s Office and it is stated that Board’s instructions dated 07.09.2022 would be effective from the date of issue of the instructions i.e. 07.09.2022.</p>



<p>3. This issues with the concurrence of Finance Directorate of Ministry of Railways.</p>

<p>As the Railway administrations are aware, instructions have been issued from time to time emphasizing the need for timely filling of promotional vacancies by all modes viz. selection/ non-selection/ Trade Test/ Limited Departmental Competitive Examination (LDCE)/ General Departmental Competitive Examination (GDCE) etc. The instructions were last reiterated vide Board’s letter of even number dated 26.05.2022 (RBE No. 62/2022).</p>



<p>During a separate meeting of AIRF with Chairman &amp; CEO, the Federation (AIRF) mentioned that GDCE was not being conducted regularly by the Zonal Railways, and it was decided to reiterate Board’s instructions for timely holding of GDCE examination.</p>



<p>Accordingly, it is reiterated that Railways should ensure making use of the scheme of General Departmental Competitive Examination (GDCE) to fill up the direct recruitment quota vacancies timely and for this Zonal Railways should plan for GDCE intake at the time of placing indents for direct recruitment vacancies.</p>

<h3 class="wp-block-heading">Sub : Renaming of Transformation Cell as Innovation &amp; Transformation Cell.</h3>



<p>Subsequent to roll out of Indian Railway Innovation policy and to harness maximum benefits from the Innovation policy. it has been decided to rename Transformation Cell as ‘Innovation &amp; Transformation Cell’. The details of Innovation &amp; Transformation Cell would be as under :</p>



<ol class="wp-block-list">
<li>There would be no change in the current hierarchy and reporting of Transformation Cell. Existing work being done by Transformation Cell shall continue to be dealt with in usual manner.</li>



<li>Function of E&amp;R Directorate, specified in Indian Railways Innovation Policy stands transferred to Innovation &amp; Transformation Cell. The role assigned to ED(E&amp;R) in Innovation policy would henceforth be handled by one of the EDs (preferably with technical background) posted in Innovation &amp; Transformation Cell.</li>



<li>One of the Director or Joint Director or Deputy Director posted in Innovation &amp; Transformation Cell would henceforth be nominated to exclusively look after the work related to Innovation Policy only.</li>



<li>Two posts of Sr. Section Engineers (SSEs) would be transferred from Zonal Railways/PUs for operation in Innovation &amp; Transformation Cell to exclusively handle the work related to Innovation Policy only.</li>



<li>Need based augmentation of other outsourced staff etc. shall be governed as per existing guidelines of Transformation and Innovation Policy.</li>
</ol>

<p><strong>Sub: Railway Employees commuting in trains without valid travelling authority</strong></p>



<p>During ticket checking drive conducted by the Antifraud Cell of this Railway, it has been observed that a large number of Railway Employees are found travelling in trains without any travelling authority. On demand of travelling authority by checking staff, the Railway employees show their Railway Identity Cards, which is not a valid authority to travel. Habitual travelling of such Railway employees without ticket and merely showing Railway Identity Cards during ticket checking is not only very highly irregular and unbecoming of Railway employees; it also tarnishes the image of the Railways in front of the other bonafide passengers.</p>



<p>There are instances when bonafide passengers have shown resentment regarding Railway Employees travelling without ticket/ authority even in AC coaches. It is learned that the Railway employees are not issued with CTOs/ weekend CTO/ duty pass by the relevant pass sections.</p>



<p><strong>The table below indicates the fall in Railway employees travelling in concession tickets and loss of Railway revenue.</strong></p>

<p>Attention is invited to para 4 (b) of Board&#8217;s letter No.E(NG)H/2018/RR-1/31 dated 30.12.2019 which lays down that &#8220;wherever CGA into SSE is being recommended in rare cases (such as where candidate has graduated from premier institutions such as IITs or NITs); the case be recommended to HQ for consideration by an SAG Committee nominated by GM. Papers to be set to be of adequate technical standard.&#8221;</p>



<p>2. This condition of candidate having graduated from premier institutions such as IITs or NITs has since been reviewed. It has been decided to partially modify para 4(b) of Board&#8217;s letter No.E(NG)II/2018/ RR-1/31 dated 30.12.2019, which may be read as under:-</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>(b) Wherever CGA into SSE is being recommended in rare cases it must be ensured that candidate is first class Engineering Graduate and is in possession of prescribed qualification for the post; and such case be recommended to HQ for consideration by an SAG Committee nominated by GM. Papers to be set to be of adequate technical standard.</p></blockquote>

<h3 class="wp-block-heading">Sub: Amendments in the norms of minimum qualifications for recruitment/ promotion of teachers for classes Ito VIII in Railway Schools (Primary and Trained Graduate Teachers).</h3>



<p>Ref: Railway Board’s letter&nbsp;No. E(P&amp;A)I-2012/PS-5/PE-3 dated 09.12.2013 (RBE No. 127/2013).</p>



<p>Attention is invited to Railway Board’s letter under reference vide which the minimum qualifications for recruitment/ promotion of teachers for classes Ito VIII were laid down in line with National Council for Teachers Education’s (NCTE’s) Gazette Notifications dated 23.08.2010 &amp; 29.07.2011 for these categories of teachers. NCTE&#8217;s notifications dt. 23.08.2010 &amp; 29.07.2011 have further been amended vide their subsequent notifications dated 28.06.2018, 13.11.2019 &amp; 13.10.2021.</p>



<p>2. Accordingly, the issue of updating the existing minimum qualifications contained in the Annexure of the Board’s letter dated 09.12.2013 in line with those amended by NCTE in its subsequent notifications dated 28.06.2018, 13.11.2019 &amp; 13.10.2021 has been examined and it has been decided to update these qualifications as indicated in the annexure to this letter. There is no change in other existing qualifications.</p>



<p>3. These revised norms of minimum qualifications will take effect from the date of issue of this letter. Any selections already initiated would be conducted and finalized based on the notifications already issued.</p>



<p>4. In the context of Central Railway’s query pertaining to the six-month Bridge Course in Elementary Education recognized by the NCTE which is mandatory for appointment as a primary teacher (for Classes I to V) within two years of such appointment as a primary teacher, it is stated that at present the six-month Bridge Course is not being conducted by any of the Institutions and that NCTE is developing the norms &amp; standards and curriculum for the said course which may take some time to finalize. Therefore, all Railways are advised to follow the existing provisions in regard to the appointment of primary teachers as contained in the Board’s letter dated 09.12.2013 till such time the six-month Bridge Course is conducted by the National Institute of Open Schooling (NIOS). This disposes of Central Railway’s letter No. P/CR-HQ/W/458/KYN dated 29.09.21.</p>

<p><strong>(I) For point 1. QUALIFICATIONS FOR TEACHING POSTS IN RAILWAY SCHOOLS of Annexure of Board’s letter dated 09.12.2013, the following shall be substituted, namely:-</strong></p>



<h3 class="wp-block-heading">1. QUALIFICATIONS FOR TEACHING POSTS IN RAILWAY SCHOOLS</h3>



<h4 class="wp-block-heading">A. Primary Teachers (Rs. 9300-34800 + 4200/4600/4800) {Classes I-V} :-</h4>



<p>i. Senior Secondary (or its equivalent) with at least 50% marks and 2-year Diploma in Elementary Education (by whatever name known)</p>



<p>OR</p>



<p>Senior Secondary (or its equivalent) with at least 45% marks and 2-year Diploma in Elementary Education (by whatever name known), in accordance with the NCTE (Recognition Norms and Procedure), Regulations, 2002.</p>



<p>OR</p>



<p>Senior Secondary (or its equivalent) with at least 50% marks and 4-year Bachelor of Elementary Education (B.El.Ed.)</p>



<p>OR</p>



<p>Senior Secondary (or its equivalent) with at least 50% marks and 2-year Diploma in Education (Special Education)</p>



<p>OR</p>



<p>Graduation and two year Diploma in Elementary Education (by whatever name known)</p>

<p>At least 50% marks either in Graduation (in the teaching subject) or in Post­ Graduation (in the teaching subject) and B.Ed.</p>



<p>OR</p>



<p>Graduation (in the teaching subject) with at least 45% marks and 1-year Bachelor in Education (B.Ed.), in accordance with the NCTE (Recognition Norms and Procedure) Regulations issued from time to time in this regard.</p>



<p>OR</p>



<p>Senior Secondary (or its equivalent) with at least 50% marks and 4-year Bachelor in Elementary Education (B.El.Ed.)</p>



<p>OR</p>



<p>Senior Secondary (or its equivalent) with at least 50% marks and 4-years B.A./B.Sc. Ed or B.A.Ed./B.Sc.Ed.</p>



<p>OR</p>



<p>Graduation (in the teaching subject) with at least 50% marks and 1-year B.Ed. (Special Education)</p>

<p>Provided that minimum percentage of marks in graduation shall not be applicable to those incumbents who had already taken admission to the Bachelor of Education or Bachelor of Elementary Education or equivalent course prior to the 09th December, 2013.</p>



<p>AND</p>



<p>iii. Competence to teach through the medium/media as required.</p>



<p><strong>(II) For point ‘3. Training to be undergone’ of Annexure of Board’s letter dated 09.12.2013, the following shall be substituted, namely:-</strong></p>



<h3 class="wp-block-heading">3. Training to be undergone:- A person &#8211;</h3>



<p>(a) who has acquired the qualification of Bachelor of Education from any NCTE recognized institution shall be considered for appointment as a teacher in classes I to V provided the person so appointed as a teacher shall mandatorily undergo a six month Bridge Course in Elementary Education recognized by the NCTE, within two years of such appointment as primary teacher.</p>



<p>(b) with D.Ed. (Special Education) or B.Ed. (Special Education) qualification shall undergo, after appointment an NCTE recognized 6-month Special Programme in Elementary Education.</p>



<p>(c) who has acquired the qualification of three-year integrated B.Ed.-M.Ed. from any National Council for Teacher Education recognised institution shall be considered for appointment as a teacher in classes Ito V:</p>



<p>Provided that the person so appointed as a teacher shall mandatorily undergo a six-month Bridge Course in Elementary Education recognised by the National Council for Teacher Education, within two years of such appointment as primary teacher.</p>

<p>Attention is invited to Para (xi) of Board’s letter E(O)III-2014/PL/05 dated 31.08.2015 on the subject referred to above, wherein it was stated that in the case of Non-Gazetted Railway employees, no inter-railway transfer requests will be considered till completion of five (05) years of joining Railway.</p>



<p>2. References have been received from Zonal Railways that they find difficulties to relieve the employees on transfer for considerably long periods for want of reliever to man important especially in safety category posts, which cannot be left vacant. Though, the employees having applied consciously for recruitment against the vacancy advertised by the Zonal Railway to which he is appointed, has no legal claim/right to such transfer to places near his hometown. It is only considered on sympathetic grounds in very special cases of hardships. A large number of transfer requests from newly recruited employees and their relieving by Railway adversely affecting the smooth functioning for want of trained manpower.</p>



<p>3. The matter has accordingly, been considered by Board (CRB &amp; CEO) and in partial modification of Board’s letter cited above, it has now been decided that the minimum service period should be enhanced for IRRT from five year to ten years. However, the categories of staff for which such enhancement would be applicable may be decided by the General Manager in consultation with Unions for the concerned Zonal Railway.</p>

<p><strong>STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (f) OF UNSTARRED QUESTION NO 786 BY SHRI RAKESH SINHA ANSWERED IN RAJYA SABHA ON 03.12.2021 REGARDING RAILWAY EMPLOYEES</strong></p>



<p>(a) During the year 2019-20, the total number of railway employees working on Indian Railways were 12,53,592.<br />(b) Presently, 2942 Employees are engaged on contract basis in Railways.<br />(c) No, Sir. Engagements of contractual staff on Railways are done for a fixed period of time to meet exigencies of services as a stop gap arrangement for a limited period. Engagement on contract basis does not provide for regular absorption.<br />(d) Health hazards due to Diesel exhaust, Noise and Vibrations are varied and depend upon duration of exposure. Common hazards due to above – are usually Cough, Respiratory tract irritation, lack of concentration, insomnia, blood pressure etc.<br />Due to preventive measures and medical care provided to Railway employees hazard exposure due to above factors are avoided.<br />(e) Gangmen and repairmen (Re-designated as Track Maintainer) died during track repair and maintenance task in the last 5 years is as under :-</p>

<p>(f) 1. For safety of Track Maintainer, Railway provide job specific protection gear like Luminous vests, safety helmets with detachable miner’s light, safety shoes, tricolor LED 3-cell torch, sturdy light weight backpack tool kit bag, winter jacket, raincoat with separate waterproof trouser, snow boots etc. to Track Maintainers. Further, ‘Rakshak’ type protection system on high density network of Indian Railways is also provided to alert track maintainer about approaching train.</p>



<p>2. Other measures taken by Indian Railways for safety of Trackmen include counseling by field staff, organising safety seminars, periodical medical examination of field staff, providing warning hooters etc.</p>



<p>3. Further, Railways looks after medical treatment of Railway beneficiary, Medical and Health care provided free of cost, preventive health care, Annual health check-up of all Railway employees and pre placement Medical, Periodical Medical Examination of safety category, First-aid post in all workshops, Specific prevention and safety measures are taken by the concerned departments.</p>
