<p>New Delhi: Indian Railway Catering and Tourism Corporation (IRCTC) Limited will soon launch a new ticketing App which will have several features added on the existing one for faster booking of tickets.</p>
<p>Equipped with latest technology, existing IRCTC Connect will now become IRCTC Rail Connect to facilitate booking of train tickets in a faster and easier way, a senior Railway Ministry official said.</p>
<p>IRCTC, which handles online train ticket bookings, will formally unveil the IRCTC Rail Connect App next week to cater to the growing demand of passengers to make the ticketing App more user-friendly and faster.</p>
<p>The new ticketing App will be based on next generation e-ticketing system. It will be synchronised with the ticketing website also, which is missing in the current system.</p>
<p>Travellers will continue to be able to search and book train tickets, check their existing reservations or cancel them, and get upcoming journey alerts in the new application.</p>
<p>IRCTC Rail Connect will retain the passenger details for the recently-booked tickets, so that they don&#8217;t have to enter their details again and again.</p>

<p><strong>Railways to Launch Ticket Booking through Non-Internet based Mobile Phones with Effect from 1st July 2013</strong></p>
<p>With an aim to further facilitate the passengers, Indian <a href="http://centralgovernmentnews.com/category/railways/" target="_blank">Railways</a> Catering &amp; Tourism Corporation (IRCTC),a public Sector Undertaking of the Ministry of Railways, will be launching a pilot project of ticketing through non-internet based mobile phones with effect from 1st July 2013. This will enable people using non-internet based mobile phones to easily access Railway ticketing services through SMS/IVRS/USSD. The scheme is user-friendly, secure and also eco-friendly, as no print out is required.</p>
<p>Indian Railways has continuously endeavored to improve the ease and access of ticketing. The e-ticketing initiative of Indian Railways has been one of the most passenger-friendly initiatives of Indian Railways. In order to further expand the reach of ticketing, the Minister of Railways had made a Budget announcement regarding launch of ticketing through mobile phones was announced in the Railway Budget. The objective was to tap the potential of mobile phone market in India and thereby facilitate the common man, by providing him any-where any-time and hassle free booking option.</p>
<p><strong>The salient features of this new scheme to be operationalised on1st July, 2013 are:</strong></p>
<blockquote><p>• There will be a dedicated number on which SMS can be sent.</p>
<p>• No need of internet at any stage viz. booking, payment, cancellation etc.</p>
<p>• One has to register the mobile number with IRCTC as well as one’s bank. The Bank (one time password) for authorization of payment.</p>
<p>• The passenger has to type the train number, destination, journey date, class and passenger details like name, age and gender on the SMS box.</p>
<p>• The sender will receive transaction ID and then make payment through sending another SMS by typing PAY followed by the transaction ID, MMID as received from the bank and password.</p>
<p>• On successful booking of ticket, message will be sent to the user by <a href="http://railway-news.blogspot.in/" target="_blank">IRCTC</a> which will suffice as valid authority to travel along with photo ID card in original.</p>
<p>• Cancellation of tickets can also be done through the cancellation option available.</p>
<p>• The scheme will be on pilot basis and will not be available during the 8 am &#8211; 12 pm for booking ARP/Tatkal/General tickets.</p></blockquote>

<div>The Ministry of Railways has set up a central monitoring cell with the toll free number i.e. 1800-111-321 for the convenience of railway users to register their complaints regarding railways’ catering services like food quality, over charging etc., both at railway stations and in running trains. Announcing this, here today, the Minister of Railways, Shri Pawan Kumar Bansal said that this facility is available all seven days from 7 A.M. to 10 P.M. when during this time generally the food is served to the passengers.</div>

<div>The Minister said that as soon as the complaint is registered, all possible actions will be taken on real time basis to address that complaint. This facility has started functioning, he added.</div>

<p>THE PASSENGERS UNDERTAKING JOURNEY ON TATKAL TICKET HAVE TO PRODUCE THE SAME ORIGINAL PRESCRIBED PROOF OF IDENTITY AS INDICATED ON THE TICKET</p>
<p>PASSENGERS TRAVELLING WITHOUT AN ORIGINAL IDENTIFY PROOF WOULD BE TREATED AS WITHOUT TICKET AND CHARGED ACCORDINGLY.</p>
<p>WHILE PURCHASING RESERVED TICKETS THROUGH PRS COUNTERS, SHOWING ORIGINAL OR ATTACHING PHOTOCOPY OF THE IDENTITY CARD IS NOT REQUIRED EXCEPT WHILE PURCHASING TATKAL TICKETS WHERE PHOTOCOPY NEEDS TO BE ATTACHED AT THE TIME OF PURCHASE</p>
<p>THE MOVE AIMS TO FACILITATE THE TRAVEL OF BONAFIDE AND LEGITIMATE PASSENGERS AND TO REDUCE THE SCOPE FOR MISUSE OF RESERVED TICKETING SYSTEM BY UNSCRUPULOUS ELEMENTS/MIDDLEMAN</p>
<p>THE LIST OF PRESCRIBED PROOFS OF IDENTITY HAS BEEN EXPANDED TO COVER MORE VARIETY OF PHOTO IDENTITY CARDS FOR THE CONVENIENCE OF THE PASSENGERS</p>
<p>As a major initiative to further facilitate the travel of bonafide and legitimate passengers and to reduce the scope for misuse of reserved ticketing system by unscrupulous elements/middlemen, the Ministry of Railways has now made it compulsory to carry prescribed original proof of identity cards during train travel on all reserved classes of tickets.  While this provision was made compulsory for Air Conditioned classes w.e.f. 15th February 2012,   the provision for all remaining classes was made effective from 1st December 2012.  In a nutshell, now all categories of passengers travelling in reserved classes will have to produce original proof of prescribed identity cards during the train journey.  Those travelling without an original identify proof shall be treated as without ticket and charged accordingly.</p>
<p>In case of travel by a group on the same PNR, any one member in the group travelling on a single PNR needs to carry the prescribed identity proof in original which will be valid for all.  In case of Tatkal tickets, the same original proof of identity as mentioned at the time of purchase of he Tatkal tickets (which is also indicated on the ticket) needs to be carried while travelling.</p>
<p>Moreover, in case of purchasing Tatkal tickets from PRS counters, it is necessary to attach only the self-attested photocopy of the prescribed identity card with the requisition slip, whereas while booking Tatkal ticket though internet, the number and type of proof of identity has to be indicated.  However, at the time of purchasing non-Tatkal tickets from PRS counters, there is no need either to show original prescribed identity card or attach any self-attested photocopy of the identity card.</p>
<p>The Ministry of Railways has also expanded the list of prescribed proofs of identity to cover more variety of Photo Identity Cards for the convenience of the passengers.  Keeping rural travelling public in mind, the identity cards like Voter Card,  Ration Card, Below Poverty Line Card,  Cards issued by Panchayat Administration  Unique Identity Card, Aadhaar, ESI Cards, Senior Citizen Cards,  Student Identity Card, Bank Passbook with photograph etc. have been included in the list.  The complete expanded list of the prescribed proofs of identity for undertaking journeys on Tatkal ticket and other reserved classes will now be as follows:<br />
1.    Voter Photo identity card issued by Election Commission of India. </p>
<p>2.    Passport. </p>
<p>3.    PAN Card issued by Income Tax Department. </p>
<p>4.    Driving Licence issued by RTO. </p>
<p>5.    Photo identity card having serial number issued by Central/State Government which include the following:<br />
(i) Pension Pay Order s(PPO)<br />
(ii) Ration Card with photographs<br />
(iii) Senior Citizen cards<br />
(iv) Below Poverty Line (BPL) cards<br />
(v) ESI cards (with photograph) issued for taking treatment in ESI dispensaries.<br />
(vi) CGHS Cards (with photograph) issued to individual family members of Central Govt. employees. </p>
<p>6.    Student Identity Card with photograph issued by recognized School/College for their students. </p>
<p>7.    Nationalized Bank Passbook with photographs. </p>
<p>8.    Credit Cards issued by Banks with laminated photograph. </p>
<p>9.    Unique Identification Card “Aadhaar”. </p>
<p>10.     Photo identity cards having serial number issued by Public Sector Undertakings of State/Central Government, District Administrations, Municipal bodies and Panchayat Administrations.</p>
<p>This new change of policy of making identity card compulsory during reserved travel is aimed at facilitating the travel of bonafide and genuine passengers and simultaneously to check the scope for travel on transferred tickets.  It is also considered that this policy provision shall also be useful from the security point of view. </p>
<p>Railways has given wide publicity to these instructions through Press Notes, Press Advertisements, Display Boards, Announcement though Public Addresses, etc. for the convenience of the traveling people.</p>
<p>It will be relevant to mention that only five per cent of the total passenger travelling daily on Indian Railway trains travel in reserved classes. <p>THE PASSENGERS UNDERTAKING JOURNEY ON TATKAL TICKET HAVE TO PRODUCE THE SAME ORIGINAL PRESCRIBED PROOF OF IDENTITY AS INDICATED ON THE TICKET</p>
<p>PASSENGERS TRAVELLING WITHOUT AN ORIGINAL IDENTIFY PROOF WOULD BE TREATED AS WITHOUT TICKET AND CHARGED ACCORDINGLY.</p>
<p>WHILE PURCHASING RESERVED TICKETS THROUGH PRS COUNTERS, SHOWING ORIGINAL OR ATTACHING PHOTOCOPY OF THE IDENTITY CARD IS NOT REQUIRED EXCEPT WHILE PURCHASING TATKAL TICKETS WHERE PHOTOCOPY NEEDS TO BE ATTACHED AT THE TIME OF PURCHASE</p>
<p>THE MOVE AIMS TO FACILITATE THE TRAVEL OF BONAFIDE AND LEGITIMATE PASSENGERS AND TO REDUCE THE SCOPE FOR MISUSE OF RESERVED TICKETING SYSTEM BY UNSCRUPULOUS ELEMENTS/MIDDLEMAN</p>
<p>THE LIST OF PRESCRIBED PROOFS OF IDENTITY HAS BEEN EXPANDED TO COVER MORE VARIETY OF PHOTO IDENTITY CARDS FOR THE CONVENIENCE OF THE PASSENGERS</p>
<p>As a major initiative to further facilitate the travel of bonafide and legitimate passengers and to reduce the scope for misuse of reserved ticketing system by unscrupulous elements/middlemen, the Ministry of Railways has now made it compulsory to carry prescribed original proof of identity cards during train travel on all reserved classes of tickets. While this provision was made compulsory for Air Conditioned classes w.e.f. 15th February 2012, the provision for all remaining classes was made effective from 1st December 2012. In a nutshell, now all categories of passengers travelling in reserved classes will have to produce original proof of prescribed identity cards during the train journey. Those travelling without an original identify proof shall be treated as without ticket and charged accordingly.</p>
<p>In case of travel by a group on the same PNR, any one member in the group travelling on a single PNR needs to carry the prescribed identity proof in original which will be valid for all. In case of Tatkal tickets, the same original proof of identity as mentioned at the time of purchase of he Tatkal tickets (which is also indicated on the ticket) needs to be carried while travelling.</p>
<p>Moreover, in case of purchasing Tatkal tickets from PRS counters, it is necessary to attach only the self-attested photocopy of the prescribed identity card with the requisition slip, whereas while booking Tatkal ticket though internet, the number and type of proof of identity has to be indicated. However, at the time of purchasing non-Tatkal tickets from PRS counters, there is no need either to show original prescribed identity card or attach any self-attested photocopy of the identity card.</p>
<p>The Ministry of Railways has also expanded the list of prescribed proofs of identity to cover more variety of Photo Identity Cards for the convenience of the passengers. Keeping rural travelling public in mind, the identity cards like Voter Card, Ration Card, Below Poverty Line Card, Cards issued by Panchayat Administration Unique Identity Card, Aadhaar, ESI Cards, Senior Citizen Cards, Student Identity Card, Bank Passbook with photograph etc. have been included in the list. The complete expanded list of the prescribed proofs of identity for undertaking journeys on Tatkal ticket and other reserved classes will now be as follows:<br />
1. Voter Photo identity card issued by Election Commission of India.</p>
<p>2. Passport.</p>
<p>3. PAN Card issued by Income Tax Department.</p>
<p>4. Driving Licence issued by RTO.</p>
<p>5. Photo identity card having serial number issued by Central/State Government which include the following:<br />
(i) Pension Pay Order s(PPO)<br />
(ii) Ration Card with photographs<br />
(iii) Senior Citizen cards<br />
(iv) Below Poverty Line (BPL) cards<br />
(v) ESI cards (with photograph) issued for taking treatment in ESI dispensaries.<br />
(vi) CGHS Cards (with photograph) issued to individual family members of Central Govt. employees.</p>
<p>6. Student Identity Card with photograph issued by recognized School/College for their students.</p>
<p>7. Nationalized Bank Passbook with photographs.</p>
<p>8. Credit Cards issued by Banks with laminated photograph.</p>
<p>9. Unique Identification Card “Aadhaar”.</p>
<p>10. Photo identity cards having serial number issued by Public Sector Undertakings of State/Central Government, District Administrations, Municipal bodies and Panchayat Administrations.</p>
<p>This new change of policy of making identity card compulsory during reserved travel is aimed at facilitating the travel of bonafide and genuine passengers and simultaneously to check the scope for travel on transferred tickets. It is also considered that this policy provision shall also be useful from the security point of view.</p>
<p>Railways has given wide publicity to these instructions through Press Notes, Press Advertisements, Display Boards, Announcement though Public Addresses, etc. for the convenience of the traveling people.</p>
<p>It will be relevant to mention that only five per cent of the total passenger travelling daily on Indian Railway trains travel in reserved classes. All the Mail &amp; Express trains have non-reserved ordinary Second Class coaches along with the reserved classes coaches for those who wish to travel in non-reserved classes wherein carrying of identity card is not compulsory.</p>

<div><strong>Online Reservation of Train Tickets </strong></div>

<div>The change in the timings of Tatkal was made effective from 10.7.2012. The Indian Railway Catering and Tourism Corporation (IRCTC) website recorded its highest booking of 4.95 lakh e-tickets in a single day on 13th July, 2012. The average internet ticket booking was around 3.74 lakh per day in the month of October 2012.</div>

<div>In case of fully waitlisted tickets on which all the passengers are waitlisted, the names of all the passengers booked on that ticket are dropped from the reservation charts and refunds are credited to the respective bank accounts. Refunds of waitlisted e-tickets are processed by the system and the money is credited automatically into the account of the concerned. For expediting the processing of confirmed e-tickets, on which refunds are sought after chart preparation, the following measures have been taken:</div>

<div>1. The Exceptional Data Report (EDR) system has been installed to facilitate faster verification of travel details of passengers.</div>
<div></div>
<div>2. Enhanced Coaching Refund system has been developed by CRIS (Centre for Railway Information Systems) and implemented over the Zonal Railways to enable faster processing of refund cases.</div>
<div></div>
<div>System improvement based on the customer feedback is a continuous process.</div>
<div></div>
<div>This information was given by the Minister of State for Railways Shri Kotla Jaya Surya Prakash Reddy in written reply to a question in Rajya Sabha today.</div>

<div>Further, the Ministry of Railways has also decided to expand the list of prescribed proofs of identity to include photo identity cards having serial numbers issued by public sector undertakings of State/Central Government, District Administrations, Municipal Administrations and Panchayat Administrations.</div>
<div>The expanded list of the prescribed proofs of identity for undertaking journey on Tatkal ticket and other reserved classes will now be as follows:</div>

<div>“Any one of the passengers booked on a PNR for undertaking journey in any reserved class on Indian Railways has to produce any one of the above mentioned prescribed proofs of identity in original during the journey failing which all the passengers booked on that ticket will be treated as travelling without ticket and charged accordingly.  The existing provision of the Tatkal scheme where the passenger is required to show the same original proof of identity as indicated on the ticket shall continue.”</div>

<div>It may be mentioned that presently only the following categories of passengers travelling in reserved classes have to produce original proof of identity during the journey:-</div>
<div>· Passengers travelling on e-tickets.</div>
<div>· Passengers travelling on Tatkal tickets.</div>
<div>· Passengers undertaking journey in AC classes on the tickets issued through the computerized Passenger Reservation System (PRS) {except in III Economy -3E class}.</div>
<div></div>
<div>With the new provision, coming into effect from tomorrow i.e. 1st December 2012 the condition of carrying one of the prescribed identity cards in original has now been extended additionally to other classes of travel namely &#8211; Reserved Second Class (2S), Sleeper Class(SL),  III Economy Class(3E) and First Class(FC) also.</div>

<div>(a)&amp; (b): In order to augment the transaction handling ability of the existing IRCTC (Indian Railway Catering and Tourism Corporation) website through technological upgradation, both in hardware and software, it has been decided to provide enhanced technical support through CRIS (Centre for Railway Information Systems), an IT organisation under Ministry of Railways. 										<content:encoded><![CDATA[<p><strong>FACILITIES EXTENDED TO HANDICAPPED PERSONS IN RESPECT OF RESERVATION IN TRAINS</strong></p>

<div>(i) A reservation quota of two sleeper class berths has been earmarked in all trains running on non- suburban sections for handicapped persons performing their journey on handicapped concessional ticket. The person accompanying the handicapped person as escort is also allotted the berth out of this quota.</div>
<div></div>
<div>(ii) Instructions have also been issued that in the tickets issued through Computerized Passenger Reservation System, to extent feasible, one lower berth should be allotted to the handicapped person and the person accompanying the handicapped person as escort should be allotted middle/upper berths near the handicapped person subject to availability of accommodation.</div>
<div></div>
<div>(iii)After departure of the train, if there are vacant lower berths available in the train, and if any physically handicapped person booked on the authority of handicapped concessional ticket, who has been allotted upper/middle berth, approaches for allotment of vacant lower berths, the Conductor/Train Ticket Examiner (TTE) has been authorized to allot the vacant lower berth to them making necessary entries in the chart.</div>

<div>(iv) Specially designed coaches known as SLRD coaches with wider entrance doors to allow a wheel chair to enter, wider aisles and modified toilet with 4 berths, the lower two for physically challenged persons and upper berths for attendants have been attached in almost all Mail/Express trains except Rajdhani, Shatabdi, Jan Shatabdi Express Trains and Duronto Express Trains.</div>

<div>(v) Instructions have been issued that in all Mail/Express Trains, the SLRD coaches should be treated as unreserved coaches earmarked for exclusive use of physically handicapped passengers. In case of Garib Rath Express Trains which are fully reserved trains, these coaches are treated as reserved for booking by handicapped persons travelling on handicapped concession on payment of full fare of 3 AC class of Garib Rath Express on first come first served basis.</div>

<div>(vi) Separate counters are earmarked at various Passenger Reservation System(PRS) centres for dealing with the reservation requisitions received from Physically handicapped persons, Senior Citizens, Ex. MPs, MLAs, accredited journalists and freedom fighters, if the average demand per shift not less than 120 tickets.</div>

<div>In case there is no justification for earmarking of an exclusive counter for any of these categories of persons including handicapped persons, one or two counters depending upon</div>
<div>the total demand are earmarked for dealing with the reservation requests for all these categories of persons.</div>
<div></div>
<div>2.  Additional Facility</div>
<div>(a) For the convenience of the physically challenged persons, facilities like Wheel Chairs have been provided at all important stations on the Indian Railways.</div>
<div></div>
<div>(b) In allotment of STD/PCO booths operated from the Railway Stations, 25% booths have been reserved for physically handicapped persons (including blind disability 40% and above).</div>
<div></div>
<div>3.  Concession in Fares As per Railway rules, concession in Railway fares is admissible to the following categories of disabled persons and that too in extreme cases.</div>
