Subject: Special Foundation Course for backlog officers – regarding.

Sir,

I am directed to refer to DoP&T’s O.M. No. T-21021/10/2019-Academy Desk dated 11.09.2020 (copy enclosed) on the aforesaid subject vide which it has been intimated that the Special Foundation Course, other than Common Foundation course, is going to be conducted by DoP&T for backlog officers of upto 2017 batch. In this context, it has been requested to furnish list of the Indian Postal Service (IPoS), Group ‘A’ Officers upto 2017 batch who have not undergone mandatory Foundation Course so far for their nomination.

2. It is, therefore, requested to furnish the requisite information alongwith their present posting and contact details viz. Address, Mobile No. and email id at the earliest for further intimation to DoP&T.

Subject: Special Foundation Course for backlog officers -reg.

The undersigned is directed to say that Special Foundation Course, other than Common Foundation Course, is to be conducted for backlog officers of upto 2017 batch in order to clear backlog.

2. Ministry of Communications is requested to send the list of backlog IPoS officers of upto 2017 batch for nominating them for next Special Foundation Course. The schedule and venue for Special Foundation Course will be intimated as and when decided.

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi today granted ex-post facto approval to the proposal for undertaking cadre review of the Indian Postal Service.

The cadre review will enable the Department of Posts to meet the functional requirements and strengthening the cadre structure both in the headquarters and in the field on the basis of functional requirement, which will provide more avenues to earn review and respond effectively to the customer needs, reduce the existing stagnation and improve the career prospects of Indian Postal Service officers.

The proposal will be implemented through measures that include creation of a post of DG(Postal Operations) in the Apex scale, creation of post of Additional DG(Coordination) in the HAG+ scale, one post in HAG level, 5 posts in SAG level and 4 posts at the JAG level, and also increase of 84 posts at JTS level by down-grading from STS and overall decreasing STS posts by 96 for adjustment of new posts proposed to be created, without any overall change in the total number of posts in the cadre.

For undertaking the above exercise, necessary consultations on the CRC recommendations with Ministry of Finance and the Ministry of Personnel, Public Grievances & Pensions have been duly completed. The Department of Expenditure have conveyed their ‘no objection’ to the proposal.

Sub.: Promotion and posting to the Grade of Member, Postal Services Board, Indian Postal Service, Group’A’.

 The President is pleased to order the promotion of the following officer of the Higher Administrative Grade of the Indian Postal Service, Group ‘A’ to the Grade of Member, Postal Services Board of the Service in the Pay Scale of Rs.75500-80000/- with effect from the date of assumption of charge of the post. Consequent upon the promotion, the officer is posted as under:

2.Being junior most in the Panel, the officer’s promotion is subject to the findings of the recommendations of the DPC in respect of Shri M.S.Bali, which is kept in sealed cover. Hence, his promotion would be on ad-hoc basis till the sealed cover case of Shri M.S.Bali is finalized or subsequent vacancy in the Grade arises, whichever is earlier.

3. In case the officer wishes to choose the date for fixation of pay under FR- 22(I)(a)(1), he can do so within one month from the date of assumption of charge.

4.The officer may be relieved immediately to join his new post on promotion.

5. Relevant charge reports may be sent in due course.
