<p>The total number of women serving in Indian Army, category-wise is as under:</p>

<p>At present, women are serving in Officer’s cadre only in the Indian Air Force (IAF).&nbsp; The strength of women officers, as on March 01, 2023, in the IAF (excluding Medical and Dental branches) is 1,636.</p>



<p>As on date, women are employed in the Indian Navy in the officer’s rank. The strength of women officers in the Indian Navy, as on March 09, 2023, is 748 including Medical and Dental officers.</p>



<p>Employment in Indian Armed Forces is gender neutral. There is no distinction in the deployment and working conditions of male and female soldiers in the arms and services in which they serve. The postings are as per organizational requirements and employment is as per qualifications and service qualitative requirements.&nbsp;</p>



<p><strong>Indian Army</strong>: Consequent to grant of Permanent Commission to Women Officers (WOs), a gender neutral Career Progression policy covering employment and promotional aspects was promulgated on 23.11.2021, providing equal opportunities to women officers in the Arms/Services where they are commissioned.</p>



<p><strong>Indian Air Force</strong>: Women officers are empowered to tenate key appointments including Commanding Officers in Combat Units of various field units. The rules in this regard are gender neutral and provide them equal opportunities. Their medical fitness and medical conditions are also factored prior to their effective utilization.</p>



<p><strong>Indian Navy</strong>: Officers are given opportunities for spouse co-location, re-settlement posting and compassionate grounds posting in a gender neutral manner.</p>



<p>Women are granted Maternity Leave and Child Care Leave etc. in addition to other leave applicable to their male counterparts.</p>



<p><strong><u>Indian Army</u></strong></p>



<p><strong>Officers:</strong>&nbsp;Indian Army is encouraging women to join the force by adopting enabling policies for their inclusion. Recent major initiatives underway are as under:</p>



<ul class="wp-block-list">
<li><strong>Grant of Permanent Commission (PC) to Women Serving Personnel</strong>. PC is being granted to Women Officers (WOs) in 11 Arms &amp; Services (in addition to Army Medical Corps, Army Dental Corps and Military Nursing Service) viz. Army Service Corps (ASC), Army Ordnance Corps (AOC), Army Education Corps (AEC), Judge Advocate General Branch (JAG Br), Corps of Engineers (ENGRS), Corps of Signals (SIGS), Corps of Electronics and Mechanical Engineers (EME), Intelligence Corps (Int Corps), Army Air Defence (AAD), Army Aviation, Remount and Veterinary Corps (RVC).</li>



<li><strong>Women in National Defence Academy (NDA)</strong>. Armed Forces have opened entry for women candidates in NDA with 19 cadets including 10 for Indian Army joining the academy every six months. First batch of women cadets has started training in NDA with effect from July 2022 and second batch has commenced training with effect from January 2023. The organization is ensuring inclusive measures to carry out all necessary administrative, training and policy changes to enable the same.</li>



<li><strong>Women in Army Aviation</strong>.&nbsp; Indian Army has also opened avenues for Women Officers to serve as pilots in the Corps of Army Aviation since year 2021.</li>



<li><strong>Women Officers in Remount and Veterinary Corps (RVC)</strong>.&nbsp;&nbsp; Government has approved Women Officers in RVC on March 01, 2023 and four out of 20 officers into RVC in 2023 are women.</li>



<li><strong>Colonel (Select Grade)</strong>.&nbsp; Women Officers are also being considered for Colonel (Select Grade) ranks and are being given command appointments. Certain waivers have also been given to WOs to rule out any impediment in career progression of those who could not undergo mandatory career courses during the transition period.</li>
</ul>



<p><strong>Junior Commissioned Officers (JCOs)/Other Ranks (OR).&nbsp;</strong>Provision for enrolment of women as Other Ranks in Corps of Military Police in the Indian Army has been introduced in 2019. Under the scheme, 1700 women are targeted to be inducted in a phased manner (approximately 100 per year). The induction of women has commenced from 2020. The first batch of 100 women in Other Ranks passed out in first week of May 2021, after completion of 61 weeks of training. Another 100 women soldiers have been inducted through the Agnipath Scheme. 100 vacancies each have been catered for in Agnipath Scheme for the Recruiting Years 2022-23 and 2023-24.</p>



<p><strong><u>Indian Air Force</u></strong></p>



<ul class="wp-block-list">
<li>Women officers are inducted in all branches and streams of Indian Air Force. Gender neutral approach is facilitating the employment of women officers of Indian Air Force in all combat roles without any restrictions. They are flying fighter aircraft and operating from the length and breadth of the country in all branches of the IAF with pride.</li>



<li>Opportunities for a career in IAF are widely publicized through print/electronic media and special publicity drives. An opening has also been provided through NCC Special Entry for flying SSC (Women) from July 2017 onwards.&nbsp;</li>



<li>‘DISHA’ cell at Air HQ conducts various Induction Publicity programmes across the country related to induction/ career of Officer Cadre in the IAF. Women candidates are encouraged during such publicity drives to join the IAF as a preferred career option.&nbsp;</li>



<li>Conduct of motivational talks by women officers give opportunity to female students to interact with them and clear their apprehensions. The scope of choosing IAF as a career is covered in terms of prospects, facilities, work profile, benefits etc. during these sessions.</li>
</ul>



<p><strong><u>Indian Navy</u></strong></p>



<p>Indian Navy (IN) ensures gender neutrality in almost all aspects. The steps taken by IN to give equal opportunities to women akin to their male counterparts and to accommodate more women into the Indian Navy are as follows:</p>



<ul class="wp-block-list">
<li><strong>Permanent Commission to Women Officers</strong>: SSC women officers in the Indian Navy are eligible for consideration towards grant of Permanent Commission. As on date, 59 women officers (excluding Medical and Dental officers) have been granted PC.</li>



<li><strong>Women Officers Onboard Ships</strong>: Women officers are being appointed onboard warships. Currently, 33 women officers are deployed on afloat billets.</li>



<li><strong>Naval Air Operations (NAO) Officers on Helicopters</strong>: Women NAO officers have been appointed as specialist NAO officers to ship borne helicopters.</li>



<li><strong>RPA Stream</strong>: Women officers can join the Remotely Piloted Aircraft (RPA) stream and the first woman officer joined RPA squadron in March 2021.</li>



<li><strong>Diplomatic Assignment</strong>: A woman officer has been appointed ADA, Moscow since January 2020.</li>



<li><strong>Overseas Assignments</strong>: Women NAO officers have been deputed overseas to Maldives, as part of Dornier aircrew for a period of one year&nbsp;<em>w.e.f.</em>&nbsp;September 2020 onwards. In addition, women officers are also deputed abroad for shorter durations as part of Mobile Training Teams and other foreign cooperation engagements.</li>



<li><strong>Entry of Women into NDA</strong>: Entry of women candidates into NDA has been permitted from 2022 wherein women officers are being inducted as PC officers. Three vacancies per batch have been allocated at NDA for women candidates of Navy and the first batch has joined in July 2022.</li>



<li><strong>Women in all Branches/Cadres/Specialisations:</strong>&nbsp;Entry of women in all Branches/ Cadres/ Specialisations (except Submarine specialization) is targeted to commence&nbsp;<em>w.e.f.</em>&nbsp;June 2023.</li>



<li><strong>Women as Agniveers</strong>: As part of the Agnipath Scheme, women have been enrolled as Agniveers commencing from the first batch itself. They are subjected to the same training curriculum, professional courses and retention criteria as compared to their male counterparts.</li>
</ul>

<p>As part of Azadi Ka Amrit Mahostav (AKAM) to celebrate 75 years of India’s Independence, commemorative visits are being undertaken by Indian Navy ships to foreign ports in every continent (except Antarctica). Details are as follows :-</p>

<p>Various activities and events are being planned at each of these ports by Indian Missions on 15 August 2022 during the visit by IN Ships. The most significant amongst these would be the hoisting of our tri colour onboard these ships in the presence of Indian diaspora and distinguished local dignitaries. This event is spread across six Continents, three Oceans and in six different Time Zones.</p>



<p>Other activities being planned include official calls by IN crew on senior leadership of host country, participation by IN contingent/ Guard at the Flag Hoisting Ceremony in the respective Embassies, band performance at a prominent public place/ auditorium, ship open to visitors, visit by school children/ Indian diaspora, deck reception and various cultural events as organised by Indian Embassies.</p>



<p>At London (UK), the crew of INS Tarangini would be paying homage to the Indian soldiers, who gave the supreme sacrifice during the two World Wars, at the Commonwealth Memorial gates. Similarly, a ceremonial wreath laying by the IN ship crew/ delegation is scheduled at Kranji War Memorial and the INA Marker at Singapore. At Mombassa (Kenya), the IN crew will participate in the inauguration of a commemorative pillar in the Battlefield area of Taita Taveta region where Indian soldier fought and sacrificed their lives whilst serving under East Africa campaign of World War – I. The commemorative events will also include battlefield tours, a mobile exhibition and a Light and Sound show at Fort Jesus highlighting the contribution of the Indian soldiers in WW-I as well as India’s struggle for independence.</p>



<p>The 75th year of India’s Independence Azadi Ka Amrit Mahotsav is an occasion to reinvigorate and reemphasise India’s maritime moorings. Towards this, a large number of activities have been undertaken by the Indian Navy over the last one year both within the country and abroad. Commemorative ship visits to 75 Indian ports in the year 2021-22, President’s Fleet Review aligned with the 75th year of independence, Lokayan 2022 (sail ship expedition), display of monumental national flag at Mumbai, community outreach programs across all coastal districts of India, freedom run at various cities, sailing regattas, mountaineering/ cycling expeditions, blood donation camps, coastal cleanup efforts, seminars/ events on India’s rich maritime heritage, and felicitation of gallantry award winners and war veterans (born in or before 1947) are some of the prominent events undertaken.</p>

<p><strong>           S.R.O. 10 . –</strong> In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Navy Group ‘A’ and ‘B’ ( Naval Store Officers Posts ) Recruitment Rules, 2016, in so far as they relates to the posts of Senior Director, Director, Senior Naval Store Officer, Naval Store Officer and the Ministry of Defence, Assistant Naval Store Officer-I(Group ‘A’ post) Recruitment Rules, 2009, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules, regulating the method of recruitment to the posts of Indian Naval Material Management Service, namely :-</p>



<p><strong>1. Short Title and Commencement. &#8211;</strong></p>



<p>(a) These rules may be called the Indian Naval Material Management Service (Group ‘A’) Rules,2020.</p>



<p>(b) They shall come into force on the date of their publication in the Official Gazette.</p>



<p><strong>2. Definitions.-</strong> In these rules, unless the context otherwise requires, &#8211;</p>



<ul class="wp-block-list"><li>(a) “Cadre” means the group of posts in the Grades as specified in Schedule-I;</li><li>(b) “Commission” means the Union Public Service Commission;</li><li>(c) “Cadre Controlling Authority” means the Government of India in the Ministry of Defence;</li><li>(d) “Departmental Promotion Committee” and “Departmental Confirmation Committee” means a committee constituted to consider promotion and a committee constituted to consider confirmation respectively in any Grade under Schedule IV;</li><li>(e) “Departmental Screening Committee” means a committee constituted to consider for grant of Nonfunctional upgradation under rule 13;</li><li>(f) “Duty post” means any post specified in Schedule-I;</li><li>(g) “Examination” means the Engineering Services Examination to be held by the Commission for recruitment to various Engineering Services or posts as may be notified by the Government from time to time;</li><li>(h) “Grade” means any of the grades specified in Schedule-I;</li><li>(i) “Government” means the Government of India;</li><li>(j) “Regular service” in relation to any Grade means the period or periods of service in that Grade rendered after selection and appointment thereto under the rules according to the prescribed procedure for appointment to that Grade and includes any period or periods</li><li>(i) taken into account for the purpose of seniority in case of those appointed at the initial constitution of the service;<br />(ii) during which an officer would have held a duty post in that grade but for being on leave or otherwise not being available for holding such post;</li><li>(k) “Schedule” means the schedules appended to these rules;</li><li>(l) The expressions ‘Scheduled Castes’ , ‘Scheduled Tribes’, ‘Other backward Classes’, ‘Economically Weaker Sections (EWSs)’ and ‘Persons with disabilities’ shall have the meaning respectively assigned to them in the Constitution of India or any enactment made by the Parliament;</li><li>(m) “Service” means the Indian Naval Material Management Service (Group ‘A’).</li></ul>



<h3 class="wp-block-heading"><strong>3. Constitution of Service.- Indian Naval Material Management Service INMMS</strong></h3>



<p>(a) An Organised Service known as the Indian Naval Material Management Service (Group ‘A’) consisting of persons appointed to the Service under Rule 6 and Rule 7 shall stand constituted from the date of notification of these rules.</p>



<p>(b) All the duty posts included in the Service as specified in Schedule &#8211; I shall be classified as Central Civil Service Group ‘A’ posts.</p>



<h3 class="wp-block-heading"><strong>4. Grade, strength and its review.-&nbsp;</strong><strong>Indian Naval Material Management Service INMMS</strong></h3>



<p>(a) The duty posts included in various grades, their numbers and scales on pay on the date of commencement of these rules shall be as specified in Schedule &#8211; I.</p>



<p>(b) Notwithstanding anything contained in sub-rule(a),-</p>



<ul class="wp-block-list"><li>(i) the Government (Ministry of Defence, Department of Personnel and Training and Department of Expenditure) through the established procedure may, from time to time make temporary additions or alterations to the duty post in various grades;</li><li>(ii) the Government (Ministry of Defence, Department of Personnel and Training and Department of Expenditure) through the established procedure may, in consultation with the Commission, include in the Service such posts as can be deemed to be equivalent to the posts included in the service in status, grade, pay scale and professional content or exclude from the service a duty post already included in the Service; and</li><li>(iii) the Government (Ministry of Defence, Department of Personnel and Training and Department of Expenditure) through the established procedure may, in consultation with the Commission, appoint an officer to a duty post included in the Service under clause (ii) to the appropriate grade on a regular basis and fix his seniority in the grade after taking into account continuous regular service in the analogous grade.</li></ul>



<h3 class="wp-block-heading"><strong>5. Members of the Service. &#8211; Indian Naval Material Management Service INMMS</strong></h3>



<p>(1) The following persons shall be the members of the Service, namely:-</p>



<ul class="wp-block-list"><li>(i) persons appointed to duty posts under rule 6; and</li><li>(ii) persons appointed to duty posts under rule 7.</li></ul>



<p>(2) A person appointed under clause(i) of sub-rule (1) shall, on such appointment, be deemed to be a member of the service in the appropriate grade to which they were appointed on regular basis before commencement of these rules, applicable to him in Schedule-I.</p>



<p>(3) A person appointed under clause (ii) of sub-rule(1) shall be a member of the Service in the appropriate grade applicable to him in Schedule-I from the date of such appointment.</p>



<p><strong>6. Initial constitution of the Service.-</strong></p>



<p>All existing Group ‘A’ officers in the Indian Naval Store officers Cadre holding duty posts on regular basis in various grades immediately before the commencement of these rules shall be members of the Service in the posts or grades from the date from which they have been regularly appointed to the posts or grades and their respective seniority in the posts or grades shall be the respective seniority as in the existence before the commencement of these rules.</p>



<p><strong>7. Future maintenance of the Service.-</strong></p>



<p>(1) The vacancies in any of the grades referred to in Schedule-I, shall be filled in the manner provided in this rule.</p>



<p>(2) (i) The percentage of vacancies in the grade of Junior Time Scale of the Service, which is to be filled by direct recruitment through the Engineering Services Examination conducted by the Commission, is given in Schedule-III. (ii) The percentage of vacancies in the said grade which is to be filled by promotion by selection basis is given in Schedule-III.</p>



<p>(3) All the vacancies in the grades of Senior Time Scale and above of the Service shall be filed by promotion from amongst the officers in the immediate respective lower grades with minimum qualifying service and educational qualification, if any, as specified in Schedule-III.</p>



<p>(4) The selection of officers for promotion on selection basis to the various grades of the service shall be made on the recommendation of the Departmental Promotion Committee as specified in Schedule – IV except for grant of Non Functional Selection Grade(NFSG) to the officers of the Senior Time Scale Grade of the Service which shall be made by placement in the order of their seniority subject to their suitability on the recommendation of the Screening committee as specified in the schedule- IV.</p>



<p>(5) The appointment to the service in the Junior Time Scale grade shall be made in consultation with the Commission.</p>



<p><strong>8. Seniority.-</strong></p>



<p>(1) The relative seniority of members of the service deemed to have been appointed to any grade under rule 6, shall be governed by their relative seniority obtained on the date of commencement of these rules:</p>



<p>Provided that if the seniority of a member has not been specifically determined on the said date, the same shall be determined in accordance with the general orders or instructions on seniority issued by the Government from time to time.</p>



<p>(2) Officers who joined the service in any grade after the commencement of these rules shall rank below those deemed to have been appointed to the service in that grade under rule 6. The seniority of persons recruited to the service after the initial constitution shall be determined in accordance with the general instructions issued by the Government from time to time in this regard.</p>



<h3 class="wp-block-heading"><strong>9. Probation.-&nbsp;</strong><strong>Indian Naval Material Management Service INMMS</strong></h3>



<p>(1) Every officer on appointment to the service by direct recruitment or by promotion in Junior Time Scale Grade shall be on probation for period of two years:</p>



<p>Provided that the Controlling Authority may extend the period of probation in accordance with the instructions issued by Government from time to time:</p>



<p>Provided further that any decision for extension of a probation period shall be taken ordinarily within eight weeks after the expiry of the previous probationary period and communicated in writing to the concerned officer together with the reasons for doing so within the said period.</p>



<p>(2) On completion of the period of probation or any extension thereof, officers shall, if considered fit for permanent appointment, be retained in their appointments on regular basis and be confirmed in the due course against the available substantive vacancies, as the case may be.</p>



<p>(3) If, during the period of probation or any extension thereof, as the case may be the Government is of the opinion that an officer is not fit for permanent appointment, Government may discharge the officer or revert him to the post held by him prior to his appointment in the Service, as the case may be.</p>



<p>(4) During the period of probation or any extension thereof, every candidate shall be required to undergo such courses of training and instructions, and to pass examinations and tests (including examinations in Hindi) as the Government may deem fit, as a condition to satisfactory completion of probation.</p>



<p>(5) As regards other matters relating to probation, the members of the Service shall be governed by the orders or instructions issued by the Government in this regard from time to time.</p>



<h3 class="wp-block-heading">10.&nbsp;<strong>Liability to serve in any part of India, outside and other conditions of the service.- Indian Naval Material Management Service INMMS</strong></h3>



<p>(1) Officer appointed to the service shall be liable to serve anywhere in India or outside.</p>



<p>(2) Any person appointed to the Service on or after the commencement of these rules shall, if so required, be liable to serve as Commissioned Officer in the Armed Forces for a period of not less than four years including the period spent on training, if any, provided that such person-</p>



<ul class="wp-block-list"><li>(i) shall not be required to serve as aforesaid after the expiry of ten years from the date of appointment; and</li><li>(ii) shall not ordinarily be required to serve as aforesaid after attaining the age of forty years.</li></ul>



<p>(3) The conditions of service of members of Service in respect of matters, for which no specific provision has been made in these rules, shall be the same as are applicable, from time to time, to the officers of the Central Civil Services.</p>



<p><strong>11. Disqualification.-</strong></p>



<p>No person,-</p>



<p>(a) who has entered into or contracted a marriage with a person having a spouse living;</p>



<p>or</p>



<p>(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the service:</p>



<p>Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other ground for so doing, exempt any person from the operation of this rule.</p>



<h3 class="wp-block-heading"><strong>12. Method of recruitment .- Indian Naval Material Management Service INMMS</strong></h3>



<p>The recruitment to the Service shall be made by the following methods, namely:-</p>



<p>(a) By a competitive examination held in India in accordance with the Engineering Service Examination rules;</p>



<p>(b) By promotion in accordance with Schedule-III of these rules.</p>



<h3 class="wp-block-heading"><strong>13. Non &#8211; functional upgradation.- Indian Naval Material Management Service INMMS</strong></h3>



<p>(1) Wherever an Indian Administrative Service Officer of the State or joint cadre is posted at the Centre to a particular grade carrying a specific pay level in Pay Matrix, the officers belonging to batches of the Organised Group-A services that are senior by two years or more and have not been promoted to that particular grade, would be granted the same grade on non-functional basis from the date of posting of Indian Administrative Service Officers in that particular grade at the centre. The grant of Non-functional upgradation shall be made on the recommendations of the Screening Committee as specified in Schedule-V.</p>



<p>(2) All the prescribed eligibility criteria and promotional norms including “Benchmark” for upgradation to a particular pay level shall have to be fulfilled at the time of Screening for grant of higher Pay level in the Pay Matrix.</p>



<p>(3) The terms and conditions for grant of above higher Pay level on Non-functional basis to officers of the Service shall be as per the instructions or orders issued by the Central Government on the subject from time to time.</p>



<p><strong>14. Power to relax.-</strong></p>



<p>Where the Government is of the opinion that it is necessary or expedient so to do, it may by order, for reasons to be recorded in writing, and in consultation with the Commission relax any of the provisions of these rules with respect to any class or category of persons.</p>



<p><strong>15. Saving.-</strong></p>



<p>(1) Nothing in these rules shall affect reservations, relaxation in age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Government from time to time in this regard.</p>



<p>(2) All appointments, promotion or confirmation made in consultation with the Commission, under Establishment orders issued from time to time before the commencement of these rules, shall be deemed to have been made under these rules.</p>



<p><strong>16. Interpretation.-</strong></p>



<p>If any question in relation to interpretation of these rules arises, the decision taken by the Government shall be final.</p>

<h3 class="wp-block-heading">Minimum educational and other qualification and age limit for direct recruitment to Junior Time Scale (Assistant Naval Store Officer Grade -I) &#8211; Indian Naval Material Management Service INMMS</h3>



<p><strong>1. A candidate must have –</strong></p>



<ul class="wp-block-list"><li>(a) obtained a degree in Engineering from a university incorporated by an act of the Central or State Legislature in India or other Educational Institutions established by an act of Parliament or declared to be deemed as Universities under section 3 of the University Grants Commission Act, 1956; or</li><li>(b) passed Sections A and B of the institution Examinations of the Institution of Engineers(India); or</li><li>(c) obtained a Degree or Diploma in Engineering, from such foreign University or College or Institution and under such conditions as may be recognised by the Government for the purpose from time to time; or</li><li>(d) passed Graduate Membership Examination of the Institution of Electronics and Telecommunication Engineers(India);or</li><li>(e) passed Associate Membership Examination Part –II and Part –III or Sections A and B of the Aeronautical Society of India; or</li><li>(f) passed Graduate Membership Examination of the Institution of Electronics and Radio Engineers, London held after November, 1959.</li></ul>



<p><strong>Note:</strong>&nbsp;The Educational Qualification to be possessed by the candidates shall be as notified by the Commission for Engineering Services Examination from time to time.</p>



<p><strong>2. Age Limit.-</strong></p>



<p>A candidate for Engineering Services Examination must have attained the age of twenty-one Years and must not have attained the age of thirty years on the 1st of January of the year of examination.</p>



<p><strong>Note:</strong>&nbsp;The prescribed age limit may vary in accordance with the notification issued by the Commission.</p>

<p><strong>Note 1:</strong><br />Where Juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service, or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.</p>



<p><strong>Note 2:</strong><br />For existing incumbents in the grade of Junior Time Scale (Assistant Naval Store Office-I) on the date of notification of these rules, there shall not be any requirement to possess the educational qualification prescribed for direct recruitment in Junior Time Scale grade, for promotion to the Senior Time Scale grade (Naval Store Officer).</p>

<p><strong>Indian Navy Personnel Serving Retirement And Pension Officers</strong></p>



<h2 class="wp-block-heading" style="text-align:center"><strong>Pensionary Benefits</strong></h2>



<p><strong>Introduction</strong><br /> Based on the recommendations of the Vth Pay Commission, the Government has abolished the standard pension of the rank. The normal retiring pension is purely based on two factors i.e. Qualifying Service and Average Monthly Emoluments.</p>



<p><strong>Type of Benefits</strong><br /> If the minimum qualifying service required has been completed officers are eligible for</p>



<ul class="wp-block-list"><li>Retiring Pension</li><li> Retirement Gratuity</li></ul>



<p><strong>Minimum Qualifying Service</strong><br /> In case officers have not rendered the minimum qualifying service for pension, then they are entitled to</p>



<ul class="wp-block-list"><li>Retiring Gratuity</li><li> Retirement Gratuity</li></ul>



<p><strong>4. Qualifying Service</strong><br /> It shall mean the actual qualifying service rendered plus a weightage (in years) appropriate to the last rank held (as given subsequently below). The minimum qualifying service (without weightage) to be eligible for retiring pension is 20 years (15 years in case of a late entrant). The maximum qualifying service including weightage reckonable for pensionary benefits is 33 years.</p>



<p><strong>5. Counting of Other Service</strong><br /> Full pre-commissioned service rendered under the Central Government whether in a Civil Department or in the Armed Forces shall be taken in account while working out the Qualifying service for pensionary benefits and determining the minimum Qualifying service for retiring pension.</p>



<p><strong>6. Calculation of Fraction of Year for Qualifying Service</strong><br /> To calculate the length of the Qualifying service, fraction of a year equal to 3 months and above but less than 6 months shall be treated as a completed one half year and reckoned as Qualifying service.</p>



<p><strong>7. Weightage</strong><br /> The object of the weightage for calculating the Retiring Pension is to give the benefit of entitlement to Retiring pension as close as possible to 50% of reckonable emoluments which is the maximum admissible after 33 years of service. The weightage allowed is as follows</p>

<p><strong>8. Reckonable Emoluments</strong><br /> For the purpose of working out the Retiring Pension the term Reckonable Emoluments means the average of the Pay. Dearness Pay, Non-practising Allowance and the Rank pay and Stagnation Pay, if any, drawn during the 10 months immediately preceding the date of retirement.</p>



<p><strong>9. Quantum of Retiring Pension</strong></p>



<ul class="wp-block-list"><li>The retiring pension is calculated at 50% of average emoluments. The amount so determined is the retiring pension for 33 years of reckonable qualifying service. For lesser period of reckonable qualifying service, this amount is proportionately reduced. The minimum pension shall not be less than Rupee 1,275/- per month wef 01 Jan 1996.</li><li> Further with effect from 01 Apr 2004, since 50% of Dearness Allowance converted into Dearness Pay is counted for retirement benefits, pension/family pension shall be calculated at 50% and 30% respectively of the pay plus Dearness Pay subject to minimum of Rupee 1,913/- and maximum of 50% and 30% respectively of the highest pay plus Dearness Pay in the Government. The highest pay in the Govt wef 01 Jan 96 is Rupee 30,000/-. The highest pension, as of now, comes to Rupee 22,500/- (i.e. basic pension Rupee 15,000/- + dearness pay Rupee 7,500/- = total pension Rupee 22,500/-).</li></ul>



<p><strong>10. Protection of Retiring Pension</strong><br />Retiring Pension in the rank of Cdr, Commodore (Captain with 3 years and 10 months , or more service) and Rear Admiral shall in NO CASE be less than the pension admissible to the officer as a Lt Cdr, Captain (with less than 3 years and 10 months service) or as a Commodore, as the case may be, had the officer not been promoted to the higher rank.</p>



<p><strong>11. Retirement/Retiring Gratuity</strong><br /> Please see the details in Chapter IV on Gratuity.</p>



<p><strong>12. Pension Disbursing Authorities</strong><br /> The officers may claim the pension through Govt. Treasury/Pension Payment Masters/ Defence Pension Disbursing Officers. They may also draw the pension through Public Sector Banks, if they so desire. With effect from 09 Jul 05, pensioners can operate the joint account of pension with his/her spouse.</p>

<p>Based on the recommendations of the Vth Pay Commission, the Government has abolished the standard pension of the rank. The normal retiring pension is purely based on two factors i.e. Qualifying Service and Average Monthly Emoluments.</p>



<p><strong>Type of Benefits</strong><br />If the minimum qualifying service required has been completed officers are eligible for</p>



<ul class="wp-block-list"><li><strong>Retiring Pension</strong></li><li><strong>Retirement Gratuity</strong></li></ul>



<p><strong>Minimum Qualifying Service</strong><br />In case officers have not rendered the minimum qualifying service for pension, then they are entitled to</p>



<ul class="wp-block-list"><li><strong>Retiring Gratuity</strong></li><li><strong>Retirement Gratuity</strong></li></ul>



<p><strong>Qualifying Service</strong><br />It shall mean the actual qualifying service rendered plus a weightage (in years) appropriate to the last rank held (as given subsequently below). The minimum qualifying service (without weightage) to be eligible for retiring pension is 20 years (15 years in case of a late entrant). The maximum qualifying service including weightage reckonable for pensionary benefits is 33 years.</p>



<p><strong>Counting of Other Service</strong><br />Full pre-commissioned service rendered under the Central Government whether in a Civil Department or in the Armed Forces shall be taken in account while working out the Qualifying service for pensionary benefits and determining the minimum Qualifying service for retiring pension.</p>



<p><strong>Calculation of Fraction of Year for Qualifying Service</strong><br />To calculate the length of the Qualifying service, fraction of a year equal to 3 months and above but less than 6 months shall be treated as a completed one half year and reckoned as Qualifying service.</p>



<p><strong>Weightage</strong><br />The object of the weightage for calculating the Retiring Pension is to give the benefit of entitlement to Retiring pension as close as possible to 50% of reckonable emoluments which is the maximum admissible after 33 years of service. The weightage allowed is as follows</p>

<p>In partial modification to GoI, MoD Order No. 21704/Q/ST-6(Condirnents)/538/D(QS)/2018, dated 01.02.2018, the following may be read:</p>
<p><strong>Para1 FOR</strong></p>
<p>&#8221; I am directed to refer to MoD Order No. 21704/Q/ST-56/5100/D(QS) dated 12th October, 2015 and to convey the sanction of the President of India for continuation of <strong>Rs. 103.30</strong> per man per month for Condiment Allowance till 30.06.2017. Consequent to the decision taken by Government on recommendations of the 7th CPC&#8217;s after abolition of Condiment Allowance, Condiment Expenditure entitled to Defence Service personnel would be <strong>Rs. 89.78</strong> per man per month with effect from 01.07.2017&#8243;</p>
<p><strong>READ</strong></p>
<p>&#8221; I am directed to refer to MoD Order No. 21704/Q/ST-56/5100/D(QS) dated 12th October; 2015 and to convey the sanction of the President of India POI- continuation of <strong>Rs. 103.30</strong> per man per month for Condiment Allowance till 30.06.2017. Consequent to the decision taken by Government on recommendations of the 7th CPC&#8217;s after abolition of Condiment Allowance, Condiment Expenditure entitled to Defence Service personnel is hereby enhanced to <strong>Rs.119.26</strong> per month/man with effect from 01.07.2017 &#8221;</p>

<p>In consonance with the policy in vogue, women officers are not inducted in Arms of Indian Army which are involved in direct combat role. The first batch of three women fighter pilots has been commissioned into the IAF in 2016.</p>
<p>Women officers in the Indian Navy are employed in combat, combat support and support roles. In their capacity as Pilots and Observers onboard Maritime Reconnaissance aircraft, women are being employed in a combat role.</p>
<p>In Navy, the policy for setting up of Permanent Commission for women officers in Law &amp; Education and Naval Constructors branch has been finalized. In case of Indian Air Force, Government had issued prospective policies for grant of permanent commission to women officers in certain branches, whereas in Indian Army, the policy for grant of permanent commission to women officers is yet to be finalized.</p>

<p>The complaints of discrimination received from women officers at work place in the armed forces are investigated and necessary action taken against defaulting officers, in accordance with the prevailing Acts and rules in force.</p>

<strong>Recruitment of Pilots in Armed Forces</strong></p>
<p align="right">05 MAR 2018</p>
<p>There are four modes of entry for becoming a pilot in the Indian Air Force (IAF) [NDA, CDSE, AFCAT and NCC special entry]. A written test is conducted for NDA/CDSE (by UPSC) and AFCAT (by IAF) entries followed by SSB testing. NCC special entry candidates with valid &#8216;C&#8217; certificate (Air Wing) are directly called for SSB testing. The recommended candidates undergo medical tests. The final merit list is prepared based on the candidate&#8217;s performance and medical fitness. On successful completion of flying training at Flying Training Establishments (FTEs) of the IAF, the cadet is commissioned as a pilot in the IAF.</p>
<p><strong>Pilots are inducted in the Indian Navy as Permanent Commission (PC) or Short Service Commission(SSC).</strong></p>
<ul>
<li>Permanent Commission (PC) : Volunteers from serving Executive branch officers (upto 25 years of age) are selected for pilot training biannually.</li>
<li>Short Service Commission (SSC) : Short Service Commissioned officers are inducted biannually through Direct Entry Scheme.</li>
</ul>
<p><strong>All pilots in Army Aviation are commissioned officers. Options to join Army Aviation are as under:-</strong></p>
<ul>
<li>Volunteers who opt for Army Aviation during pre-commissioning training at IMA and OTA.</li>
<li>Volunteer Officers from any Arm of Indian Army on completion of one and half years of service.</li>
</ul>
<p><strong>Volunteer Officers are required to undergo the following tests:-</strong></p>
<ul>
<li>Pilot Aptitude and Battery Test (PABT)</li>
<li>Aviation medical examination</li>
</ul>
<p>Officers clearing the PABT and medical examination undergo the Basic and Advance flying training, on completion of which they become pilots in the Indian Army.</p>
<p>As on 1st February, 2018, sanctioned strength and strength of pilots in <strong>Indian Air Force (IAF) </strong>is as follows:</p>

<p>A study on Restructuring of Army Pilot Cadre was conducted and salient decisions that have been implemented are:</p>
<ul>
<li>There has been an increase in Direct Commissioned Officers (DCO) both from IMA and OTA.</li>
<li>For the DCO, the lower service limit of two years of attachment period with fallback arm after commissioning has also been reduced to one and half years.</li>
</ul>
<p>IAF ensures that the aircrew are fully utilized in a cockpit vacancy for the maximum duration which is well beyond the period required for amortization of the cost of training. It is also ensured that only limited numbers are given release such that the combat potential of IAF is not compromised at any stage</p>
<ul>
<li>Setting up of an Air Force Selection Board (AFSB) at Gandhinagar in 2013.</li>
<li>The selection process into the IAF has been simplified with the introduction of the Air Force Common Admission Test (AFCAT) for non-UPSC entries. Under this format, a candidate may apply for selection in any branch for which they meet the QRs, through a single application in a selection cycle.</li>
<li>Proactive steps have been taken by the IAF to reduce the shortage of pilots, which include participation in career fairs/exhibitions, advertisements in print and electronic media, motivational lectures in schools, colleges, visuals/signage at strategic locations etc.</li>
</ul>

<p>Subject: <strong>Productivity Linked Bonus for the civilians of the Indian Navy for the year 2015-2016.</strong></p>
<p>Sir,</p>
<p>I am directed to refer to the Productivity Linked Bonus Scheme already circulated vide this Ministry’s letter No.F.24(9)/80/D(JCM) dated 28th September, 1983, as amended from time to time and to convey the sanction of President to the payment of 40 days (forty days) wages in cash as PLB for the year 2015-2016 to the eligible civilian employees of the Indian Navy.</p>
<p>2. The entitlement has been worked out on the basis of the working results for the year 2015-2016 in accordance with the agreed formula.</p>
<p>3. The PLB shall be paid to all eligible Gp. B (Non-Gazetted), Gp. C and Gp. D civilian employees of Indian Navy who are covered under PLB Scheme for the accounting year 2015-2016. The calculation ceiling of Rs.7000/-(7000×40/30.4) and other terms and conditions of the PLB Scheme will remain unchanged.</p>
<p>4. Productivity Linked Bonus to the casual labourer will be paid at the assumed wages of Rs. 1200/- p.m.(1200×40/30.4) for the accounting year 2015-2016. However, in Cases where the actual wages fall below Rs. 1200/- p.m., the amount will be calculated On the actual monthly wages. The other conditions remain unchanged.</p>
<p>5. The expenditure on this account will be debitable to Defence Services Estimates under respective Heads to which the pay and allowances of these employees are debited. The entire expenditure on the payment of PLB is to be met out of the sanctioned budget grant for the year 2016-2017.</p>
<p>6. This issues with the concurrence of the Ministry of Finance (Dept of Expenditure) vide their I.D. No.30030832/E-III(A)/2016 dated 05.10.2016 and MoD (Fin/AG/PB) vide their Dy.No.187/AG/PB dated 5.10.2016.</p>
