<p>The Department of Pension and Pensioners Welfare in collaboration with Pension Disbursing Banks, Pensioner Welfare Associations, UIDAI and Jeevan Praman has successfully conducted Digital Life Certificate Campaigns in 2022 and 2023. In 2023, the DLC Campaign 2.0 was held in 100 cities and 1.45 crore pensioners submitted their DLC’s. The Department of Pension and Pensioners’ Welfare has notified that the DLC Campaign 3.0 will be held from November 1-30, 2024. The DLC Campaign 3.0 will be held in all District Headquarters and major cities across India. The Pension Disbursing Banks, the Pensioner Welfare Associations, UIDAI and Jeevan Praman will conduct the DLC Campaign in 157 cities. For conducting the DLC Campaign 3.0 in all District Headquarters, the Department of Pension and Pensioners Welfare would coordinate with Department of Posts and India Post Payment Bank and the DLC Campaign 3.0 would be held in all District Post Offices across India.</p>



<p>A preparatory meeting to structure the DLC Campaign 3.0 in all District Post Offices was held by Shri V. Srinivas, Secretary (P&amp;PW) with Shri Sanjay Sharan Director General Postal Services, Smt. Rajul Bhatt Deputy Director General Posts, Shri R.Viswesvaran MD&amp;CEO IPPB, Shri Gursharan Rai Bansal CGM IPPM on 12.9.2024. Senior Officials of Department of Pension and Pensioners Welfare Shri Dhrubajyoti Sengupta Joint Secretary, Shri Ravi Kiran Ubale Director participated in the discussions. It was agreed that District Post Offices will coordinate with Pensioner Welfare Associations Pension Disbursing Banks, UIDAI and Jeevan Praman to conduct the DLC Campaign 3.0 at District Post Offices. Jeevan Praman can be submitted by Pensioners at District Post Offices using Face Authentication from an Android smart phone. The Department of Posts will also provide door-step delivery of services to aged/ inform Pensioners to submit their DLC’s as per requirements. Wide publicity will be given to the DLC 3.0 campaign by spreading awareness through banners, social media, SMS and short videos. UIDAI and MeitY will provide technical support during camps. It is envisaged that the collaboration will broaden and deepen the Government’s efforts for Digital Empowerment of Pensioners and will contribute immensely to their ease of living.</p>

<h3 class="wp-block-heading">Subject: Combined Duty Allowance (CDA) to Gramin Dak Sevak (GDS) -clarification.</h3>



<p>Recently the issue of recovery of excess payment of Combined Duty Allowance (CDA) payable to GDS came to the judicial scrutiny before the Hon’ble CAT, Earnakulam Bench. The Bench while deciding OA No. 391/2021 and connected cases vide order dated 07.06.2023 (Annexure A) has, inter-alia, directed to recover over payment of combined duty allowance from the GDS (both in the single handed and all other BOs), inter-alia, observing that</p>



<p>“Combined duty allowance can be claimed by a GDS only if he is discharging the additional duties subject to the two riders: &#8211;</p>



<ul class="wp-block-list">
<li>(a) There must be two or more posts in the establishment.</li>
</ul>



<ul class="wp-block-list">
<li>(b) The duty of that post should be borne on the post of that BO and duty of that post is to be combined with another post of that particular office.”</li>
</ul>



<p>2. While examining the aforementioned court cases, it was noted that this office Order No. 17-31/ 2016-GDS dated 01.02.2022,in respect of CDA applicable in single handed BOs, was issued with the concurrence of MoF keeping in view the specific nature of duties to be performed by BPM in single handed BOs and therefore, BPMs in such cases are entitled to combined duty allowance. Kerala Circle has, accordingly, been advised to take further legal recourse to clarify the position before Hon’ble Tribunal.</p>



<p>3. Further, it was also noticed while examining the above cases in respect of the double or more than double handed branch post offices, that Karnataka Circle and Telangana Circle (Hyderabad Region) have issued some clarifications at Circle levels vide their orders No. ESA/1-1/Dlgs/I ll dated 12.05.2022 (Annexure B) and PMG (H)/Est-/05 dated 18.09.2018 (Annexure C), respectively in the matter of grant of combined duty allowance (CDA). It appears from the clarification issued by both the Circles that the CDA has been allowed to the GDSs in the BOs having two or more hands in all cases, <strong>irrespective of the vacant post is borne in the same establishment or otherwise</strong>, against the provisions contained in this office OM NO. 17-31/2016-GDS dated 25.06.2018.</p>



<p>4. The said orders dated 25.06.2018 are very clear with regard to grant of combined duty allowance, which inter-alia, provides that for grant of combined duty allowance (in other than single handed BOs) it is necessary that two or more posts should be borne on the same establishment, i.e., <strong>in case of BPMs working in other than single handed BOs, the Combined Duty Allowance should be granted only in the cases where the post of GDS ABPM was lying vacant or where the incumbent to the post has availed any leave and consequently BPM works as the Mail Deliverer or Mail Conveyance or both in addition to their own duties.</strong></p>



<p>5. In view of the observations of the Hon’ble CAT the Orders, the aforesaid letters dated 12.05.2022 of Karnataka Circle and 18.09.2018 and of the PMG, Hyderabad Region are needed to be withdrawn immediately. Karnataka Circle and Telangana Circle are accordingly requested to take action to withdraw the aforementioned orders of respective Circles and recover the excess payment of combined duty allowance made in pursuance thereof from the GDSs concerned in three installments. A compliance may be submitted by both the Circles forthwith.</p>



<p>6. All Other Circles are also requested to follow the instructions in the letter and spirit to avoid such irregular payment and take action to recover such irregular payment of CDA, if any.</p>



<p>The receipt of this letter may be acknowledge by all Circles.</p>

<h3 class="wp-block-heading">Subject: Scheme for compassionate appointment &#8211; Clarifications in respect of Relative Merit Points and Procedure for selection.</h3>



<p>Madam/Sir,</p>



<p>Please refer to this office letter No. 17-1/2022-SPG-II dated 23.03.2022 providing for Revised Relative Merit Points System and procedure (RMPS-2022) for compassionate appointments in the Department of Posts. RMPS-2022 are applicable w.e.f. 23.03.2022 and all the CRC meets on or after 23.03.2022 are following these guidelines. It has been brought to the notice of the Directorate that there are some confusions in Circles regarding guidelines issued regarding Rejection of case in Para 5 of letter dated 23.03.2022. In this regard, it is clarified as under:</p>



<p>(i) CRC shall reject a case/application in third time if the case is not recommended in third consideration depending upon RMP of the case. An incomplete case should not be considered by CRC. However, if an incomplete case considered by CRC in past, its consideration should not be counted for the purpose of counting of total 3 times considerations.</p>



<p>(ii) It is not necessary to consider a case 3 times continuously in a row in respect of past cases. However, if a fresh case is considered by CRC after issue of RMPS-2022, it should be considered 3 times continuously in a row.</p>



<p>(iii) (a) Past applications/ cases which were not <strong>categorically rejected</strong> by previous CRCs <strong>and</strong> not considered for a total of 3 times in previous CRCs should be considered till completion of 3 times considerations. CRC shall ‘Reject’ the case in third time if the case is not recommended in third consideration depending upon RMP of the case.</p>



<p>(b) In past, as per recommendations of CRC in some Circles, candidates have been listed out in minutes of CRC under categories viz. ‘Recommended’; ‘Not Recommended’ and ‘Recommended for reconsideration by next CRC’ and no candidate has been listed out under ‘Rejected’ category. Circles have considered ‘Not Recommended’ candidates as ‘Rejected’ candidates and accordingly not considered them in CRC conducted after issue of RMPS-2022. In this regard, Circle is directed to prepare a list of such past candidates considered as “<strong>Deemed Rejected-I</strong>’ with the approval of Competent Authority i.e. Head of Circle. As such, past candidates should be considered for a total of 3 times by the CRC if they have not been listed out in ‘<strong>Deemed Rejected-I’ list</strong>.</p>



<p>(iv) Past applications/cases considered for a <strong>total of 3 times or more</strong> (whether or not considered for 3 times continuously in a row in past cases) in previous CRCs, should be considered deemed rejected. A list of such candidates under ‘<strong>Deemed Rejected-II</strong>’ category should be made with the approval of Competent Authority i.e. Head of Circle. After issue of RMPS-2022, these cases should not be placed before CRC even if past CRC has recommended to reconsider the case in next CRC. However, a case already considered for a total of 3 or more times in past and pending before the Court as on 23.03.2022 i.e. date of issue of RMPS- 2022, it may be reconsidered as per directions of Court for one more time only.</p>



<p>2. Circles will circulate this to all offices under their administrative control for dealing with requests/ applications seeking appointment on compassionate grounds.</p>



<p>3. This issues with the approval of Competent Authority.</p>

<p><strong>Subject: Gramin Dak Sevaks (Compassionate Engagement) Scheme, 2023.</strong></p>



<p>I am directed to refer to this office letters No. 17-1/2017-GDS dated 30.05.2017 whereas the instructions regarding engagement of dependents of deceased Gramin Dak Sevaks on compassionate grounds (the Scheme) were issued.</p>



<ol class="wp-block-list" start="2">
<li>Based on the references received, a need was felt to further review the scheme to expedite the processing of the compassionate engagement cases. With this view the scheme has been reviewed and it has been decided to introduce revised scheme for compassionate engagement of eligible dependents of deceased Gramin Dak Sevaks to be known as <strong>GDS (Compassionate engagement) Scheme, 2023.</strong></li>



<li>The scheme will come into effect from the date of issue of this Scheme and will be applicable in all cases yet to be put up before Compassionate Committee on Engagements (CCE). The cases which have already been settled will not be reopened. A copy of the scheme is attached.</li>



<li>Circles are requested to circulate the revised Scheme to all concerned and ensure its implementation.</li>

<h3 class="wp-block-heading">Subject: Transfer under Rule-38 cancellation of approved transfer &#8211; reg.</h3>



<p>Madam/Sir,</p>



<p>I am directed to refer to above mentioned subject and to say that it has been observed that many official(s) approved for transfer under online transfer cycle operated in September and December, 2022 are requesting to cancel their approved transfer.</p>



<p>2. Employee has been provided with option to withdraw transfer request migrated / registered on online transfer portal. Further, after provisional allotment on transfer, employee is provided with opportunity to ‘Accept / decline’ approved transfer. However, still employees are requesting for cancellation of approved transfer.</p>



<p>3. Sufficient opportunity is provided to employee to withdraw his transfer request, if he is not willing to avail it. Therefore,&nbsp;<strong>it has been decided that for transfers to be approved during March, 2023 onwards, if an employee seek cancellation of approved transfer, it would be deemed that he / she has availed one chance of transfer</strong>. This provision has also been included in transfer guidelines.</p>



<p>4. Therefore, all employees may be sensitized to arrive to decision of availing transfer registered by them on portal or otherwise and in case they don’t want to get their request considered they should withdraw their requests immediately.</p>



<p>5. In order to provide wider circulation, this letter 1s also being placed on India Post website.</p>

<p>Sir/Madam,</p>



<p>The competent authority has decided to introduce e-Passbook facility w.e.f. 12.10.2022 in order to provide simplified and enhanced digital facilities to National (Small) Savings Schemes account holders.</p>



<p>2. With introduction of the facility, Post Office Small Savings customers will be able to access the account details anytime, anywhere and without the need of having Net Banking or the Mobile Banking access. e-Passbook facility can be accessed by an account holder through the registered mobile number. The service will be available free of cost.</p>

<p>Department of Posts with its omnipresent network of 1.5 lakh Post Offices, has taken &#8220;Har Ghar Tiranga&#8221; Programme to every citizen of the country. Within a short span of 10 days, India Post has sold more than 1 crore National Flags, through Post offices as well as online, to citizens. These Flags have been sold by the Department at a very economical price of Rs. 25/- . For online sale, the Department has provided free doorstep delivery to any address across the country; more than 1.75 Lakh flags have been purchased online by the citizens through the ePost Office facility.</p>



<p>4.2 lakh strong Postal employees across the country have enthusiastically propagated the message of “Har Ghar Tiranga” in cities, towns and villages, in border areas, in LWE Districts, and in mountainous &amp; Tribal areas. Through Prabhat Pheris, Bike  Rally and Choupals sabhas, India Post has taken the message of “Har Ghar Tiranga” to every section of the society. Social Media tools like twitter and facebook have also been extensively used for spreading the message of the programme among digitally connected citizens.</p>



<p>The sale of the National Flag through Post Offices is open till 15 August 2022. Citizens can walk in, to the nearest Post Offices or visit the epost office (<a href="http://epostoffice.gov.in/" target="_blank" rel="noreferrer noopener">epostoffice.gov.in</a>) and obtain their National Flag and become a part of “Har Ghar Tiranga” campaign. Citizens can also take a selfie with the Flag and upload it on <a href="http://www.harghartiranga.com/" target="_blank" rel="noreferrer noopener">www.harghartiranga.com</a> and register their participation in the largest celebration of New India.</p>

<p>Subject: <strong>Notice for One day Nationwide Postal Strike on 10/08/2022 by NFPE.</strong></p>



<p>I am directed to inform that a Notice was given by the Postal Joint Council of Action (PJCA) consisting the FNPO, NFPE and AISBCEU to go on one day Nationwide Strike on 10/08/2022. To discuss their charter of demands, a High-level meeting with the representatives of Postal Joint Council of Action (PJCA) consisting the FNPO, NFPE and AISBCEU held on 05.08.2022 and the Minutes of the meeting has been issued on 08.08.2022. After the issue of minutes, the FNPO and AISBCEU have deferred their strike but NFPE stuck to their decision to go on strike on 10th August 2022.</p>



<p>2. In this regard, it is to bring to kind notice that the instructions issued by the Department of Personnel &amp; Training prohibit the Government servants from participating in any form of strike including mass casual leave, go slow etc., or any action that abets any form of strike in violation of Rule 7 of the CCS (Conduct) Rules 1964. Besides, in accordance with the provision to Rule 17 (1) of the <strong><span style="text-decoration: underline;">Fundamental Rules, pay and allowances are not admissible to an employee for his/her absence from duty without any authority</span></strong>. The Supreme Court has also agreed in several judgments that going on strike is a grave misconduct under the Conduct Rules and that misconduct by the Government employees is required to be dealt with in accordance with the law. Any employee going on strike in any form would face the consequences which, besides deduction of wages, may also include appropriate disciplinary action. In this connection, attention is also invited to DOP&amp;T&#8217;s O.M. No. 33012/1(s)/2008-Estt (B) (pt) dated 12th September, 2008.</p>



<p>3. In view of the above, it is requested that aforesaid instructions under Conduct Rules issued by the DOP&amp;T and other regulations upheld by the Hon&#8217;ble Supreme Court may, therefore, be Suitably informed to the Central Government employees working in the Circles. Necessary instructions not to sanction Special Casual Leave or other kind of leave to employees if applied for, during the period of the proposed strike/ dharna/ demonstration and ensure that the willing employees are allowed hindrance &#8211; free entry into the office premises may be issued. Necessary steps may also be taken as per the instructions issued under Contingency Plan vide this office letter No. 08-01/2019-SR dated 03.05.2019 for handling the strike/ dharna/ demonstration situation. The GDS may also invite action in terms of provisions contained in GDS (Service and Conduct), Rules. The staff may also be apprised of the fact that the Department is committed to consider the issues raised by federation within the framework of the existing rules and instructions of the Government of India/Department of Posts.</p>

<p>To facilitate the sales and distribution of National Flags under Har Ghar Tiranga Campaign, all Post Offices will function on holidays, falling before Independence Day 2022.</p>



<p>All delivery Post Offices and other important post offices, across the country will be functional to the extent for supporting this public campaign.</p>
