<h3 class="wp-block-heading">Subject: Introduction of e-Passbook facility for National (Small) Savings Schemes account holders.</h3>



<p>Sir/Madam,</p>



<p>The competent authority has decided to introduce e-Passbook facility w.e.f. 12.10.2022 in order to provide simplified and enhanced digital facilities to National (Small) Savings Schemes account holders.</p>



<p>2. With introduction of the facility, Post Office Small Savings customers will be able to access the account details anytime, anywhere and without the need of having Net Banking or the Mobile Banking access. e-Passbook facility can be accessed by an account holder through the registered mobile number. The service will be available free of cost.</p>



<p>3. Facilities available under e-Passbook will be as follows:</p>



<figure class="wp-block-table"><table><tbody><tr><td><strong>(i) Balance Inquiry:</strong></td><td>In this option, user can view balance of all National Savings Scheme accounts.</td></tr><tr><td><strong>(ii) Mini Statement:</strong></td><td>Mini statement will be available for PO Savings Account (POSA), Sukanya Samriddhi Account (SSA) and Public Provident Fund Account (PPF) to start with and will be extended to other schemes in a phased manner. Last 10 transactions will be displayed and mini statement can be downloaded in pdf format.</td></tr><tr><td><strong>(iii) Full Statement:</strong></td><td>Full statement will be made available in a phased manner. Customer will be able to generate account statement for specified date range.</td></tr></tbody></table></figure>



<p>4. The link for e-Passbook is made available on India Post website (at link <a href="https://www.indiapost.gov.in/Financial/Pages/Content/Post-Office-Saving-Schemes.aspx" target="_blank" rel="noreferrer noopener"><strong>Post Office Saving Schemes</strong></a>) and IPPB website www.ippbonline.com. The facility will also be made available in PostInfo App subsequently. Account holders may follow the process outlined below to use this facility:</p>

<h3 class="wp-block-heading"><strong>Sub: Roll out of PLI-IPPB (India Post Payments Bank) functionality&nbsp;</strong></h3>



<p>This is regarding roll out of PLI-IPPB functionality deployed from 27-05-22, which provides the facility of payment of PLI/RPLI renewal premia through following modes:-</p>



<ul class="wp-block-list"><li><strong>(i) IPPB Mobile App</strong> &#8211; Customer can deposit their PLI/RPLI premium through mobile app.</li><li><strong>(ii) IPPB Counters</strong> &#8211; Customer can visit Post office IPPB Counter to deposit PLI/RPLI premium.</li><li><strong>(iii) Micro ATM (Through Postman &amp; GDS)</strong> &#8211; In addition to other IPPB services, now postman will be able to facilitate customer to deposit their PLI/RPLI premium using micro ATM device.</li><li><strong>(iv) Standing Instructions through IPPB Account</strong> &#8211; Customer can register for Standing Instruction either by visiting IPPB counters or using IPPB mobile app every month, PLI/RPLI premium will be debited automatically from their IPPB account.</li></ul>



<p>2 It is further informed that Standard Operating Procedure (SOP) for the above functionality will be circulated separately by IPPB team.</p>



<p>3 Standard Accounting Procedure (SAP) as received from PAF Division, Postal Directorate containing roles of different offices is being enclosed for reference &amp; necessary action by the respective offices.</p>



<p>4 It is, therefore, requested that the above information may widely be disseminated among all administrative offices, operational staff &amp; marketing staff for wide publicity &amp; also for sensitizing our valuable customers about the functionality.</p>

<p>Dear Sir,</p>



<p>This is regarding the <strong>provision of Jeevan Pramaan / Digital Life Certificate Services in Assisted Mode through India Post Payments Bank (IPPB)</strong>.</p>



<p>2. With reference to the ongoing engagement between IPPB and DoPPW for providing Jeevan Pramaan/ Digital Life Certificate (DLC) Services through IPPB, we are delighted to inform you that IPPB has made provision for catering to pensioners in the Assisted mode for getting their Digital Life Certificates Services. In the initial phase, IPPB Shall be providing these services at 100 locations in the country. From November 1, 2020, IPPB shall be enabling this service across the national network of DOP, which comprises of over 189,000 Postmen &amp; Gramin Dak Sevaks, equipped with smartphones and biometric devices to provide Doorstep Banking Services for all IPPB services, including Assisted DLC services.</p>



<p>3. The Assisted DLC service can be availed by any pensioner irrespective of the Pension Disbursing Agency and shall be based on Aadhaar enabled biometric authentication in the DLC application developed by NIC. This service would increase the convenience for the pensioners and also reduce the Turn Around Time (TAT) of issuance of Jeevan Pramaan certificate.</p>



<h4 class="wp-block-heading"><a href="https://centralgovernmentnews.com/faq-for-pensioners-regarding-digital-life-certificate-dlc/" target="_blank" rel="noreferrer noopener">FAQ for Pensioners Regarding Digital Life Certificate (DLC)</a></h4>



<p>4. We have attached a 1 pager service proposition which can be shared with all Central Government Ministries/ Departments for creating awareness amongst employees and pensioners. We are thankful to the assistance offered by your office in completion of this project and making the service live. Going forward, we seek your assistance in creating the awareness about the availability of the convenient and hassle-free services to the pensioners under the jurisdiction of the department through the following interventions:</p>



<ul class="wp-block-list"><li>Communication to all the Ministries/ Departments, including Railways and Defence, informing about the Assisted Jeevan Pramaan services of IPPB.</li><li>Announcement about the IPPB Jeevan Pramaan service through social media of DoPPW</li><li>SMS intimation to pensioners’ database available with DoPPW</li><li>Communications to the Pensioner’s Associations to avail the benefit of the service from IPPB Postmen/Grameen Dak Sevaks.</li></ul>



<p>5. Considering that the Model Code of Conduct is in-force in Bihar due to State Assembly Elections, Department had approached Election Commission for formal intimation /approval for start of the service across India (except Bihar).  Consequently, the go-ahead has been received from Election Commission and the services are now being rolled out by IPPB in all states except Bihar. Your kind support is once again sought in disseminating the details of the service to all concerned so that Pensioners can benefit from this service.</p>



<h4 class="wp-block-heading"><a href="https://centralgovernmentnews.com/dop-clarification-on-date-of-commencement-of-risk-for-pli-rpli-proposals/" target="_blank" rel="noreferrer noopener">DoP – Clarification on date of commencement of risk for PLI / RPLI proposals</a></h4>

<h3 class="wp-block-heading">Broad flow of the DLC generation through IPPB:</h3>



<ol class="wp-block-list"><li>Pensioner calls a Postman/ Gramin Dak Sevak <strong><a href="https://centralgovernmentnews.com/tag/gds/" target="_blank" rel="noreferrer noopener">GDS </a></strong>to his/her doorstep or visits the nearest post office. The pensioner can request for a doorstep service through the Post info app/ website of the Department of Posts.</li><li>The Postman/Grameen Dak Sevak, equipped with a smartphone and biometric device, accesses DLC app interface from his/her mobile and assists the pensioner to generate the DLC</li><li>The pensioner provides the required details to Postman/ Gramin Dak Sevak for entry into the application and verifies the provided data through Aadhaar based biometric.</li><li>The Jeevan Pramaan ID is generated based on the valid inputs like PPO number, pension disbursing agency, etc provided by the pensioner and updated directly to the pension disbursing agency.</li></ol>



<h3 class="wp-block-heading">Salient advantages of the Digital Life ceftificate journey leveraging the services of NIC:</h3>



<ul class="wp-block-list"><li>Completely paperless issuance of Digital Life Certificate with Aadhaar authentication</li><li>Instant issuance of Certificates at doorstep through Postmen or at nearest Post Office</li><li>Convenience for the Pensioner as Digital Life Certificate details are directly updated with the department, thereby avoiding the need to visit any Pension Disbursing Agency/ Bank</li><li>Availability of services at a nominal fee of Rs. 70 (inclusive of taxes), which shall be paid by the Pensioner to the Postman/ Gramin Dak Sevak</li></ul>

<p>The Prime Minister, Shri Narendra Modi, today launched the <strong>India Post Payments Bank</strong> (<strong>IPPB</strong>) at Talkatora Stadium in New Delhi. The function was witnessed at over 3000 locations across the country, which were connected to the main event in Delhi.</p>
<p>Speaking on the occasion, the Prime Minister said that through the India Post Payments Bank, banking services will conveniently reach the remotest places in the country, and the people living there.</p>
<p>He recalled that the Union Government had earlier rolled out the Jan Dhan Yojana to establish financial inclusion. He said that today&#8217;s launch of <strong>IPPB</strong> is one more step to achieve this objective. He said <strong>IPPB</strong> branches have opened across 650 districts today.</p>
<p>The Prime Minister said that the postman has long been a respected and accepted person in the villages. He said the trust on the postman remains, despite the advent of modern technology. He said that the Government&#8217;s approach is to reform existing frameworks and structures, and hence, transform them in accordance with the changing times. He said that there are over 1.5 lakh post offices and over three lakh postmen or &#8220;<b>grameen dak sevaks</b>&#8221; who are connected to the people of the country. Now they shall be empowered with smartphones and digital devices to provide financial services.</p>
<p>Enumerating the benefits of <strong>IPPB</strong>, he said it will enable money transfer, transfer of government benefits, bill payments and other services such as investment and insurance. He added that postmen would deliver these services at the doorstep. He said that <strong>IPPB</strong> will also facilitate digital transactions, and help deliver the benefits of schemes such as Pradhan Mantri Fasal Bima Yojana, which provide assistance to farmers.</p>
<p>The Prime Minister said that since 2014, the Union Government has been dealing firmly with the distortions and problems that had arisen in India&#8217;s banking sector due to indiscriminate loan advances. He said existing loans have been reviewed and a professional approach has been taken with regard to the banking sector. He mentioned other measures such as the Fugitive Economic Offenders Bill, which have been taken to ensure that the guilty are punished.</p>
<p>The Prime Minister said that now Mudra loans worth over 13 lakh crore rupees have been given to the poor and middle class, for creating self-employment opportunities. He said that today, as India achieves its best ever Asian Games performance, and the economy shows excellent growth numbers, the entire country is full of new self-confidence. He said this is the result of the collective efforts of the people. He said today India is not just the fastest growing economy in the world, but also the country that is eradicating poverty the fastest.</p>
<p>The Prime Minister said that 3 lakh &#8220;<b>dak sevaks</b>&#8221; would be the key to provide financial services to every home, every farmer and every small enterprise in the villages. He mentioned that in recent months, several steps have been taken for the welfare of &#8220;<b>dak sevaks</b>&#8221; and to meet their long pending demand. These have led to a substantial increase in their salary, he added. He expressed confidence that <strong>IPPB</strong> shall reach over 1.5 lakh post offices across the country within the next few months.</p>

<p>IPPB has been envisioned as an accessible, affordable and trusted bank for the common man, to help speedily achieve the financial inclusion objectives of the Union Government. It will leverage the vast network of the Department of Posts, which covers every corner of the country with more than 300,000 Postmen and Grameen Dak Sewaks. IPPB will hence significantly augment the reach of the banking sector in India.</p>
<p>The launch of IPPB marks another significant milestone in the Union Government’s endeavour to take the benefits of a rapidly developing India to the remotest corners of our country.</p>
<p>On the day of the launch, IPPB will have 650 Branches and 3250 Access Points spread across the country. Simultaneous launch events will be held at these branches and access points.</p>
<p>All the 1.55 lakh Post Offices in the country will be linked to the IPPB system by December 31, 2018.</p>
<p>IPPB will offer a range of products such as savings and current accounts, money transfer, direct benefit transfers, bill and utility payments, and enterprise and merchant payments. These products, and related services, will be offered across multiple channels (counter services, micro-ATM, mobile banking app, SMS and IVR), using the bank’s state-of-the-art technology platform.</p>

<strong>Cabinet approves Revised Cost Estimate for setting up of India Post Payments Bank<br />
</strong><strong>Boost to Banking Services at Post Offices across the country</strong></p>
<p style="text-align: right;">29 AUG 2018</p>
<p>The Union Cabinet chaired by Prime Minister Shri Narendra Modi has given its approval for revision of the project outlay for setting up of India Post Payments Bank (IPPB) from Rs. 800 crore to Rs. 1,435 crore. The additional sum of Rs. 635 crore in the revised cost estimates is on account of Rs 400 crore for Technology Costs and Rs 235 crore for Human Resource Costs.</p>
<p><strong>Details:</strong></p>
<ul>
<li>IPPB services shall be available at 650 IPPB branches and 3250 Access Points from 1st September 2018 and in all 1.55 lakh post offices (Access Points) by December 2018.</li>
<li>The project will generate new employment opportunity for about 3500 skilled banking professionals and other entities engaged in propagating financial literacy across the country.</li>
<li>The objective of the project is to build the most accessible, affordable and trusted bank for the common man; spearhead the financial inclusion agenda by removing the barriers for the unbanked and reduce the opportunity cost for the under banked populace through assisted doorstep banking.</li>
<li>The project will supplement Government&#8217;s vision of &#8220;less cash&#8221; economy and at the same time promote both economic growth and financial inclusion.</li>
<li>The robust IT architecture of IPPB has been built taking into consideration bank grade performance, fraud and risk mitigation standards and in line with the best practices from payments &amp; banking domain</li>
</ul>
<p><strong>IPPB services:</strong></p>
<p>The IPPB will provide bouquet of payments/financial services through its technology enabled solutions which will be distributed by the Department of Posts (DoP) employees/last mile agents transforming them from mail deliverer to harbinger of financial services.<br />
The IPPB shall pay incentive/commission to the last mile agents ( Postal Staff and Gramin Dak Sewaks) directly in their accounts for providing IPPB services so as to motivate them to promote IPP8 digital services to the customers.</p>
<p>A part of commission to be paid by IPPB to Department of Posts will be used for increasing the wherewithal of Post office.</p>

<p>India Post Payments Bank (IPPB) Expansion Programme continues to make brisk progress and a nation-wide roll-out is scheduled beginning April 2018. No decision has been taken to revise the timelines as reported in some sections of the media on Tuesday, 06th February 2018. Once the proposed expansion is completed, IPPB will be providing the largest financial inclusion network in the country, covering both urban as well as rural hinterland with ability to provide digital payment services at the doorstep with the help of Postmen and GraminDakSewaks (GDS). IPPB will also enable more than 17 crore active account-holders of Post Office Savings Bank to make interoperable digital payments including the benefit of NEFT, RTGS, UPI and bill payment services. Additionally, the IPPB will enable acceptance of digital payments across post offices in the country in line with the digital payments initiative of the government.</p>

										<content:encoded><![CDATA[<p>More than 2 dozen companies want collaboration with India Post Payments Bank-Manoj Sinha</p>
<p>Government has said that there are many companies who have approached the Department of Posts for collaboration with India Post Payments Bank. Replying to a question in the Rajya Sabha, the Minister of Communications Shri Manoj Sinha said that while the Department is in various stages of discussions with them, decision on formal partnerships will be taken after carefully evaluating the entire value proposition that they propose for the common man. The India Post Payments Bank had launched its two branches in Raipur (Chhattisgarh) and Ranchi (Jharkhand) on 30/01/2017 with basic products and banking services in partnership with Punjab National Bank.</p>
<p>Shri Sinha also said that the Payments Banks are different from regular Banks in the following fundamental ways as per RBI guidelines for Licensing of Payments Banks:</p>
<p>(i) Payment Banks are not allowed to undertake lending activities directly. It can accept demand deposits only that is savings and current accounts and will initially be restricted to holding a maximum balance of Rs. 100,000(Rupees one lakh only) per individual customer.</p>
<p>(ii) Payment Banks cannot accept Non Resident Indian (NRI) deposits.</p>
<p>(iii) The Payment Banks cannot set up subsidiaries to undertake non banking financial services activities.</p>

<p>Finance Minister, Shri Arun Jaitley and Minister of Communications Shri Manoj Sinha launched the operations of the India Post Payments Bank (IPPB) here today as two pilot branches at Raipur and Ranchi through video conferencing from Delhi.</p>
<p>Speaking on the occasion, Shri Jaitley said that about 650 IPPB branches will be opened by September this year and that will have a multiplier impact as far as banking in India is concerned. He said with IPPB, banking at the doorstep will no longer remain a mere slogan, but will become a reality due to huge postal network in the country. He said that financial Inclusion is critical for the socio-economic development of the country, but there are significant gaps in this area and a large proportion of country’s population remain unbanked or underbanked. IPPB will effectively leverage the ubiquitous post office network with its pan-India physical presence, long experience in cash handling and savings mobilization, backed by the ongoing project of IT-enablement, to bridge this gap in Financial Inclusion.</p>
<p>In his address, Minister of Communications Shri Manoj Sinha has commended the hard work done by the Department of Posts in setting up the India Post Payments Bank and hoped that both organizations will work in tandem to take the benefits of government schemes and financial services that are not easily available in rural areas to customers across the country and to the marginalized population in urban and rural areas alike. He said, the objective of IPPB will be public service rather than promoting commercial interests.</p>
<p>Secretary, Department of Posts, Shri B.V.Sudhakar said that the IPPB is widely expected to be a game changer for financial inclusion in the country as the USP of this initiative is doorstep banking, particularly in the rural areas.</p>
<p>As mandated by the RBI, the India Post Payments Bank (IPPB) would focus on providing basic financial services such as all kinds of payments; including social security payments, utility bill payments, person to person remittances (both domestic and cross-border), current and savings accounts up to a balance of Rs 1 lac, distribution of insurance, mutual funds, pension products and acting as business correspondent to other banks for credit products especially in rural areas and among the underserved segments of the society.</p>
<p>Set up us a 100% Government of India owned Public Limited Company under the Department of Posts, it will open around 650 branches in district HQ locations. All 1.55 lacs post offices including the 1.39 lac of the rural post offices will be mapped to the IPPB branch at the district headquarter and function as access points for IPPB. IPPB will usher in state of the art internet and mobile banking platforms, digital wallets and use innovative and emerging technologies to catalyse the shift from a cash dominant to a less cash economy.</p>
<p>While many other banks and financial institutions are working on the same theme, the USP of IPPB will be its ability to ease access and handhold the adoption of new age banking and payments instruments among citizen of all walks of life through the delivery by postmen and Grameen Dak sevaks, savings agents and other franchisees who will take banking to door steps. IPPB thus aspires to the most accessible, affordable and trusted bank for the common man with the motto &#8211; &#8220;No customer is too small, no transaction too insignificant, and no deposit too little&#8221;.</p>
<p>Given &#8216;in principle&#8217; approval by the RBI along with 10 other aspirants on 19th Aug 2015, IPPB received the cabinet’s approval on 1st June, 2016 and was incorporated as on 17th Sept, 2106. Today it became the second payments bank to launch its operations. Having got its final banking license from the RBI on the 20th Jan 2017 it has commenced operations in record time of 10 days in partnership with the Punjab National Bank, after obtaining all necessary approvals and registrations from the RBI, NPCI etc.</p>
<p>A commemorative stamp and a logo of the new bank were also launched on the occasion.</p>
