<p>Railway Federations (AIRF &amp; NFIR) are yet to take a decision regarding revival of indefinite strike</p>
<p style="text-align: center;"><em><strong>NJCA MEETING  18-08-2018</strong></em></p>
<p>CONFEDERATION, NFPE AND AIDEF INSISTED REVIVAL OF INDEFINITE STRIKE &#8211; AUTHORIZED NJCA CHAIRMAN AND CONVENER (RAILWAY FEDERATIONS &#8211; AIRF &amp; NFIR) TO TAKE FINAL DECISION REGARDING INDEFINITE STRIKE .</p>
<p>NJCA meeting was held on 18-08-2018. Government has ignored the ultimatum given by NJCA and has not given any cognizance to NJCA&#8217;s Resolution adopted on 03-07-2018 and the letter dated 03-07-2018 addressed to Cabinet Secretary.</p>
<p>Government has betrayed NJCA and entire Central Government employees and Pensioners. Therefore, the Representatives of Confederation, NFPE and AIDEF insisted to revive the indefinite strike and start preparations for the strike immediately, as all employees are eagerly waiting for such a decision from NJCA.</p>
<p>Railway Federations (AIRF &amp; NFIR) are yet to take a decision regarding revival of indefinite strike. After discussion it was decided to authorize the Chairman &amp; Convener of NJCA (Railway Federations &#8211; AIRF &amp; NFIR) to take final decision and convey the same to Government and also to all constituent organizations of NJCA.</p>
<p>As NJCA could not take any final decision regarding strike, Confederation shall go ahead with its decision to organize one day nationwide strike on 15th November 2018. In the mean time all Central Trade Unions (other than BMS) and independent Federations (including Confederation) are holding a National Convention at New Delhi on 28th September 2018. If any decision for strike is taken in that convention, the date of the Confederation&#8217;s strike will be changed to synchronize with the date(s) of the Central Trade Unions and independent Federations, as already decided in the June 10th Hyderabad National Convention.</p>

The NJCA met today and took note of the inordinate delay in honouring the commitment made by the Government on 30th June, 2016 in respect of Minimum Wage, Fitment Formula, Scrapping the New Contributory Pension Scheme, Option No.1 to Pensioners, Outsourcing, Regularization of Contract/Casual Workers, JCM revival etc.</p>
<p>At the end of the deliberations it was decided to adopt a resolution and forward the same to the Government.</p>
<p>Copies of the Resolution and letter to the Cabinet Secretary are enclosed herewith, which are self-explanatory.</p>
<p>The NJCA will again meet on 18.08.2018 to finalize the future course of action in the matter of Indefinite Strike which was deferred on 06.07.2016.</p>

<p>Dear Sir,</p>
<p>The NJCA of the organizations, participating in the JCM, met today and adopted the enclosed resolution.</p>
<p>The NJCA was extremely unhappy to nole that the government did not honour its commitment made to the leaders of the organizations when they metlhe Hon&#8217;ble Home Minister and Finance Minister in the presence of the then Railway Ministers on 30.06.2016 on the basis of which the Indefinite Strike which was to commence on 11 .07.2016 was deferred.</p>
<p>The reply 10 a question asked by Shri Neeraj Shekhar in the Upper House of the Parliamcnl(Rajya Sabha) given by Hon&#8217;ble Minister of State for Finance, Shri P. Radha Krishnan, on 06.03.201 B Minister, which is reproduced below, has further angered the Central Government employees.</p>
<p>&#8220;Question of Shri Neeraj Shekhar(1170)</p>
<p>(a) Whether Government Is actively contemplating to increase minimum pay from Rs.18,000/· to Rs.21,000/· and filment factor from 2.57 to 3, in view of resentment among the Central Government employees over historically lowest increase in pay by 7th Central Pay Commission (CPC);<br />
(b) If so, the details thereof and the date from which it would be implemented; and<br />
(c) If not, the reasons for the callous attitude of Government towards Government Employees?&#8221;</p>
<p><strong>ANSWER</strong><br />
<strong>MINISTER OF STATE FOR FINANCE (SHRI P RADHAKRISHNAN )</strong></p>
<p>&#8220;(a),(b)&amp;(c ) &#8211; The minimum Pay of Rs .18,000/- p.m. and filment factor of 2.57 are based on the specific recommendations of the 7th Central Pay Commission in the light of the relevant factors taken into account by it. Therefore, no change therein is at present under consideration&#8221;.</p>
<p>The NJCA has decided to meet again on 18.08.2018 10 consider the response, if any, from the government to this letter and to the enclosed resolution.</p>
<p>In case of the continuing negative attitude of the government, the NJCA will be left with no other alternative but to revive the decision of Indefinite Strike action, which was deferred on 06.07.2016 on the basis of the assurance given by the Group of Ministers on 30.06.2016.</p>

<p style="text-align: center;"><span style="text-decoration: underline;"><strong>RESOLUTION</strong></span></p>
<p>The National JCA, which met today(03.07.20 18) at New Delhi as per the notice issued by the Convenor, after deliberations, came to the painful conclusion that the government had been unfortunately indulging in chicanery for the past two years by not honouring their commitment made to the NJCA leaders on 30.06.2016. The NJCA which was formed to pursue the demands and issues of the Central Government Employees especially those emanating from the recommendations made by the 7th CPC in the matter of Wage Revision, New Pension Scheme etc. had deferred the Indefinite Strike action, which was to commence from 11 .07.2016, on the solemn announcement held out by the Group of Ministers, consisting of the Hon&#8217;ble Home Minister, Finance Minister and the then Railway Ministers. The Govt had categorically stated that they should set up a High Power Committee to look into the matters concerning the upward revision of Minimum Wage Fitment Formula etc. with a direction to submit its report within four months. The NJCA had made reasoned submissions as to the fallacy of the computation of Minimum Wage made by the 7th CPC.</p>
<p>The meeting further noted that the report of the committee, set-up by the Government under the Chairmanship of the Secretary, Pension, to look into the grievances of the employees and officers over the newly introduced Contributory Pension Scheme in place of the existing Defined Benefit Pension Scheme, has been kepi pending by the Government without taking any action whatsoever, thereby denying the benefit of Defined Benefit Of Pension to the employees recruited on or after 1.1 .2004.</p>
<p>The meeting also noted that, rejection of Option No.1, recommended by the 7th CPC, to the Pensioners on the specious ground that the said recommendation was not feasible to be implemented, was nothing but denial of legitimate parity between the past and present Pensioners.</p>
<p>The meeting noted with deep concern and anguish that the government has virtually closed down the doors of negotiation by not convening the meeting of the National council JCM lor the past 8 years.</p>
<p>The meeting in the above circumstances and given the totally nugatory attitude of the government has decided to revive the Indefinite Strike action, which was deferred on 30.06.2016, immediately and call upon the Central Government employees to prepare themselves for an otherwise inevitable show down. The meeting noted that the government had been dillydallying the issue for the past two years. The meeting desired that the government must immediately address the follollling issues and bring about negotiated settlement thereof without any further delay.</p>
<blockquote><p>a) Upward Revision of Minimum Wage and Fitm ent Formula<br />
b) Scrapping the New Contributory Pension Scheme.<br />
c) Allow Option No.1 as one of the Pension Fitment Formula.</p></blockquote>
<p>The meeting has directed the Convenor to bring to the notice of the Cabinet Secretary and through him the government lhe resentment and discontent of the employees and await their response up to 07.08.2018 and put into operation the deciSion to revive the decision of Indefinite Strike action immediately, thereafter, in case no negotiated settlement is brought about on the various demands included In the Charter of Demands .</p>

<p>AIPEU-GDS(NFPE) has given notice for nationwide indefinite strike from <em><strong>22nd May 2018</strong></em> demanding immediate implementation of all positive recommendations of Kamalesh Chandra Committee Report on Gramin Dak Sevaks.</p>
<p>All NFPE affiliated unions have also given call extending full support and solidarity to make the strike a grand success.</p>
<p>Nationwide protest demonstrations will be held on 10th May 2018 in front of all offices of Department of Posts.</p>
<p>Confederation of Central Govt Employees &amp; Workers, National Secretariat calls upon all its affiliates and State / District C-o-Cs to extend full support and solidarity to the indefinite strike from 22-05-2018 and also to join the protest demonstration on 10th May 2018.</p>

<strong>On the call of the National Joint Council of Action(NJCA), on hopeless recommendations of VII CPC, scrapping of National Pension System (NPS) and other long pending genuine demands of the Central Government Employees, covering lakhs and lakhs of Railwaymen, Defence (Civilian) personnel, Postal employees, working in different Central Government offices throughout the country, unitedly not only participated and contributed regularly in agitational programmes of different stages of struggle but also succeeded to reflect such an environment in the entire length and breadth of the country well before the date of commencement of nationwide “Indefinite Strike” from 11th July, 2016; that compelled the Government of India to think better than Rs.18,000 as Minimum Wage, change in the Fitment Formula and many other important heartburning aspects, like National Pension System (NPS) and to handover all such issues to the committees with a commitment to consider the same within a timeframe of four months. Considering positive attitude of the senior ministers of the Government of India, the National Joint Council of Action (NJCA) had decided to give another four months time to the government.</strong></p>
<p><strong>I am fully aware that, our Central Government Employees and the youth with full sincerity and dedication had unitedly created an unprecedented environment throughout the country, enlightening all the fellowmen about our demands in support of “Indefinite Strike” continuously, for which they deserve to be thanked a lot.</strong></p>
<p><strong>Earlier too I had drawn your attention and warned to be aware of such elements who will confuse and mislead you by various baseless arguments and try to weaken and derail our united struggle.</strong></p>
<p><strong>I know that, such negative thinking persons neither would have participated in the strike nor moved shoulder to shoulder in the movement of struggle. Negative thoughts not only weaken the individual, but also malign mental attitude of the others. Certain such persons, pouring in forcefully their polluted views on others, only try to break the broader unity of the movement. After all, it is not a new phenomena, such elements were found in all the strikes of the past. But nowadays; propaganda scenario has changed. Earlier, social media – WhatsApp, Facebook etc. were not available, so, such elements were launching propanganda campaign in the Canteens, Pan shops etc. In the present era, instead of using social media, WhatsApp, Facebook etc, in positive way for uniting co-workers, such elements unsuccessfully attempt to break the unity with their contaminated thought, reflecting the fellowmen that they are the only genius and ever alert and real friends of them, but such individuals always deceived and show their back at the climax of the struggle.</strong></p>
<p><strong>I had earlier mentioned; to be very careful of such vindictive personalities who have destructive thought during the struggle, meant to secure their own rights. It is waste to have even least hope of any contribution in any struggle from such individuals who during agitation/strike try to side-away themselves by all means.</strong></p>
<p><strong>For complete preparation of strong background in any movement, struggle/strike, role of an individual unit, branch, division, zonal and national level, strong change can never be devaluated, and such an strong united movement at all levels leaders ultimately encourages to give a clarion call of struggle at the national level. National leadership has to take care of all even-odd circumstances, lead his attitude, patience and safety of their force. Deep contemplation yields of the movement for him to cause execution to implement various strategies and timelines for the fulfillment of the objective of the obligation to go beyond such a positive approach rather than criticism for decisions on the subtleties of the churning the movement extended to the middle of your peers and get validness struggling peace succeeds</strong></p>
<p><strong>I have full faith that, all the Central Government Employees were ready, already even today and will remain ready with the time slot to fight for their rights.</strong></p>
<p><strong>I again remind my colleagues to be aware and give befitting reply to those having negative thinking, and a strong movement only can go ahead.</strong></p>

<p>Dear Comrades,</p>
<p>We are in receipt of messages and emails from our grass root leaders and workers conveying their concerns over the decision of NJCA to defer the indefinite strike. Comments are circulated in other social medias like whats app etc. also. As it is not practically possible to reply to all the queries and comments, to put the record straight, we are clarifying below the common points raised by most of our comrades and well-wishers. We sincerely thank all those leaders, comrades and well-wishers, who have conveyed (and still conveying) their views, opinions, criticisms and concerns to the confederation CHQ.</p>
<h3><em><strong>1. CONVEYING THE DEFERMENT OF THE STRIKE EVEN BEFORE THE NJCA FORMALLY ANNOUNCED IT:</strong></em></h3>
<p>NJCA has taken serious note of this incident and shall take precautionary measures in future.</p>
<h3><em><strong>2. WHETHER IMPLEMENTATION OF THE CABINET DECISION ON 7TH CPC RECOMMENDATIONS WILL BE DELAYED FURTHER FOR FOUR MONTHS</strong></em></h3>
<p>The question of keeping in abeyance the implementation of the Cabinet decision on 29th June 2016 regarding 7th CPC recommendations, till the High Level Committee submits its report to Govt, was discussed in the NJCA meeting. It is decided that NJCA should not demand it, as the employees may be put to hardship, especially those who are in the verge of retirement. Com Shiv Gopal Misra, Convenor, NJCA has confirmed from the Finance Ministry that Govt notification on 7th CPC recommendations is under process and it will be issued shortly, payment may be made from August salary.</p>
<h3><em><strong>3. WHAT IS THE DIFFERENCE BETWEEN EMPOWERED COMMITTEE CONSTITUTED EARLIER AND THE NEW HIGH LEVEL COMMITTEE?</strong></em></h3>
<p>The new High Level Committee is the product of the discussion held by Group of Ministers including Home Minister, Finance Minister and Railway Minister with NJCA leaders after announcement of the Cabinet decision, in the wake of an impending indefinite strike. Govt is compelled to appoint the new Committee, as the decision taken by the Govt on the proposals submitted by the Empowered Committee headed by Cabinet Secretary (details of proposals of ECoS is not known to staff side) is not acceptable to the NJCA. Hence the new Committee shall be to reconsider the decision of the Govt. especially regarding minimum wage and fitment formula. Inspite of the assurance of the Groups of Ministers that the Committee is being constituted to reconsider the Govt. decision, if the Govt. again reject our demand, the NJCA have to reconsider its stand and deferred strike shall be revived.</p>
<h3><em><strong>4. POSITION REGARDING ALLOWANCES</strong></em></h3>
<p>All allowances including HRA, transport allowance, fixed medical allowance to pensioners etc. are referred to a committee headed by Finance Secretary. Committee shall submit its report within four months. Pending final decision based on the report of the Committee, all existing allowances to be paid as per the existing rates in existing pay structure. Govt. may try to deny arrears of revised rate of allowances by implementing it from prospective date as in the past. This issue will be further discussed by the NJCA with the proposed Committee.</p>
<h3><em><strong>5. WE WOULD HAVE GOT A BETTER SETTLEMENT IF NJCA HAS GONE AHEAD WITH THE INDEFINITE STRIKE</strong></em></h3>
<p>All of us are aware that NJCA is not a monolithic, composite organization. It is a united forum of independent organisations. Each Federation has its own identity and individuality and take decision as per the direction of the managing bodies of each organization. Hence different views may emerge in the NJCA, but final decision is taken by consensus. If each organization stick on to its own stand and others to follow it, there is no question of consensus and NJCA will not exist.</p>
<p>With all its inherent weakness and limitations, the NJCA has successfully challenged the NDA Govt’s stand that there is no negotiation with the staff side on the 7th CPC recommendations. Govt. thought that once the Cabinet decision is announced unilaterally, followed by unleashing of well-orchestrated media propaganda that big bonanza is given for Central Govt. Employees, the NJCA will be forced to withdraw its indefinite strike decision. But the calculation of the Govt went wrong. NJCA took a firm stand that unless and until the retrograde recommendations especially minimum wage and fitment formula is modified, there is no question of withdrawing the strike. All the Federations are firm on this demand which ultimately compelled the Hon’ble Prime Minister to intervene. (NJCA has written to Hon’ble Prime Minister for intervention even before the Cabinet decision, but the Govt. ignored the NJCA’s appeal at that time). As per the direction of the Hon’ble Prime Minister, Hon’ble Home Minister Sri Rajnath Singh, Finance Minister Sri Arun Jaitly and Railway Minister Sri Suresh Prabhu discussed the main issues raised in the Charter of demands with NJCA leaders, and assured that Govt. will appoint a High Level Committee to reconsider the decision of the Govt., especially on minimum pay and fitment formula. This assurance was given with the approval of Hon’ble Prime Minster.</p>
<p>Inspite of it, the NJCA has not deferred the strike and insisted written confirmation of the assurance regarding constitution of High Level Committee. Again Hon’ble Home Minister Sri Rajnath Singh called the NJCA leaders and reiterated the earlier assurances and informed that the Finance Minister will issue a press statement confirming the assurance given to NJCA. Only after receipt of the copy of the press statement issued by the Finance Ministry, NJCA has deferred the strike till the finalization of the report of High Level Committee.</p>
<p>As the Hon’ble Prime Minister of our country has intervened and as three Cabinet Ministers of Govt. of India discussed the demands with NJCA leaders and gave assurance that the demands, especially minimum pay and fitment formula will be reconsidered, and as the Home Minister has again reiterated the assurances to NJCA leaders and Finance Minster has issued press statement confirming the constitution of High Level Committee, the NJCA felt that before embarking upon an indefinite strike which is the last weapon in the hands of the workers, we should give time to the Govt. to implement the Minister’s assurances given as per the direction of the Prime Minister and honour its commitment given to NJCA leaders. NJCA taking a stand that we don’t believe the Ministers and their assurance and shall go ahead with the strike, may not be taken in good spirit by the general public and the media. In case the Govt. backs out from its assurances, the NJCA has got every right to revive the deferred indefinite strike.</p>
<p><strong> </strong></p>
<p><strong>Com. Shiva Gopal Mishra, Convenor, NJCA has made it clear in the circular issued on 7th July 2016, which reads as follows: –</strong></p>

<p>“Though there is positive assurance from the Govt. of India, but all of you will not take rest and assume counseling the cadre and ground staff that they should remain in full preparedness, because if there will not be SATISFACTORY OUTCOME, we will be having no alternative except to agitate the issues again.”</p>
<h3><em><strong>6. WHAT ABOUT PARITY IN PENSION? WILL IT BE IMPLEMENTED AS THERE IS A CLAUSE IN THE GOVT DECISION THAT THE PROPOSED COMMITTEE WILL EXAMINE THE FEASIBILITY OF IMPLEMENTATION OF THE OPTION No I, ie PARITY IN PENSION TO PAST PENSIONERS</strong></em></h3>
<p>This issue was raised before the Group of Minister by Com. K. K. N. Kutty, who is also the Secretary General of NCCPA (National Co-ordination Committee of Pensioners Associations). It was pointed out to the Finance Minister that even though the Govt. has decided to accept 7th CPC recommendation to have two options to pensioners, it is qualified with the words “subject to feasibility.” The Finance Minister categorically assured the delegation that the Govt. has accepted the recommendations in toto and the Pension Department has only been asked to sort out the difficulties in implementation of the Option-No-I, if any.</p>
<h3><em><strong>7. WHAT ABOUT DEMANDS OF THE GRAMIN DAK SEVAKS, AS NJCA IS MORE CONCERNED WITH MINIMUM PAY FITMENT FORMULA ONLY</strong></em></h3>
<p>Any increase in the minimum pay and fitment formula for departmental employees (MTS, Postman &amp; PA) will be extended to Gramin Dak Sevaks also proportionately as the GDS Pay Scales are decided based on the pay scales of corresponding category of departmental employees. So, the demand to increase minimum pay and fitment formula of MTS, Postman and PA is equally important for GDS also.</p>
<p>As regards, civil servant status the NJCA has raised this demand before the Govt and 7th CPC. Even though the 7th CPC Chairman, Retired Justice Ashok Kumar Mathur has informed the JCM staff side leaders he will not consider the GDS case as they are not included in the terms of reference of the Commission, the Chairman gave a very damaging recommendation to the Govt. that GDS are not Civil Servants but they are part – time employees and Extra-departmental agents. He further stated that all the GDS are having another main independent income from another source and GDS job is only a side-business. NJCA leaders have raised the issue of GDS before the Cabinet Secretary’s Committee and also before the Group of Ministers. We shall again raise the issue before the proposed high level committee also. Govt. has constituted a separate committee for GDS under the Chairmanship of Retired Postal Board Member Sri Kamalesh Chandra. NFPE, AIPEU-GDS and Confederation has submitted detailed memorandum before the Committee and Secretary General NFPE Com. R. N Parashar, General Secretary AIPEU-GDS Com, P. Panduranga Rao along with other leaders has given evidence before the GDS Committee demanding Civil Servant status. The GDS committee will submit its report before December 2016. Further NFPE and AIPEU-GDS has filed a case in the Supreme Court for grant of Civil Servant status. Supreme Court has transferred the case to Delhi High Court which in turn transferred it to Principal Bench of Central Administrative Tribunal, Delhi. The final argument of the case will take place on 25th July 2016. NJCA, Confederation, NFPE and AIPEU – GDS are jointly trying their level best to get justice to three lakhs Gramin Dak Sevaks of the Postal Department. If the GDS Committee report is against the GDS, then definitely NJCA and Confederation will be fully supporting the agitational programmes of NFPE &amp; AIPEU-GDS including indefinite strike.</p>
<p>The main hurdle is the policy of the NDA Govt. as the Communication Minister of NDA Govt. has rejected our demand for grant of Civil Servant status to GDS.</p>

<p>The National Joint Council of Action (NJCA) met at the Staff Side office, JCM, New Delhi today at 11:30 AM as scheduled. During the discussions, the Convener received an invitation from the Honourable Home Minister, Shri Rajnath Singh. The following members of the NJCA met the Home Minister in a delegation.</p>

<p>The issues in the Charter of demands were discussed with special reference to the 7th CPC related demands. The delegation brought to the notice of the Honourable Home Minister that the NJCA has not received a communication from the Government over the assurances held out on 30th June, 2016, when the NJCA delegation met the Honourable Home Minister, Finance Minister and the Railway Ministers. On 30th June 2016, the Government had assured to refer the revision of Minimum wage and fitment formula to a Committee. The Finance Minister has also clarified that the Government has taken the decision to implement the recommendation of the 7th CPC to bring about parity between the past and present pensioners. They added that such a communication in confirmation of the assurances will enable them to take a decision over the strike action which is to commence from 11th July, 2016.</p>

<p>The Honourable Home Minister assured the delegation that the Government will honour the assurances held out to the NJCA leaders on 30th June, 2016 and accordingly the Honourable Finance Minister, Shri Arun Jaitly will issue a Press Statement today, with copy to NJCA.</p>

<p>Dear Colleague,</p>
<p>INDWF vide its circular No.24 Dt 28.06.2016 communicated to all our affiliated unions to continue the momentum generated, to hold demonstrations, rallies etc in all work places every day from 4th July, 2016 to 10th July, 2016 to intensify the Indefinite Strike w.e.f.11.07.2016 from 0600 Hrs as per the decision of NJCA.</p>
<p>After the Cabinet meeting of Government of India held on 29.06.2016 approved the 7th CPC recommendations without any change in the Empowered committee’s recommendations which has disappointed the Central government employees as a whole. The Cabinet further considered appointing committees for the following issues to a committee to decide within a period of 4 months.</p>
<p>1.)The commission examined a total of 196 existing Allowances and by way of rationalisation, recommended abolition of 51 Allowances and subsuming of 37 allowances. Given the significant changes in the existing provisions for allowances which may have wide ranging implications the cabinet decided to constitute a committee headed by Finance Secretary for further examination of the recommendations of 7th CPC on allowances. The committee will submit its report within 4 months in a time bound manner. Till a final decision, all existing allowances will continue to be paid at the existing rates.</p>
<p>2) Cabinet decided to constitute two separate committees.</p>
<p>a) To suggest measures for streamlining the implementation of National Pension System (NPS).</p>
<p>b) To look into anomalies like to arise out of implementation of the commission’s report.</p>
<p>Main features of the adverse recommendations of VII CPC and cabinet approval.</p>
<p>Minimum pay increased from Rs.7000/- to Rs.18000/- only against Rs.26000/- increase of total pay on revision is 7000 + 125% of DA Rs.8750 =Rs.15750/-. Total minimum pay Rs.18000 —Rs.15750 = increase only Rs.2750/-. Out of Rs.2750/- 10% Pay towards NPS = Rs.1800 – balance Rs.950/- Total increase amounts only Rs.950/- for next 10 years. No increase in allowances, All interest free advances abolished. This has caused very serious discontentment among Central Government employees.</p>
<blockquote><p>* CCL — 1st year 100% salary 2nd year only 80% salary</p>
<p>*Meagre increase in minimum pay.</p>
<p>*Fitment Factor is 2.57 to apply for pay revision.</p>
<p>* CGIES (insurance) no change.</p>
<p>* Rate of annual increment retained at 3%.</p></blockquote>
<p>After the approval of VII CPC report by Government of India on 29.6.2016, the NJCA met on 30.06.2016 at Delhi and unanimously decided to continue the Indefinite Strike w.e.f.11.07.2016.</p>
<p>On 30.06.2016, the NJCA was informed to meet Finance Minister and some ministers at Home Minister residence. Accordingly, few NJCA members met the ministers at 09.30 p.m. The views of NJCA and the disappointment of Central Government employees placed before them. Then Finance minister suggested out on the issue of minimum pay and multiplication factor may be referred to a committee. <p>Then the NJCA met on 01.07.2016 again the above views were adopted and decided to meet on 06.07.2016 awaiting for any official communication from the Government of India.</p>
<p>Hence, it is intimated to all our affiliated unions, the attitude of Government of India without holding any discussions and not willing to settle the demands through mutual discussions and deciding unilaterally ignoring the National Council JCM is considered a highly objectionable and not agreeable. Thus, NJCA decided to proceed with our decision to commence Indefinite Strike w.e.f.11.07.2016 from 6.00 a.m. onwards.</p>
<p>Any progress before 10.07.2016 takes place, it will be accordingly intimated but till such time you have to proceed with all action for the success through Indefinite Strike.</p>

<p><strong>NJCA says No to implementation of 7th CPC, until Govt increase the Minimum Pay and Fitment Factor</strong></p>
<p>The NJCA will be meeting today to decide the future course of action on Indefinite Strike and Government decision on implementation of 7th Pay commission recommendation. The Leaders of NJCA are so discontented with Government’s unilateral decision on implementing 7th Pay Commission.</p>
<p>The Leaders told, “Just Rs.2250 hike recommended in 7th CPC minimum pay has been hyped by Govt and Media as multi folded increase is given to CG Employees in 7th Pay Commission. They obviously tried to create a false public opinion that the CG employees are overpaid. It is totally irrelevant and wrong news being publicized excessively by the Government and Media”.</p>
<p>They further told that arriving Minimum Pay need to be justified by Dr. Akhroyd Formula and 15th ILC norms. But this Rs.18000/- minimum pay recommended by 7th pay Commission is not at par with the Minimum wage to be paid to meet the living standard prescribed by WHO or by Dr. Akhroyd Formula and 15th ILC Principles.</p>
<p>It is said that when NJCA Leaders met the Group of Ministers on 30th June 2016, they actually conveyed their views to GOM to postpone the implementation of 7th Pay Commission until negotiated settlement is arrived at the issue of Minimum Wage and Fitment factor. Because they feel that if recommendations of 7th pay commission are implemented without any increase, it would be difficult to force or convince the Government to revise the Minimum Pay after implementation</p>
<p>It seems that the Central Government Employees and their Federations won’t compromise on this Minimum Wage and Fitment factor issue.</p>
<p>Since the Leaders of NJCA are meeting today (6th July 2016) at 11:00 hrs., in JCM Office at New Delhi, the expectations are at high to know the recent development in implementation of 7th CPC recommendations and of course about Indefinite Strike also.</p>

As we are aware that after a long deliberation between the stake holders and the Departments/Ministries, concerned Secretaries had submitted their recommendations on the 7th CPC to the Empowered Committee and after considering it, the Central Cabinet has accepted the recommendations of the 7th CPC on 29th June 2016 ignoring the submissions of this Federation.</p>

<p>2. The Govt has not enhanced the Minimum Pay from Rs 18000/- to 24000/-, Multiplying Factor from 2.57 to 3.42, rate of increment from 3% to 5%, non-merging of any of the pay scale of Group ‘C’, non-resolving the issue of MACP etc.</p>

<p>3. This has caused discontentment amongst the employees. It has to be kept in the mind that the then Defence &amp; Finance Minister Shri Arun Jaitley and MoS of PMO Dr. Jitendra Singh had assured the delegation of BPMS/BMS to resolve the above issues in favour of the employees. But now the Govt has reneged to its promises.</p>

<p>4. In this situation, Bhartiya Mazdoor Sangh, Govt Employees National Confederation &amp; BPMS have decided to observe an agitational programme with immediate effect till 08th July 2016. In this agitational programme, Gate Meetings, Slogan shouting, Dharna, Procession, March, Demonstration at Main Gate etc will be organized as per feasibility. On the last day (08.07.2016) unions will submit a memorandum to respective Head of Departments &amp; local Hon’ble Member of Parliament addressed to Hon’ble Prime Minister of India with a copy to BPMS.</p>

<p>5. Further, Shri Shiv Gopal Mishra, Convener, NJCA has requested to BPMS vide his letter (No NJC/2016/07th CPC dated 07.06.2016) to support in the proposed indefinite strike commencing from 11th July 2016. This Federation has considered the same and decided that all the affiliated Unions will support the indefinite strike from 11th July 2016.</p>
