<p>Increment Issue: for those retired on 30th June, due increment is 1st July. Supreme Court of India dismissed Review petition No.1731/2019 judgement dt.8th Aug. 2019 filed by the Government, indicated based on the merit, review petition submitted by Government was dismissed. Now, the national forums responsibility is to insist the government to implement the same to all the central government servants who are similarly placed, instead of everybody approaching the court of law for justice and it is shear waste of money and time.</p>

<p>Once again the ’rounding off’ issue has been raised in some defence accounts departments&#8230;</p>
<p>CGDA clearly said that the instructions issued by Ministry of Finance vide their office memorandum dated 29th Jan 2009 to round off any amount of a rupee or more to the next multiple of ten is to be implemented only for calculation of Increment under revised pay structure granted on or after 1.7.2009.</p>
<blockquote><p>“The increment is an increase in pay for each year in a particular date. As per 6th CPC the annual increment has been granted on 1st July of every year and the qualifying period for earning an increment is six months on 1st July. One increment is equal to 3% (three per cent) of the sum of the pay in the pay band and the grade pay will be computed and rounded off to the next multiple of ten.</p></blockquote>
<p>As per the Rule No.13 of CCS(Revised Pay) Rules 2008, “In the case of calculation of increments under the revised pay structure, paise should be ignored, but any amount of a rupee or more should be rounded off to next multiple of 10. To illustrate, if the amount of increment comes to Rs.1900.70 paise, then the amount will be rounded off to Rs.1900; if the amount of increment works out to be Rs.1901, then it will be rounded off to Rs.1910.”</p>

<div>The practice of giving incentive increments to the sportsperson who excel was to be replaced with lump sum grant. Views were called for by the Department of Personnel from all Ministries/Departments as also individuals.  We have felt that there was no need to change the existing system as we found to be a better financial benefit in the longer run.  Lumpsum grant however, large it may be will not help the persons who have worked hard in their youthful days. However, we felt that the sportsperson must have a say in the matter.</div>

<p>More than 4 years have passed now.  No views from the Ministries or individuals seem to have been received by the Department of Personnel. Or if received it has not been made known.</p>
<div></div>
<div>It has been represented to us that in the name of changing the entire scheme itself, the incentive increment system was in vogue was discontinued with effect from 1.1.2006.  As you are aware, the scheme was introduced in Government service with effect from 1985 with a view to attract the sports personnel to choose the Government service and more so to encourage them so that they can acquit themselves creditably.</div>

<div>We, in the circumstances, request that the incentive scheme may be revived and made effective from 1.1.2006. In the case of all allowances which are incentive in character, the Government had doubled the amount after the 6th CPC.</div>

										<content:encoded><![CDATA[<p><strong>How to calculate the annual increment for Central Government employees as per 6th CPC?</strong></p>
<p>The logic is very simple, but everyone should know about the procedure of calculation.</p>
<p><em>We explain with some illustrations: </em></p>
<p>The increment is an increase in pay for each year in a particular date. As per 6th CPC the annual increment has been granted on 1st July of every year and the qualifying period for earning an increment is six months on 1st July. One increment is equal to 3% (three per cent) of the sum of the pay in the pay band and the grade pay will be computed and rounded off to the next multiple of ten.<br />
As per the Rule No.13 of CCS(Revised Pay) Rules 2008, “In the case of calculation of increments under the revised pay structure, paise should be ignored, but any amount of a rupee or more should be rounded off to next multiple of 10. To illustrate, if the amount of increment comes to Rs.1900.70 paise, then the amount will be rounded off to Rs.1900; if the amount of increment works out to be Rs.1901, then it will be rounded off to Rs.1910.”<br />
And finally the increment amount will be added to the existing pay in the pay band.</p>
<blockquote><p>
<em>For example :</em><br />
An employee’s pay in the pay band is Rs.10,230 and his grade pay Rs.2800, his basic pay = 10,230 + 2,800 = 13,030<br />
His increment will be calculated as follows…<br />
13,030 x 3% = 390.90<br />
after rounded off to ten, it will be 390 only.<br />
Whereas, the another employee’s pay in the pay band is Rs.10240 and his grade pay Rs.2800, his basic pay = 10,240 + 2,800 = 13,040<br />
His increment will be calculated as follows…<br />
13,040 x 3% = 391.20<br />
then it will be rounded off to Rs.400.</p></blockquote>
