										<content:encoded><![CDATA[<p><strong>General Budget 2014-15: NFIR Presents list of proposals to be considered</strong></p>
<p>NFIR has made a list of all the proposals that Central Government employees expect in the 2014-15 General Budget.</p>
<p>On the 11th of this month, Mr. Raghavaiah, the General Secretary of NFIR, sent a letter to the Finance Ministry, containing certain proposals that are worth considering.</p>
<p>The letter contains nine points that deserve serious consideration from the Ministry. These points were formulated based on the needs and demands of about 34 lakh Central Government employees, including 14 lakh Railway workers.</p>
<blockquote><p><em><strong>Income tax exemption should be raised to Rs. 5 lakhs for individuals and Rs. 7 Lakhs for senior citizens.</strong></em></p>
<p><em><strong>The 7th CPC should be instructed to submit an Interim Report on the DA Merger.</strong></em></p>
<p><em><strong>Maximum bonus limits should be raised to Rs. 10,000.</strong></em></p>
<p><em><strong>The New Pension Scheme must be discarded in accordance to the request by the Railway Ministry.</strong></em></p>
<p><em><strong>Additional pension must be granted to pensioners over the age of 70.</strong></em></p>
<p><em><strong>The longstanding demand, for exempting Transport Allowance from Income Tax calculations, must be granted.</strong></em></p>
<p><em><strong>MACP Scheme should also be extended to teachers and lecturers working in Central Government institutions.</strong></em></p>
<p><em><strong>Earned Leave and LAHP should be granted to teachers and lecturers working in Central Government institutions.</strong></em></p>
<p><em><strong>All allowances should be exempted from income tax calculations.</strong></em></p></blockquote>

										<content:encoded><![CDATA[<p><strong>Raise Income Tax Exemption Slab to Rs. 5 Lakhs: NC JCM Staff Side</strong></p>
<p>A letter has been written to the Finance Minister presenting the demand to raise the income tax exemption slab.</p>
<p>Mr. Siva Gopal Mishra, the Secretary of the National Council JCM Staff Side, has sent a letter regarding income tax exemption. In the letter to the Finance Minister Arun Jaitley, it was suggested that the income tax limits be raised to Rs. 5 Lakhs for individuals, Rs. 7 Lakhs for senior citizens, and Rs. 10 Lakhs for super-senior citizens. A request has also been presented to exempt all the allowances from income tax. The letter refers to the recommendations made by the 5th Pay Commission in order to explain its demands.</p>
<p>The letter specially stresses for the exemption of Fixed Medical Allowance granted to pensioners, from the income tax calculations.</p>

										<content:encoded><![CDATA[<p><strong>All tax payers to disclose their true income and pay appropriate taxes within the current financial year-Finance Minister</strong></p>
<p>Government Once again urges all Tax Payers to Disclose their true income and pay Appropriate Taxes within the Current Financial Year; Nodal Cell set up to Capture the Response and take Follow-up Action; an Online Monitoring System to Ensure Follow-up Action and Track Return Filing and Tax Payment of the Target Segment</p>
<p>The Union Finance Minister Shri P. Chidambaram has repeatedly emphasized that there is need for a non–intrusive tax administration to enable the tax payer to file his return and pay appropriate taxes.</p>
<p>In the statement made by the Revenue Secretary to the media on 10th December 2012, he had stated that there is no advantage in suppressing the true income or avoiding paying income tax that is due because, sooner or later, the information available with the Income Tax Department will lead the department to the doors of such persons.</p>
<p>The Directorate of Systems of the Income Tax Department has undertaken a business intelligence project to identify PAN holders who have not filed Income Tax Return and about whom specific information is available in 148 information codes of Annual Information Return (AIR), Central Information Branch (CIB) data and TDS/TCS Returns. Information in the Cash Transaction Reports (CTRs) of FIU-IND has also been included as part of this data matching exercise. This data analysis has identified target segment of 12,19,832 non-filers linked to more than 4.7 crore information records. Rule based algorithms have been used to identify high priority cases for follow-up and monitoring.</p>
<p>In the first batch, letters are being sent to 35,170 PAN holders by the Directorate of Intelligence and Criminal Investigation. The letter contains the summary of the information of financial transaction(s) along with a customized response sheet and seeks to know whether the person had filed his Income Tax return or not. A Nodal cell has been set up to capture the response and take follow-up action. There will be an online monitoring system to ensure follow-up action and track return filing and tax payment of the target segment.</p>
<p>The Government would once again urge all tax payers to disclose their true income and pay appropriate taxes within the current financial year.</p>

<div>The undersigned is directed to draw the attention of the Ministry of Finance (Department of Revenue) Central Board of Direct Taxes towards para 5.2(10) (i) at page 14 of their circular No. 05/2011 dated 16.08.2011 wherein it has been specified that the transport allowance granted to an employee to meet his expenditure for the purpose of commuting between the place of his residence and the place of duty is exempt to the extent of Rs. 800/- per month.</div>
<p>&nbsp;</p>
<div>Representations are being received in the Ministry of Railways from various federations of Railways. The Federations have represented that Transport Allowance was introduced with the concept of providing financial support to the Central Government Employees who incur considerable amounts for their day-to-day travel from their residence to the work place. This had materialized based on the recommendations of the V CPC which introduced Transport Allowance in 3 slabs at the rate of Rs.100. Rs.400 and Rs.800, based on the classification of the cities/towns under Urban Agglomeration Act. Further, a prerequisite was introduced to allow this facility for those who stay beyond 1 km radius from the place of work.</div>
<p>&nbsp;</p>
<div>A decision was taken to equate such allowance on par with normal Travelling/Daily Allowance and these amounts have also been exempted from computation of annual income and exempted from the purview of Income Tax vide Income Tax (Eighth Amendment) Rules, 1995 notified vide F.No.142/9/95-TPL dt. 7-7-1995.</div>

<div>The VI CPC, while reviewing the system of grant of Transport Allowance has recommended to enhance the same from Rs.100 to Rs.800,  Rs.400 to Rs.1600 and Rs.800 to Rs.3200, for Pay Bands 1 to 4 respectively. The City Compensatory Allowance was Withdrawn. It was also recommended to provide the coverage of DA. to Transport Allowance as per increase in the Consumer Price Index.</div>

<div>Ministry of Finance are therefore requested to include the request of the Railways for taking due action for enhancing exemption of Transport Allowance from the purview of Income Tax from Rs. 800/- to Rs. 3200/- plus DA Thereon.</div>

<div>The undersigned is directed to draw the attention of the Ministry of Finance (Department of Revenue) Central Board of Direct Taxes towards para 5.2(10) (i) at page 14 of their circular No. 05/2011 dated 16.08.2011 wherein it has been specified that the transport allowance granted to an employee to meet his expenditure for the purpose of commuting between the place of his residence and the place of duty is exempt to the extent of Rs. 800/- per month.</div>
<p>&nbsp;</p>
<div>Representations are being received in the Ministry of Railways from various federations of Railways. The Federations have represented that Transport Allowance was introduced with the concept of providing financial support to the Central Government Employees who incur considerable amounts for their day-to-day travel from their residence to the work place. This had materialized based on the recommendations of the V CPC which introduced Transport Allowance in 3 slabs at the rate of Rs.100. Rs.400 and Rs.800, based on the classification of the cities/towns under Urban Agglomeration Act. Further, a prerequisite was introduced to allow this facility for those who stay beyond 1 km radius from the place of work.</div>

<div>A decision was taken to equate such allowance on par with normal Travelling/Daily Allowance and these amounts have also been exempted from computation of annual income and exempted from the purview of Income Tax vide Income Tax (Eighth Amendment) Rules, 1995 notified vide F.No.142/9/95-TPL dt. 7-7-1995.</div>

<div>The VI CPC, while reviewing the system of grant of Transport Allowance has recommended to enhance the same from Rs.100 to Rs.800,  Rs.400 to Rs.1600 and Rs.800 to Rs.3200, for Pay Bands 1 to 4 respectively. The City Compensatory Allowance was Withdrawn. It was also recommended to provide the coverage of DA. to Transport Allowance as per increase in the Consumer Price Index.</div>

<div>Ministry of Finance are therefore requested to include the request of the Railways for taking due action for enhancing exemption of Transport Allowance from the purview of Income Tax from Rs. 800/- to Rs. 3200/- plus DA Thereon.</div>
