<p>Respected Madam,</p>
<p>With reference to our earlier memorandum and our meeting with you on 04.07.2018, we submit this memorandum for the kind consideration of the Committee for revision of hourly rates of Incentive Bonus on estimated additional expenditure on account of revision of incentive rates based on minimum pay of respective Pay Level in 7th CPC Pay Matrix divided by 208 (standard working hours per month) &#8211; as per formula followed after 5th Pay Commissions.</p>
<p>Proposed revision of Incentive Rates is estimated to cost additionally only 1.28 percent in terms of cost of man power.</p>
<p>There are 2,38,546 workshop Group &#8216;C&#8217; &amp; &#8216;D&#8217; staff (2,19,682 Group &#8216;C&#8217; &amp; 18,864 in Group &#8216;D&#8217;) of Mechanical, Electrical and S&amp;T covered under incentive scheme as on 03.2017. (Strength of workshop artisan &amp; helper as on 31.03.2017 is given in Table-1)</p>

<p>Average annual wage per employee for Group &#8216;C&#8217; in Workshop staff including pay, all allowances, PLB, pension &amp; gratuity (Senior Technician, Supervisor (Ministry), Technician Grade-I, II &amp; Ill) is Rs. 7,09,494. (Ref. Statement 40 (II) (b) of Indian Railways Annual Statistical Statement 2016-17)</p>
<p>Average annual wage per employee for Group &#8216;D&#8217; Workshop staff including pay, all allowances, PLB, pension &amp; gratuity (semi-skilled &amp; unskilled) is Rs. 5,66,147. (Ref. Statement 40 (II) (e) of Indian Railways Annual Statistical Statement 2016-17)</p>

<p>If incentive rates are revised based on minimum of respective Pay Level divided by 208, additional expenditure is estimated to be Rs.214.09 crore.</p>
</div>

<p>In terms of equivalent man power it will be 3,061 Group &#8216;C&#8217; &amp; &#8216;D&#8217; workshop staff (2,847 men in Group &#8216;C&#8217; and 213 in group &#8216;D&#8217;).</p>
</div>
<div align="left">
<p>This will be only 1.28% of 2,19,682 strength of Group &#8216;C&#8217;&amp;&#8217;D&#8217; workshop staff available in Indian Railways as on 31.03.2017. Details of the calculation is attached in Table-2.</p>
<p>It is therefore requested that, no reduction in allowed time / man power may please be proposed for implementation of revised incentive rates, since the estimated additional cost equal to only 1.28% man power which will be compensated by additional work load due to the addition of rolling stocks &amp; new trains.</p>

<p><strong>Sub: Revision of hourly rates of Incentive Bonus and Bouns Factor of Workshop/PU in respect of staff governed under CRJ pattern/GIS-reg.</strong></p>
<p>Ref: (i) NFIR&#8217;s PNM Item No. 12/2017.<br />
(ii) NFIR&#8217;s letter No. I/11/Part I dated 13/07/2017.<br />
(iii) Railway Board&#8217;s letter No. PC-VII/2017/R-U/28 dated 31/07/2017.<br />
(iv) NFIR&#8217;s letter No. I/11/Part I dated 08/08/2017 &amp; 24/08/2017.</p>
<p>During NFIR&#8217;s PNM meeting held with the Railway Board on 13/14.11.2017, the Official Side conveyed that the Internal Meeting of the Committee constituted by the Railway Board vide order dated 06/07/2017 has been fixed for 29/11/2017. Responding to Official Side, Federation requested to expedite action for revising the rateds as the staff are eligible at revised rates w.e.f. 1st July, 2017. The Federation also requested in the meeting that the PCO Allowance be revised to those Groun &#8216;C&#8217; staff working in Level 8 &amp; 9 also. Federation also conveys that a period of more than two months has passed the progress amde on the subject has not been apprised.</p>
<p>NFIR therefore requests the Railway Board to kindly expedite action for revisio of hourly rates of incentive bonus, allowance and PCO Allowance to the staff of Workshops/Production Units under both CRJ/GIS pattern duly endorsing copy to the Federation.</p>
<p>Federation also suggests that a separate meeting be convened soon for discussing the PNM item.</p>

<p><strong>Since recommendations of the VII CPC have already been accepted by the government, and most of them have been implemented by the Ministry of Railways as well, resulting in revision of various pay scales etc., it would be quite appropriate that, Hourly Rates of Incentive Bonus and Bonus Factor be revised for Workshops and Production Units Staff w.e.f. 01.01.2016, i.e. date of implementation of recommendations of the VII CPC at an early date</strong>.</p>

<p>Dear Sir,</p>
<p>Sub: <strong>Revision of Hourly Rates of Incentive Bonus and Bonus Factor of Workshops and Production Units</strong></p>
<p>Hourly Rates of Incentive Bonus and Bonus Factor of Workshops and Production Units Staff were last revised vide Railway Board’s letter <strong>No.2008/M(W)/814/38 dated 27.07.2010</strong> after implementation of recommendations of the VII CPC and revision of pay scales etc. based on that.</p>
<p>Since recommendations of the VII CPC have already been accepted by the government, and most of them have been implemented by the Ministry of Railways as well, resulting in revision of various pay scales etc., it would be quite appropriate that, Hourly Rates of Incentive Bonus and Bonus Factor be revised for Workshops and Production Units Staff<strong> w.e.f. 01.01.2016,</strong> i.e. date of implementation of recommendations of the VII CPC at an early date.</p>
<p>An early action in the matter shall be highly appreciated.</p>

<div>Respected Madam,</div>
<div>With due regards, your attention is invited to meeting held with your good self and BPMS reps on 12.12.2013 wherein one of the issues was raised regarding grant of incentive bonus to Examiners of Quality Control in Ordnance &amp; Ordnance Equipment Factories and you had assured to do the needful.</div>
<div></div>
<div>This letter is to bring to your kind notice that vide OFB letter No. 108/POLICY/TS/QCS, Dated 12.09.2012 addressed to Sr GM /GM of all Ord Fys, the then DGOF &amp; Chairman OFB had reflected his concerns over the ‘Quality Management System in Ordnance Factories’ which needs improvement to enhance User’s confidence in our products.</div>
<div></div>
<div>In this regard, this federation vide letter no. BPMS / OFB / 72(7/3/R), dated 19.09.2012 urged the then DGOF &amp; Chairman, OFB to give some incentive to Examiners at least on par with Maintenance workers to motivate the Examiners, to contribute their knowledge, experience cent percent to the organization.</div>
<div>This federation has been grateful to the OFB on considering the above in correct perspective and for inviting the comments from Sr GMs/GMs of all Ordnance Factories whether Examiners may be provided some incentives. It is learnt that almost all Sr GMs/GMs have recognized the role of Examiners and recommended to grant incentive to Examiners at least on par with Maintenance workers. Since then the matter is pending in OFB.</div>

<div>Therefore, you are requested to take necessary action on priority to give Incentive Bonus to Examiners of QC at least on par with Maintenance Workers to boost the morale of Examiners and remove their apathetic attitude.</div>
