<p>i) Missing information in approx 80,000 cases have been provided by PSAs. Further updates from PDAs are awaited.</p>
<p>ii) SBI alone has been supplied information in about 32000 cases for updation of missing information cases. Further feedback awaited.</p>

										<content:encoded><![CDATA[<p><strong>OROP panel hearing ex-servicemen issues: Govt tells High Court</strong></p>
<p>New Delhi: The Centre today told the Delhi High Court that it has extended by six months the term of the one-member judicial commission on OROP which has commenced public hearings on grievances of ex-servicemen from yesterday.</p>
<p>The submission was made by the government before a bench of justices Badar Durrez Ahmed and Ashutosh Kumar which was hearing a PIL for public hearing of ex-servicemen’s grievances as well as extension of the term of the commission, headed by Justice (retired) L Narasimha Reddy.</p>
<p>Central government standing counsel Anurag Ahluwalia told the court that the first public hearing was held at Chandigarh yesterday and would be held at various other places across the country, ending on September 21.</p>
<p>He said the hearing in Delhi would be held on August 19, after which the petitioner’s lawyer, Satya Ranjan Swain, said details of the time and venue of the hearing have not been disclosed.</p>
<p>Pursuant to the submission by the petitioner’s lawyer, the court directed the government to provide the time and venue details of the public hearing in Delhi to the petitioner today itself and listed the matter for hearing on August 24.</p>
<p>After the hearing and order by the court, Swain said he received an email from the government stating that the public hearing in Delhi would be held on August 19 at 11 AM at Vasundhra Vatika, Raj Rif Centre, Delhi Cantonment here.</p>
<p>The petitioner, S P Singh, who is an ex-serviceman, has sought directions to the Ministry of Defence and the commission “to give an effective public hearing to those affected or aggrieved by implementation of One Rank One Pension (OROP)”.</p>
<p>According to the petition, as per a Ministry letter dated April 13, “Defence Forces pensioners/family pensioners, Defence Pensioners’ Associations can submit their suggestions/ views on the revised pension as notified, to the MoD, through post or by email within 15 days i.e. by April 29, 2016″.</p>
<p>The petitioner has contended that this information was not published in the newspapers and, therefore, people were not informed and added that even the time limit given to forward the representations was “very short”.</p>
<p>The Centre today told the court that the date for forwarding suggestions and representations was later extended to May 15.</p>
<p>It also told the court that the commission which was set up in December last year and had to give its report by June this year, can now do so by December.<br />

<p><strong> </strong></p>
<p>Budgetary provision of Rs.12,456.66 crores is made in the Financial Year 2016-17 for implementation of OROP (Rs. 4,967.96 crores towards payment of two instalments of OROP arrears and Rs. 7,488.70 crores towards annual recurring expenditure for the revised pension at current rates). So far 18,90,635 out of 20,68,292 Ex-servicemen / family pensioners have been paid Rs.3,819.33 crores as arrears / revised pension under OROP Scheme.</p>

<p>A Judicial Committee on OROP headed by Justice L. Narasimha Reddy, Retired Chief Justice of Patna High Court has been appointed vide notification dated 14.12.2015 to look into anomalies, if any, arising out of implementation of OROP. The Committee will submit its report within one year of its constitution.</p>

<p>This information was given by Defence Minister Shri Manohar Parrikar in a written reply to Shri MP Veerendra Kumar and others in Rajya Sabha today.</p>

<p>The tenure of the committee formed on implementation of One Rank One Pension (OROP) scheme has been extended by six months upto the middle of December this year.</p>
<p>The government recently amended the gazette notification issued last year under which the committee headed by former Chief Justice of Patna High Court Justice (Retd) L Narasimha Reddy was scheduled to submit its report by June 14.</p>
<p>With the extension, the implementation of OROP may take more time as the panel can submit its report by December 14, official sources said.</p>
<p>The government had announced implementation of OROP on November 7, 2015 to benefit over 25 lakh ex-servicemen and war widows. The OROP mandates payment of uniform pension to the armed forces personnel retiring in the same rank with the same length of service, regardless of their date of retirement, which implies that bridging the gap between the rate of pension of current and past pensioners at periodic intervals.</p>
<p>The other Terms of Reference of the Committee will continue which include measures for the removal of anomalies that may arise in the implementation of the OROP as notified by the government.</p>
<p>The panel is also looking into the measures for the removal of anomalies that may arise out of inter-services issues of the three forces due to implementation of OROP besides implications on service matters.</p>
<p>The Committee is examining all other matter referred to it by the central government on implementation of the OROP or related issues.</p>
<p>In making its recommendations, the Committee shall take into account the financial impact of its recommendations, as per its Terms of Reference.</p>
<p>The panel, if necessary, may give interim reports to the government on any of the matters related to its terms of reference.</p>

<p><strong>IMPLEMENTATION OF OROP SCHEME FOR DEFENCE PENSIONERS</strong></p>
<p>The Ministry of Defence, Government of India vide press release dated 05.09.2015 announced decision of the Government to implement OROP to Defence Forces pensioners.</p>
<p>The Ministry of Defence, Government of India vide notification dated 07.11.2015 issued formal orders on implementation of the OROP scheme bringing out the broad guidelines on the benefits and also the procedure for working out the benefits under OROP.</p>
<p>CGDA in close association with the PCDA (P) Allahabad, PCDA (Navy) Mumbai and CDA/JCDA (AF) prepared 101 tables indicating Rank, Group, Qualifying Service of PBOR and Commission Officers of the Defence Forces based on working principles within the ambit of the MOD notification. The tables along with draft Government letter on the subject matter were forwarded to the MoD in record time after the working principles for implementation of the scheme were approved by the MoD/GOI.</p>
<p>The Department of EWS, MoD, GOI has now issued detail Government Order implementing the OROP scheme vide letter dated 03.02.2016 uploading the 101 tables of various ranks and categories of Defence pensioners along with it through the website www.desw.gov.in.</p>
<p>The Government letter on OROP scheme along with 101 tables have been circulated to all PDAs by PCDA (P) Allahabad vide their Circular No. 555 dated 04.02.2016 with detailed implementation instructions for working out the schedule for release of OROP benefits to around 18.61 lakh pensioners settle across the length and breadth of the country. Copy of PCDA (P) Allahabad circular No. 555 is available on their website www.pcdapension.nic.in.</p>
<p>The financial benefit under new orders is to be paid from 01.07.2014 onwards. The provisions of Government Order provides for release of arrears in 4 equal half yearly installments—first installment in the current financial year and the remaining three installments in the subsequent years. However, arrears for family pensioners and pensioners in receipt of gallantry award are to be paid in one installment.</p>

										<content:encoded><![CDATA[<p><strong>Financial obligations due to implementation of OROP and 7th CPC Recommendations in the coming financial year – Finance Minister</strong></p>
<p><em><strong>Finance Minister: Due to various policy measures undertaken by the present Government, Indian Economy has achieved robust growth rate despite volatility and uncertainty in global economy; asks Captains of Indian Trade and Industry to come forward and make increased Private Investment especially in Infrastructure Sector .</strong></em></p>
<p>The Union Finance Minister Shri Arun Jaitley said that in the first half of the Current Financial Year 2015-16, the Indian Economy has achieved robust growth rate despite volatility and uncertainty in global economy. He said that this was made possible by a slew of policy measures undertaken by the present Government including enhanced public investment, kick starting stalled projects, improving the status of financial inclusion significantly, improving governance through systematic changes like open auction of natural resources like coal and spectrum in a transparent manner, and greater fiscal federalism and improving business environment through reforms in policies and regulation among others. Shri Jaitley said that the current level of growth rate of our economy and sound fiscal fundamentals present better growth prospects for the next Financial Year 2016-17 as well. The Finance Minister Shri Jaitley was making the Opening Remarks during his third Pre-Budget Consultative Meeting with the representatives of Industry and Trade Groups here today.</p>
<p><strong>The Union Finance Minister Shri Arun Jaitley said that the Government will continue to expand public spending even during the next financial year despite the major financial implications of the recommendations of the 14th Finance Commission which reduced the share of the Central Government by 10% and its forthcoming financial obligations due to implementation of One Rank One Pension (OROP) and 7th Pay Commission Recommendations in the coming financial year. He asked the representatives of Business and Trade Sector to increase the private sector spending especially in infrastructure secto</strong>r.</p>
<p>Various suggestions were received during the aforesaid Consultative Meeting. Major recommendations include higher investment in irrigation and rural infrastructure sector as this will increase the spending capacity of the rural people which in turn will create demand for various items and increased economic activity. Other suggestions included focus on disinvestment of public sector undertakings by the Government to raise additional revenue and to reduce Government borrowings which, in turn, will make more money available for the private sector to borrow. Other suggestions included reduction in subsidy outflows and direct payment of fertilizer subsidy to farmers.</p>
<p>Suggestions were made that 7th Pay Commission recommendations be implemented in staggered manner and tax collections be increased by expanding the base. It was suggested that Minimum Alternate Tax (MAT) by withdrawn in calibrated manner, tax exemptions and allowances be withdrawn while tax rate may be rationalised in order to bring transparency, certainty and less discretion to make the tax administration more transparent and efficient. Tax incentives be given for use of debit and credit card, payment of utilities be made mandatory by cheques or through e-payment, clarity of policies by CBEC &amp; CBDT to its field offices to avoid any discrepancies and discretions in tax administration and implementation of GST at the earliest.</p>
<p>Other suggestions include measures be taken to revive private sector investment especially in infrastructure sector through NIIF, use of Infrastructure Finance Companies like IIFCL to rebuilt the capacity of the private infrastructure sector by making it easier for them to raise funds. Bank guarantees be replaced by ‘bid bonds’ or ‘surety bonds’ for companies which, in turn, will help them getting credit at reduced cost and removal of cess and surcharges etc.</p>
<p>Other suggestions include measures to attract youth to agriculture sector by making farming highly mechanized and improving productivity. For this ‘Agriculture Equipment Banks’ may be set-up, segments of land be made in three categories, viz, barren land, single crop land and multi-crop land and separate rules for dealing with each category may be made.</p>
<p>Start-up parks for attracting young entrepreneurs be set-up on the line of IT parks. Suggestions were made that in order to ‘Make in India’ and ‘Ease of doing Business’ successful, measures may be taken to reduce the cost of doing business for which we need to improve infrastructure and reduce credit cost. To deal with the problem of NPA, recapitalization of banks be done through offering of shares to public. As regards tax matters, it was suggested that no appeal should be made where the two consecutive orders are in favour of the assesse except in rare situation and assesses may not be asked to deposit in case of first appeal and be asked to deposit only in case of second appeal.</p>
<p>It was suggested that measures be taken to generate demand in real estate sector which will in turn boost the steel and cement sectors which are major sectors for employment generation. Other suggestions include raise in exemption limit in case of income tax be raised from Rs. 2.00 lakh to Rs. 5.00 lakh, corporate tax be reduced to 25%, nominal rate of interest be charged on delayed payments, rationalization of exemptions and allowances and reduction in tax rates, reduction in corporate tax be extended to partnership firms etc.</p>
<p>It was suggested that measures be taken to uplift the power sector which is facing a challenging time, credit to MSME sector be boosted, Mid Day Meal Scheme may be scrapped due to large scale seepages and non-transparency in the implementation of the same. Suggestions were made to boost the exports, especially the MSME exports. It was suggested to boost e-commerce in mobile payment to achieve the goal of cashless economy, guidelines be issued for removal of anomalies in case of taxes being imposed by different States on e-payment and e-commerce. It was suggested to reduce customs duty on set-top boxes from 10% to 5%,and media entities be included for carry forward of losses in case of merger among others.</p>
<p>Along with the Finance Minister Shri Jaitley, the Pre-Budget Consultative Meeting with the representatives of Industry and Trade Groups was also attended among others by Shri R.N. Watal, Finance Secretary, Shri Shaktikanta Das, Secretary, DEA, Dr. Hasmukh Adhia, Revenue Secretary, Ms. Anjuly Chib Duggal, Secretary, Financial Services, Shri Amitabh Kant, Secretary, DIPP and Dr. Arvind Subramanian, Chief Economic Adviser (CEA). 										<content:encoded><![CDATA[<p><strong>Government Appoints Justice L Narasimha Reddy to Head Judicial Committee on OROP</strong></p>
<p>The Central Government has appointed Justice L Narasimha Reddy, retired Chief Justice of Patna High Court to head the Judicial Committee which will look into the implementation of One Rank One Pension (OROP) scheme for the Ex-Servicemen.</p>
<p>The Terms of Reference for the Committee shall be to examine and make recommendations on references received from the Central Government on the following matters:-</p>
<ul>
<li>Measures for the removal of anomalies that may arise in the implementation of the OROP as notified by the Government on 07 November 2015.</li>
<li>Measures for the removal of anomalies that may arise out of inter-services issues of the three forces due to implementation of OROP order as notified by the Government on 07 November 2015.</li>
<li>Implications on Service matters.</li>
<li>Any other matter referred by the Central Government on implementation of the OROP or related issues.</li>
</ul>
<p>In making its recommendations, the Committee shall take into account the financial impact of its recommendations.</p>
<p>The Committee shall make its recommendation within six months of the date of its constitution. It may, if necessary, give interim reports to the Government on any of the matters related to its terms of reference.</p>
<p>The Committee will devise its own procedure and may call for such information and take such evidence, as may be considered necessary. Ministries and Departments of Government of India shall furnish such information and documents and other assistance as may be required by the Committee. The Committee will have its Headquarters in Delhi. All administrative support to the committee will be provided by Department of Ex-Servicemen Welfare, Ministry of Defence.</p>

<p>New Delhi: Finance Minister Arun Jaitley on Saturday said government’s OROP (One Rank One Pension) formula for retired defence personnel has been accepted by most associations and only a small section had some issues on it.</p>
<p>“The government has already announced its decision. Most personnel in their (defence) organisations have accepted that. If one faction or the other have reservations, I think it’s for all of you to sit together and decide …within the organisation itself. The mainstream organisations personally met me and thanked the government that their long-standing demand has been accepted,” he said.</p>
<p>The Minister was responding to a question on the implementation of OROP at ‘Aaj Tak Agenda’ programme.</p>
<p>As approved by the government in September, the OROP will be implemented from July 2014 and arrears alone would cost the exchequer about Rs 10,000-12,000 crore.</p>

<p>More than 25 lakh veterans all over the country are expecting the announcement of OROP on 15th August 2015.</p>

<p>Media reports are highlighted that the PM Modi may announce implementation of long pending demand of OROP Scheme on August 15 when India celebrates its 68th Independence Day.</p>

<p>The relay hunger strike of Ex-Servicemen has completed the 57th day today at Jantar Mantar, New Delhi. Protests are also being held by ex-servicemen in many parts of the country. The series of protests is jointly organized by 30 ex-servicemen welfare organizations, under the leadership of Chairman of IESM, Maj. Gen. Satbir Singh.</p>
<p>&nbsp;</p>
<p>More than 30 lakh veterans including war widows all over the country are hoping that their pensions will be revised based on the 6th Pay Commission, and that pensions will be issued based on their ranks and the number of years that they had served.</p>
