<p style="text-align:center">Ministry of Personnel, Public Grievances &amp; Pensions<br /><strong> Rules for filing IPRs</strong></p>

<p>In terms of Rule 18 of the Central Civil Services (Conduct) Rules, 1964, Immovable Property Returns (IPRs) are required to be submitted by all Government servants on their first appointment to any service or post and subsequently to be submitted annually. Similar provisions are also available in All India Services (Conduct) Rules, 1968.</p>



<p>Department of Personnel &amp; Training (DoPT) being the cadre controlling authority for Indian Administrative Service (IAS), Central Secretariat Service (CSS) and Central Secretariat Stenographers Service (CSSS) maintains the data in respect of officers belonging to these services. As per information in respect of these officers, IPRs for the year 2018, have not been filed by 52 IAS officers of the level of Joint Secretary &amp; above, 163 CSS officers of the level of Under Secretary &amp; above and 51 CSSS officers of the level of Principal Private Secretary &amp; above.</p>



<p>DoPT, vide O.M. No. 104/33/2005-AVD-I dated 7.09.2011 and O.M. No. 11012/11/2007-Estt.(A) dated 27.09.2011, has prescribed that vigilance clearance shall be denied to the officers of All India Services and Central Civil Services/ Posts for certain purposes if they fail to submit their annual Immovable Property Returns of the previous year latest by 31st January of the following year.</p>

<p>All IAS officers have been asked to submit details of their assets by next month and warned that the failure to do so would lead to a denial of vigilance clearances needed for promotions and foreign postings.</p>
<p>The Department of Personnel and Training (DoPT) has written to all Central government departments, states and union territories asking them to ensure submission of Immovable Property Returns (IPRs) by IAS officers working with them by January 31, 2018.</p>
<p>&#8220;In view of the DoPTs instructions dated April 4, 2011, it is reiterated that failure to ensure timely submission of IPR would result in denial of vigilance clearance,&#8221; Establishment Officer and Additional Secretary P K Tripathi said in the recent missive.</p>
<p>According to the 2011 instructions, officers who did not submit their IPR as on January 1, 2018, on time would be denied vigilance clearances and will not be considered for promotions and empanelment for senior-level posts in the government of India.</p>
<p>&#8220;Those who do not submit property details on time will not be considered for any posts of the Central government including foreign postings,&#8221; a senior DoPT official said.</p>
<p>An online module has been designed for the purpose of filing of the IPR. Officers have the option of uploading the hard copy of the IPR by January 31 in the online module, the December 22 letter said.</p>
<p>There are 5,004 Indian Administrative Service (IAS) officers working across the country, according to the DoPTs latest data.</p>

<p>Subject: <strong>Central Civil Services (Conduct) Rules, 1964 — Filing of annual Immovable Property Returns – regarding</strong></p>
<p>The undersigned is directed to state that as per various notifications issued by this Department, relating to the Public Servants (Furnishing of Information and Annual Returns of Assets and Liabilities and the Limits for Exemption of Assets in Filing Returns) under the Lokpal and Lokayuktas Act, 2013, the public servant who has filed declaration, information and annual returns of property under the provision of the rules applicable to such public servant, should file the declaration, information and return indicating his/her assets and liabilities, as on 01.08.2014, to the competent authority on or before, 30.04.2015. The notifications are available on the Department’s website at http://persmin.gov.in/Lokpal HomePage From CCIS.asp.</p>
<p>2. The Central Civil Services (Conduct) Rules, 1964, are being amended to align them with the Lokpal and Lokayuktas Act, 2013. Presently, as per the Rule 18(1)(ii) of the Central Civil Services (Conduct) Rules, 1964, every Government servant belonging to any service or holding any post included in Group ‘A’ and Group ‘B’ is required to submit an annual return regarding the immovable property inherited/owned/ acquired/ held on lease or mortgage either in his own name or in the name of any family member or in the name of any other person.</p>
<p>3. It has, inter-alia, been clarified by this Department vide Office Memorandum No. 407/12/2014-AVD-IV(B) dated 13.01.2015 that the requirement of filing returns regarding assets and liabilities under the Lokpal Act is in addition to, and not in supersession of the requirement of filing similar returns under the existing Conduct Rules. In view of this, all Government Servants may be directed as follows:</p>
<blockquote><p>(i) The annual Immovable Property Return, as on 31.12.2014, under the existing CCS(Conduct) Rules, 1964 is required to be filed on or before 31.01.2015;</p>
<p>(ii) The first return under the Lokpal Act (as on 01.08.2014) should be filed on or before 30.04.2015; and</p>
<p>(iii) The next annual return under the Lokpal Act, for the year ending 31.03.2015 should be filed on or before 31.07.2015.</p></blockquote>
<p>4. It is, therefore, requested that all concerned may be suitably advised to file the Immovable Property Returns (IPRs) and the return under the Lokpal Act as per the dates indicated above, Further, in accordance with the instruction contained in this Department’s Office Memorandum No. 11013/3/2011-Estt.A dated 11.04.2011, IPRs (to be submitted by 31 st January of each year) shall be placed in public domain by 31 st March of that year. A compliance report in respect of the IPRs filed by Group ‘A’ Officers of the Central Civil Services, as on 31.01.2015, may please be furnished to this Department by 30.04.2015.</p>
<p>5. Similar action may kindly be taken by the authorities controlling services not covered by the Central Civil Services (Conduct) Rules, 1964.</p>

<p>All Central Government employees will now have to compulsorily submit a detailed report on their properties and debt owed by them…</p>
<p>Already, each year, the Group-A officials are required to submit information about the immovable properties owned by them. Now All categories of Central Government employees too have been asked to submit these details. The DOPT has issued relevant orders to this effect.</p>
<p>The Government has issued this order in accordance with the Lokpal rules. According to this rule, Central Government employees will now have to submit all details regarding the cash-in-hand, bank investments, share certificates, stocks and bonds, mutual fund investments, insurance policies, P.F. details, loans, motor vehicles, gold and silver ornaments, and precious metals, to the Government.</p>
<p>The employees have to also submit details of movable and immovable properties owned by their spouses and children. Application forms will be given to all the employees, to be filled up and submitted before the 31st of July for each financial year.</p>
<p>There are more than 50 lakh Central Government employees, including IAS, IPS and IFS officers, all over the country. All of them will have to henceforth submit details of their properties. If the total property owned by the employee is less than his/her four months’ basic salary, or if the total amount is less than Rs. 2 lakhs, then he/she could be considered for exemption from submitting the information.</p>
<p>Those who have already submitted the details will have to re-submit the form for the current financial year on or before September 15, 2014. Information also has to be furnished about the properties owned by the spouse and children.</p>
<p>On January 1, President Pranab Mukherjee gave his approval for the Lokpal Act and regulations. Following this, amendments were made to the Lokpal Act to make it compulsory for all Central Government employees to furnish their property details.</p>
