In continuation of this Department&#8217;s circular of even number, dated January 9, 2018, Februaryl2113, 2018 and March 16,2018, I am directed to intimate that the last date for receipt of proposals from the training institutions for the above mentioned programme has been extended to April 16, 2018.</p>
<p>2. All training institutes willing to conduct the above mentioned training programme are requested to send their proposals to DoPT, Training Division on or before April 16, 2018.</p>

<p>Sir/Madam,<br />
The Training Division of the Department of Personnel and Training is the nodal agency for training of government functionaries and is primarily responsible for formulating policies with regards to training. With an objective of addressing competency gaps of government employees, the Division also directly implements certain training components. Under the One Week In-Service Training (1ST) Scheme, officers of All India Services (IAS, IPS &amp; IFoS), officers working under Central Staffing Scheme and officers of CSS/CSSS (DS/Sr. PPS and above level) are offered one week training programmes at various reputed institutes in India.</p>
<p>2. This letter is to invite proposals from the interested institutes for conducting one week inservice training programme for 2018-19 in diverse and broad thematic areas, such as, Administrative Law, Agricultural &amp; Rural Development, Climate Change (preparedness), Competition Law (policy formulation), Corruption (eradication strategy), Education (reforms &amp; challenges), E-governance (opportunities &amp; challenges), Environment &amp; Natural Resource (management), Environmental Impact Assessment (development projects), Ethics (Public Governance and Administration), Financial Markets (regulation), Fiscal Policy (Macroeconomic Management), Governance (IT management and improving through accountability), Infrastructure (Finance), Innovations (public service), Land Acquisition (rehabilitation &amp; resettlement), Leadership, Participatory Management (Community Mobilization), PPP (negotiating strategies and urban development), Procurement (procedure &amp; contracting), Project Analysis/Appraisal (risk analysis/management), Public Policy (management/governance), Quantitative Methods (management), Service Delivery (management), Social Policy (Governance), Social Sector financing/marketing), Urban Development, WTO (basic/advance course), Citizen Centric, Cyber Crime, Stress Management, etc.</p>
<p>3. The proposal should include:</p>
<p>(a) A brief about the institute, infrastructure, faculty, core competence, and previous experience in conducting such programmes;<br />
(b) Thematic focus of the course and the course title;<br />
(c) Two suitable dates for each course between July 2018 to February 2019 as in April &amp; May 2018 and March 2019 courses are not scheduled in view of Budget Session of the Parliament;<br />
(d) Name and CV of proposed Course Coordinator along with contact details;<br />
(e) Draft programme design, content and pedagogy, draft time table-starting on Monday and closing on Friday;<br />
(f) A paragraph on how the proposed course will be different from those offered by competing institutions.<br />
(g) Feedback received from participants.</p>

<p>CBI has registered 139 cases against Indian Administrative Services (IAS), Indian Police Services (IPS), Indian Revenue Services (IRS) &amp; Indian Foreign Services (IFS) officers during the last three years since 1.1.2014 to 30.11.2017 which are at various stages.</p>
<p>The Government is taking various steps as under for minimizing the chances of any corruption in public services which includes:</p>
<blockquote><p>i).The All-India Service (Discipline and Appeal) Rules, 1969 has been amended to include the provision of conclusion of enquiry and submission of report within a period of six months from the date of receipt of order of Inquiring Authority.</p>
<p>ii).In order to ensure probity amongst government servants, Ministries/Departments/Cadres have been asked to regularly review the officers/officials (including those belonging to IAS, IPS, IRS&amp; IFS) under the provisions of FR-56 (J)/Rule 16 (3) of AIS (DCRB) Rules 1958. The position is reviewed at the level of this Department as well as Cabinet Secretariat. As per information provided by Cadres, provisions of FR-56 (J)/Rule 16 (3) of AIS (DCRB) Rules 1958 have been invoked/recommended against 72 Group A officers (including those belonging to IAS, IPS, IRS &amp; IFS) and 125 Group B officers.</p>
<p>iii).Regular review is undertaken for expediting disposal of pending disciplinary proceedings and for expeditious disposal of pending sanction of prosecution cases within the stipulated timeframe by the respective Cadres/Departments.</p>
<p>iv).In order to speed up disposal of the case pending trial, 92 additional Special Courts for CBI have been set up.</p></blockquote>
<p>This was stated by the Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances &amp; Pensions, Atomic Energy and Space, Dr. Jitendra Singh in a written reply to question in the Lok Sabha today.</p>

<p><b>G.S.R. 573(E)</b>.- ln exercise of the powers conferred by sub-section (1) of section 3 of the All India Services Act, 1951 ( 61 of 1951 ), the Central Government, hereby makes the following rules to amend the <b>Indian Forest Service (Pay) Rules, 2016</b>, namely:-</p>
<p>I. (i) These rules may be called the Indian Forest Service (Pay) Amendment Rules, 2017.</p>
<p>(2) They shall be deemed to have come into force on the 1st day of January, 2016.</p>
<p>2. In the Indian Forest Service (Pay) Rules. 2016.-</p>
<p>(i) in rule 2, for clause (xi), the following shall be substituted, namely:-</p>
<p>&#8220;(xi) &#8220;Level in the Pay Matrix&#8221; shall mean the Level corresponding to the existing Pay Band and Grade Pay or scale specified in the <b>Pay Matrix in APPENDIX-I</b>&#8220;; (ii) for rule 7, the following shall be substituted, namely:-</p>
<p>&#8220;7. <b>Pay protection to officers on Central deputation. &#8211;</b> If the pay of the officers posted on deputation to the Central Government, after fixation of their pay in the revised pay structure, either under these rules or as per the instructions regulating such fixation of pay of the post to which they are appointed on deputation, happens to be lower than the pay they would have entitled to, had they been in their parent cadre and would have drawn that pay but for the Central deputation, such difference in the pay shall be protected in the form of Personal Pay with effect from the 1st January, 2016&#8243;.</p>

<p>The seventh Pay Commission&#8217;s draft report to determine the new salary structure for the 5.5 million civil servants in the central government has got riddled with several dissent notes. The notes, mainly about bringing in parity between the top-ranked Indian Administrative Service (IAS) and the specialised central services, argue that it will widen the talent base available to the government to deliver increasingly complex services to a demanding population.</p>
<p>But the dissensions could exacerbate differences at the top of the bureaucracy in the Government of India, already reeling from the impact of pay-related problems for the retired armed forces personnel who have demanded &#8216;one rank one pension&#8217;.</p>
<p>&#8220;There is a strong case for considering talent in the government rather than being confined to choices within some cadres,&#8221; former expenditure secretary Dhirendra Swarup told Business Standard. Swarup is one of the few non-IAS officers who became secretaries in the government, under former finance minister Jaswant Singh.</p>
<p>The notes are also a first for the Pay Commissions, set up every 10 years by the central government to revise the pay and allowances of central government employees. In the fifth Pay Commission, economist Suresh Tendulkar had put in a dissent note but it was on a macro theme suggesting a pruning of the bureaucracy and relating wages to performance.</p>
<p>But this time the notes reflect the sharp differences that have come up among the different cadres of government services about their pay and promotion avenues. There is a larger issue here. All the services taken together make up fewer than 150,000 people within the central government tasked with a mammoth level of administrative responsibility for a country of 1.3 billion people. So, frustrations among them could have far-reaching repercussions.<br />
These men and women operate in a rigidly differentiated world through an appointment system that places them in cadres. The cadres almost mirror the caste differences in the larger society. The top-most cadres are the all-India services that include the IAS, Indian Police Service and Indian Forest Service. Of them, the IAS are the most numerous, at 4,572 according to the Civil Survey Report of 2010, written by former cabinet secretary, K M Chandrasekhar.</p>
<p>Below them are about 45 cadres clubbed as central civil services, which include the IFS, IA&amp;AS and IRS.</p>
<p>The impact of this pecking order came out in the open recently in the list of empanelled officers for the post of 60 additional secretaries. These posts rank just one notch below that of the secretaries, who function as heads of department or ministries in the government. Of those empanelled, only three (railways, income tax and audit &amp; accounts services) were from the non-all India services. Swarup said the numbers were even lower than those until the 1990s, when there were at least five non-IAS officers in the central government ministries. At joint secretary and senior levels, positions up to those of secretaries (senior administrative grade) in central ministries, the share of other services is minuscule when compared with IAS. Yet, this is where policies are shaped.</p>
<p>At the heart of the difference is a two-year increment offered to IAS officers when they join vis-a-vis other cadres. Since seniority within the government is decided on pay scale, the higher start assures these officers of a higher position at each grade. But as the IRS officers and others in their representations have pointed out, this makes it impossible for them to compete for additional secretary and secretary posts in the ministries.</p>
<p>But Chandrasekhar counters it saying officers from most non-IAS services have enough options to be promoted within their services. &#8220;There is need for both specialists and generalists in the civil services. The Indian government is a massive structure that demands many different skill sets&#8221;.</p>
<p>To correct some of the problems, the 2010 report had suggested setting up of a Central Civil Services Authority for officers from all the services after they completed 13 years of service. Each officer would get to choose an area of specialisation for the rest of their career. It has not been implemented so far.</p>
<p>The report of the Pay Commission, headed by Ashok Kumar Mathur, a former judge of the Supreme Court, was held up due to Bihar Assembly polls. The commission was given a four-month extension in August. Besides Mathur, the others in the commission are Vivek Rae (IAS) as full-time member, besides part-time members Meena Agarwal (Indian Railway Accounts Service) and Rathin Roy, director, National Institute of Public Finance and Policy (NIPFP). The commission is attempting to paper over some of the differences before the report goes to Finance Minister Arun Jaitley. The commission did not respond to requests for an interaction on the contents of the report.</p>
<p>The differences have become so sharp that social media platforms like WhatsApp have been flooded with often derogatory comments from opposing cadres about each other, a first of sorts. But both Swarup and Chandrasekhar held that such comments might not be serious enough to test the smooth functioning of the officers from different services when they were posted together.</p>

(a) the action that has been taken by Central Government to recruit extremely talented personnel in cadre like IAS, IPS, IRS, IFS, etc. so that, these talented personnel would execute properly the policies of Government;</p>
<p>(b) the action that has been taken by Union Public Service Commission (UPSC) to avoid any external influence while recruiting above said cadre and the details thereof; and</p>
<p>(c) whether Central Government intends to depute or recruit officials from State Government in Indian Foreign Services (IFS) as currently State Government officials are not to get IFS cadre?</p></blockquote>

<blockquote><p>(a): Recruitment to IAS, IPS, IRS, IFS etc. is done through the Civil Services Examination (CSE) conducted by Union Public Service Commission (UPSC) every year within the parameter of CSE Rules notified by the Central Government. With a view to ensure that extremely talented personnel are recruited to the above services, the Central Government keeps on reviewing the scheme/pattern of the examination etc. from time to time. Recently with the same objective the Central Government has approved some changes in the Civil Services (Main) Examination, 2013.</p>
<p>(b): The UPSC discharges its duties as mandated by the Constitution of India. The examinations are conducted as per Rules notified by Government and merit is the only criteria for selecting the candidates. As such, there is no scope for external influence while recruiting civil servants for various services, viz, IAS, IPS, IFS, IRS, etc.</p>
<p>(c): There is no such proposal</p></blockquote>
