<p>Sub: <strong>Implementation of 7th CPC recommendations for pensioners/ Family pensioners and drawal of dearness relief as per 6th CPC-regarding.</strong></p>
<p>Large numbers of representation/Letters have been received from the pensioners/family pensioners/retired employees have been received from various sources. The Government of India-Ministry of Finance, Department of Expenditure vide OM No. 1/1/2016-E-111-(A) have already extended the benefits of 7th CPC to the Autonomous Bodies for serving employees. The GOI has issued instructions vide letter NO. 38/37/2016-P&amp;PW(A) dated 4.8.2016, Ministry of Personnel, Public Grievances &amp; Pensioners, Department of Pension &amp; Pensioners Welfare, New Delhi for Central Government Retired Pensioners only.</p>
<p>Since, the instructions has yet not been issued to Autonomous Bodies for extend the implementations of 7th CPC to retired Pensioners/Family Pensioners, the Council has written ID note vide DARE/ICAR U.O.No.FIN/10/02/2017-Pension dated 02.03.2017 to seek the clarifications on the subject cited above. The reply is awaited in this regard.</p>

<p>The Technical Services were introduced in ICAR w.e.f. 1975. The Technical Services are grouped into three categories consisting of eight grades which are being denoted by their grade numbers viz. T-1, T-2, T-3&#8230;.. T-7-8, T-9. The technical employees have been representing that they may be given suitable designations instead of the grade numbers such as T-1, T-2 etc.</p>
<p>The issue of giving suitable designations to the eight grades of Technical cadre viz. T-1 to T-9 was under consideration of the Council. It has now been decided with the approval of the Competent Authority that the following designations may be given to the technical employees of the Council:</p>

<p>For the purpose of identification of duties performed by different functionaries, designations of the person will be appropriately distinguished to reflect duties attached to the posts. For example, a post of Laboratory Technician in T-2 grade may be denoted as Sr.Technician(Lab Technician). The change of designation does not give any entitlement to any enhanced pay or perk. Further, this change shall also not entail any change in existing chain of command or basis for refusal to perform an assigned function.</p>

Subject: <strong><em>Timely completion and proper maintainance of Annual Performance Appraisal Reports (APAR) (formerly known as ACR) — communication of all entries / below benchmark gradings etc. for fairness and </em></strong><strong><em>transparency in public administration reg.</em></strong></p>
<p>As you are aware APARs (previously known as ACRs) play an important role in the efficiency and morale of the services. The object of writing the confidential report and making entries is to give an opportunity to the public servant to improve the performance.</p>
<p>On the subject mentioned above, DoP&amp;T vide O.M. dt.16.02.2009, 14.05.2009, 13.04.2010 and 19.05.2011 has issued instructions / guidelines which have already been circulated as well as uploaded on Council’s website for information / guidance / necessary action of all concerned. Besides this, a brochure on preparation &amp; maintenance of APAR for civil services has also been issued by DoP&amp;T which has been uploaded vide Council’s circular No.2-1/2010-CR(A) &amp; RTI dt. 02.03.2010 for information and guidance of all concerned.</p>
<p>However, it has been observed that the instructions / guidelines issued by DoP&amp;T/ICAR are not being strictly followed by some of the concerned. Therefore, it is requested that the aforesaid instructions may be followed / adhered to strictly by all concerned.

<p>Performance Appraisal is a key component of Human Resource Development in every organization. Government of India guidelines provide for the time schedule for the completion of Annual Performance Appraisal Report(APAR).</p>
<p>APARS of all the Project Coordinators, RMPs of ICAR and all Scientists posted at ICAR Hqrs. are being maintained by CR Cell of ICAR Hqrs. It has been observed from the records of CR Cell of the Council that the APARs of many scientists have not been received in  the CR Cell of ICAR Hqrs. so far.</p>
<p>In terms of DoP&amp;T instructions issued vide O.M. dated 16.2.2009 the Reporting Officer and Reviewing Officer should invariably complete the APARS of the officer reported upon by the 30th June and 31st August respectively following the annual reporting period. If the officer reported upon fails to submithis/her self appraisal within prescribed time, Reporting officer may obtain a fresh APAR form from the concerned Establishment Sectionfor completion the relevant part of the APAR.</p>
<p>The Project Coordinators. RMPs of ICAR Hqrs/Institutes and Scientists posted at ICAR Hqrs are therefore requested to do the needful in the matter ensure that their duly reported/reviewed APAR for the period 2011-12 is forwarded to CR Cell of ICAR Hqrs well intime.</p>
