<h3 class="wp-block-heading">Dearness Allowance for Workmen and Officer Employees in banks for the months of August, September &amp; October 2022 under XI BPS/ Joint Note dated 11.11.2020</h3>



<p>The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base 1960=100) for the quarter ended June 2022 are as follows:-</p>



<h2 class="wp-block-heading"><strong>April 2022 &#8211; 8394.82<br />May 2022 &#8211; 8480.28<br />June 2022 &#8211; 8493.43</strong></h2>



<p>The average CPI of the above is 8456.17 and accordingly, the number of DA slabs are 526 (8456 &#8211; 6352= 2104/4 = 526 Slabs). The last quarterly Payment of DA was at 472 Slabs.  Hence, there is an increase in DA slabs of &#8217;54&#8217; i.e, 526 Slabs for payment of DA for the quarter August, September and October 2022</p>



<p>In terms of clause 7 of the 11th Bipartite Settlement dated 11.11.2020 and clause 3 of the Joint Note dated 11.11.2020, the rate of Dearness Allowance payable to Workmen and Officer employees for the months of August, September and October 2022 shall be <strong>36.82%</strong> of &#8216;pay&#8217;. While arriving at dearness allowance payable, decimals from third place may please be ignored.</p>

<p>The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base 1960=100) for the quarter ended March 2022 are as follows:-</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p><strong>January 2022 &#8211; 8223.90<br />February 2022 &#8211; 8217.32<br />March 2022 &#8211; 8283.06</strong></p></blockquote>



<p>The average CPI of the above is 8241.42 and accordingly the number of DA slabs are 472 (8241 – 6352= 1889/4= 472 Slabs). The last quarterly Payment of DA was at 471 Slabs. Hence, there is an increase in DA slabs of ‘1’ i.e. 472 Slabs for payment of DA for the quarter May, June and July 2022.</p>



<p>In terms of clause 7 of the 11th Bipartite Settlement dated 11.11.2020 and clause 3 of the Joint Note dated 11.11.2020, the rate of Dearness Allowance payable to Workmen and Officer employees for the months of May, June and July 2022 shall be 33.04% of ‘pay’. While arriving at dearness allowance payable, decimals from third place may please be ignored.</p>

<h3 class="wp-block-heading">Banks’ contribution to NPS Corpus of PSU Bank employees to be enhanced to 14%</h3>



<p class="has-text-align-right">Mumbai, 25 August 2021</p>



<p>In a bid to provide relief to families of bank employees, the Government has approved the Indian Banks’ Association’s (IBA) proposal to increase the family pension to 30% of last salary drawn. This move would make family pension go up to as much as Rs 30,000 to Rs 35,000 per family of bank employees. This was announced by the Secretary, Department of Financial Services, Ministry of Finance, at a press meet addressed by Finance Minister Smt. Nirmala Sitharaman in Mumbai.</p>



<p>Secretary, DFS informed that, in continuation of the 11th bi-partite settlement on wage revision of public sector bank employees, which was signed by the IBA with the unions on November 11, 2020, there was a proposal for enhancement of family pension and also the employers’ contribution under the NPS. This has been approved by the Finance Minister, he said. Shri Panda further said that “earlier the scheme had slabs of 15, 20 and 30 percent of the pay that a pensioner drew at that point of time. It was capped subject to a maximum of Rs 9,284/-. That was a very paltry sum and Finance Minister Smt. Sitharaman was concerned and wanted that to be revised so that family members of bank employees get a decent amount to survive and sustain”.</p>



<p><strong>The Government has also approved the proposal to increase employers contribution under the NPS to 14% from the existing 10%.</strong></p>



<p>Thousands of families of PSU bank employees will be benefited by the enhanced Family Pension, while increase in employers contribution will provide increased financial security to the bank employees under the NPS.</p>



<p>Finance Minister, as part of her two day visit to Mumbai reviewed the performance of the public sector banks and launched EASE 4.0 reform agenda for smart banking.</p>

<p>We have to advise that the confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base 1960=100) for the quarter ended June 2021 as published by Govt. of India in its website Labour Bureau are as follows:-</p>

<p>The average of the above is 7941.22 and accordingly the number of DA slabs works out to 397 (7941.22 &#8211; 6352= 1589.22= 397 Slabs) The payment of DA for the months May , June and July 2021 was at 367 Slabs. Hence, there is a increase of 30 slabs of DA i.e. 397 -367 Slabs for payment of DA for the months August, September and October 2021.</p>



<p>Accordingly, in terms of clause 7 of the 11th Bipartite Settlement dated 11.11.2020 and clause 3 of the Joint Note dated 11.11.2020, the rate of Dearness Allowance payable to Workmen and Officer employees for the months of August, September and October 2021 shall be 27.79 % of ‘pay’. While arriving at dearness allowance payable, decimals from third place may please be ignored.</p>

<p><strong>IBA Model Educational Loan Scheme for Pursuing Higher Education in India and Abroad, 2021</strong></p>



<p>In 2000, pursuant to the Finance Minister’s meeting with the Chief Executives of public sector banks, IBA had constituted a Study Group to examine the role of commercial banks in facilitating the pursuit of higher education. Based on recommendations made by the Study Group, IBA had prepared a Model Educational Loan Scheme in the year 2001, which has been modified from time to time. The scheme was last modified in the year 2015 based on experience gained in the implementation /operation of the scheme over the years.</p>



<p>In October 2018, a review exercise was taken up w.r.t. the following aspects</p>



<ol class="wp-block-list"><li>Incorporate the changes in the scheme keeping in view the operational difficulties and updation made in Central Sector Interest Subsidy Scheme (CSIS) as revised &#8211; applicable w.e.f. April 01, 2018;</li><li>To make the scheme more transparent for students;</li><li>To minimize scope for multiple interpretations leading to disputes.</li></ol>



<p>Accordingly, IBA constituted a Working Group to undertake the task of modifying the Educational Loan Scheme and prepare a structure / format of the revised Educational Loan Scheme. The working group had a series of meetings and after detailed deliberations, finalized the revised scheme. The revised model scheme was approved by the DFS.</p>

<p>The revised Model Educational Loan Scheme with proposed changes by the DFS was approved by the IBA Managing Committee in its meeting held on January 15, 2021, for adoption and implementation by the member banks.</p>



<p>Further, since the scheme is a model scheme, Banks may adopt their board approved policy for risk mitigation with regard to individual colleges and courses, etc.</p>

<h3 class="wp-block-heading"><strong>Dearness Allowance for Workmen and Officer Employees in banks for the months of November, December 2020 &amp; January 2021 under X BPS/ Joint Note dated 25.5.2015 (Revised)</strong></h3>



<p>Please refer to our Cir HR&amp;IR/76/ D/2020/9282 dated November 3, 2020, wherein we had advised DA rates to be paid for the month of November, December 2020 &amp; January 2021</p>



<p>2. The Circular was issued by considering the Consumer. Price Index (CPI) of September 2020 which is <strong>118 </strong>as published by Ministry of Labour &amp; Employment, Chandigarh vide its notification no. 23/15/2020- FLS dated 22.10.2020.</p>



<p>3. However, they have now revised the CPI of September 2020 at <strong>118.1 </strong>as published in its notification no. F.NO.5/1/2020- CPI dated 27.11.2020. Accordingly, please note the necessary changes as under:-</p>



<p>The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base1960=100) for the quarter ended September 2020 are as follows:-</p>



<p><strong>July 2020 &#8211; 7669.50<br />August 2020 &#8211; 7715.15<br />September 2020 &#8211; 7763.73 (Base 2016 = 100)</strong></p>



<p>The average CPI of the above is 7716.13 and accordingly the number of DA slabs are 819 (7716 &#8211; 4440= 3276/4= 819 Slabs) The last quarterly Payment of DA was at 775 Slabs. Hence there is an increase in DA slabs of 44 i.e. 819 Slabs for payment of DA for the quarter November, December 2020 &amp; January 2021.</p>

<p>5. In terms of clause 7 of the 10th Bipartite Settlement dated 25.05.2015 and clause 3 of the Joint Note dated 25.05.2015, the rate of Dearness Allowance payable to workmen and officer employees for the months of November, December 2020 &amp; January 2021 shall be 81.90 % of &#8216;pay&#8217;. While arriving at dearness allowance payable, decimals from third place may please be ignored.</p>

<h2 class="has-text-align-center wp-block-heading"><strong>BANK DA of Clerical Staff and Subordinate Staff</strong></h2>



<p>In substitution of Clause 7 of Bipartite Settlement dated 25th May 2015 with effect from 1st November 2017, the <strong><a href="https://centralgovernmentnews.com/category/dearness-allowance/" target="_blank" rel="noreferrer noopener">Dearness Allowance</a></strong> shall be payable as per the following rates: </p>



<h4 class="wp-block-heading">Clerical and Subordinate Staff</h4>



<p>0.07 % of &#8216;pay&#8217; per slab of four points.</p>



<p><strong>Note:</strong> Dearness Allowance in the above manner shall be paid for every rise or fall of 4 points over 6352 points in the quarterly average of the All India Average Working-Class Consumer Price Index General) Base 1960=100.</p>

<p>The total quantum of <strong>wage revision increase (Pay slip component) shall be 3385 crores being 15% of the Pay slip component of Establishment Expenses of Public Sector Banks which are parties to this settlement for the financial year ending March 2017</strong>.</p>

<ol class="wp-block-list"><li>Fitment in the new scales of pay shall be on a stage-to-stage</li><li>There shall be no change in the dates of annual increments because of the</li><li>In the case of Ex-servicemen category employees who have joined the Banks on and after 1st November, 2017 up to the date of this Settlement, the fixation/ fitment in the pay scales already given/ eligible to be given under the Settlement dated 25th May, 2015 shall be refixed as per the provisions of this</li><li>All employees belonging to sub-ordinate cadre shall be eligible for one extra increment for passing JAIIB and two increments for passing CAIIB examination w.e.f 1.11.2017</li></ol>

<p><strong>Dearness Allowance for Workmen and Officer Employees in banks for the months of November, December 2020 &amp; January 2021 under X BPS/ Joint Note dated 25.5.2015</strong></p>



<p>The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base1960=100) for the quarter ended September 2020 are as follows:-</p>

<p>The average CPI of the above is 7713.93 and accordingly the number of DA slabs are 818 (7713 &#8211; 4440= 3273/4= 818 Slabs) The last quarterly Payment of DA was at 775 Slabs. Hence, there is an increase in DA slabs of 43 i.e. 818 Slabs for payment of DA for the quarter November, December 2020 &amp; January 2021.</p>

<p>In terms of clause 7 of the 10th Bipartite Settlement dated 25.05.2015 and clause 3 of the Joint Note dated 25.05.2015, the rate of <strong>Dearness Allowance payable to workmen and officer employees for the months of November, December 2020 &amp; January 2021 shall be 81.80 % of ‘pay</strong>’. While arriving at dearness allowance payable, decimals from third place may please be ignored.</p>
