<p>Sir/Madam,<br />
In continuation of this Department&#8217;s circular of even number, dated January 9, 2018, Februaryl2113, 2018 and March 16,2018, I am directed to intimate that the last date for receipt of proposals from the training institutions for the above mentioned programme has been extended to April 16, 2018.</p>
<p>2. All training institutes willing to conduct the above mentioned training programme are requested to send their proposals to DoPT, Training Division on or before April 16, 2018.</p>

<p>Sir/Madam,<br />
The Training Division of the Department of Personnel and Training is the nodal agency for training of government functionaries and is primarily responsible for formulating policies with regards to training. With an objective of addressing competency gaps of government employees, the Division also directly implements certain training components. Under the One Week In-Service Training (1ST) Scheme, officers of All India Services (IAS, IPS &amp; IFoS), officers working under Central Staffing Scheme and officers of CSS/CSSS (DS/Sr. PPS and above level) are offered one week training programmes at various reputed institutes in India.</p>
<p>2. This letter is to invite proposals from the interested institutes for conducting one week inservice training programme for 2018-19 in diverse and broad thematic areas, such as, Administrative Law, Agricultural &amp; Rural Development, Climate Change (preparedness), Competition Law (policy formulation), Corruption (eradication strategy), Education (reforms &amp; challenges), E-governance (opportunities &amp; challenges), Environment &amp; Natural Resource (management), Environmental Impact Assessment (development projects), Ethics (Public Governance and Administration), Financial Markets (regulation), Fiscal Policy (Macroeconomic Management), Governance (IT management and improving through accountability), Infrastructure (Finance), Innovations (public service), Land Acquisition (rehabilitation &amp; resettlement), Leadership, Participatory Management (Community Mobilization), PPP (negotiating strategies and urban development), Procurement (procedure &amp; contracting), Project Analysis/Appraisal (risk analysis/management), Public Policy (management/governance), Quantitative Methods (management), Service Delivery (management), Social Policy (Governance), Social Sector financing/marketing), Urban Development, WTO (basic/advance course), Citizen Centric, Cyber Crime, Stress Management, etc.</p>
<p>3. The proposal should include:</p>
<p>(a) A brief about the institute, infrastructure, faculty, core competence, and previous experience in conducting such programmes;<br />
(b) Thematic focus of the course and the course title;<br />
(c) Two suitable dates for each course between July 2018 to February 2019 as in April &amp; May 2018 and March 2019 courses are not scheduled in view of Budget Session of the Parliament;<br />
(d) Name and CV of proposed Course Coordinator along with contact details;<br />
(e) Draft programme design, content and pedagogy, draft time table-starting on Monday and closing on Friday;<br />
(f) A paragraph on how the proposed course will be different from those offered by competing institutions.<br />
(g) Feedback received from participants.</p>

<p>Subject: <strong>Grant of leave to officers belonging to All India Services on completion of their tenures of Inter-cadre deputation &#8211; reg.</strong></p>
<p>Sir,</p>
<p>This Department has issued Consolidated Deputation Guidelines for All India Services w.r.t. Rule 6 of the IAS (Cadre) Rules, 1954 and analogous provisions in the IPS (Cadre) Rules and IFoS (Cadre) Rules, vide letter No. 14017/33/2005-AIS(II)(Pt.) dated 28th  November 2007.</p>
<p>2. Clause 1.3 under para 3.2 of the said instructions issued vide letter dated 28th November 2007 provides for inter-cadre deputation to another State Government, under Rule 6(2)(ii) of the IAS (Cadre) Rules, 1954 and analogous provisions in the IPS (Cadre) Rules and 1FoS (Cadre) Rules. Maximum tenure of 5 years has been provided for this category, provided that the officer has Completed 9 years in his own cadre and has not reached the Super-time scale.</p>
<p>3. In so far as Central Deputation as per clause 1.1 under Rule 6(1) is concerned, instructions issued vide this Department&#8217;s OM No. 27(38)-EO (87 (SM) dated 20th  May 1987 (copy enclosed) provide that on reversion from Central deputation, the officers concerned might be allowed leave not exceeding two months by the concerned Ministry Department, and that the officer concerned should apply for further leave to the State Government / Cadre Authority. It is also to be stated that such leave is debitable from the leave account of the Officer.</p>
<p>4. The matter regarding extending these instructions to cases of inter-cadre deputation has been considered and it has now been decided with the approval of the Competent Authority that the said instructions dated 20th  May 1987 as amended from time-to-time are also applicable to cases of inter-cadre deputations mentioned above.</p>

										<content:encoded><![CDATA[<p><strong>Criminal cases against government officers</strong></p>
<p>CBI has registered 139 cases against Indian Administrative Services (IAS), Indian Police Services (IPS), Indian Revenue Services (IRS) &amp; Indian Foreign Services (IFS) officers during the last three years since 1.1.2014 to 30.11.2017 which are at various stages.</p>
<p>The Government is taking various steps as under for minimizing the chances of any corruption in public services which includes:</p>
<blockquote><p>i).The All-India Service (Discipline and Appeal) Rules, 1969 has been amended to include the provision of conclusion of enquiry and submission of report within a period of six months from the date of receipt of order of Inquiring Authority.</p>
<p>ii).In order to ensure probity amongst government servants, Ministries/Departments/Cadres have been asked to regularly review the officers/officials (including those belonging to IAS, IPS, IRS&amp; IFS) under the provisions of FR-56 (J)/Rule 16 (3) of AIS (DCRB) Rules 1958. The position is reviewed at the level of this Department as well as Cabinet Secretariat. As per information provided by Cadres, provisions of FR-56 (J)/Rule 16 (3) of AIS (DCRB) Rules 1958 have been invoked/recommended against 72 Group A officers (including those belonging to IAS, IPS, IRS &amp; IFS) and 125 Group B officers.</p>
<p>iii).Regular review is undertaken for expediting disposal of pending disciplinary proceedings and for expeditious disposal of pending sanction of prosecution cases within the stipulated timeframe by the respective Cadres/Departments.</p>
<p>iv).In order to speed up disposal of the case pending trial, 92 additional Special Courts for CBI have been set up.</p></blockquote>
<p>This was stated by the Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances &amp; Pensions, Atomic Energy and Space, Dr. Jitendra Singh in a written reply to question in the Lok Sabha today.</p>

The details of batch of the officers belonging to the Indian Administrative Service who have been posted at the Centre in various grades of PB-3, PB-4 and HAG was last circulated in this Department OM of even number dated 14-9-2017.</p>

<p>2. The details of the IAS officers who have been subsequently posted in the Centre in various grades as well as the date of posting of the first officer belonging to the batch is annexed. Necessary action may be taken for grant of higher scale for the officers belonging to batches of Organized Group &#8216;A&#8217; Services that are senior by two years or more and have not so far been promoted to that particular grade in accordance with the provisions of this Department&#8217;s OM No.AB.14017/64/2008-Estt.(RR) dated 24.4.2009.</p>

<p>Will the PRIME MINISTER be pleased to state:</p>
<p>(a) the number of Central Government employees who retired during the last three years, group-wise;</p>
<p>(b) the number of employees appointed during that period against the vacancies caused due to retirement, etc.;</p>
<p>(c) the number of employees who have been retired compulsorily during that period, group-wise; and</p>
<p>(d) the present position regarding vacant posts in the Central Government?</p>
<p>ANSWER</p>

<p>(a): Centralized data regarding employees who retired during last three years is not maintained.</p>
<p>(b): Vacancies caused due to retirement, death, promotion etc. are required to be filled following provisions of Recruitment Rules for the post. The number of direct recruitments made by Staff Selection Commission (SSC) and Union Public Service Commission (UPSC) during the last three years is as per table below:</p>

(d): As per the Annual Report on Pay and Allowances of Central Government Civilian Employees 2015-16 as on 1.3.2015, published by Pay Research Unit, Department of Expenditure, Ministry of Finance, the number of vacant posts in position in various Ministries/Departments is 4,20,547 out of total sanctioned strength of 36,49,468.</p>

<p>G.S.R. 575(E).-In exercise of the powers conferred by sub-section (1) of section 3 of the All India Services Act, 1951 (61 of 1951), the Central Government, hereby makes the following rules to amend the Indian Administrative Service (Pay) Rules, 2016, namely:- 1.</p>
<p>1. These rules may be called the Indian Administrative Service (Pay) Amendment Rules, 20 I 7.</p>
<p>2. They shall be deemed to have come into force on the I st day of January, 2016.</p>
<p>2. In the Indian Administrative Service (Pay) Rules, 2016.-</p>
<p>(i) in rule 2, for clause (xi), the following shall be substituted, namely:-</p>
<p>&#8220;(xi) &#8220;Level in the Pay Matrix&#8221; shall mean the Level corresponding to the existing Pay Band and Grade Pay or scale specified in the <b>Pay Matrix in APPENDIX-I</b>&#8221; ;</p>
<p>(ii) for rule 7, the following shall be substituted, namely:-</p>
<p><b>&#8220;7. Pay protection to officers on Central deputation.-</b> If the pay of the officers posted on deputation to the Central Government, after fixation of their pay in the revised pay structure, either under these rules or as per the instructions regulating such fixation of pay of the post to which they are appointed on deputation, happens to be lower than the pay they would have entitled to, had they been in their parent cadre and would have drawn that pay but for the Central deputation, such difference in the pay shall be protected in the form of Personal Pay with effect from the 1st January, 2016&#8243;</p>

<p><strong>Subject: Pay fixation of SCS/Non-SCS officers promoted to IAS subsequent to the implementation of 7th CPC recommendations-reg.</strong></p>
<p>Sir/Madam</p>
<p>In accordance with the provisions contained in Schedule 1 of the Indian Administrative Service (Pay) Rules, 2016, the initial pay of a promoted officer or an officer appointed by selection, as the case may be, shall be fixed after grant of an increment at the stage of the senior scale next above his actual pay provided that if such stage of pay happens to be common to different components of the Senior Scale, pay shall be fixed in the lower or the lowest component, as the case may be, of the Senior Scale.</p>
<p>2.The Rule 5(6) of IAS (Pay) Rules, 2016 provides for the fixation of pay of a Member of Service on promotion to Selection Grade (Level -13) of Pay Matrix by adding one increment in the Level-12 of the Pay Matrix and two additional increments in the Level 13 to which he is promoted. Rule 5 (5) of IAS (Pay) Rules, 2016 provides that the pay of a member of the Service in the Senior Time Scale shall, on promotion to the junior Administrative Grade, be fixed in Level 12 of the Pay Matrix.</p>
<p>3.Subsequent to the implementation of 7th CPC recommendations, queries have been raised by various State Governments on the following issues:</p>
<p>(a) Regulation of increments on actual promotion of officers to JAG/Selection Grade when pay was fixed initially in PB-4 (GP 8700) to protect the pay drawn in the State Civil Service.</p>
<p>(b) Fixation of pay officers who were promoted to IAS in Senior Time Scale/Junior Administrative Grade after 01.01.2016.</p>
<p>4.In this regard, it is clarified in respect of para 3(a) and in view of the extant provision of Rule 5(6) of IAS (Pay) Rules, 2016, the two additional increments due to MoS inducted into the IAS and on actual promotion to the Selection grade/JAG cannot be denied due to pay being initially fixed in the Selection grade/IAG. In such cases, the State Government may kindly ensure that the pay of these officers on actual promotion to JAG/Selection Grade are re- fixed (only for the purpose of fixing pay on promotion) at Level 11/12 of the Pay Matrix as per current pay drawn and given one increment in the junior Scale and thereafter two additional increments shall be allowed at the Level to which the officer has been promoted.</p>
<p>5.In respect of para 3(b), the initial pay of an officer inducted into the IAS shall be fixed in he respective level of the Senior Scale i.e. Level 11, 12 or 13 based on the year of allotment in the IAS. However, the pay drawn in the state civil services will be protected in the concerned Level. An illustration of pay fixation of an officer inducted in IAS is given below:</p>
<p>Mr. X who is drawing pay at Rs, 48920 (Rs.40220 (pay in the pay band + Rs.8700 (GP) is inducted.to IAS on 04.03.2016. He is allotted 2010 batch. The pay on induction to IAS would be fixed as under:</p>

<p>6.The Rule 6 of IAS (Pay) Rule, 2016 provides for exercise of option of fixation of pay by the officers as under:</p>
<p>&#8220;….any member of Service may opt to continue to draw pay in the existing pay structure until the date on which he earns his next of any subsequent increment in the existing pay structure or until he vacates his post or ceases to draw pay in that pay structure  …further in cases where a member of the Service has been placed in a higher scale between the lst Ianuary, 2016 and the date of notification of these rules on account of promotion or upgradation, the member of Service may opt to switch over to the revised pay structure from the date of such promotion or upgradation, as the case may be.&#8221;</p>
<p>7.All the State Governments are requested to adhere/comply with the aforesaid instructions while fixing the pay of promoted IAS officers.</p>

dated 24.04.09 on the above subject. The details of batch of the officers belonging to the Indian Administrative Service who have been posted at the Centre in various grades of PB 3, PB 4 and HAG was last circulated in this Depai intent OM of even No. dated 11th August, 2016.<br />
2. The details of the IAS officers who have been subsequently posted in the Centre in the various grades as well as the date of posting of the first officer belonging to the batch is annexed. Necessary action may be taken for grant of higher scale for the Officers belonging to batches of Organized Group A Services that are senior by two year or more and have not so far been promoted to that particular grade in accordance with the provisions of this Department&#8217;s OM No. AB.14017/64/2008 Estt.(RR) dated 24.4.2009.</p>

<p>The 7th Pay Commission report is still grabbing headlines as the various permutations and combinations are still being bandied about and discussed threadbare and now it spans a big controversy that has to do with the near monopoly currently enjoyed by the IAS and how to end it, once and for all. Moving forward, as per the requirement of the report, the Narendra Modi government has set up a task force to review the cadre structure of all Organised Group A Central Services. This controversy has acquired increased urgency after the turf war between the officers of the Indian administrative and revenue services (IAS and IRS) recently reached a flashpoint after several IRS officers huddled together in Mumbai last month bringing matters to a head and this set alarm bells ringing at the highest echelons of the government. <p>The 7th Pay Commission task force will be headed by Department of Personnel and Training additional secretary T Jacob and he will submit the report in 3 months. What he will have on his hands will deal with 4 basic factors that include 1) the ideal structure for posts of joint secretary and above, 2) percentage of reserves in organised Group A services, 3) ideal recruitment policy and 4) way forward in mitigating stagnation level. There are 49 Organised Group A Services ranging from the IFS, the Indian Postal Service, the five Accounts services and Indian Revenue Service (IT) to the 13 engineering services under the railways, CPWD, telecom, power, water and defence forces. <p>This move comes courtesy 7th Pay Commission panel chairman, Justice (retired) A K Mathur calling for an end to the dominance of IAS officials. However, there were divergent views in the panel on ending the IAS superiority. Under the scanner especially was the joint secretary-and-above-level positions in the central staff. The 7th Pay Commission threw up the data: out of a total of 91 secretary level posts, 73 (80%) were occupied by IAS; out of 107 additional secretary level posts, 98 (92%) were with the IAS and of 391 joint secretary level posts, 249 (64%) were with the IAS. <p>The 7th Pay Commission said IAS officers get two extra increments at promotion stages and it wanted to extend the same to the IPS and the Indian Forest Service. Other all-India services and central services (Group A) are not getting proper representation either. The IAS officers always had a two-year edge compared to other services. (PTI)</p>

<p>The solution that the 7th Pay Commission panel unveiled said that all personnel who have put in 17 years of service should be given equal opportunity for central staff. The panel was overwhelmed by the reactions of Group A Services, who demanded that the services should have equal opportunities to man the senior-most posts and it should not be the preserve of a small group.
