Sub: Implementation of Transfer Module of HRMS in Indian Railways- reg.

The development of the Transfer Module of HRMS has been completed and testing of the same has also been done in Eastern/Southern Railways. The tentative date for the launch of the module is 01.08.2022. In this regard, it has been decided that the training sessions on usage of the Transfer module will commence w.e.f. 15.07.2022 as per the schedule enclosed herewith as Annexure-A. The Railways may nominate the officials who are handling the transfer related module to undertake this training session.

2. Prior to the launch of the module, the legacy data with respect to Inter Railway/Inter Division transfers are required to be entered into the Transfer module of HRMS. The procedure and the user manual for entering the legacy data in Transfer module is enclosed herewith as Annexure-B. It may be appreciated that entry of legacy data is very much crucial for maintaining the continuity and success of Transfer module as from 01.08.2022 onwards, the entire process of transfers will be operated through HRMS only. As such, due diligence may be exercised while entering the legacy data and the entire process may be completed by 25.07.2022.

2.1 It may also be ensured that all existing cases be registered whether they have been accepted or not, as in future, the employees will be able to register directly online. The existing applicants shall not lose out due to their names having been missed out during the data uploading.

3. It is also advised that all the Field Units may advise the practice regarding maintaining the priority list w.r.t. IRT and IDT 1.e. whether the separate lists are being maintained or a unified list is being maintained. The preferred course of action may also be advised by 20.07.2022.

May please refer to Board’s letter of even no. dated 16.03.2022 cited above wherein the deadline for completing all the processes of APARs for the year 2020-21 was extended upto 15.04.2022 as a last opportunity.

Extension of date of Finalization of e-APAR of 2020-2021 through HRMS

2. It is constrained to point out that despite extension of deadline several times, around 47000 APARs are still pending with reporting and subsequent stages for finalization. The detailed position with respect to pending APARs zone wise is enclosed as Annexure-A. The delay in finalization of these APARs is creating problems for concluding the process relating to APARs for the year 2020-2) and may also hamper timely completion of various processes such as finalisation of promotions,/MACP etc.

3. Considering these factors, it has been decided to grant one more extension to the timelines for finalization of APARs for the year 2020-21 upto 30.04.2022. It is advised that all the PCPOs may personally monitor the completion of these pending APARs and ensure compliance by 30.04.2022.

2. Subsequently, various references have been received in Board’s office seeking extension of the timelines citing non-familiarity with the new system in completing the process. These requests have been considered in Board’s office and it has been decided to extend the timelines for completing all the processes of APARs for the year 2020-21 upto 15.04.2022. It is advised that no further extension shall be granted thereafter and action with respect to pending APARs may be taken as per the extant rule/procedure.

Sub: Finalization of e-APAR of 2020-21 through HRMS – reg.

Please refer to Board’s letter cited above wherein the deadline for filing the self appraisal in e-APAR module of HRMS was extended till 31.12.2021 in view of certain issues faced by employees while filing their APARs through the HRMS system.

2. The present position of APARs pending finalization as provided by CRIS is as under:

3. The matter has been examined in Board’s Office and it has been observed that large number of APARs are pending at the Reporting Officers level. It may be appreciated that views of Reporting Officer are essential to have a true reflection of the performance of the employees in the past year for judging his/her suitability in matters relating to career progression of the employee.

4. Keeping in view these factors, it has been decided to extend the timelines in respect of pending APARs which is as under:-

1. The window for submitting the self appraisal through HRMS shall be available upto 10.03.2022. The Controlling Officers may please ensure that all the employees may submit their self appraisal for the year 2020-21 by that date. Thereafter, the APARs of the employees who have not submitted their self appraisal shall be initiated by the concerned Reporting Officers as per the extant instructions.
2. The Reporting Officers shall focus on completing the appraisal process in respect of the e-APARs pending at Reporting Officer’s level by 15.03.2022 invariably.
3. The review and acceptance of APARs pending with the respective authorities shall be completed by 20.03.2022.

5. All the PCPOs are requested to monitor the process to furnish the complaints within the stipulated timelines as mentioned above. This process may be assigned as top most priority considering the fact that APARs for the current year i.e. 2021-22 is getting due by 1 April 2022.

Sub: Extension of deadline for filling up of Self Appraisal through e-APAR module of HRMS reg.

Ref: Board’s letter No. PC-VII/2020/HRMS/23 dated 16.04.2021

Vide Board’s letter under reference, it was advised that APARs of all Group ‘C’ employees for the year 2020-21 onwards would invariably be initiated through e-APAR module of HRMS only.

2. However, representations/suggestions have been received from Federations and Zonal Railways requesting to extend the deadline for filling up of self appraisal through e-APAR module as certain employees have not been able to file their Self Appraisal in the HRMS system.

3. In view of the same, it has been decided to extend the last date for filing Self Appraisal in e-APAR module of HRMS to 30th November, 2021. As such, Railway Administration is requested to complete the process of self appraisal through e-APAR module of HRMS positively by 30th November, 2021. No further extension shall be granted.

• Employee’s basic, bank details, last PF loan details and PF balance are shown.
• Employee selects PF loan type, withdrawal reason, enter amount, remarks and submit.

• Click on Loa n and Advances ->PF Loan Applications menu
• List of Applications are shown.
• Click on Application number.
• PF loan application details are shown.
• Enter remarks and press forward/Reject button.
• Accepting Authority digital sign application and accept. On accepting a PDF file is generated and digitally signed. Same Signed PDF file along with application data is sent to account dept through IPAS system.
• On every change of status of PF Loan application, a SMS is sent on employee mobile number.

Sub: Continuation of issuance of Manual Pass to Railway Employees

Sir/Madam

Please refer to Board’s letter dated 14.08.2020 (RBE.66/2020) containing the guidelines for e-Privilege Pass/PTO Modules of Human Resource Management System (HRMS) in Indian Railways which was launched on 10.08.2020. The following crucial aspects were mentioned in the said letter:

(i) E-Pass/ PTO module shall be available to serving employee of India Railways w.e.f. 24-08-2020.

(ii) Provision of physical pass shall also be there up to 31.10.2020 and employees who want to avail privilege Pass/ PTO in the physical form can avail the same during the period i.e. up to 31.10.2020. However, from 01.11.2020, privilege Pass/ PTO will be available only in Digital Form.

Central Government Employees News Latest Update

2. However, while carrying out the implementation of the e-Privilege Pass/ PTO Module, certain practical issues regarding certain categories of employees have been communicated to Board’s Office from various quarters. Further, the e-Privilege Pass/ PTO Module for Pensioners has not yet been launched due to certain logistical issues and that the same would be commissioned very shortly.

3. Taking into view the concerns raised by various stakeholders, the matter has been thoroughly and comprehensively examined in Board’s Office and following decisions have been made for implementation across whole Indian Railways:

• (i) Issuance of physical passes may be extended up to 31-12-2020 with the corresponding extension of time for booking across PRS counters for serving employees as per the validity of Passes.
• (ii) From 1st January,2020 onwards the system may be invariably shifted to e-Pass module in respect of serving Railway Employees.
• (iii) For Pensioners, considering the logistical issues and considering the age factors of the end users, physical passes may continue to be issued to pensioners till 31.03.2021 with the corresponding extension of time for booking across PRS counters for Pensioners as per the validity of Passes.
• (iv) As far as the Audit staff is concerned, the issue has already been referred to CRIS and till such time improvisation may be made to continue the issuance of physical passess to them.
