<h2>Fresh Guidelines for Selection of Teachers for National Awards</h2>
<p align="right">21 JUN 2018</p>
<p>The Ministry of HRD has issued fresh guidelines for Selection of Teachers for National Awards. Teachers of Government schools can now send their entries directly for National Award for Teachers. This is a new initiative, as earlier entries were selected by the State Government.  The purpose of National Award to Teachers is to celebrate the unique contribution of some of the finest teachers in the country and to honor those teachers, who through their commitment have not only improved the quality of school education but also enriched the lives of their students.</p>
<ol>
<li><strong>Conditions of Eligibility of Teachers for consideration for the Awards:</strong></li>
</ol>
<ol>
<li>School teachers and Heads of Schools working in recognized primary/ middle /high / higher secondary schools under the following categories:</li>
</ol>
<ol>
<li>Schools run by State Govt. /UTs Administration, schools run by local bodies, schools aided by State Govt. and UT Administration.</li>
<li>Central Govt. Schools i.e. Kendriya Vidyalayas (KVs), Jawahar Navodaya     Vidyalayas (JNVs), Central Schools for Tibetans (CTSA), Sainik Schools run by Ministry of Defence (MoD), Schools run by Atomic Energy Education Society (AEES).</li>
<li>Schools affiliated to Central Board of Secondary Education (CBSE) (other than those at (a) and (b) above)</li>
<li>Schools affiliated to Council for Indian Schools Certificate Examination (CISCE) (Other than those at (a), (b) and (c) above)</li>
</ol>
<p>&nbsp;</p>
<ol start="2">
<li>Normally retired teachers are not eligible for the award but those teachers who have served a part of the calendar year (at least for four months i.e. upto 30th April in the year to which National Award relates) may be considered if they fulfill all other conditions.</li>
<li>Educational Administrators, Inspectors of Education, and the staff of training Institutes are not eligible for these awards.</li>
<li>Teacher/Headmaster should not have indulged in tuitions.</li>
<li>Only regular Teachers and Heads of Schools will be eligible.</li>
<li>Contractual Teachers and Shiksha Mitras will not be eligible.</li>
</ol>
<p>&nbsp;</p>
<ol start="2">
<li><strong>Considerations to guide the selection of teachers at various levels:</strong></li>
</ol>
<p>Teachers will be evaluated based on the evaluation matrix given at <strong><em><span style="text-decoration: underline;">Annexure-I</span></em></strong>. Evaluation matrix contains two types of criteria for evaluation:</p>
<ol>
<li><strong>Objective criteria:</strong> Under this the teachers will be awarded marks against each of the objective criteria. These criteria are given the weightage of 20 out of 100.</li>
<li><strong>Criteria based on performance:</strong> Under this, teachers will be awarded marks on criteria based on performance e.g. initiatives to improve learning outcomes, innovative experiments undertaken, organization of extra and co-curricular activities, use of Teaching Learning Material, social mobility, ensuring experiential learning, unique ways to ensure physical education to students etc. These criteria are given the weightage of 80 out of 100.</li>

<ol start="3">
<li><strong>Procedure for application and selection:</strong></li>
</ol>
<ol>
<li>All the applications would be received through an online web portal. The portal would be developed and managed by Administrative Staff College of India (ASCI) assisted by CIET, NCERT under the overall supervision of MHRD.</li>
<li>ASCI would also ensure coordination with States/UTs regarding timely entry into the portal and resolution of technical and operational issues during data entry into portal.</li>
<li>MHRD will bear the entire expenditure for development and maintenance of the portal.</li>
<li>In case of State/UTs, teachers and Heads of schools themselves shall apply directly by filling the application form online through the web portal before the prescribed cut-off date.</li>
<li>Every applicant shall submit a portfolio, online along with the Entry Form. The portfolio shall include relevant supporting material such as documents, tools, reports of activities, field visits, photographs, audios or videos etc.</li>
<li>Undertaking by the applicant: Each applicant shall give an undertaking that all the information/data submitted is true to the best of his/her knowledge and if anything is found at any later date to be untrue then he/she will be liable to disciplinary action.</li>
</ol>
<p>&nbsp;</p>
<p><strong>District Selection Committee:</strong></p>
<ol start="7">
<li>First level scrutiny will be done by <strong>District Selection Committee (DSC) </strong>headed by the District Education Officer. Members of DSC would be as under:</li>
</ol>
<ol>
<li>District Education Officer: <strong>Chairperson</strong></li>
<li>Representative of State/UT Govt.: <strong>Member </strong></li>
<li>One Reputed academician nominated by District Collector: <strong>Member</strong></li>
</ol>
<p>&nbsp;</p>
<ol start="8">
<li>The major functions to be performed by DSC are as under:</li>
</ol>
<ol>
<li>Physical verification of the facts/ information provided by the applicant by forming verification teams.</li>
<li>Evaluation/ marking of the applicants as per the format at <strong><em><span style="text-decoration: underline;">Annexure-I.</span></em></strong></li>
<li>Certificate by DSC: The DSC shall certify that marks have been awarded after due verification of the facts.</li>
<li>After the detailed evaluation of the applications, DSC will shortlist <strong>3 names</strong> and forward these to <strong>State Selection Committee</strong> through online portal along with vigilance clearance certificate of each of the 3 applicants.</li>
<li>In addition to the applications received, the DSC in exceptional circumstances, may suo-moto consider name of maximum one person among the outstanding teachers including special educators and differently abled teachers/heads of schools. The evaluation will be done as per the format at <em><span style="text-decoration: underline;">Annexure-I</span></em>.</li>
<li>DSC may take into account performance of teachers in various streams of studies viz. science, arts, music, physical education etc.</li>
</ol>
<p><strong>The State Selection Committee (SSC)</strong></p>
<ol start="9">
<li>The State Selection Committee (SSC) will be headed by Principal Secretary/ Secretary of State Education Department. Members of SSC will be as under:</li>
</ol>
<ol>
<li>Principal Secretary/ Secretary of State Education Department:<strong> Chairperson</strong></li>
<li>Nominee of Union Govt.: <strong>Member</strong></li>
<li>Director/Commissioner of Education: <strong>Member Secretary</strong></li>
<li>Director, SCERT or equivalent if there is no SCERT: <strong>Member</strong></li>
</ol>
<ol start="10">
<li>The major functions to be performed by SSC are as under:</li>
</ol>
<ol>
<li>Re-verification of the facts/ information/marks of the nominations received from all the DSCs.</li>
<li>Evaluate all the nominations and prepare shortlist of the best candidates, subject to the maximum number allotted to the States/UTs as per <strong><em><span style="text-decoration: underline;">Annexure-II</span></em></strong> and forward the same to Independent Jury at National level through online portal<em>.</em></li>
</ol>
<p><strong>Organization Selection Committee (OSC) </strong><em>(For other organizations)</em></p>
<ol start="11">
<li>The composition of OSC is as under:</li>
</ol>
<ol>
<li>Chairperson/ Director/ Commissioner/ Head of the Organization: <strong>Chairperson</strong></li>
<li>One officer from the Organization nominated by the Chairperson</li>
<li>Nominee of Union Govt.: <strong>Member</strong></li>
<li>One reputed academician deputed by the Chairperson:<strong> Member</strong></li>
</ol>
<ol start="12">
<li>The major functions to be performed by OSC are as under:</li>
</ol>
<ol start="3">
<li>The Organizations may follow their internal processes for receiving nominations.</li>
<li>Evaluate all the nominations and prepare shortlist of the best candidates, subject to the maximum number allotted to the Organizations as per <strong><em><span style="text-decoration: underline;">Annexure-II</span></em></strong> and forward the same to Independent Jury at National level through online portal<em>.</em></li>
</ol>
<p><strong>Independent Jury at National</strong> <strong>level</strong></p>
<ol start="13">
<li>Independent Jury at National level headed by retired Secretary, Department of School Education &amp; Literacy, MHRD would review the list of candidates as forwarded by all the 36 SSCs and 7 OSCs and carry out <strong>fresh assessment</strong>.
<ol>
<li>Each nominee is required to make a presentation before the Jury.</li>
<li>The jury shall select names from the list subject to the maximum of 45 (+2 Special Category for differently abled teachers etc.).</li>
<li>TA/DA for nominees shall be paid by MHRD.</li>
<li>Secretarial assistance to the Jury will be provided by NCERT.</li>
</ol>
</li>
<li>All other awards have been subsumed under this award.</li>
<li>The suggested way forward along with proposed timelines is as under:
<ol>
<li>Opening of web-portal for inviting applications &#8211; 15th June to 30th June, 2018. Large scale publicity through newspaper advertisements, social media (Twitter, Facebook etc.) and by sending emails directly to the teachers &amp; the State Education Departments, etc.</li>
<li>District Selection Committee nominations to be forwarded to the State Selection Committee by 15th July, 2018.</li>
<li>State Selection Committee shortlist to be forwarded through online portal to Independent National Jury by 31th July, 2018.</li>
<li>Letters/communication to be issued by MHRD through online portal to all the shortlisted candidates by 3rd August.</li>
<li>Finalization of names by Independent National Jury by 30th August, 2018.</li>
</ol>

<strong>Teachers of Government schools can now directly apply for National Teachers Award &#8211; Shri Prakash Javadekar</strong></p>

<p>Teachers of Government schools can now send their entries directly for National Award for Teachers. Announcing this, Union Minister for Human Resource Development Shri Prakash Javadekar said that this is a new initiative, as earlier entries were selected by the State Government. He said that Government Teachers themselves can apply for National Award for Teachers. In the new system, Government teachers/heads of schools can nominate themselves online. Three teachers will be selected from every district; likewise 6 teachers will be selected from every state. An independent jury at national level will select 50 outstanding teachers/ heads of schools for the National award for Teachers. Teachers can also upload the videos of their work done.</p>
<p>Shri Javadekar said National jury will select the best teachers for the National Award on the basis of their innovations and revolutionary changes in education system and style of teachings. The purpose of National Award to the Teachers is to celebrate the unique contribution of some of the finest teachers in the country and to honor those teachers, who through their commitment have not only improved the quality of school education but also enriched the lives of their students.</p>
<p>All teachers working in Government and Government aided schools of States/ UTs, Central Govt. <p>Over 5.5 lakh of the 33.08 lakh sanctioned posts of primary teachers in government schools across the country are vacant, Rajya Sabha was informed today.</p>
<p>HRD Minister Prakash Javadekar, in a written reply to a question on primary education, told the House that 5.56 lakh or 16.82 per cent of the total sanctioned posts in schools across states and union territories were vacant as on March 31.</p>
<p>Replying to another question, he gave details as per which out of 16,823 sanctioned teaching posts (2,386 professors, 4,747 associate professors and 9,690 assistant professors) in various central universities under University Grants Commission (UGC), 5,983 posts were vacant.</p>
<p>Among the vacancies as on June 30 are posts of 1,284 professors, 2,185 associate professors and 2,514 assistant professors.</p>
<p>The HRD minister also said that out of 454 total teaching posts in Indira Gandhi National Open University (IGNOU), 175 were vacant as on February 29.</p>

										<content:encoded><![CDATA[<p class="entry-title"><b>‘Three Kendriya Vidyalaya proposals approved’, HRD Minister says in interaction with Press</b></p>

<p class="entry-title">Union HRD Minister, Sh. Prakash Javadekar announced the approval of three Kendriya Vidyala proposals, during an informal interaction with the media persons today. The Minister also received the feedback from the media regarding the performance of the ministry and education sector, appreciating the immense experience of the media professionals in covering the ministry of Human Resource Development.</p>
<p>The Minister briefed the press about the approval of three Kendriya Vidyalaya proposals. It was decided to open new Kendriya Vidyalaya in Rae Bareli, Uttar Pradesh (Railway Coach Factory) as well as in Takenpur, Madhya Pradesh (BSF Academy). It was also decided to adjust timings in the already functional Kendriya Vidyalaya in Piliphit, Uttar Pradesh to enable classes for Std XI considering the space constraints of the KV.</p>
<p><b>On NEET, the Minister clarified as follows</b></p>
<p>1. In case a candidate appeared in NEET-I and applied for NEET-II but not paid the fee, his candidature for NEET-II will not be considered as he has not submitted the fee and thus, his form has not been submitted successfully. The registration issued to any candidate is basically a unique number which is issued to all candidates who registers with the system. In the above case, result of NEET-I will be considered</p>
<p>2. In case, a candidate appeared in NEET-I and applied for NEET-II successfully but could not appear in NEET-II, such cases will be placed before the Oversight Committee for consideration of their NEET-I result.</p>
<p>3. Any other case which will come to the notice will also be placed before the Oversight Committee for taking final decisions.</p>

										<content:encoded><![CDATA[<p><strong>Chairperson&#8217;s note dated 19.05.2014 regarding implementation of the Cadre restructuring</strong></p>
<p style="text-align: center;">
<strong>Message from Chairman-II</strong></p>
<p>Greetings to the officers and staff of the IC&amp;CE. This message is in continuation of my earlier message dated 12.5.2014. As I had mentioned the implementation of the CR has to be taken up in right earnest, but it will require patience and perseverance. I have got a number of communications urging that immediate DPCs be held as officers are retiring every month. There is a lot of anxiety as to how the CR is to be implemented. Through this message I would like to apprise to you all of the steps being taken at CBEC level and also reiterate to you those steps which are required to be taken by Cadre Controlling Authorities (CCAs).</p>
<p>You must have already gone through letter F.No. 8/B/106/HRD(M)/2013 dated 28.11.2013 issued by DG(HRD) giving the details of the 6 committees which had been set up for implementation of the CR. The action to be taken now, flows from the work of those committees.</p>

<p><em><strong>The steps to be taken are as follows:</strong></em></p>
<p>I. Issue of notification defining the jurisdiction of the reorganised zones/Commissionerates/Directorates. Letters have already been issued to the CCs on 13.5.2014 to recheck and resubmit the notifications to be issued. These notifications are expected to be issued from the concerned wings of the CBEC by 23.5.2014. Sh. S.B. Singh, Member (CX) is monitoring this.</p>
<p>II. (a) Simultaneously, the notification regarding allocation of staff in the various grades for the revised formations have to be issued by AD-W section’ of CBEC. Member (P&amp;V) is monitoring the timely issue of the notification on allocation of staff.</p>
<p>(b) On issue of notification for allocation of staff, all CCAs must work out the vacancy position, update rosters and inform the same within one week to Member (P&amp;V) so that the number of fresh recruitments &amp; category can be intimated to SSC. This is also monitored by Member (P&amp;V).</p>
<p>III. Action for issue of notification for the amendments to various statutes based on revised designations has been undertaken by committee no. V.  Some of the amendments are required to be introduced through Finance Bill since amendments to Act are involved. (Member (B) is monitoring the work of this committee). Other notifications are to be issued by Board. Member (B) would also examine the appropriate timelines for each.</p>
<p>IV. For all the new formations which are to come into existence, location codes have to be given. In addition there would be requirement for providing thin clients, infrastructure such as WAN/LAN etc. These matters are under the domain of Dte. of Systems and is being monitored by me.</p>
<p>V. Immediately after the issue of the notification mentioned in para I &amp; II, infrastructure committee would be working out the requirements for additional space for the new formations and submit their infrastructure proposals (including Budget Requirement) after collecting and vetting the same. Member (CK) would be monitoring this.</p>
<p>VI. There are 2 other important activities. One is the conduct of DPCs for promotions to various grades in Group C and B by the CCAs.</p>
<p>(a) There are large number of cadres in group B 84 C. DPCs can be done in those cadres which do not require any change in RRs. Whereas in some other cases, new RP.s may have to be drafted or amendments may be required to the existing RRs. Member (P&amp;V) would be intimating to the CCAs by 28.5.2014, the RRs in respect of those cadres where no change is required and for which DPCs can be held. This is necessary to ensure that DPCs are conducted in a coordinated manner across all the Zones.</p>
<p>(b) CCAs would recall that vide letter No. 8/B/106/HRD(HRM)/2013 dated 13.2.2014 a format had been prescribed to enable monitoring of APARS by the CCAs. It had been desired that all folders be in readiness by 1.4.2014.  However, reports received from the CCAs indicate that still considerable work is required in some of the zones. It is reiterated that unless folders are updated and all action such as finalization of representations, NRC, vigilance certificate, rosters, etc. are ready, the CCA will not be able to conduct the DPCs. Member (L&amp;J) has been nominated to monitor the readiness of the CCAs for holding the DPC in Group B and C cadres. She would also monitor the conduct of DPCs across all the zones. Member (LBJ) shall take up this action immediately on receipt of the list of RRs cleared by the Member (P&amp;V).</p>
<p>VII. In so far as the promotions of 2118 officers of Group B to Group A is concerned, the zone of consideration would involve the verification and updated status of around 10,000 APARS. Letter dated 23.11.2013 of the DG(HRD) indicates that sub committee no.I of the committee no.II has been given the task of ensuring the readiness of the folders. Member (P&amp;V) is reviewing the work of this committee. It will be the responsibility of every CCA to ensure that the APAR folders are complete and correct in all respects. CCAs may therefore contact the sub committee members to ensure that the folders in respect of group B officers belonging to their respective zones are complete and correct in all respects. Only thereafter, verification would be done by AD.II/JS(Admn.) before forwarding to UPSC. Further update on this shall be given after review. It is reiterated that unless the work of APAR verification is completed it would not be possible to move to UPSC for getting the date(s) for holding the DPC. You would all appreciate that DPC for 2118 officers is quite unprecedented, and one matter which will involve a lot of work for UPSC as well. Hence officers, staff &amp; associations are requested to have patience, cooperate &amp; assist the administration to the maximum so that this major activity can be carried out as smoothly &amp; swiftly as possible.</p>
