<p>Will the Minister of FINANCE be pleased to state:-</p>



<p>(a)  whether the demand is being made by trade unions/Government employees  to restore the old pension scheme for the Central Government employees  as the pension amount is lower and uncertain under the new pension  scheme which was implemented in the year 2004;<br />(b) if so, whether the Government is considering the aforesaid demand of the employees; and<br />(c) if so, the details thereof and if not, the reasons therefor?</p>

<p>(a) Yes, Sir.</p>



<p>(b)
 and (c) Due to rising and unsustainable pension bill, the Government 
had made a conscious move to shift from the defined benefit, 
pay-as-you-go pension scheme to defined contribution pension scheme now 
called as National Pension System (NPS). The transition also helped in 
freeing the limited resources of the Government for more productive and 
socio-economic sectoral development.</p>



<p>There is no 
proposal to replace the NPS with old pension scheme in respect of 
Central Government employees recruited on or after 01.01.2004.</p>

<p><b>DECISIONS OF THE NATIONAL SECRETARIAT MEETING OF CONFEDERATION HELD AT NEW DELHI ON 20-11-2018</b></p>
<p>NATIONAL SECRETARIAT MEETING OF THE CONFEDERATION OF CENTRAL GOVT. EMPLOYEES &amp; WORKERS WAS HELD AT NEW DELHI ON 20-11-2018 UNDER THE PRESIDENTSHIP OF COM: K.K.N.KUTTY. THE FOLLOWING ARE THE IMPORTANT DECISIONS TAKEN IN THE MEETING.</p>
<ul>
<li><b>    SCRAP NPS &amp; RESTORE OPS</b></li>
<li><b>    HONOUR ASSURANCES GIVEN BY GROUP OF MINISTERS.</b></li>
<li><b>    INCREASE MINIMUM PAY AND FITMENT FORMULA.</b></li>

<p style="text-align: center;">NATION WIDE TWO DAYS STRIKE ON</p>
<p style="text-align: center;">8th &amp; 9th JANUARY 2019</p>
<p style="text-align: center;">STOP THE DISASTROUS NEO-LIBERAL POLICIES.</p>
<p style="text-align: center;">DEFEAT THE RULING CLASS POLITICS BEHIND IT.</p>
<p>National Secretariat of Confederation unanimously decided to make the two days nation-wide strike on 2019 January 8th &amp; 9th a grand success in the Central Govt. Employees Sector. The decision of the Central Headquarters to postpone the one day strike on 15-11-2018 and to organise two days nationwide strike on 2019 January 8th &amp; 9th is ratified by the National Secretariat. Srike will be organised on 10 points charter of demands of Confederation (reproduced below). First and most important demand of the strike will be “Scrap NPS &amp; Restore OPS”. In connection with the strike, following decisions are taken.</p>
<p>1. Strike campaign is most important. The message of the strike and the demands raised should reach each and every Central Govt. employee and pensioner. Notices, pamphlets, posters etc. should be printed and circulated among all employees. Maximum campaign through websites, journals of affiliates, print and electronic media and social media should be made by each affiliated Unions/Associations/Federations and C-O-Cs. The campaign should be intensified in the coming days.</p>
<p>2. Each affiliated organization of Confederation should issue separate circulars to their lower units instructing them to participate in the two days strike and also to organise intensive campaign programmes for ensuring 100% participation of employees of each affiliate in the strike. It is noticed that, during previous strikes, some of the affiliates had not issued any separate circulars and no specific instructions to participate in the strike was given to their lower units. This has created problem for other organisations also at the lower level. This time every affiliate should issue their own circulars to lower units.</p>
<p>3. All State/District level C-O-Cs should convene their managing body meetings immediately and work out detailed plan for intensive campaign among the employees under their jurisdiction. C-O-Cs should play an effective and leading role in making the strike a grand success.</p>
<p>4. All affiliated organisations should plan and announce their own separate campaign tour programme of their leaders for organising strike at all centres and all offices. This is most important. Unless the leaders of affiliates make their own campaign tour programmes, the strike cannot be organised in an effective manner in all units.</p>
<p>5. Confederation National Secretariat Members will be visiting only selected important centres in each state for campaign meetings. The tour programme of National Secretariat members will be published shortly. Programme may be finalised by mutual consultation of C-O-C leaders and National Secretariat members concerned. (Campaign by each affiliate and C-O-C is given top most priority as the National Secretariat members are attending limited meetings only.)</p>
<p>6. Strike notice should be served by each affiliate separately to their departmental head on 12-12-2018 (6th anniversary day of 12-12-2012 one day strike). Confederation Central headquarters will serve strike notice to Cabinet Secretary on 12-12-2018. Copy of the strike notice should be served to all lower authorities also organising mass demonstrations of maximum employees. Complaints are received that some of the affiliates never serve separate strike notice to their Departmental head and also never circulate the copy of the strike notice served to lower units. As a result, when C-O-C leaders approach, their lower unit leaders say that they have not received any instructions from their Central headquarters to participate in the strike. This time Central Headquarters of all affiliated organisations should serve strike notice to their departmental heads and should also issue instructions to their lower units to participate in the strike. Affiliation of those organisations which are not serving strike notice or issuing instruction to their lower units to participate in the two days strike will be withdrawn, as their is no meaning in continuing the affiliation of those organisations which do not implement the decision of the National Secretariat of Confederation.</p>
<p>7. If due to unavoidable circumstances, any organistion cannot serve the strike notice on 12-12-2018, they may serve the strike notice on any other day before 23-12-2018.</p>
<p>8. Even though all the leaders of Confederation and its affiliates are well aware of the full details of each demand raised in the 10 point charter of demands including NPS, it is decided to publish detailed note on each demands in the Confederation website in coming days as campaign material and talking points.</p>
<p>9. As almost all Central Govt. employees and pensioners are agitated over the unhelpful and negative attitude of the NDA Government, there is every possibility of making the two days strike a thundering success, provided the leadership of each affiliates and C-O-Cs rise upto the occasion and start mobilisation now onwards with all seriousness.</p>
<p style="text-align: center;"><i><b>Our wages and other benefits are under attack.</b></i></p>
<p style="text-align: center;"><i><b>Our job security is under attack.</b></i></p>
<p style="text-align: center;"><i><b>Our social security is under attack.</b></i></p>
<p style="text-align: center;"><i><b>Our trade union rights are under attack.</b></i></p>
<p>Let us intensify our struggles from defensive to offensive and defeat the anti-worker policies of the Government. Central Govt. employees can do it under the banner of Confederation. Make the two days strike historic success. Remember, we are not alone, the entire working class of India belonging to Banks, Insurance, BSNL and other public sectors, State Govt. employees and Teachers etc. etc. are all on strike on 2019 January 8th &amp; 9th. Don’t be a spectator, join the strike proudly and be a part of the fighting working class of India. Our slogan is &#8220;change the disastrous neo-liberal policies, or else we shall change the Government&#8221;.</p>
<p style="text-align: center;"><i><b>OBSERVE 2018 DECEMBER 12</b></i></p>
<p style="text-align: center;"><i><b>as &#8220;SCRAP NPS &amp; RESTORE OPS&#8221; DEMANDS DAY</b></i></p>
<p> National Secretariat of Confederation has decided to observe 12th December 2018 (strike notice serving day) as Demands Day raising the demand &#8211; &#8220;Scrap NPS &amp; Restore OPS&#8221; throughout the country. All affiliates and C-O-Cs are requested to observe the day in a befitting manner by conducting demonstrations in front of all offices, organising gate meetings/general bodies and also wearing badges with the slogan &#8211; &#8220;Scrap NPS &amp; Restore OPS&#8221;. The struggle against NPS is getting intensified day by day. Delhi State Govt. has passed a resolution in the State Assembly demanding the Central Govt. to scrap NPS imposed on Delhi State Govt. employees. State Govts. of Kerala, Andhra Pradesh and Tamilnadu has already appointed Expert Review Committees to submit recommendations regarding modalities for scrapping of NPS and restoring OPS. Tamilnadu State Government employees and Teachers (all organisations) have decided to organise indefinite strike demanding scraping of NPS and restoration of OPS. Confederation is in touch with other organisations in Central Sector and is exploring the possibility of organising higher form of trade union action including indefinite strike. After the two days strike on January 8th &amp; 9th, an All India Convention of NPS employees along with other like-minded organisations will be organised. Our ultimate aim is to organise an indefinite strike, no sooner than later, exclusively on one demand ie; &#8220;scrap NPS &amp; Restore OPS&#8221;.</p>
<p>3. All India Trade Union Education Camp of Confederation:<br />
National Secretariat meeting decided to organise an All India Trade Union Camp of Confederation. Venue, date etc. will be finalised in consultation with C-O-Cs shortly and detailed circular will be issued thereafter.</p>
<p>4. All India Women&#8217;s Trade Union Education Camp &#8211; Haridwar &#8211; A grand success:<br />
All India Women&#8217;s Trade Union Camp of Confederation was held at Haridwar (Uttarakhand) on 29th &amp; 30th October, 2018. Com.Subhashini Ali, Ex-MP, inaugurated the camp by taking a class on the subject &#8211; &#8220;Indian Working Class &#8211; Challenges and opportunities&#8221;. Second class was by Com.Keerthi Singh, Advocate, Supreme Court on the subject &#8211; &#8220;Women&#8217;s social status and rights in the Indian Society&#8221;. Third class was by Com.T.K.Rajalakshmi, Editor, Frontline on the subject &#8211; &#8220;Media and Politics&#8221;. Concluding session was on the subject &#8211; &#8220;Scrap NPS &amp; settle Confederation’s 10 points charter of demands – significance of 2019 January 8th &amp; 9th two day&#8217;s strike&#8221;. Com.M.Krishnan, Secretary General, Confederation, Com. Giriraj Singh, President, NFPE, Com.Vrigu Bhattacharjee, Secretary General, National Federation of Civil Accounts Employees Associations, Com.S.B.Yadav, General Secretary, All India Postal Accounts Employees Association, Com.Worlikar, National Federation of Atomic Energy Employees, Com.D.B.Mohanthy, General Secretary, P4 Union (NFPE), Com. Virendra Tiwari, General Secretary, All Idnia Potal SBCO Employees Association addressed the concluding session.</p>
<p>The Camp was presided by Com: Usha Boneppalli, Chairperson, Women&#8217;s Sub Committee who delivered a thought provoking presidential address. Com.R.Seethalakshmi, Convenor, Women&#8217;s Sub Committee made introductory speech. Com.Geetha Bhattacharjee and Com.Manisha Majumdar offered welcome address and vote of thanks on the second day.</p>
<p>Com.Virendra Tiwari, Working Chairman of the C-O-C, UP State Committee and Chief Organiser of the camp welcomed the distinguished guests, leaders and delegates during the inaugural session. Com: Anilkumar Chowdhary, Circle President, P4, UP Circle (Shaharanpur Division) presented special shawls to all guests and leaders. The camp concluded at 02.30 PM on 30-10-2018.</p>
<p>The Reception Committee made excellent arrangements for the camp. Confederation National Secretariat congratulates the entire UP C-O-C comrades and convey our thanks to them for successfully organising the two day&#8217;s camp.</p>

<p><b>2019 JANUARY 8th &amp; 9th TWO DAYS ALL INDIA STRIKE</b></p>
<p style="text-align: center;">CONFEDERATION&#8217;S COMMON CHARTER OF DEMANDS OF ENTIRE CENTRAL GOVT. EMPLOYEES, AUTONOMOUS BODY EMPLOYEES, GRAMIN DAK SEVAKS, CASUAL/CONTRACT WORKERS AND CENTRAL GOVERNMENT PENSIONERS.</p>
<p>(adopted by the National Convention held at Hyderabad on 10th June, 2018)</p>
<p>1. Scrap New Contributory Pension Scheme (NPS). Restore old defined benefit pension scheme (OPS) to all employees.</p>
<p>2. Settle 7th CPC related issues including increase in Minimum Pay and Fitment formula, HRA arrears from 01-01-2016, MACP Bench Mark, promotional heirarchy and date of effect of MACP from 01-01-2006. Implement Option-1 for pensioners and settle all anomalies arising out of implementation of 7th CPC recommendations.</p>
<p>3. Fill up all vacant posts. Reintroduce Regional Recruitment for Group B &amp; C posts. Withdraw orders for abolishing posts lying vacant for more than five years. Revive all posts abolished during 2001 to 2008 under Annual Direct Recruitment Plan (ADR) as per May 2001 orders of the former NDA Government.</p>
<p>4. (a) Regularisation of Gramin Dak Sevaks and grant of Civil Servant Status. Implement remaining positive recommendations of Kamalesh Chandra Committee report.</p>
<p>(b) Regularise all casual and contract workers including those appointed on or after 01-09-1993.</p>
<p>5. Ensure equal pay for equal work for all. Remove disparity in pay scales between Central Secretariat staff and similary placed staff working in field units of various departments.</p>
<p>6. Stop closure of Government establishments and outsourcing of Government functions. Withdraw closure orders of Govt. of India Printing Presses. Stop proposed move to close down salt department. Stop Foreign Direct Investment (FDI) in Railways and Defence departments.</p>
<p>7. Implement 7th CPC Wage revision and pension revision of Autonomous body employees and pensioners. Grant Bonus to Autonomous body employees pending from 2016-17 onwards.</p>
<p>8. Remove 5% condition imposed on compassionate appointments and grant appointment in all deserving cases. Rejected cases for want of 5% quota vacancies may be reviewed and appointment to dependents may be granted.</p>
<p>9. Grant five time bound promotions to all Group C &amp; B employees on completion of 8,7,6,5 and 4 years of service respectively. Complete Cadre Reviews in all departments within a time frame.</p>
<p>10. (a) Stop attack on trade union rights. Ensure prompt functioning of various negotiating forums under JCM scheme at all levels.</p>
<p>(b) Withdraw the draconian FR 56(j) and Rule 48 of CCS (Pension) Rules, 1972,</p>
<p>(If necessary, affiliates can add their own department – speific demands as PART-II of the Charter of demands).</p>

<p>I am directed to refer to the Division&#8217;s letter of even number dated 26-10-2018 on the above cited subject and to intimate that Secretary General, National Federation of Postal Employees (NFPE) has informed that they are not going to lunch Indefinite Hunger Satyagraha in front of Circle Post Office from 07th November 2018.</p>
<p>2. Therefore, instructions issued vide this office letter of even number dated 26-10-2018 for taking necessary action in respect of indefinite Hunger Satyagraha from 07th November 2018 may be treated as withdrawn.</p>
<p>3. It is requested that necessary action may be taken accordingly.</p>

<p>Railway Board’s order dated 12.06.2018 refers (Annexure-I). A Committee consisting of Executive Director/Pay Commission-II Railway Board as Convener, Executive Director/Estt. (GC) Railway Board and Executive Director/Transformation Cell (Mechanical) Railway Board as Members has been constituted &#8220;to examine in detail the issue of granting Group &#8216;B&#8217; status (Gazetted / Non-Gazetted) to various existing Group &#8216;C&#8217; posts of Indian Railways (including repercussions and modalities) in line with DoP&amp;T&#8217;s order no. 11012/10/2016-Estt. A -III dated 09.11.2017&#8221;.</p>
<p>2. It is requested that the above be circulated among all the stakeholders in the Zonal Railways. Their comments/representations if any in this regard can be directly addressed to the undersigned at Room No. 325, 3rd Floor, Railway Board, DFCCIL Building, Pragati Maidan Metro Complex, New Delhi- 110001. The relevant envelopes may clearly be superscribed with &#8220;For Committee examining classification of Railway Posts&#8221; on top. Comments/suggestions can also be sent by e-mail to railwayclassificationcommittee@gmail.com All written views (whether by post or e-mail) are to reach the specified address by 4th July, 2018.</p>

<p><strong>Ministry of Railway (Railway Board) have decided to constitute a committee to examine classification of Railway Services consequent upon implementation of Railway Services (Revised Pay) Rules, 2016 in consultation with all stakeholders. The Committee will consist of the following :-</strong></p>
<p>i. Executive Director /Pay Commission-II, Railway Board &#8211; Convener<br />
ii. Executive Director/Estt.(GC), Railway Board &#8211; Member<br />
iii. Executive Director/Transformation (Mechanical), Railway Board &#8211; Member</p>
<p>2. The Terms of Reference of the Committee will be as under:</p>
<blockquote><p>&#8220;To examine in detail the issue of granting Group &#8216;B&#8217; status (Gazetted/Non-Gazetted) to various existing Group &#8216;C&#8217; posts of Indian Railways (including repercussions and modalities) in line with DoP&amp;T&#8217;s order no.11012/10/2016-Estt.A-III dated 09.11.2017.&#8221;</p></blockquote>
<p>3. The Committee should examine the issue in consultation with various stakeholders &amp; submit its report within one month from the date of its constitution.</p>
<p>4. The Headquarters of the Committee will be at New Delhi.</p>
<p>5. PC-VII branch of Railway Board will be the Nodal branch for functioning of the commission Therefore, submission of report of the Committee for consideration of Railway Board, implementation of its recommendations and all related issues including parl. Questions, RTI cases and other formalities with regard to the Committee, shall be dealt with by PC-VII branch.</p>

<p><strong>Sub: Rate of Dearness Allowance applicable w.e.f. from 01.01.2018 to Railway employees continuing to draw their pay in the pre-revised pay scale/ grade pay as per 6th Central Pay Commission.</strong></p>
<p>Please refer to this Ministry&#8217;s letter of even number dated 17.11.2017 (S.No. PC-VI/379, RBE No.169/2017) revising the rates of Dearness Allowance w.e.f. 01.07.2017 in respect of railway employees continuing to draw their pay in the pre-revised pay scale/ grade pay as per 6 Central Pay Commission.</p>
<p>2. The rate of DA admissible to railway employees of above category shall be enhanced from the existing rate of 139% to 142% w.e.f. 01 01.2018.</p>
<p>3. The provisions contained in Paras 3,4 &amp; 5 of, this Ministry&#8217;s letter of even number dated 09.09.2008 (S.No. PC-VI/3, RBE.No. 106/2008) shall continue to be applicable while regulating Dearness Allowance under these orders.</p>
<p>4. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.</p>

<p><strong>Sub : Air Travel entitlements for journeys on tour or training; revision of instructions reg.</strong></p>
<p>In partial modification of Board&#8217;s letters of even number dated 24.08.2017 &amp; 25.09.2017 on the subject, it has been decided by Board to revise the Air Travel entitlements of railway officers for journeys on tour or training in the following manner:</p>

<p>2. Further, in partial modification of Board&#8217;s letter of even number dated 25.09.2017, it has also been decided by Board that grant of Air Travel permission to officers on Indian Railways, either one way or two way, may be approved personally by GMs of Railways with the prior personal concurrence of PFA.</p>
<p>3. As delegated vide pars 22 of Board&#8217;s letter No. F(X)II-2015/PW/7, dated 12.06.2017 of delegation of powers to GMs, these powers may be exercised personally by Chief Administrative Officer with the prior personal concurrence of PFA in case of COFMOW, New Delhi, DCW/Patiala and MTP/ Chennai.</p>
<p>4. The competent authority while approving Air Travel would apply his mind and consider whether the available train connectivity and time taken justifies the same. For example, while Delhi-Bangalore-Delhi may qualify for Air Travel, Delhi-Mumbai-Delhi can easily be covered by train comfortably. General Manager while using his discretion to permit one way or two way Air Travel may consider both the need of the journey and the urgency that necessitates Air Travel.</p>
<p>5. It may be ensured that permission for Air Travel is given judiciously and restricted only to absolutely essential official requirement that is recorded, subject to availability of budgetary provisions.</p>
<p>6. This has the approval of Board (FC &amp; CRB).</p>
<p>7. These orders will take effect from the date of issue of this letter.</p>

<p><strong>Subject :- Revision of Pay of Scientists of ICAR in light of scheme of revision of pay of teachers in Universities notified by MHRD vide notification dated 02.11.2017 following revision of pay scales of Central Government employees on recommendations of VIIth CPC.</strong></p>
<p><strong> </strong></p>
<p>Sir,</p>
<p>I am directed to state that Indian Council of Agricultural Research (lCAR) has decided to revise the pay scales of Scientists in light of scheme of revision of pay of teachers in Universities notified by MHRD vide notification No.1-7/2015-U.II(l) dated 02.11.2017 following revision of pay scales of Central Government employees on the recommendations of the VIIth CPC. as accepted by the Government of India. The revised pay scales and other provisions are as under:</p>
<p>&nbsp;</p>
<p><strong>2. Revision of Pay Scales:</strong></p>
<p>2.1 The revised pay scales shall be exactly similar to the revised pay scales given as per the M/o HRD letter dated 02.11.2017 strictly in accordance with the equation between the existing pay scales in case of ICAR Scientists and the pay scales applicable to teachers under the UGC framework immediately before 01.01.2016. and no deviation is allowed.</p>
<p>&nbsp;</p>
<p>2.2 For fixation of pay of Scientists in the Pay Matrix as on 01.01.2016. the existing pay (Pay in the Pay Band plus RGP) in the pre-revised structure as on 31.12.2015 shall be multiplied by a factor of 2.57. The figure so arrived at is to be located in the Research Level corresponding to the Scientists” Pay Band and RGP in the new Pay Matrix (Annexure &#8211; I).  If a Cell identical with the figure so arrived at is available in the appropriate Research Level. that Cell shall be the Revised Pay: otherwise the next higher Cell in that Research Level shall be the Revised Pay of the Scientist. If the figure arrived at in this manner is less than the first Cell in that Research Level. then the Pay shall be fixed at the first Cell of that Research Level.</p>
<p>&nbsp;</p>
<p>If a situation arises whenever more than two stages are bunched together. one additional increment equal to 3% may be given for every two stages bunched. and pay fixed in the subsequent Cell in the Pay Matrix.</p>
<p>&nbsp;</p>
<p>2.3 The revised pay scales are as under:</p>

<p>3.<strong> Implementation Date:</strong></p>
<p>The date of implementation of the above revised pay shall be 1st January 2016.</p>
<p>&nbsp;</p>
<p>4. <strong>Incentives for higher qualifications:</strong></p>
<p>The incentive structure is built-in in the pay structure itself wherein those having M.Phil or PhD. degree or other higher qualifications will progress faster under CAS. Therefore. there shall be no incentives in the form of advance increments for obtaining the degrees of M.Phil or PhD or other higher qualifications.</p>
<p>&nbsp;</p>
<p>5. <strong>Date of Increment:</strong></p>
<p>5.1 The annual increments to each scientist would move up in the same Research Level. with a scientist moving from the existing Cell in the Research Level to the immediate next Cell in the same Research Level</p>
<p>&nbsp;</p>
<p>5.2 There shall be two dates for grant of increments namely. 1st January and 1st July of every year. instead of existing date of 151 July. provided that a scientist shall be entitled to only one annual increment on either one of these two dates depending on the date of appointment or assessment promotion.</p>
<p>&nbsp;</p>
<p>6. <strong>Fixation of Pay on Promotion:</strong><br />
When an individual gets a promotion. his/her new pay on promotion would be fixed in the Pay Matrix as follows:</p>
<p>On promotion. the scientist would be given a notional increment in his existing Research Level of Pay. by moving him/her to the next higher Cell at that level. The pay shown in this Cell would now be located in the new Research Level corresponding to the post to which he/she has been promoted. If a Cell identical with that pay is available in the new level, that Cell shall be the new pay; otherwise the next higher Cell in that level shall be the new pay of the scientist. If the pay arrived at in this manner is less than the first Cell in the new level. then the pay shall be fixed at the first Cell of that level.</p>
<p>&nbsp;</p>
<p>7.<strong> Allowances for Scientists in ICAR:</strong></p>
<p>As per Deptt. of Expenditure. Ministry of Finance ID Note No. 1(6)/E.III B/2017 dated 20.03.2018, revision of allowances including NPA shall not be made at present. and the same would be taken up for consideration only after allowances are revised by M/o HRD in case of teachers of Universities/Colleges under UGC framework. Therefore, all allowances will continue to be paid at the existing pay structure. as if. the pay had not been revised with effect from 01.01.2016.</p>
<p>&nbsp;</p>
<p>8. <strong>Age of Superannuation:</strong></p>
<p>The existing age of superannuation of ICAR scientist is 62 years and the same will continue.</p>
<p>9. 30% of the additional financial impact would be met by ICAR from its own resources.</p>
<p>&nbsp;</p>
<p>10. An undertaking shall be taken from every employee to the effect that any excess payment made on account of incorrect fixation of pay in the revised Research Pay Level or grant of inappropriate Research Pay Level and Pay Cells or any other excess payment made shall be adjusted against the future payments due or otherwise to the beneficiary.</p>
<p>&nbsp;</p>
<p>11. Appropriate action may be taken to revise the pay of the Scientists at the Institutes as per the terms and conditions laid down herein and in accordance with the instructions issued by Government of India from time to time and in consultation with the concerned Internal Finance Division/Unit.</p>
<p>This issues with the approval of Competent Authority after concurrence of Deptt. of Expenditure. Ministry of Finance vide ID Note No. l(6)/E.III B/2017 dated 20.03.2018.</p>

<p>MoD No 13(3)/2016/D(Civ-II) dated 26.02.2018, received under OFB, Kolkata letter bearing No. 525/Genl/Per/Policy(VI) dated 19.03.2018 regarding payment of Overtime Allowance to the employees of the Defence Industrial Establishment governed by the Factory Act, 1948 on the basis of revised wages with effect from the date the wages have been revised i.e. 01.01.2016 subject to the conditions mentioned therein, is forwarded herewith for further necessary action at your end.</p>
<p>Further, in case of the OT element of Piece Workers in respect of Overtime upto 9 hours a day or 48 hours in a week is to be worked out on the basis of Piece Work Correlation on 6th CPC pay scale till finalization of the same on revised pay structure.</p>

<p><b>DAD Releases Handbook on Pay &amp; allowances of JCOs &amp; ORs</b></p>
<p>The Defence Accounts Department is entrusted with the responsibility of maintaining the pay accounts of million plus Jawans and JCOs of Indian Army. The Pay Accounts Offices (PAOs) of this department are at the forefront of the concerted efforts that are being put in to ensure that these men get their correct dues within reasonable time frame.</p>
<p>An important requirement to meet the expectations of the end user and ensuring their contentment is that the JCOs/ORs understands their dues and their entitlement. If they further appreciate the processes involved in acceptance or denial of any dues, it would equip them with enough knowledge to have better awareness to contest entitlement inconsistencies, if any.</p>
<p>This handbook was conceptualized with the aim to provide more grasp on the rules of entitlement as well as to have complete transparency of procedures in the PAOs. This first edition contains all the procedures right from the inception stage of publishing and processing of the daily Part II orders, till the final processing and disbursement of entitlements.</p>
<p>The book also details the functional boundaries and constraints of PAOs. The chapters are so ordered that they lay down entitlement parameters in a user-friendly manner. Each of the chapter seeks to enlighten the JCOs/OR on the documentary and procedural requirements for processing an entitlement.</p>
<p>The audit and procedural requirements behind processing of Contingent Bill items, AFPP Fund claims, MACPs, transfer/deputation, leave/TD etc., are all detailed in distinct chapters of the handbook. The deductions from pay and allowances, bank account details, etc. are also elaborated in the book.</p>
<p>In a unique separate chapter interpretation of the Monthly Pay Slip has been elaborated. It details item-wise description of notifications provided in the Pay Slip, which, it is expected, would not only ameliorate grievances of Jawans at the inception stage but also give him confidence regarding legitimacy of the entitlements so granted. A chapter on general FAQs is also included for assistance and ready references</p>
<p>The book has sought to cover all the parameters of pay and allowances of JCOs/ORs, incorporating the 7th CPC entitlements as well, wherever available on the date of publication. This book in pdf format is also available on the website of PAO(OR) AMC &amp; 11 GRRC as well as of PCDA(CC), Lucknow.</p>
