<p>Subject: <strong>Implementation of recommendations of One-Man Committee on introduction of Children Education Facilitation Allowance for Gramin Dak Sevaks (GDS).</strong></p>



<p>The undersigned is directed to convey the approval of the Competent Authority on recommendations of One-Man Committee on introduction of Children Education Facilitation Allowance for Gramin Dak Sevaks (GDS).</p>



<p>2. Keeping in view the above, it has been decided to issue consolidated instructions on the subject of Children Education Facilitation Allowance as under :-</p>



<ul class="wp-block-list">
<li>(i) The reimbursement of Children Education Facilitation Allowance can be claimed only for the two eldest surviving children with the exception that, in case the second child birth results in twin/multiple birth. In case of failure of sterilization operation, the Children Education Facilitation Allowance would be admissible in respect of children born out of the first instance of such failure beyond the usual two children norm</li>



<li>(ii) The amount of reimbursement of Children Education Facilitation Allowance will be Rs.6000/- per annum (fixed) per child. This amount of Rs.6000/- is fixed irrespective of the actual expenses incurred by the GDS. In order to claim reimbursement of Children Education Facilitation Allowance, the GDS should produce a certificate issued by the Head of the Institution for the period,/year for which claim has been preferred. The Certificate should confirm that the child studied in the school during the previous academic year. In case such certificate can not be obtained, self-attested copy of the report card or self attested fee receipt(s) {including e-receipt(s)) confirming/indicating that the fee deposited for the entire academic year can be produced as a supporting document to claim Children Education Facilitation Allowance. The period-/year means academic year i.e. twelve months of complete academic session.</li>



<li>(iii) Children Education Facilitation Allowance can be claimed in a single form only for the two t:ldest surviving children with the exception that, in case the second child birth results in twin/multiple birth (proforma enclosed).</li>



<li>(iv) In case both the spouses are GDS/Government servant, only one of them can avail reimbursement under children Education Facilitation Allowance or CEA (in case of Government servant).</li>



<li>(v) The reimbursement of children Education Facilitation Allowance will be done just once in a financial year after completion of the financial year.</li>



<li>(vi) The reimbursement of children Education Facilitation Allowance shall have no nexus with the performance of the child in his/her class. In other words, even if a child fails in a particular crass, the reimbursement of children Education Facilitation Allowance shall not be stopped. However, if<br />the child is admitted in the same class in another school, although the child has passed out ofthe same class in previous school or mid- session, children Education Facilitation Allowance shall not be reimbursable.</li>



<li>(vii) If a GDS dies while in service, the children Education Facilitation Allowance shall be admissible in respect of his/her children subject to observance of other conditions for its grant provided the wife/husband of the deceased is not engaged as GDS or not employed in service of the central<br />Govt., State Government, Autonomous body, PSU, Semi Government organization such as Municipality, port Trust Authority or any other organization partly or fully funded by the central Govt./state Governments.<br />In such cases the children Education Facilitation Allowance shall be payable to the children till such time the GDS would have actually received the same, subject to the condition that other terms and conditions are fulfilled. The payment shall be made by the office in which the GDS was working prior to<br />his death and will be regulated by the other conditions, laid down in this OM.</li>



<li>(viii) In case of discharge, dismissal or removal from engagement, Children Education Facilitation Allowance shall be admissible till the end of the academic year in which the GDS ceases to be in engagement due to discharge, dismissal or removal from engagement in the course of an academic year. The payment shall be made by the office in which the GDS worked prior to these events and will be regulated by the other conditions laid down in this OM.</li>



<li>(ix) The upper age limit for Divyaang children has been set at 22 years. In the case of other children the age limit will be 20 years or till the time of passing 12th class whichever is earlier. There shall be no minimum age.</li>



<li>(x) Reimbursement of Children Education Facilitation Allowance shall be applicable for children from class nursery to twelfth, including classes eleventh and twelfth held by the junior Colleges or school affiliated to Universities or Boards of Education.</li>



<li>(xi) Children Education Facilitation Allowance is allowed in case of children studying through &#8220;Correspondence or Distance Learning&#8221; subject to other conditions laid down in this OM.</li>



<li>(xii) The. Children Education facilitation Allowance is admissible in respect of children studying from two classes before class one to 12th standard and also for the initial two years of a diploma/ certificate course from Polytechnic/ITI/Engineering College, if the child pursues the course after passing 10th standard and the GDS has not been granted Children Education Facilitation Allowance in respect of the child for studies in 11th and 12th standards.</li>



<li>(xiii) In respect of schools/institutions at nursery, primary and middle level not affiliated to any Board of education, the reimbursement under the Scheme may be allowed for the children studying in a recognized school/institution. Recognized school/institution in this regard means a Government school or any education institution whether in receipt of Govt. Aid or not, recognized by the Central or State Government or Union Territory Administration or by University or a recognized educational authority having jurisdiction over the area where the institution /school is situated.</li>



<li>(xiv) In case of a Divyaang child studying in an institution i.e. aided or approved by the Central / state Govt. or UT Administration or whose fees are approved by any of these authorities, the Children Education Facilitation Allowance paid by the GDS shall be reimbursed irrespective of whether the<br />institution is &#8216;recognized&#8217; or not. In such cases the benefits will be admissible till the child attains the age of 22 years.</li>



<li>(xv) The children Education Facilitation Allowance shall be admissible to a GDS while he/she is on duty or is under put off duty or is on leave. provided that during any period which is treated as &#8216;non counted for duty&#8217;, the GDS shall not be eligible for the children Education Facilitation Allowance for that period.</li>
</ul>



<p>3. These above instructions would come into effect from 1st October, 2019. For the current financial year, GDS shall be eligible for CEFA @ Rs.3000/- per child.</p>



<p>4. This issues in consultation with Department of Personnel and Training vide their ID No DoP&amp;T I.D.No. A-27012/02/2018-Estt. (AL) dated 05.09.2018 &amp; Department of Expenditure, Ministry of Finance, ID Note No.7-31/2016-E.III(A) dated 06.09.2019/eFTS 1170513/ 2019.</p>

<h2 class="wp-block-heading"><strong>The salient features of CEA are:</strong>&nbsp;</h2>



<p>(i) CEA/Hostel Subsidy can be claimed only for the two eldest surviving children.&nbsp;(iii) The amount of hostel subsidy is Rs. 6750/- per month.&nbsp;(iv) The reimbursement of CEA for Divyang Children of Government servant shall be payable at double the normal rate of CEA i.e. Rs. 4500/- per month.&nbsp;(v) The CEA and Hostel subsidy is admissible in respect of children studying from three classes before class one to 12th standard in accordance</p>

<h3 class="wp-block-heading">CEA Correspondence or Distance Learning</h3>



<p>Children Education Facilitation Allowance is allowed in case of children studying through &#8220;Correspondence or Distance Learning&#8221; subject to other conditions laid down in this OM.&nbsp;</p>



<h3 class="wp-block-heading">Two classes before class one to 12th standard</h3>



<p>Respect of children studying from two classes before class one to 12th standard and also for the initial two years of a diploma/certificate course from The Children Education Facilitation Allowance is admissible in Polytechnic/ITI/Engineering College, if the child pursues the course after passing 10th standard and the GDS has not been granted Children Education Facilitation Allowance in respect of the child for studies in 11th and 12th standards.&nbsp;</p>



<h3 class="wp-block-heading">Nursery, primary and middle level</h3>

<h3 class="wp-block-heading"><strong>Subject:- Clarification regarding re-imbursement of Children Education Allowance &amp; Hostel Subsidy for extended Academic Year (November 2022 to March 2023) in respect of UT of J&amp;K-reg.</strong></h3>



<p>This department has been receiving requests from various Ministries/ Departments seeking relaxation for grant of additional Children Education Allowances (CEA) Hostel Subsidy for 05 months w.e.f. November 2022 to March 2023 for their employees working in Union Territory of J&amp;K owing to extension of academic session by UT of J&amp;K to synchronize their academic session with the rest of the country.</p>



<p>2. The matter has been examined by this Department and keeping in view the exceptional circumstances, it has been decided, with the concurrence of Department of Expenditure, to allow reimbursement of the CEA/ Hostel subsidy to all affected employees, posted in various Central Govt. Offices of UT of J&amp;K, who had paid CEA/ Hostel subsidy for additional period of 05 months w.e.f. November 2022 to March 2023 as per provision of O.M. No.A-27012/02/2017-Estt.(AL) dated 17-07-2018.</p>

<h3 class="wp-block-heading">Subject: Submission of claims for reimbursement of Children Education Allowance (CEA) &#8211; reg.</h3>



<p>It has been observed that some Government employees are submitting their Children Education Allowance claims for reimbursement to this Department instead of submitting to their respective Office/ Departments. In each case, Children Education Allowance and Hostel Subsidy claims shall be submitted at the office/ Department where the employee is serving or last served in case of unfortunate event of demise of Government employee as per provision of O.M. No.A-27012/ 02/2017 -Estt.(AL) dated 17-07-2018.</p>



<p>2. Ministry/Departments in which e-HRMS is operational, Government Employee shall claim the CEA through e-HRMS only. Ministry/ Departments where e-HRMS is not yet operational are requested to board on e-HRMS at the earliest.</p>

<p class="has-text-align-center"><strong>CEA APPLICABLE FROM CDA FOR WARDS OF PHYSICAL CASUALTY</strong></p>



<p><strong>1. Consequent to the implementation of 7th Central Pay Commission, wards of all death in harness cases (to include Physical Casualty, Missing in Action, Medical Boarded out cases) are also eligible for claiming Children Education Allowance @ Rs 2250 per month and Hostel Subsidy @ Rs 6750 per month wef 01 Jul 2017. The amount is double for Special Child.</strong></p>



<p><strong>2. Claims in respect of all Officer Physical Casualty cases are to be processed through DIAV to CDA O Pune .</strong></p>



<p><strong>3. Claim can only be made for eldest 2 children for upto Class 12.</strong></p>



<p><strong>4. Claim has to be sent after the end of academic session.</strong></p>

<p><strong>Subject: Clarification on Children Education Allowance / Hostel subsidy.</strong></p>



<p>Consequent upon the implementation of <a href="https://centralgovernmentnews.com/7th-pay-commission-latest-news/" target="_blank" rel="noreferrer noopener">Seventh Pay Commission</a> Allowances after the Reorganization of the State of Jammu &amp; Kashmir, Finance Department has issued Govt. Order No. 473-F dated: 28.11.2019 wherein CEA /Hostel Subsidy was granted in favour of the employees of Union Territory of Jammu &amp; Kashmir. Various queries have been received in the Finance Department from certain quarters regarding CEA/Hostel Subsidy.</p>



<p>After examining the issue, it has been decided to issue the following clarification on the subject of Children Education Allowance and Hostel Subsidy:-</p>

<p>1. The maximum ceiling amount for <strong>reimbursement of Children Education Allowance is Rs 2250/-per month per child and Rs 6750/- per month </strong>per child for hostel subsidy. The CEA amount is fixed irrespective of actual expenses incurred, but for claiming Hostel subsidy a certificate from the institute, where the child is studying shall indicate the amount of lodging and boarding charges paid by the employee to the residential educational institute. The reimbursable amount of the Hostel subsidy will be the actual expenses incurred or Rs 6750/- per month whichever is less.<br />2. Children Education Allowance and Hostel subsidy can be claimed by only one employee if both spouses are employed.<br />3. The reimbursement of CEA and Hostel subsidy will be made only once in a year after the completion of Financial year i.e., in the month of April/May. For example claim of CEA and Hostel subsidy for the financial year 2020-21 shall be submitted in April /May 2021.<br />4. The application for claiming the reimbursement is attached as Annexure &#8220;A&#8221;. In addition a bonafide certificate is to be obtained from Head of Educational Institution confirming that the child studied in the school during the period of the claim (Annexure &#8220;B&#8221;). In case such a certificate cannot be obtained, a self attested copy of the report card and receipt/ e- receipt of the institute can be produced as a supporting document.</p>

<p>Please refer to Board&#8217;s letter of even number dated 12.10.2017 (RBE No.147/2017) followed by subsequent clarifications thereon regarding grant of CEA and Hostel Subsidy to Government employees on the recommendations of the Seventh Central Pay Commission.</p>
<p>Now, the Ministry of Personnel, Public Grievances and Pensions (Department of Personnel &amp; Training), vide their OM No.A-27012/02/2017-Estt.(AL) dated 16/17.07.2018 (Copy enclosed) has issued consolidated instructions in supersession of all the earlier instructions on the subject of CEA and Hostel Subsidy to Government Servants. These instructions shall apply mutatis-mutandis to Railway Employees with effect from 1.7.2017.</p>
<p>These instructions on CEA and Hostel Subsidy are in supersession of all previous orders issued by the Ministry of Railways on the subject.</p>

<p>Subject:<b> Recommendations of the Seventh Central Pay Commission &#8211; Implementation of decisions relating to the grant of Children Education Allowance (CEA) and Hostel Subsidy &#8211; Consolidated instructions.</b></p>
<p>Consequent upon the decisions taken by the Government to implement the recommendations made by the VII Central Pay Commission, this Department has issued an OM of even number dated 16-8-2017 revising the rates of CEA/Hostel Subsidy and simplifying the procedure for claiming reimbursement of the same. However this Department has been receiving various queries regarding CEA/Hostel Subsidy especially with regard to the applicability of various provision/instructions issued during sixth CPC regime/period. Further references have also been received regarding the difficulty being faced by some government employees in obtaining certificate of the Head of the</p>
<p>Institution as mentioned in this Department&#8217;s OM of even number dated 16-8-2017.</p>
<p>2. Keeping in view the above, it has been decided to issue consolidated instructions in supersession of all earlier OMs on the subject of Children Education Allowance and Hostel subsidy as under:-</p>
<blockquote><p>a) The reimbursement of Children Education Allowance/Hostel subsidy can be claimed only for the two eldest surviving children with the exception that in case the second child birth results in twins/multiple birth. In case of failure of sterilization operation, the CEA/Hostel Subsidy would be admissible in respect of children born out of the first instance of such failure beyond the usual two children norm.</p>
<p>b) The amount for reimbursement of Children Education allowance will be Rs.2250/- per month (<b>fixed</b>) per child. This amount of Rs.2250/- is fixed irrespective of the actual expenses incurred by the Govt. Servant. In order to claim reimbursement of CEA, the Govt. servant should produce a certificate issued by the Head of the Institution for the period/year for which claim has been preferred. The certificate should confirm that the child studied in the school during the previous academic year. In case such certificate can not be obtained, self- attested copy of the report card or self attested fee receipt(s){including e-receipt(s)} confirming/indicating that the fee deposited for the entire academic year can be produced as a supporting document to claim CEA. The period/year means academic year i.e. twelve months of complete academic session.</p>
<p>c) The amount of ceiling of hostel subsidy is Rs.6750/- pm. In order to claim reimbursement of Hostel Subsidy for an academic year, a similar certificate from the Head of Institution confirming that the child studied in the school will suffice, with additional requirement that the certificate should mention the amount of expenditure incurred by the Government servant towards lodging and boarding in the residential</p>
<p>complex. In case such certificate cannot be obtained, self attested copy of the report card and original fee receipt(s)/e-receipt(s) which should indicate the amount of expenditure incurred by the Government servant towards lodging and boarding in the residential complex can be produced for claiming Hostel Subsidy: The expenditure on boarding and lodging or the ceiling of Rs.6750/- as mentioned above, whichever is lower, shall be paid to the employee as Hostel Subsidy. The period/year will mean the same as explained above in clause (b) of this para.</p>
<p>d) The reimbursement of Children Education Allowance for Divyaang children of government employees shall be payable at double the normal rates of CEA prescribed above in clause (b) i.e. Rs.4500/- per month (<b>fixed</b>).</p>
<p>e) The above rates/ceiling would be automatically raised by 25% every time the Dearness Allowance on the revised pay structure goes up by 50%.</p>
<p>f) The Hostel Subsidy and Children Education Allowance <b>can </b>be claimed concurrently.</p>
<p>g) In case both the spouses are Government servants, only one of them can avail reimbursement under Children Education Allowance and Hostel Subsidy.</p>
<p>h) The reimbursement of CEA and Hostel Subsidy will be done just once in a financial year after completion of the financial year.</p>
<p>i) Hostel subsidy is applicable only in respect of the child studying in a residential educational institution located at least 50 kilometers from the residence of the Government servant.</p>
<p>j) The reimbursement of Children Education Allowance and Hostel Subsidy shall have no nexus with the performance of the child in his class. In other words, even if a child fails in a particular class, the reimbursement of Children Education Allowance/Hostel Subsidy shall not be stopped. However, if the child is admitted in the same class in another school, although the child has passed out of the same class in previous school or in the mid-session, CEA shall not be reimbursable.</p>
<p>k) If a Government servant dies while in service, the Children Education Allowance or hostel subsidy shall be admissible in respect of his/her children subject to observance of other conditions for its grant provided the wife/husband of the deceased is not employed in service of the Central Govt., State Government, Autonomous body, PSU, Semi Government Organization such as Municipality, Port Trust Authority or any other organization partly or fully funded by the Central Govt./State Governments. In such cases the CEA/Hostel Subsidy shall be payable to the children till such time the employee would have actually received the same, subject. to the condition that other terms and conditions are fulfilled. The payment shall be made by the office in which the Government servant was working prior to his death and will be regulated by the other conditions, laid down in this OM.</p>
<p>I) In case of retirement, discharge, dismissal or removal from service, CEA/Hostel Subsidy shall be admissible till the end of the academic year in which the Government servant ceases to be in service due to retirement, discharge, dismissal or removal from service in the course of an academic year. The payment shall be made by the office in which the government servant worked prior to these events and will be regulated by the other conditions laid down in this OM.</p>
<p>m) The upper age limit for Divyaang children has been set at 22 years. In the case of other children the age limit will be 20 years or till the time of passing 12th class whichever is earlier. There shall be no minimum age.</p>
<p>n) Reimbursement of CEA and Hostel Subsidy shall be applicable for children from class nursery to twelfth, including classes eleventh and twelfth held by Junior Colleges or schools affiliated to Universities or Boards of Education.</p>
<p>0) CEA is allowed in case of children studying through &#8220;Correspondence or Distance Learning&#8221; subject to other conditions laid down herein.</p>
<p>p) The CEA and Hostel Subsidy is admissible in respect of children studying from two classes before class one to 12th standard and also for the initial two years of a diploma/certificate course from Polytechnic/ITI/Engineering College, if the child pursues the course after passing 10th standard and the Government servant has not been granted CEA/ Hostel Subsidy in respect of the child for studies in I1th and 12th standards.<br />
q) In respect of schools/institutions at nursery, primary and middle level not affiliated to any Board of education, the reimbursement under the Scheme may be allowed for the children studying in a recognized school/institution. Recognized school/institution in this regard means a Government school or any education institution whether in receipt of Govt. Aid or not, recognized by the Central or State Government or Union Territory Administration or by University or a recognized educational authority having jurisdiction over the area where the institution/school is situated.</p>
<p>r) In case of a Divyaang child studying in an institution i.e. aided or approved by the Central/State Govt. or UT Administration or whose fees are approved by any of these authorities, the Children Education Allowance paid by the Govt. servant shall be reimbursed irrespective of whether the institution is &#8216;recognized&#8217; or not. In such cases the benefits will be admissible till the child attains the age of 22 years.</p>
<p>s) The CEA is payable for the children of all Central Government employees including citizens of Nepal[ and Bhutan, who are employees of Government of India, and whose children are studying in the native place. However, a certificate may be obtained from the concerned Indian Mission that the school &#8216; is recognized by the educational authority having jurisdiction over the area where the institution is situated.</p>
<p>t) The Children Education Allowance or hostel subsidy shall be admissible to a Govt. servant while he/she is on duty or is under suspension or is on leave (including extra ordinary leave). Provided that during any period which is treated as &#8216;dies non&#8217; the Govt. servant shall not be eligible for the CEA/Hostel subsidy for that period.</p></blockquote>
<p>3. These above instructions would come into effect from 1st July, 2017.</p>

<p><strong>Ref: DC/JCM Item No.1/20I2 discussed with the Railway Board on 26th &amp;.27th June2012.</strong></p>
<p>&nbsp;</p>
<p>Federation invites kind attention of the Railway Board to the issues pending with the Railway Board on the subject under DC/JCM Item No.1/2012.</p>
<p>&nbsp;</p>
<p>2. In this connection, NFIR desires to state that as per extant instructions, the term “Hostel Subsidy” means expenses incurred by the Railway employees to meet with the Hostel fees if his/her children who have been studying in the school/college located at a minimum distance of 50 Kms., Federation desires to reiterate that there are institutions/colleges in various cities where the students are mandatorily required to opt for Hostel, those who do not opt are denied admission. In view of this reality of situation, imposing the condition of 50 Kms., distance is unjustified and therefore needs to be withdrawn.</p>
<p>&nbsp;</p>
<p>3. It has also been reported to NFIR by its affiliate SERMC that the South Eastern Railway Authorities have imposed another condition that the distance of 50 Kms., is to be certified by the District Revenue Officer of the State Government every time the claim is made.</p>
<p>&nbsp;</p>
<p>4. Federation further desires to bring to the notice of Railway Board following contradictory situations,arising out of extant provisions:</p>
<blockquote class="tr_bq"><p>(i) Para 1(a), (e) &amp; (i) of DoP&amp;T O.M. dated 02nd September 2008 circulated under Railway Board’s letter dated 01/10/2008 (RBE 135/2008) clarifies that the Children Education Allowance and Hostel Subsidies are distinct, Railway employees cannot claim both concurrently.</p>
<p>(ii) Instructions issued by the Railway Board under letter dated 07/06/2013 (RBE- 55/2013), (further reference to question No. 9 of DoP&amp;T O.M. No.21/011/08/2013-Estt./AL) have clarified that Hostel Subsidy includes fee charged for boarding and lodging in addition to fee mentioned in para 1(e) of DoP&amp;T O.M. dated 2nd September 2008.</p></blockquote>
<p>&nbsp;</p>
<p>The position brought out above shows that the two OMs are contradictory and are not conveying clear cut institctions for payment of Children Education Allowance and Hostel Subsidy.</p>
<p>NFIR., therefore, requests the Railway Board to examine the points raised above and arrange to issue clarificatory instructions to the Zonal Railways/PUs to remove confusion. A copy of the instructions issued may be endorsed to the Federation.</p>

<blockquote><p><strong>100% D.A from January 2014 – Some Allowances and Advances Rise by 25%</strong></p></blockquote>
<p>The Fifth Central Pay Commission had recommended uniform neutralization of DA at 100% to employees at all levels and increase in DA calculation too, according to the 12 monthly average of AICPIN for Industrial Workers (1982=100) as on 1st January 1996, of 306.33.</p>
<p>The Linking Factor of 303.33 has now changed to 115.76. This was calculated as 4.63 in the 4th CPC.</p>
<p>It was due to this change that the Dearness Allowance has increased in recent years. The 6th Pay Commission had promptly calculated it and said that the true impact of price rise and inflation would only then be known.</p>
<p>It was also mentioned in the recommendations made by the 6th CPC that each time the Dearness Allowance touched 50%, certain Allowances and Advances should also be raised by 25%.</p>
<p>It is of common knowledge that according to these recommendations, when D.A touched 50% on 01.01.2011, DOPT issued orders to increase it by 25%.</p>
<p>Since the DA is calculated on the basis of price rise and inflation, this 25% raise was given in order to make it uniformly applicable to all the other Allowances and Advances. The Allowances and Advances mentioned in this are the Children’s Education Allowance and Hostel Subsidy and Festival Advance.</p>
<p>As of now, the Central Government employee is entitled to claim 15,000 per annum per child under the Children’s Education Allowance and Hostel Subsidy. An increase of 25% would mean that the amount would rise to Rs. 18,750 per year. Similarly, there are chances that the Festival Advance would increase to Rs. 4700.
