<p>Attention is invited to HQr office CGDA, New Delhi letter No. AN/XIV/14162/TA/DA/LTC/Vol-II dated 04/03/2014 in regard to above mentioned subject wherein it is clarified that “areas falling within Urban Agglomeration of a city but within different districts may be termed as same station for the purposes of LTC Rules”.</p>

<p>Headquarters / Place of Posting and Home Town LTC: Central Government Employees’ Confusions Continue on this matter</p>
<p>“The number of Central Government employees utilizing the LTC facilities has increased substantially thanks to the initiative of the tourism department to encourage the development of economically-backward states”</p>
<p>Not many would have know this message that there are a number of retired Central Government employees who had completed 40 years of their service without utilizing even a single LTC facility.</p>
<p>“Once upon a time, LTC was considered as a wasteful expense…things have changed, and now people treat it as an indulgence…!”</p>
<p>In the past, not many were interested in LTC because the families were big and only the lowest class journey fare was reimbursed by the Central Government. But, now, LTC includes travel in air-conditioned class and air-fare. Not surprisingly, employees are now very much interested and are utilizing the facility without fail.</p>
<p>Practical difficulties began when a number of employees began to travel. One of them was the situation where the office location and the employee’s hometown are the same. Usually, Central Government employees are posted in towns and cities that are away from their hometown, or their native place. At the time of joining, the employees are required to denote a village or town as their home Town. This cannot be changed.</p>
<p>Once in every four years, the Government would give the option to reimburse the to and fro travel tickets for the employee and his/her family to go to their hometown to meet their relatives and to look after the family’s immovable properties located there. This facility is called the Home Town LTC.</p>
<p>In the past, since only a few utilized this facility, there wasn’t any confusion in implementing them. When the Government announced that Home Town LTC could be converted as All India LTC, troubles began and clarifications were required.</p>
<p>LTC rules state that the headquarter/place of posting and the employee’s Home Town are the same, then he/she is not entitled to the conversion of Home Town LTC.</p>
<p>There are many questions in the minds of the employees about this clause.</p>
<blockquote><p><strong><em>Will the facility of Home Town LTC be denied if the headquarters and home town share the same Postal Pin code?</em></strong></p>
<p><strong><em>Does this apply if both come under the limits of the same municipality or Panchayat?</em></strong></p>
<p><strong><em>Will the 8 KM rule of CGHS apply to this?</em></strong></p>
<p><strong><em>Should the home town and headquarters not be located in the same district?</em></strong></p>
<p><strong><em>What does the phrase “irrespective of distance,” which is underlined in a number of orders, mean?</em></strong></p>
<p><strong><em>Will the interpretation differ from one office to the other?</em></strong></p></blockquote>
<p>A number of such doubts prevail among employees.</p>
<p>One thing is for certain – Central Government employees will now be very alert about definitions regarding hometowns.</p>

<p>Dopt issued clarification orders on the subject of conversion of home town LTC facility as follows</p>
<p><em>“facility of conversion of Home Town LTC to allow travel to different parts of the country, under the special dispensation scheme, will also apply to an unmarried Central Government servant, who is eligible to avail the benefit of LTC to visit Home Town every year. This facility may be availed by converting one occasion of Home Town LTC out of the four Home Town LTC occasions available in a block of four years.”</em></p>
<p>LTC entitlements of unmarried Government servants – Conversion of Home Town LTC facility into travel to different parts of the country permissible under the special dispensation scheme</p>
<p><em>G.I., Dept. of Pers. &amp; Trg., O.M.F.No.31011/1/2013-Estt (A.IV), dated 21.04.2015</em></p>
<p>Subject:-<strong> Leave Travel Concession (LTC) entitlements of unmarried Government servants – Conversion of Home Town LTC facility into travel to different parts of the country permissible under the special dispensation scheme – Clarification — regarding.</strong></p>
<p>In relaxation to the Central Civil Services (Leave Travel Concession) Rules, 1988, special dispensation is allowed to the Government servants from time to time. Presently, one such dispensation in operation is the relaxation to the Government servants to travel by air to visit North-East Region or to Jammu &amp; Kashmir or to the Andaman &amp; Nicobar Islands by converting one block of Home Town LTC available to them.</p>
<p>2. Vide this Department’s Office Memorandum No. 31011/17/85-Estt.(A) dated 03.04.1986, unmarried Central Government employees, who have left their wholly dependent parents/sisters/minor brothers at their home town are allowed the benefit of LTC to visit their home town every year. This concession is in lieu of all other LTC facilities admissible to the Government servant himself and to his/her parents/sisters/minor brothers.</p>
<p>3. This Department is in receipt of references seeking clarification on the admissibility of conversion of Home Town LTC facility into travel to different parts of the country, which is permissible under special dispensation, to such unmarried Government servants.</p>
<p>4. The matter has been examined in consultation with Ministry of Finance. It has been decided that the facility of conversion of Home Town LTC to allow travel to different parts of the country, under the special dispensation scheme, will also apply to an unmarried Central Government servant, who is eligible to avail the benefit of LTC to visit Home Town every year. This facility may be availed by converting one occasion of Home Town LTC out of the four Home Town LTC occasions available in a block of four years.</p>

<p>CGDA Orders regarding the subject of &#8216;Home Town LTC to the employees whose headquarter and home town and within the same district&#8217;.</p>
<p>The below order said that Home Town LTC may be admitted to the employee whose headquarter and home town are within the same district provided they do not come within the purview of same station as has been defined under SR 116 of FRSR Part 11 TA Rules.</p>
<p>This department has already issued an order regarding the subject of &#8216;LTC entitlement of fresh recruits&#8217; on 12.02.2013 vide AN/XIV/14162/TA/DA/LTC/VoI.II , In this order, &#8216;Fresh recruits would be entitled to All India LTC only in the fourth occasion i.e in the fourth year of a block <strong>irrespective of whether their home town and HQrs are same or different&#8217;.</strong></p>

<p>The matter regarding admittance of Home Town LTC to employees whose headquarters and home town within the same district, are under examination at HQr’s office.</p>
<p>2. After taking into consideration of views and opinion of different Controllers, the matter has been examined at this HQr’s office and the undersigned has been directed to inform Home Town <a href="http://centralgovernmentnews.com/category/ltc/" target="_blank">LTC</a> may be admitted to employees whose HQr’s and Home Town are within the same district provided they do not come within the purview of same station as has been defined under SR 116 of FRSR Part-II TA Rules.</p>
<p>4. All LTC Claims may be regulated accordingly.</p>

CCS (LTC) Rules, 1988— Relaxation for travel by air to visit Jammu &amp; Kashmir</p>
<p>The Department of Personnel and Training has issued orders today regarding that the relaxation for travel by air to visit Jammu and Kashmir under Leave Trevel Concession, is extended for a further period of two years with effect from 18.6.2012 to 17.6.2014 as per CCS (LTC) Rules,1988. Note that this Department has already issued orders pertaining to extend to travel by air to visit NER for further two years upto April 2014.</p>

The undersigned is directed to refer to this Departments O.M. of even No. dated 18th June, 2010 on the subject mentioned above and to say that the relaxation for LTC travel to visit J &amp; K under CCS (LTC) Rules, 1988 is extended for a further period of two years w.e.f. 18th June, 2012 subject to the following conditions:</div>

(a) Travel by Air to continue to be ¡n Economy Class only, irrespective of the entitlement of the officer.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
(b) The condition that air tickets can be purchased either directly from the Airlines (booking counters/website) or through authorized agents only viz., M/s Balmer Lawrie and Co. Ltd., or M/s Ashok Travels and Tours Ltd. / IRCTC (to the extent IRCTC is authorized as per D0PT’s O.M. No.31011/6/2002-Estt.(A) dated 02.12.2009), would necessarily apply.</div>

(C) All other conditions prescribed in this Department’s OM. dated 18.6.2010, read with O.M. dated 05.8.2010 and 25.8.2011 would continue to apply.</div>
