<p>Subject: <strong>General Election to the Legislative Assemblies of states of Goa, Punjab, Manipur, Uttarakhand <br />&amp; Uttar Pradesh, 2022 &#8211; Grant of paid holiday to the employees on the day of poll &#8211; regarding</strong></p>



<p>The undersigned is directed to state that, as informed by the Election Commission of India, vide their letter No. 78/UPS/2022, dated 19/0 l /2022, General Election to the Legislative Assemblies of the states of Goa, Punjab, Manipur, Uttarakhand &amp; Uttar Pradesh, 2022, are scheduled to be held as under:</p>

<p>2. In this regard, it is stated that guidelines have been issued by this Department, vide OM No. 12/14/99 ICA, dated 10.10.2001, regarding closure of Central Government Offices and grant of paid holiday to all concerned, including the daily wage/ casual workers, on the date of election. It is reiterated that all the Central Government Offices and the Central Industrial Establishments, shall remain closed in the notified areas, where general election to the State Legislative Assemblies are to be conducted, on the date of PoI1. The employees concern shall be granted paid holiday or the date of Poll to enable them to exercise their right to vote.</p>

<p>Subject: <strong>Change in the date of Holiday on account of Muharram.</strong></p>



<p>The undersigned is dir<strong>ected to say that the holiday on account of Muharram was notified for 19th August, 2021 vide this Department’s O.M</strong>. No. 12/9/2020-JCA2, dated 10th June, 2020, subject to change in date, depending on sighting of the Moon, Now the Ruiyat Hilal {Mcon Sighting) Committee, headed by Shahi Imam, Jama Masjid, Delhi, has announced that, in Delhi, <strong>Muharram would be observed on 20.08.2021 (Friday).</strong></p>



<ol class="wp-block-list" start="2"><li>Accordingly, in Delhi/New Delhi, the Holiday on account of Muharram will be observed on Friday, the 20th August, 2021 and all Central government Administrative Offices, located in Delhi / New Delhi, shall remain closed on account of Muharram on 20 August, 2021.</li><li>For Offices outside Delhi / New Delhi, the Central Government Employees Coordination Committee or Head of Offices (where such Committees are not functioning) can decide the date, depending upon the decision of the concerned State Government. }</li></ol>

<p class="has-text-align-center"><strong>Government Holiday Thaipoosam Festival</strong></p>



<p>The Festival of Thaipoosam is one of the most popular festivals celebrated in Tamil Nadu in honour of Lord Murugan, the Tamil god. Not only in Tamil Nadu, but also in the state of Puducherry in Kerala, this festival is celebrated. Also celebrated in Sri Lanka, Singapore, and Malaysia is Thaipusam.</p>



<p>The Tamil Nadu Chief Minister said that the public demanded that the Thaipusam Festival be given a public holiday in Tamil Nadu when visiting different districts. In the light of this appeal, I have ordered that the Thaipusam Festival to be held on 28 January be proclaimed a public holiday and that the Thaipusam Festival be added in future years to the list of public holidays.</p>

<h2 class="wp-block-heading">Subject: Holidays to be observed in BSNL Offices during the year 2021- reg.</h2>



<p>In accordance with Ministry of Personnel, Public Grievances &amp; Pensions (Deptt. of Personnel &amp; Training O.M. No. 12/9/2020-JCA-2 dated 10th June 2020, it has been decided by the Competent Authority that the holidays as specified in the Annexure I to this O.M. will be observed in all the BSNL Offices located at Delhi / New Delhi during the year 2021. In addition, each employee will also be allowed to avail himself/ herself of any two holidays to be chosen by him/her out of the list of Restricted Holidays in Annexure II.</p>



<p>BSNL Administrative Offices located outside Delhi / New Delhi shall observe the following holidays compulsorily in addition to three holidays as per para 3.1 below:</p>

<p>3.1 In addition to the above 14 Comnpulsory holidays mentioned in para 2, three holidays shall be decided from the list indicated below by the Circle Heads of Territorial Circles in consultation with the Circle Staff Welfare Board and the representative Union and keeping in view the recommendation of the Central Government Employees Coordination Committee in the State Capitals. The final list applicable uniformly to all BSNL offices within the territorial jurisdiction of the concerned State shall be notified accordingly and a copy endorsed to the Corporate Office within a period of 4 weeks of issue of this letter and no change can be carried out thereafter. It is also clarified that no change is permissible in regard to festivals and dates as indicated.</p>

<p>3.2 No substitute holiday should be allowed if any of the festival holidays, initially declared, subsequently happens to fall on a weekly off or any other non-working day or in the event of more than one festival falling on the same day.</p>



<p>4. The list of Restricted Holidays appended to this O.M. is meant for BSNL Offices located in Delhi/ New Delhi. The Heads of Territorial Circle in consultation with the Circle Staff Welfare Board and the representative Union and keeping in view the recommendations of the Central Government Employees Co-ordination Committee in the State Capitals may draw up separate list of Restricted Holidays keeping in view the occasions of local importance but the 9 occasions left over, after choosing the 3 variable holidays in para 3.1 above, are to be included in the list of restricted holidays.</p>



<p>5.1 For offices in Delhi New Delhi, any change in the date of holidays in respect of Idu&#8217;l Fitr, Idu&#8217;l Zuha, Muharram and Id-e-Milad, if necessary, depending upon sighting of the Moon, would be declared by the Ministry of Personnel, Public Grievances and Pensions after aScertaining the position trom the Govt. of NCT of Delhi (DCP, Special Branch, Delhi Police).</p>



<p>5.2 For offices outside Delhi / New Delhi, the Heads of Territorial Circles are authorized to change the date of holiday, if necessary, based on the decision of the concerned State Governments / Union Territories, in Muharram respect of ldu&#8217;l Fitr, Idu&#8217;l Zuha, and Id-e-Milad.</p>



<p>5.3 It may happen that the change of date of the above occasions has to be declared at a very short notice. In such a situation, announcement could be made through P.I.B/ T.V. /A.l.R. / Newspapers and the Heads of Territorial Circles may take action according to such an announcement without waiting for a formal order, about the change of date.</p>



<p>6. During 2021, Diwali (Deepavali) falls on Thursday, November 4, 2021 (kartika 13). In certain States, the practice is to celebrate the occasion a day in advance, i.e., on &#8220;Naraka Chaturdasi Day&#8221;. In view of this, there is no objection if holiday on account of Deepavali is observed on- &#8220;Naraka Chaturdasi Day (in place of Deepavali Day) compulsory for the holiday BSNL Offices for Diwali in a State if in that State that day alone is declared as a for the offices of the State Government.</p>



<p>7. BSNL Offices which include industrial, commercial and would observe upto 16 trading establishments holidays in a Republic Day, year including three national holidays viz. Independence Day and Mahatma Gandhi&#8217;s birthday, as holidays. The compulsory of Circle remaining holidays / occasions may be determined by respective Heads themselves for the year 2021, subject to para 3.2 above.</p>

In this regard , it is stated that the guidelines issued by this Department vide OM 12/ 14/99-JCA, dated 10.10.2001 regarding closure of Government Offices and grant of paid holiday, may be followed by all the Central Government Offices, including the industrial establishments, in the concerned State.</p>

<p>In accordance with the revised policy of the Govt.of India ( Ministry of Home Affairs, Deptt Of Personnel &amp; Administrative Reforms), O.M.No.-9/37/82/JCA dated 11.11.1982,the working committee of the CGEWCC, Kolkata in its 116th meeting held on 17/09/2019 decided 3 (three) holidays local y (at S. Offices coming under the purview of this committee who are doing “work of Secretariat Nature” will observe the under noted 17 ( Seventeen ) compulsory holidays for the Calendar year 2020 and further 2 (two) Restricted Holidays from the List of Restricted Holidays for the year 2020.</p>

<p>In deciding whether a particular Department / Establishment / Organization an Industrial, Commercial or Trading Organizations (i.e. other than those doing work of Secretariat nature) the decision may be taken by the respective Ministry I Ministry of Home Affairs, New Delhi.</p>



<p>The date or Holidays for the Muslim Festivals may be changed on sighting of the Moon and decision to be taken by the CGEWCC, Kolkata based on the decision of the State Government in respect of ldu’I Fitr, ldu’I Zoha [Id -Uz-Zuha(Bakrld)], Muharram and Id -e -Milad</p>
