Ambedkar, for ail Central Government Offices including Industrial Establishments, throughout India, by invoking the powers under section 25 of Negotiable Instruments Act,1881 (26 of 18871).</p>

<p><strong>ORDER:</strong></p>



<p>The Government of Tamil Nadu pass the following orders in regard to the observance of Holidays in the State of Tamil Nadu for the year 2021:</p>



<p>(I)&nbsp;<strong>Public Holidays:</strong>&nbsp;The Holidays declared under the Negotiable<br />Instruments Act, 1881 (Central Act XXVI of 1881) indicated in the notification appended to this order will be published in the Tamil Nadu Government Gazette.</p>



<p>(ii)&nbsp;<strong>Government Holidays:</strong>&nbsp;The Government direct that all the offices under the control of the Government of Tamil Nadu be closed on</p>



<p>(a) The dates specified in the notification appended to this<br />order (except Annual Closing of Bank Accounts on 01.04.2021)<br />(b) All Saturdays and Sundays in the year 2021.</p>



<p>2. The above notified Public Holidays shall also apply to all State Government Undertakings / Corporations / Boards, etc.</p>

<p>Under the “Explanation” to section 25 of the Negotiable Instruments Act, 1881 (Central Act XXVI of 1881) read with Notification of the Government of India, Ministry of Home Affairs, No.20-25-26, Public-1, dated the 8th June 1957, the Government of Tamil Nadu hereby declares that, in addition to “Sundays” expressly defined as Public Holidays in the said “Explanation”, the following days shall be Public Holidays for the year 2021.</p>

<p>&#8220;It has been decided to declare Sunday, the 14th April, 2019, as a public holiday on account of the birthday of Dr.B.R. Ambedkar, for all Central Government Offices including Industrial Establishments throughout India by invoking the powers under Section 25 of Negotiable Instruments Act, 1881.</p>



<p>All Ministries/Departments of Government of India may bring the above decision to the notice of all concerned.”</p>

<p><strong>Change in Holiday on account of Id-ul-Zuha (Bakrid)</strong></p>
<p>Central Government Administrative Offices located at Delhi/New Delhi to remain closed on 22.08.2018</p>
<p>On the basis of the report of  Ruiyat Hilal (moon deciding Committee) headed by Shahi Imam, Jama Masjid, Delhi, Syed Ahmed Bukhari intimating that witnesses of sighting of moon have been received from different cities of India, it has been decided that all Central Government Administrative Offices located at Delhi/New Delhi shall remain closed on 22.08.2018 instead of 23.08.2018 on account of Id-ul-Zuha (Bakrid).</p>
<p>The earlier release issued on 14.08.2018 stating that Id-ul-Zuha (Bakrid) will be celebrated on 23.08.2018 stands withdrawn.</p>

<p>Subject: <strong>Change of date of holiday on account of Id-u-Zuha (Bakrid) during 2018 for all Central Government administrative offices located at Delhi /New Delhi.</strong></p>
<p>In supersession of this Ministry&#8217;s OM of even number dated 14/08/2018 on the subject cited above and on the basis of the report of Ruiyat Hilal (moon deciding Committee) headed by Shahi Imam, Jama Masjid, Delhi, Syed Ahmed Bukhari intimating that witnesses of sighting of moon have been received from different cities of India, it has been decided that in Delhi<strong> Id-ul-Zuha (Bakrid) will be celebrated on </strong><strong>22nd August, 2018</strong> instead of 23.08.20 18 as notified vide this Ministry&#8217;s OM No. 12/ 3/2017-JCA2 dated 14.06.2017 for all Central Government Administrative Offices at Delhi /New Delhi</p>
<p>2 . For Offices outside Delhi / New Delhi the Employees Coordination Committees or Head of Offices (where such Committees are not functioning) can decide the date depending upon the decision of the concerned State Government.</p>
<p>3 . The earlier OM issued in this regard vide OM of even number dated 14/08/2018 stands withdrawn.</p>

<p>As per the list of Holidays circulated vide CGEWCE-2016 DATED 10.01.2017, the holiday on account of Milad-un-Nabi was declared on 01.12.2017 (Friday). Government of Tamil Nadu, vide G.O. Ms.No.962 dated 21.11.2017 has notified that Milad-Un-Nabi (Prophet Mohammed&#8217;s Birthday) will be celebrated on 02.12.2017 (Saturday).</p>
<p>Accordingly, it has been decided to shift the holiday for Milad-Un-Nabi to 02.12.2017 in the place of 01.12.2017 as notified earlier, for all the Central Government Offices situated in Tamil Nadu.</p>

										<content:encoded><![CDATA[<p>Pongal is among 12 holidays that the Centre considers optional. This means Pongal is not a compulsory holiday for Central Government offices in Tamil Nadu.</p>
<p>Tamil Nadu Chief Minister O. Panneerselvam wrote to Prime Minister Narendra Modi on Tuesday requesting that Pongal be included in the list of Compulsory Holidays to be observed by all Central Government Administrative offices in Tamil Nadu.</p>
<p>Mr. Panneerselvam requested that just as the Government of India’s Circular relating to list of 12 optional holidays from which three are to be selected includes an ‘Additional day for Dusshera’, an ‘Additional day for Pongal’ may also be included in the list of optional holidays.</p>
<p>The Chief Minister referred to a Centre&#8217;s notification of a list of holidays, in which 14 days are categorised &#8216;compulsory holidays’, and further three holidays from a list of 12 optional holidays are to be notified by the Central Government Employees Welfare Co-ordination Committee in different State Capitals. He pointed out that Pongal was among in the list of 12 optional holidays, which meant Pongal was not a compulsory holiday for Central Government offices in Tamil Nadu.</p>
<p>&#8220;This apparent diminution in the importance accorded to Pongal for the past several years has created disquiet and an impression that an important people’s festival of Tamil Nadu has been ignored by the Central Government,&#8221; Mr. Panneerselvam contended.</p>
<p>If Pongal was included in the list of compulsory holidays for central government offices in Tamil Nadu, it would &#8220;ensure that Thiruvalluvar day could also be declared as a holiday by the Central Government Employees Welfare Co-ordination Committee of Tamil Nadu, to enable the employees of Central Government Offices working in Tamil Nadu to participate fully in the festivities connected with Pongal,&#8221; the Chief Minister added.</p>
<p>Pongal, the prominent harvest festival of Tamil Nadu, is a social festival that transcended all religions and a number of social, recreational and sporting events including jallikattu were organised along with Pongal festivities, which usually last for three or four days, he said. For the State Government, the holidays start from January 14 and last till January 16, which is Uzhavar Tirunal (Farmers Day).</p>
<p>Pongal falls on the first day of the Tamil Month of ‘Thai’.</p>

<p>The main programme will be held in Chandigarh which will be attended by Prime Minister Narendra Modi</p>
<p>There will be no public holiday and yoga will be voluntary for central government employees on Tuesday, when the country observes second International Yoga Day.</p>
<p>&#8220;There will be no holiday and all government offices will remain open tomorrow,&#8221; a senior official in Department of Personnel and Training (DoPT) said.</p>
<p>He said the Centre has not made it mandatory for the employees to take part in yoga.</p>
<p>&#8220;It is voluntary. Necessary arrangements have been put in place to allow employees to attend yoga at various programmes being organised across the country,&#8221; the official said.</p>
<p>There are about 50 lakh central government employees.</p>
<p>Over one lakh events have been planned in the country on second International Yoga Day. Of these, 10 regional-level mega events will be hosted in Varanasi, Imphal, Jammu, Shimla, Vadodara, Lucknow, Bengaluru, Vijayawada, Bhubaneshwar and Hoshiarpur.</p>
<p>The main programme will be held in Chandigarh which will be attended by Prime Minister Narendra Modi.</p>
<p>Yoga day programmes will also be organised in 391 universities, 16,000 colleges and 12,000 schools across the country.</p>

<p><strong>Subject: Bye Election to fill the clear vacancies in Lok Sabha and State Legislative Assemblies of Meghalaya, Arunachal Pradesh, Jharkhand, Gujarat, Uttar Pradesh and Telangana – Grant of Paid Holiday -regarding</strong></p>
<p>The undersigned is directed to say that in connection with the Bye Election to Bye Election to fill the clear vacancies in Lok Sabha and State Legislative Assemblies of Meghalaya, Arunachal Pradesh, Jharkhand, Gujarat, Uttar Pradesh and Telangana – Grant of Paid Holiday – to be<strong> held on 16th May, 2016,</strong> the following guidelines, already issued by <em><strong>DOPT vide OM No. 12/ 14/99-JCA dated 10th October 2001</strong></em>, which would have to be followed for closing of the Central Government Offices including Industrial Establishments in the States of <strong>Meghalaya, Arunachal Pradesh, Jharkhand, Gujarat, Uttar Pradesh and Telangana.</strong></p>
<p>(i) The relevant offices / organizations shall remain closed in the notified areas where Bye Election to the State Legislative Assemblies scheduled to be conducted.</p>
<p>(ii) In connection with bye-elections to State Assembly, only such of the employees who are bona-fide voters in the relevant constituency should be granted special casual leave on the day of polling. Special Casual leave may also be granted to an employee who is ordinarily a resident of constituency and registered as a voter but employed in any Central Government Organization/ Industrial Establishment located outside the constituency having a general/ bye-election.</p>
<p>2. The employees detailed on election duty may also be permitted to remain away from their normal duties on polling day(s) as also on the days required for performing journeys which might be undertaken in order to perform such election duty</p>
<p>3. The above instructions may be brought to the notice of all concerned.</p>
