Good governance day is celebrated annually on 25 December, the anniversary of the birth of former Prime Minister Atal Bihari Vajpayee.

In line with the objectives of boosting transparency and accountability while ensuring ease of living for the citizens, the Directorate of Estates, Ministry of Housing and Urban Affairs today dedicated to the nation, a new Web Portal and Mobile App, e-Sampada. The new application provides a single window for all these services including allotment for over one lakh government residential accommodations, office space allotment to government organisations in 45 office complexes in 28 cities, booking of 1,176 holiday home rooms and venues like 5, Ashoka Road for social functions etc.

In its endeavour to provide ‘One Nation, One System’, the erstwhile four websites (gpra.nic.in, eawas.nic.in, estates.gov.in, holidayhomes.nic.in), and two Mobile Apps (m-Awas & m-Ashoka5) of the Directorate of Estates have been integrated into one, which paves the way for all services on the same platform throughout the country. The website and mobile app was launched by Shri Hardeep S Puri, Minister of State(I/C) for Housing & Urban Affairs in the presence of Shri Durga Shanker Mishra, Secretary, MoHUA and other senior officials here today.

Addressing the media in a program organised on virtual platform, Shri Hardeep S Puri said that this is a significant step towards promotion of e-governance to boost transparency and accountability in providing various Estate Services like allotment, retention, regularisation, no dues certificate etc.

He further said that E-Sampada is developed to simplify processes and bring uniformity in the system across India. This will promote ease of living for Government of India officers / Departments as all services can be availed online on a single window with a live tracking of applications. Real time information on utilisation of assets and delivery of service will facilitate optimum utilisation of resources. The automated processes will minimize human intervention and will lead to greater transparency.

Shri Durga Shanker Mishra, Secretary said that E-Sampada equips users with very specialised features like personalised dashboard, service usage archive and real time status on licence fees/dues. All payments / dues are to be made cashless through digital modes. It is user friendly and is device responsive. Users will have visual experience of services and will be able to give feedback online.

The portal provides online facility to users across India to lodge complaints, submit documents and appear for virtual hearing. It will reduce administrative cost and will save time and resources by reducing visits to Directorate of Estate. e-Sampada Mobile App and Chatbot facility has been provided for better user experience. Service level benchmarks and activity log for officials are incorporated to ensure accountability.

In continuation of the OM of even number dated 20-3-2020 on the above subject, it has been decided by the competent authority that suo-moto extension of suspension /closure of the booking system for rooms of all the Guest Houses /Touring Officers’ Hostels / Holiday Homes which are under the aegis of Directorate of Estates across the Country shall remain extended upto 17.05.2020

Guidelines for Holiday Homes

Objective :

To establish clear guidelines for short stay use of holiday homes by employees of Department of Posts and other verified persons primarily for tourism.

II. Definitions :

i. Applicant Departmental Employees Serving.
ii. Family means spouse/dependent family member of Government servant.
iii. Guest means persons other than mentioned at sub para (ii) above.
iv. Booking means granting permission to applicants/visitors vide Confirmation Slip by Circle for occupying rooms/suites of holiday homes for specified period subject to authentication of personal details appearing in Confirmation Slip by administrative office of the applicants.

III. Broad Criteria :

Holiday homes have been established throughout the country for the benefit of the Postal Employees. The broad Principle, within the framework of which Department of Posts may establish Holiday Homes are as below:

• Holiday Homes may be set up in suitable hill stations or sea-side resorts or other pleasant surroundings or where popular demand exists.
• Priority would be given to States where there is no Holiday Home.
• Buildings for Holiday Home may be hired from any available source i,e. Defence, Civil, Municipal or private at suitable sites or made available from any surplus Postal buildings / space. Necessary alterations may be effected to set up the Holiday Home.
• The Rent where applicable for hiring buildings for Holiday homes should be approved by the Fair Rent Assessment Committee of the Circles and all the formalities and rules will be observed as in the case of hiring accommodation for offices.
• The head of Circles could also consider construction of Holiday Departmental land and send proposals to the Postal directorate for the cost of construction from welfare fund.
• The Holiday home should have normally minimum of four suites, minimum of four families at a time.
• Each suite should have furniture, utensils, crockery, etc. at the scale indicated in the annexure and the total cost of the same should not exceed Rs.50,000/- as a one time expenditure.
• The Holiday Home may have a common room with various facilities, including essential equipment such as utensils, furniture, recreation facilities for Indoor games etc. The total cost of furniture etc. for the common room should not exceed Rs.70,000/- as a one time expenditure.
• Expenditure on petty replacements, electricity and water should not normally exceed Rs.5000/- per month for a Holiday Home with four suites.
• Expenditure on holiday home would have to be made from Welfare Funds available with the Circle. In case additional funds are required by the Circles on expenditure on holiday homes, the same should be taken up with the Directorate accordingly.
• Current/recurring expenditure on renovation/maintenance/repairing would have to be made from welfare funds available with the circle. In case additional funds are required, the same should be taken up with the Directorate accordingly.

IV. Delegation of powers to Heads of circles for opening of Holiday Homes on the following terms and conditions:

• These delegated powers shall be exercised with the approval of the Head of the Circle for the Circle as a whole. These powers will not be delegated further to any other authority including the Postmaster General and Head of Region.
• The location for opening the Holiday Homes may be identified according to the all India importance of the place vis-a-vis tourists’ interest, importance, and requirements of the Staff of the Department as a whole and likely occupancy of the facility.
• As soon as the locations and building/space is identified for opening the Holiday Homes a detailed proposal may be sent to the Directorate (Welfare and Sports Section) indicating the factors as mentioned in (ii) above. As holiday home becomes operational information regarding its location, full address along with telephone number, controlling officer, weather conditions, approach, surrounding etc. be given to the Directorate for circulation to all circles and uploaded on the Departments website.
• The actual accommodation should be easily approachable and in a prominent place of the city. The security needs of the place as well as of visiting staff may be kept in view.
• Generally not more than one holiday home should be opened in one city/town. However, where considered necessary more suites could be added to an existing holiday home.
• Where it is necessary to hire the accommodation for Holiday Home, the Head of Circles may exercise the financial powers as have been delegated vide Circular No. 2-l12001-Wel/sports dated26.04.2002 subject to the same terms and conditions as laid down in the OM No. 6-14/87-Fincoord (Vol. V) dated 26.03.2001 for Item 7(b) (vi) for hiring accommodation for office-cum-residence. The rent should be invariably approved by the ‘Fair Rent Assessment Committee’ of the Circle and all the formalities and rules that are required to be observed as in the case of hiring accommodation for office-cum-residence should be complied with.
• Current/recurring the expenditure in connection with establishment of Holiday homes may be met from Circle Welfare Fund. There will however, be no special allotment of fund to the Circle on this account from Postal Services Staff Welfare Fund.
• These powers are delegated to the extent of existing infrastructure and no new building would be constructed unless the funds are specially allotted for the purpose for Directorate.
• No operational / Post Office building would be converted into a Holiday home without personal approval of the Head of Circle who will ensure that the accommodation in question is not likely to be required for operational needs in the next 3 years.
• The Holiday home should be provided with a caretaker, for which no additional posts would be created and no additional staff would be given. This may be done by diversion of an existing post, where possible or by outsourcing as per rules on the subject.
• All other conditions such as period and rules of occupancy, rent charged, facilities to be provided etc will continue to be the same as at present and as amended from time to time.
• The concurrence of the Internal Financial advisor and Circle welfare Board should also be obtained before opening a Holiday Home.

V. Eligibility for Booking :

All applicants mentioned at Para II will be eligible for holiday homes for themselves and their spouse/dependent family members and guests.

VI. Priority in Booking :

Booking will be made through automated online system (if online facility is available) primarily on ‘first-come first-serve’ basis subject to fulfillment of prescribed eligibility, time limit and payment of booking charges, etc.

VII. Rent for Holiday Home :

Rent to be charged from occupants of the Holiday Homes (for one suite) would be as indicated below :-

(i) Basic pay upto Rs. 35.400 /- (7th Pay Commission) Rs. 40/- per Day.

(ii) Basic pay exceeding Rs. 35,400 /- (7th Pay Commission) Rs. 100/- per Day.

Subject:- Regularisation of allotment on re-transfer to the last place of posting.
It has come to the notice of this Directorate that some allottees of General Pool Residential Accommodation (GPRA) have retained their accommodation at their last place of posting in contravention of the extant guidelines and instructions on the subject. In this regard, reference is invited to the Rule 54 of Central Government General Pool Residential Accommodation Rules, 2017(CGGPRA Rules, 2017) and it is reiterated that the allottees who have retained General Pool Residential Accommodation (GPRA) at their last place of posting due to their transfer/ posting at non-family stations in violation of the provision of the CGGPRA Rules, 2017 or the extant guidelines, shall not be considered for regularisation of GPRA at their last place of posting.

2. This issues with the approval of the competent authority.

Sub: Online allotment of Railway: Officers Rest Houses, Holiday Homes, Community centers/Halls

A Director’s committee was constituted by the Board on the above subject. Keeping in view the recommendations of the committee, Board (MS, FC & CRB) have approved the following the implementation on IR:

1.0 CRIS will develop an online booking system with automated allotment facility for a specified percentage of rooms for the following categories:-

(i) Staff/Supervisors rest rooms
(ii) Holiday Homes (Officers/Staff)
(iii) Community Centers/Halls
(iv) Officers Rest House

2.0 The automated online allotment system may inter alia consider the following.

2.1 Master Data at the backend

2.1.1 Personal information of the staff/officers : Name, Designation, Grade Pay, Grade, Mobile number/CUG, E-mail Id etc. be linked to IPAS by CRIS. This will generate a password and username. Ideally AADHAR Number may be used. For retired Employees ARPAN may be used and for employees on deputation, the lien Railway may be asked to verify and generate username and password.

The software to be developed by CRIS may have the provision for feeding and storage of above details, to be fed by the users.

2.1.2 Rest house detail and its inventory : Location of rest house (Zone, Division, state, District or place, Address) type of facility (ORH,Staff/Supervisor rest house, Holiday Home, Community Hall) type of rooms (Double Bed, Multiple Beds, Dormitory, Suite with AC or Non AC Classification), location on Google map with photographs may be provided.

The Software to be developed by CRIS should have the provision for feeding and storage of above details, to be fed by the Railways.

2.1.3 Structure of ‘Admin’ for the allotment and monitoring : There will be a Super Admin at Board level and ‘Admin’ at Divisional level for allotment, operation and monitoring DRM office will have control on allotment for rest houses in open line, CAO/C office for rest house in construction Organization and GM office for production units.

3.0 Policy/Procedural issues

3.1 Advance Booking Period: At present there is no uniform policy in practice across IR. Advance Booking period of one month for Rest House facilities and two months for Holiday Home and Community Halls may be provided for in the software by CRIS.

3.2 There shall be an Automatic allotment (Software generated) of rooms/beds upto 70% of the total numbers, truncated to lower integer. For example in case rooms are 7, then 70% would be 4.9, this would be truncated to 4 for automatic and 3 for manual allotment called emergency allotment. Rooms against emergency allotment are to be allotted only after rooms against automatic allotment are booked.

3.3 Online payment facility and uniform room rent policy : Following room rents have been approved for uniform implementation across IR, depending upon the city and type of the room. The payment for the rest house shall be made online for all rooms with automatic allotment. The manual facility may also be continued for some time. For 70% auto allotment, advance online payment may be made compulsory. Payment Gateway may be provided by CRIS for this purpose.

The Room rents per day for officer Rent Houses/Holiday Homes are as under:-

* Dormitory on private account – Rs.50/Bed

3.4 Online check-in and Check-out facility : This will improve the rest house availability as room will be instantaneously available after checkout. check in and checkout may be done by the official himself or the supervisor/Caretaker of the facility.

3.5 Multiple ORH at big place : Many facilities are available at big cities and booked by different agencies like GM office, DRM office, and construction organization etc. also one rest house is booked by multiple agencies like Rail Nivas, New Delhi. In partial modification of the existing instructions, it has been decided that the DRM office of the station will be single point office, for allotment of all facilities except construction ORH, which will have the ‘Admin’ in construction organization.
In case of more than one DRM office at one place like Mumbai, Hyderabad, Kolkata Nagpur each one will control it in specific divisional area, this will be clearly indicated on the website.

3.6 Maximum rooms to be allotted : Not more than five days in lean season and three days in peak season will be the duration of the allotment.

3.7 Maximum duration for allotment : Not more than five days in lean season and three days in peak season will be the duration of the allotment.

3.8 Prevention of Multiple Bookings: In case of multiple rest houses in a city, the system shall be able to allot the rooms as per the maximum allotment permissible at the station among all the facilities of the city.

3.9 Cancellation and Modification: Officials will be allowed to modify the request and also to cancel the request. The online amount paid for booking will not be refunded for the facilities except Community centers/halls. The system will also have waiting list and in case of cancellation, the allotment will be as per the facilities except community centers/halls. An official may be allowed to cancel the booking of holiday homes only three times in a year After this a no consideration period of six months for auto allotment of that facility may be imposed on the official. But the official may be permitted to get booking done on manual allotment basis.

In case of administrative requirement, ‘Admin’ may cancel the booking. In Case of special occasion like marriage, special booking through ‘Admin’ may be made.

3.10 Feedback and Rating:

Feedback as a one click system (star rating0 at the time of checking out, may be made. It will also have provision for remarks, visible to all users.

4.0 CRIS may consider the above and develop the application software and put it on trial for two months for obtaining feed back and making corrective action if any in consultation with Transformation cell.

This issues with the concurrence of Associate Finance of Transformation Cell Railway Board.

Out of which 19 holiday home and 35 touring officers’ hostels are under online booking. Details of their State-wise location and capacity (including those covered under online booking) is given at Annexure-I.
(c) Yes Madam.
(d)&(e) In principle approval for construction of 19 new holiday homes/touring officers’ hostels/guest houses, including at the places where no holiday home/guest houses are available, has been issued. The details are enclosed at Annexure-II.
