New Delhi, Feb. 22: The UGC today recommended a 20 per cent pay hike for university and college teachers.

A performance-linked promotion system has been suggested with stress on research. The retirement age will remain unchanged at 65.

The recommendations, made by a five-member committee, have to be accepted by the HRD ministry. If approved, the hike will be the first such revision in more than a decade and cover nearly 30,000 teachers in central universities and over four lakh in state varsities and colleges.

The panel has suggested that the new salaries be paid with retrospective effect from January 2016. The UGC cleared the report without changes.

According to the recommendations, a teacher’s starting package will be revised by a multiplier of 2.72, applied to the basic salary and another component called academic grade pay (AGP).

For instance, a directly recruited professor who gets around Rs 43,000 as basic salary, Rs 10,000 as AGP and dearness allowance now will be entitled to a basic salary of Rs 1.44 lakh which would subsume the present dearness allowance.

The Seventh Pay Commission, whose report was accepted last year for civil servants and other central staff, had used the 2.72 multiplier.

The last revision for teachers in 2006 had put their package higher than that of civil servants at the entry level. Teachers may continue to retain the edge even under the revised structure, sources said.

Furqan Qamar, the secretary-general of the Association of Indian Universities (AIU), said university and college salaries had been kept higher to attract talent.

On promotions, the current determinants are indicators like teaching and research output. The UGC panel, headed by Prof. V.S. Chauhan, has suggested that more stress be laid on quality research, such as papers published in reputable journals, the sources said.

The UGC has forwarded to all central universities a finance ministry order suggesting the Centre will bear no more than 70 per cent of the additional expenses arising out of the revised pay. This order covers autonomous institutions, including central universities.

The higher education regulator has asked the 40-odd central universities to specify how much internal resources they can generate, indicating the possibility of a hike in tuition fees.

The new pay proposals are not binding on state universities, which have to fund the higher salaries from their own resources. But they have usually adopted such suggestions in the past.

The Union HRD ministry has set up a separate committee for salary revision of teachers in technical institutions like the IITs and the IIMs.

Budget 2017 – EC’s Order could bring Cheer to Central Government Employees

Budget 2017 will be keenly watched by millions of CG employees, after waiting patiently for months over hike in allowances as recommended by the 7th Pay Commission.

A new development on Monday could still raise hopes for about 47 lakh Central government employees and 53 lakh pensioners, of which 14 lakh employees and 18 lakh pensioners are from the defence forces, despite the model code of conduct.

The Election Commission of India (EC) said in its order issued on Monday that the budget cannot have promises that are aimed at the five states that could give an electoral edge.

“The Commission hereby directs that in the interest of free and fair elections and in order to maintain level playing field during elections, no State specific schemes shall be announced in the National Budget which may have the effect of influencing the electors of the five poll going States in favour of the ruling party(ies),” the EC said.

“It may be ensured that in the Budget Speech, the Government’s achievements in respect of said five States will also not be highlighted in any manner,” the poll panel added.

In other words, the present government could take a call on raising allowances as proposed by the 7th CPC since the decision would have a pan-India effect and not necessarily be seen as luring voters of the five states. So, the model code of conduct need not come as a hurdle.

Money has not been seen as a constraint given that the tax collections have remained buoyant this year and the government also made adequate provisions (Rs. 70,000 crore) for implementing the 7th CPC proposals in Budget 2016.

“The Government announced that the second income disclosure scheme (IDS II) will run till March 31. We continue to estimate that it will net the fisc about Rs1000bn/0.7% of GDP of additional taxes. This should allow Finance Minister Jaitley to hold the FY18 fiscal deficit at 3.5% of GDP – same as FY17’s – and at the same time fund the 7th Pay Commission and recapitalize PSU banks, without cutting back on public capex,” BofA Merrill Lynch had said in a note a few weeks ago.

7th pay commission: This is why Modi government not giving hike to 47 lakh employees

Reports suggest that the committee under the chairmanship of finance secretary Ashok Lavasa has finalised its report for salary hike in accordance with the recommendations of the seventh CPC, but the government is unable to pay the allowances to its employees due to cash crunch.

More than 14 months have passed since the seventh pay commission report was submitted and little less seven months have elapsed since the union cabinet approved implementation of the salary hike recommendations, but the central government employees are still awaiting the good news.

Demonetisation is said to be the reason behind the delay in announcing allowances by the Narendra Modi government for the 47 lakh employees and 53 lakh pensioners. The number of beneficiaries includes 14 lakh employees and 18 lakh pensions from the armed forces.
HOW DEMONETISATION AFFECTS PAY HIKE: THINGS TO KNOW

The government has announced that it will implement the seventh pay commission’s recommendations from January 1 last year. But, in the aftermath of demonetisation, the government is not in position to make the final decision.

The seventh pay commission proposed a 138.71 per cent hike in housing allowance (HRA) and 49.79 per cent for other allowances.

The pay commission estimated that during the current fiscal, the hike in allowances would add a burden of Rs 29,300 crore (Rs 17,200 crore under HRA and Rs 12,100 crore under other allowances). This is a huge sum but after demonetisation, the government is working hard to stave off the cash crunch that set in.

The Modi government has constituted a committee to look into the recommendations regarding allowances and the manner of their implementation.

Some reports suggest that the committee under the chairmanship of finance secretary Ashok Lavasa has finalised its report, but the government is unable to pay the allowances to its employees due to cash crunch.

The employees’ unions have been putting pressure on the finance ministry to announce hike in allowances at the earliest.

The announcement of assembly elections in five states has given some time for the government as it cannot announce pay hikes till the model code of conduct is in place.

The assembly elections have given the government time till March 8, by when there would be some additional cash in circulation. But, by then the budget would have been presented and accommodating over Rs 29,000 crore for salaries and pensions in the budge may pose a problem.

The delay in implementation of the seventh pay commission’s recommendations has caused tremendous irritation and frustration among employees.

The BJP may have to face a backlash in the assembly elections in the five states, two of which is ruled by the party either directly or in alliance. Thus, demonetisation move by the Modi government may strike a double blow to the BJP in polls.

New Delhi, June 17: There is a good news for central government employees who have been ardently waiting for the implementation of 7th Pay Commission. According to a Dainik Jagran report, “The Cabinet Secretary met the PMO officials on Wednesday and apprised them about the secretaries panel’s recommendations on the salary and allowances hike recommended for central government employees.

The secretaries panel reviewing the 7th pay commission’s recommendations have submitted its report to the Finance Ministry. The Finance Ministry will prepare a note and present it before the Cabinet in the next 15 days.” Whereas according to a India.com report, “The 13-member Committee of Secretaries headed by the Cabinet Secretary Pradeep Kumar Sinha is likely to submit its final report on the recommendations proposed by the 7th Pay Commission on June 18. After panel submits its report, Cabinet is expected to give the green signal for implementation of the revised recommendations. However the government is planning to implement the recommendation made by the 7th Pay Commission regarding the salary hike of government employees from August 1.” According to latest reports, Government staff will get their six months arrears in one installment in the month of October. It is being said that Government will implement Seventh Pay Commission most likely from July. Employees will get increased payout in their July salary and it will be credited in their account on August 1. The recommendations when implemented would have bearing on remuneration of 47 lakh central government employees and 52 lakh pensioners. Subject to acceptance by the government, the recommendations will take effect from January 1, 2016.

The Seventh Pay Commission be implemented anytime now but before that everyone wants their demands to be met in regards with the allowances and wages. If reports are to be believed then, the doctors working in government hospitals in Delhi may go on strike if the Modi government does not meet their demands in connection with the seventh pay commission.

Government is deciding our pay scale, and does not even bother to listen to our demands. They do not even give us appropriate representation in the committee. While no doctor likes to go on strike, we will do exactly so if the existing recommendations of the 7th Pay commission are given a go ahead,” Dr Pankaj Solanki, President, Federation of resident doctors association (FORDA) was quoted as saying in a ZeeNews report.

The report further adds, “FORDA is a body of 15000 resident doctors in the capital, and have said that government doctors from other organisations and states have shown their inclination towards the strike opposing the recommendations of the seventh pay commission.” Doctors have said that either their demands be met by the end of or they will go on an indefinite strike. Earlier, the central government employees had also said that they are planning to strike work on July 11 so that they get higher wages and allowances under the 7th Pay Commission.

The central government employees lead by the National Council (Staff Side) Joint Consultative Machinery have also said that they will not accept unilateral decision on salary hikes under the seventh Pay Commission and would like to have more say in the way their monthly salaries and allowances are shaped up by the Empowered Committee of Secretaries.

Subject to AICIN data for the next two months remaining in the current level, the following assumption is being made.
The AICPIN data for April 12 has been recently published. It rises to 4 points and reached 205.

We know that D.A. is calculated on the basis for 12 months average. To calculate the D.A. payable from 1st July 2012, we need the figures of May and June 2012 which are to be released on 30.06.12 and 31.07.12 respectively.

If the data remains for the next two months in the same level, i.e. 205, the hike will be 7%. Even if it marginally drops 1 point in any of the months, the rise will be still 7% which will take the total D.A. to 72%.
Considering the latest hike in petrol price, it is unlikely that the index may drop in the next months. So we can guess the next D.A. hike @7%, revising our previous guess work.
