(ii) NFIR&#8217;s letter No. I/8/Part I dated 21/03/2016, 17/06/2016, 10/08/2016 &amp; 14th Feb 2017.</p>



<p>Kind attention of Railway Board is invited to NFIR&#8217;s PNM Agenda Item No.24/2017 wherein it has been requested to kindly issue clarificatory instructions to the Zonal Railways in general and South Western Railway in particular to arrange payment of Over Time Allowance to the Sr. Technicians GP 4200/ Level-6 and. other eligible staff. While the subject could not be discussed in the PNM meeting held on 25th /26th April, 2019 due to paucity of time, the Official Side conveyed as follows :-</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p><strong>&#8220;South Western Railway has been asked to comment on the status of the demand made by the Federation. No reply received yet. Reminder sent on 26/03/2019.&#8221;</strong></p></blockquote>



<p>Federation desires to reiterate that already considerable delay has taken in the matter as the first reference in this case was sent to the Railway Board by the Federation in August, 2016, therefore there is need to obtain facts from the South Western Railway immediately on priority.</p>



<p>NFIR, therefore, requests the Railway Board to kindly expedite and see that instructions are issued to the Zonal Railways including South Western Railway to ensure payment of OT Allowance to Sr. Technicians etc., as raised in the PNM agenda. A copy of instructions issued may be endorsed to the Federation.</p>

<p><span style="text-decoration: underline;"><b>Station Masters</b></span></p>
<p>The cadre of Station Masters, nearly 39,000 strong, is one of the visible faces of Indian Railways. They are connected with working of traffic, commercial duties like issue of tickets, goods handling, parcel handling, accounting of station earnings. They are also responsible for proper co-ordination between personnel of different departments posted at the station. Theirs is presently a three-tier structure:</p>

<p>Some major stations have posts of Station Superintendent (Gazetted).</p>
<p><b>Presently the mode of recruitment is as follows:</b></p>
<ul>
<li>SS–100 percent promotional</li>
<li>SM–10 percent through  Limited Departmental Competitive Examination (LDCE), from serving non-ministerial graduates of Commercial and Traffic Departments; 15 percent+Shortfall against LDCE through Direct Recruitment from the open market; 75 percent through promotions from ASM</li>
<li>ASM–25 percent through General Selection from specified serving matriculates in GP 1800, 1900, 2400 and 2800; 15 percent+Shortfall against General Selection through LDCE (from employees of specified categories of Commercial and Traffic Departments with qualification of graduation and a minimum service of 5 years for Group D staff); 60 percent+Shortfall against LDCE through Direct Recruitment from the open market.</li>
</ul>
<p><b>There is a demand to upgrade ASMs from GP 2800 to GP 4200.</b></p>
<p><span style="text-decoration: underline;"><b>Analysis and Recommendations</b></span></p>
<p>The Commission notes that 7 percent of the entire cadre is presently in GP 2800, 53 percent in GP 4200 and 40 percent in GP 4600. Keeping in mind the identical educational qualifications required for the posts of ASM and SM, with practically no difference in the functions performed by them, and the historical importance of the post, it is recommended that the ASMs in GP 2800 should first be upgraded to GP 4200 and then fitted in the revised Pay Matrix. The cadre will then have 60 percent posts in Level 6 and 40 percent in Level 7.  The designation of ASM may be abolished. Separate recommendations have been made regarding Dress Allowance to Station Masters. Other demands like grant of Safety and Punctuality Allowance, Outturn Allowance are not justified.</p>

<p>Subsequently, vide ID No. 2(1)/2009-D(Civ-I), dated 26.07.2010, MOD issued instructions for grant of upgraded pay scales to the Fire Fighting Staff as per 6th CPC recommendations which is mentioned below:-</p>

<p>Para 3 of the above MOD ID states that as for the four grade promotional scheme applicable to the civilian drivers as extended to the Fire Engine Drivers, they may continue where they exist at present and in remaining establishments, the posts of Fire Engine Drivers shall be merged with the Fire Fighting Cadre.</p>

<p>This upgradation and merger have disturbed the horizontal parity between Fire Fighting Cadre and Fire Engine Drivers as under:-</p>

<div> To remove this disparity some of the incumbents (FEDs) filed O.A. (No.060/00443/2015) in Central Administrative Tribunal – Chandigarh. On 25.05.2015 the CAT Chandigarh disposed off the O.A. with direction to respondents to take a view on the pending representations of the applicants by passing reasoned and speaking order in accordance with Law and Rules within a period of 03 months.</div>
