<blockquote><p><strong>Berth no.63 in S1 Coach of the train earmarked for Security Personnel</strong></p></blockquote>
<p>To help passenger to contact security personnel onboard a running train, Indian Railways has decided to earmark seats for security personnel of train escort team. In a recent circular issued from Ministry of Railways, provision of one side lower berth (berth no.63) in coach S1 has been earmarked in Sleeper Class coach in the entire train in which this security staff is travelling. If the train is being escorted by GRP, one berth will be earmarked for GRP and in case the train is escorted by RPF, one berth in Sleeper class will be earmarked for RPF. In case no RPF/GRP is escorting the train, no accommodation will be earmarked for them.</p>
<p>In case of any untoward incident or for any security related issues during journey, passengers may contact the security staff at the earmarked accommodation.</p>

										<content:encoded><![CDATA[<p><strong>Safety of Women Passengers in Railways</strong></p>
<p>Policing on Railways being a State subject, prevention of crime, registration of cases, their investigation and maintenance of law and order in Railway premises as well as on running trains are the statutory responsibility of the State Governments, which they discharge through Government Railway Police (GRP). However, Railway Protection Force (RPF) supplements the efforts of the GRP to provide security to passengers including women.</p>
<p>The following measures are being taken by Railways for safety and security of passengers including women passengers in trains:</p>
<blockquote><p>1. On vulnerable and identified routes/ sections, 2300 trains (on an average) are escorted by Railway Protection Force daily, in addition to 2200 trains escorted by Government Railway Police of different States daily.</p>
<p>2. The ladies special trains running in Metropolitan cities are being escorted by lady RPF constables.</p>
<p>3. The ladies compartments in sub-urban trains running in metropolitan cities are being escorted by RPF and GRP. Staff deployment is made during late night and early morning in such trains to ensure proper security to the lady passengers. 4. RPF holds regular coordination meetings with State Police at all levels to ensure proper registration and investigation of crime by GRP.</p></blockquote>
<p>At present, Close Circuit Television (CCTV) cameras have been provided at about 311 railway stations over Indian Railways. In addition, CCTV cameras have also been installed on trial basis, in a few coaches of some of the trains.</p>
<p>Security has been identified as one of the priority areas for strengthening and upgradation. Measures initiated to strengthen security of women commuters include operationalization of 182 All India Security Helpline, development of security App over some of the zonal Railways, prosecution of offenders under relevant sections of Indian Railways, surveillance in station premises through CCTV etc.</p>
<p>This information was given by the Minister of State for Railways Shri Manoj Sinha in a written reply to a question in Rajya Sabha on 11.03.2016 (Friday).</p>

										<content:encoded><![CDATA[<p><b>Railways Takes Measures to Enhance Safety &amp; Security of Passengers</b><br />
The measures taken by the Railways to improve safety and security of passengers are as under:-</p>
<p>1. On vulnerable and identified routes/ sections, 1300 trains (on an average) are escorted by Railway Protection Force daily, in addition to 2200 trains escorted by Government Railway Police of different States daily.<br />
2. An Integrated Security System consisting of electronic surveillance of vulnerable stations through Close Circuit Television Camera Network, access control, Anti-sabotage checks has been finalized to strengthen surveillance mechanism over 202 sensitive Railway stations.<br />
3. Security Helpline Number ‘182’ has been operational at all zonal railways to enable all rail passengers including ladies in distress to seek security related assistance round the clock.<br />
4. To empower the RPF to create a more effective security mechanism over Indian Railways, a proposal for amendment in the RPF Act has been moved by the Ministry of Railways with the approval of the Ministries of Law and Justice and Home Affairs.<br />
5. RPF holds regular coordination meetings with State Police at all levels to ensure proper registration and investigation of crime by Government Railway Police (GRP).</p>
<p>Policing on Railways is a State Subject and prevention of crime, registration of cases and their investigation in Railway premises as well as on running trains including creation of secure environment for women passengers are, therefore, the statutory responsibility of the State Governments, which they discharge through Government Railway Police (GRP) of the States concerned. However, Railway Protection Force (RPF) supplements the efforts of Government Railway Police by deploying its staff for escorting of important trains in affected areas and access control duties at important and sensitive stations.<br />

										<content:encoded><![CDATA[<p><strong>Proposal to Amend Railway Protection Force Act</strong></p>
<p>A proposal to amend the Railway Protection Force (RPF) Act, 1957, has been approved by the Ministry of Railways. The proposal seeks to achieve the objective of replacing the presently prevailing three tier security system of RPF, Government Railway Police (GRP) and District Police with a two tier security system of RPF and District Police over Railways. The Ministries of Home Affairs and Law &amp; Justice have already approved the above proposal. Matter has been forwarded to the States for soliciting their opinion on the above proposal.</p>
<p>Security has been identified as one of the priority areas by Railways for strengthening and up-gradation. Efforts made to strengthen railway security in recent past include installation of an integrated Security System, procurement of modern security related equipment, setting up of All India Security Help Line, networking of RPF Posts and Security Control Rooms and strengthening of manpower etc.</p>
<p>This information was given by the Minister of State for Railways Shri Adhir Ranjan Chowdhury in written reply to a question in Lok Sabha today.</p>
