<p>Ministry of Railways has announced one of the world&#8217;s largest recruitment processes for 89409 posts in Group C Level I (Erstwhile Group D) &amp; Level II Categories. Online applications have been invited for the Group C Level II posts like Assistant Loco Pilots, Technicians (Fitter, Crane Driver, Blacksmith, and Carpenter) and Group C Level I (Erstwhile Group D) posts like Track maintainer, Points man, Helper, Gateman, Porter. This recruitment drive is open for candidates who have passed Class Xth &amp; ITI for Group C Level I posts &amp; Class Xth &amp; ITI or diploma in engineering or a graduation in engineering for Group C Level II posts like Assistant Loco Pilots, Technicians and aspire to join Indian Railways.</p>
<p>&nbsp;</p>
<p>Ministry of Railways has published a notification no. CEN 01/2018 for Group C Level II Categories posts for the candidates in the age group of 18-28 years who have passed Class X and have an industrial training certificate (ITI) or diploma in engineering or a graduation in engineering.</p>

<p>The notification no. CEN 02/2018 about Group C Level I (Erstwhile Group D) posts for candidates in the age group of 18-31 years and who have passed Class X and have an industrial training certificate (ITI). For Group C Level I (Erstwhile Group D) posts, the monthly salary along with allowances as per the Seventh Pay Commission (level 1) Scale (18,000- 56,900) will be given to the selected candidates. Applications for Group C Level II posts will be accepted till 5th March 2018 &amp; for Group C Level I (Erstwhile Group D) posts will be accepted till 12th March 2018.</p>

<p>Sub :- <strong>Remuneration to be paid to the Gramin Dak Sevaks engaged as substitutes in short term vacancies of Postmen/Mail Guards and MTS.</strong></p>
<p>1 , Attention is invited to this Directorate OM of even number dated 26.04.2017 vide which rate of remuneration of the <strong>Gramin Dak Sevaks</strong> engaged as substitutes in short term department vacancies of Postmen, Mail Guards and MTS was issued. In this context, references are being received from Service Unions that the words &#8220;In future&#8221; and &#8220;with effect from 01.01.2016&#8221; in the Para 3 of the said OM dated 26.04.2017 give different impression over date of implementation of the instructions and has requested to issue clarification.</p>
<p>2. The matter has, further, been examined in this Directorate in the light of the approval of Department of Expenditure, Ministry of Finance and it is clarified that the orders contained in the ibid OM dated 26.04.2017 (copy attached) are to be implemented w.e.f. 01.01.2016.</p>

<p>Subject: <strong>Remuneration to be paid to the Gramin Dak Sevaks engaged as substitutes in short term vacancies of Postmen/Mail Guards and MTS.</strong></p>
<p>Consequent upon the implementation of the Seventh Pay Commission&#8217;s recommendations, the matter regarding the rates of remuneration payable to Gramin Dak Sevaks engaged as substitutes in short term departmental vacancies of Postmen/Mail Guards and MTS has been reviewed.</p>
<p>2. It has now been decided that the remuneration of the Gramin Dak Sevaks engaged as substitutes in short term departmental vacancies of Postmen, Mail Guards and MTS may be calculated on the basis of the minimum pay of the respective levels of the pay matrix in whiCh the substitute is engaged as defined in the CCS (Revised Pay) Rules 2016 and as mentioned in Table below:</p>

<div>The undersigned is directed to refer to the minutes of the separate meeting held on 15.07.2015 on the leftover PNM/NFIR items and to state that,DoP&amp;T’s OM dt.03.04.2012 have been adopted by the Board vide letter dt. 14.09.2012 (RBE No.102/2012) issued by its Estt. Dte. Accordingly, the matter has been examined in consultation with Estt. Dte. of Railway Board and they have clarified that Board’s instructions dt. 14.09.2012 applies exclusively in cases, where candidate being considered for appointment on <b>Compassionate grounds are not meeting the minimum qualification for entry into the Government service that is, in Grade Pay Rs. 1800/- and the word ‘trainees’ have been coined only for this limited purpose</b>. It has nothing to do with trainees (who get stipend and not salary) in various posts of Grade Pay Rs.1900 &amp; above, where it is mandatory for persons to complete the training successfully, before joining a working post.</div>

<div>In view of the above position Federation’s demand is not feasible for acceptance.</div>

<p>Sub: <strong>Restoration of the erstwhile Group-D posts and regularization of the services of Contract/Casual E</strong><b>mployees</b></p>
<p><strong><span style="padding: 5px 8px; background: #eee;">Introduction </span></strong></p>
<p>During the course of oral evidence of the Staff Side of the National Council(JCM), with the 7th CPC, while discussing on Chapter 17, para No.17.1, 17.4.2 to 17.5.5 of the memorandum submitted by the Staff Side of the National Council(JCM), the Staff Side stated that a large number of contract/casual, contingent and daily rated workers are deployed in various Central Govt. Establishments including Railways, Defence, postal, Income Tax and Accounts &amp; Audit etc. especially in the jobs performed by the erstwhile Group-D Employees such as Chowkidar, Safaiwalas, Peons, Mali, Washerman etc. The Chairman of the 7th CPC after listening to the views put forth by the Staff Side in this regard has desired that the Staff Side may give their views in writing for restoration of the erstwhile Group-D posts in Central Govt. Establishments. Accordingly the following note is submitted for the favourable consideration of the 7th CPC</p>
<p><strong><span style="padding: 5px 8px; background: #eee;">Background</span></strong><br />
Till the beginning of the 1980&#8217;s the nature of duties like sweeping, gardening, Watch Ward, Peon, Orderly, Messenger, Duftry etc., were performed by permanent Group-D Employees. However, after imposition of ban on recruitment from 1984 onwards, many Government Department, as mentioned above, stopped recruitment in the above mentioned posts and have started outsourcing all these jobs, resulting in large scale scam and corruption and also exploitation of labour. It is reliably learnt that more than 35% contract/casual workers are employed in all the Central Govt. Departments. The 6th CPC after considering the fact that the above mentioned Group- D posts also require certain amount of skill recommended for upgradation of all Group-D posts to Group-C by upgrading the pay scales. Acco~dingly these employees after suitable training were re-designated as Multi Tasking Staff (MTS). The 6th CPC further recommended that recruitment in the erstwhile Group-D posts will be from amongst Candidates possessing minimum qualification of either 10th pass or ITI certificates.<br />
Although the pay scales of erstwhile Group-D employees were upgraded, the recommendation relating to multi tasking could not be given effect in letter and spirit in many of the Central Govt. Departments due to<br />
practical problems and functional difficulties in view of the fact that the job profile of all the erstwhile Group-D categories has not only been distinctly different from each other, but majority of the posts have full time jobs leaving very little scope for carryout multi tasks.</p>
<p><strong><span style="padding: 5px 8px; background: #eee;"> Employment opportunities for School dropouts </span></strong></p>
<p>Prior to implementation of recommendation of 6th CPC, the educational qualification required for most of the erstwhile Group-D posts with 8th Std. passed or less qualification as the job profile of these posts did not demand high standards of education. The maximum education qualification for the erstwhile Group-D posts was prescribed at 8th Std. passed in keeping with the aims and principles of inclusive growth and economic empowerment of poor and the downtrodden who are unable to afford higher education due to socio economic reasons and conditions. Recently the Skill Development Ministry has taken a decision to impart training for the school dropouts, so as to make them eligible for employment opportunities.</p>
<p><strong><span style="padding: 5px 8px; background: #eee;"> Proposal of Staff Side </span></strong></p>
<p>In view of the facts mentioned above the Staff Side propose the following for the consideration of the 7th CPC:-</p>
<blockquote><p>(i) Minimum qualification for all the posts shall be 8th standard pass or less and that persons possessing educational qualification beyond 10th Std. may be debarred from seeking employment in all the above posts.</p>
<p>(ii) All the outsourced workers at present employed in various erstwhile Group-D posts either through contractors or through the system of outsourcing, Casual/daily rated workers may be absorbed against the existing vacancies subject to possessing the educational qualification or by imparting them in-house training. This will go a long way in curbing corruption and also exploitation of the poor contract and casual workers.</p></blockquote>
<p>We hope that the 7th CPC may consider our proposals in its true perspective.</p>

<p>Attention is invited to instructions contained in Board’s letter of even number dated 19/9/2014 (RBE No. 103/2014), wherein Railway Recruitment Cells (RRCs) were asked to publish notification for open market notification for open market recruitment to posts in Pay Band-1 (Grade Pay: Rs 1800) once in two years beginning July, 2015 besides adhering to the schedule as contained in RBE No. 164/2011 for conduct of such recruitment exercises.</p>
<p>In light of examination of modalities for online conduct of open market recruitment examination by a Committee, it has now been decided by the Board that notification for recruitment to posts in Pay Band-1 (Grade Pay: Rs 1800) from open market may be published by Railway Recruitment Cells (RRCs) in July, 2016 instead of July, 2015 duly assessing the vacancies in terms of instructions contained in 1(iv) of Board’s letter of even number dated 10/12/2014 (RBE No. 138/2014).</p>
<p>Application will be called online, modalities for which will be provided in due course. Modalities for conduct of online examination, if any, which is presently under examination of Committee ibid will be apprised in due course.</p>

<p>The undersigned is directed to refer to office memorandum No. 14/8/90-JCA dated 29.06.1990 and 14/8/86-JCA (Vol. III), dated 23.07.1987 regarding supply of uniform to certain identified category of group C&amp;D employees and considering the request of All India CGHS employees Association on the above noted subject, it has been decided to pay Uniform Allowance in cash in lieu of uniform to entitled group C &amp; erstwhile group D employees (now called group C) staff except nursing staff.</p>
<p>2. The scale of payment will be as under.</p>

<p>Please refer to Board’s letter of even number dated 19-12-2012 seeking your views on the proposal regarding grouping/broad-banding of erstwhile Group ‘D’ staff and revision of their designation. However your reply is awaited. Keeping in View recommendations of 6th CPC and instructions issued by Department of Personnel &amp; Training vide their OM dated 30-04-2010 &amp; views of nodal Directorates, proposed revised designations of erstwhile Group ‘D’ staff (now in Grade Pay Rs.1800) were discussed by the Committee for Standardization of Designations. Accordingly, a department-wise list of proposed revised designations of erstwhile Group ‘D’ staff in Grade Pay Rs. 1800 is enclosed. Nodal Directorate have also given their comments to the proposed revised designations of erstwhile Group ‘D’ staff.</p>
<p>Federations are requested to please convey their views expeditiously on the proposed revised designations of erstwhile Group ‘D’ staff, so that case may be processed for Board’s consideration.</p>

It was held in the Mohan Pal Case SLP (Civil) No. 2224/2000 that the Scheme of 1-9-93 is not an ongoing Scheme and the temporary status can be conferred on the casual labourers under that Scheme only if they were in employment on the date of the commencement of the scheme and they should have rendered continuous service of at least one year i.e. at least 240 days in a year or 206 days (in case of offices having 5 days a week). The Scheme inter-alia provided for regularization of CL-TS against Group `D’ posts.</p>
<p>2. Following the acceptance of the recommendation of the 6th CPC, all Group D posts have been upgraded to Group C posts. Recruitment to erstwhile Group `D’ posts placed in Group ‘C’, PB-1, Grade Pay ‘1800/- (non technical as MT Staff) is now made only through Staff Selection Commission and minimum educational qualification for appointment is Matriculation or ITI pass. Regularisation of CL-TS therefore cannot be done by the Ministries/ Departments on their own and requires relaxation of para-8 of the Appendix to the O.M. dated 10.09.1993.</p>
<p>3. This Department vide O.M No. 49011/31/2008-Estt(C) dated 17th February,2009 had requested all Ministries/ Department to provide information relating to CL-TS on their rolls. Information relating to 231 CL-TS was received from 29 Ministries/Departments which were processed. Since then this Department has been receiving proposals piece-meal from different</p>
<p>4. Department of Expenditure have now advised this Department that in order to avoid piece- meal examination of such proposals, a consolidated proposal for regularization of all such remaining CL-TS who were on the rolls of the Ministries/Departments on 10.09.1993 and yet could not be regularized may be forwarded to them for further consideration/examination. Therefore, all Ministries/Departments are requested to review the position at their establishments and send a consolidated proposals for regularization of services of such remaining CL-TS on their rolls (including attached/subordinate and autonomous bodies), if any, latest by 30.11.2014 to this Department in the enclosed format. It may be ensured that complete information in respect of the Ministry/Department and its Attached/Subordinate Offices is sent. 1. Reference further our note No. A/86320/RR/MTS/DGQAJAdm-10 dated 14 Aug 2012</p>
<p>2. The Recruitment Rules after 6th CPC of Multi-Tasking Staffs were published in the Gazette of India on 09 Jun 2012 vide SRO 39 dt 31 Mar 2012. Now, these Recruitment Rules have been revised for the posts of, MTS(Office), MTS(Security), MTS(Sanitary), MTS(Horticulture), MTS (Barber) and MTS (Nursing) except Senior MTS(Office) in DGQA Organisation and published in the Gazette of India on 01 Feb 2014 vide SRO 02 dated 11 Dec 2013. A copy of the same is forwarded herewith for posting on DGQA website.<br />

<p>(a) whether a huge number of vacancies of various posts are lying unfilled in the Central Government Services;<br />
(b) if so, the details thereof, category-wise;<br />
(c) whether the Government has taken any decision to reduce certain percentage of posts annually;<br />
(d) if so, the details thereof;<br />
(e) whether the Government has issued any guidelines not to revive posts lying vacant for a specific period;<br />
(f) if so, the details thereof; and<br />
(g) the measures taken by the Government to fill up vacant posts in the Central Government Services in a time bound manner for various categories?</p>

<p>(e) &amp; (f): As per the Office Memorandum issued by the Ministry of Finance (Department of Expenditure) on 18.09.2013 on ‘Expenditure Management – Economy measures and rationalization of Expenditure’, posts that have remained vacant for more than a year are not to be revived except under very rare and unavoidable circumstances and after seeking clearance of Department of Expenditure.</p>
<p>(g): Individual Ministries/Departments have to take necessary action to fill up vacant posts in their Departments.</p>
