<p>Sub: <strong>Extension of the scheme of hiring of para-medical categories in Group ‘C’ on contract basis.</strong></p>



<p>Ref: This office letter No. 2017/Trans/01/Policy/Pt.| dated 17.01.2018. <br /> In view of non-availability of regular staff for filling up of posts in para-medical categories as yet and with a view to avoid disruption of medical facilities, it has been decided by the Board to extend the above scheme of filling up of posts in para-medical categories in Group ‘C’ on contract basis beyond 30.6.2019 for nine months i.e. up to 31.03.2020, on the terms and conditions as stipulated vide Board&#8217;s letter of even number dated 25.06.2014 and No. 2017/Trans/ 01/Policy/ Pt.t dated 12.04.2018. It must be ensured that suitable break is invariably given between successive contracts. Efforts may also be made to appoint fresh candidates for the above contract. This extension of para-medical Staff would be subject to the condition that contractual staff be discharged immediately on joining of Railway Recruitment Board (RRB) selected candidates.</p>

<p>Ministry of Railways has announced one of the world&#8217;s largest recruitment processes for 89409 posts in Group C Level I (Erstwhile Group D) &amp; Level II Categories. Online applications have been invited for the Group C Level II posts like Assistant Loco Pilots, Technicians (Fitter, Crane Driver, Blacksmith, and Carpenter) and Group C Level I (Erstwhile Group D) posts like Track maintainer, Points man, Helper, Gateman, Porter. This recruitment drive is open for candidates who have passed Class Xth &amp; ITI for Group C Level I posts &amp; Class Xth &amp; ITI or diploma in engineering or a graduation in engineering for Group C Level II posts like Assistant Loco Pilots, Technicians and aspire to join Indian Railways.</p>

<p>Ministry of Railways has published a notification no. CEN 01/2018 for Group C Level II Categories posts for the candidates in the age group of 18-28 years who have passed Class X and have an industrial training certificate (ITI) or diploma in engineering or a graduation in engineering.</p>

<p>The notification no. CEN 02/2018 about Group C Level I (Erstwhile Group D) posts for candidates in the age group of 18-31 years and who have passed Class X and have an industrial training certificate (ITI). For Group C Level I (Erstwhile Group D) posts, the monthly salary along with allowances as per the Seventh Pay Commission (level 1) Scale (18,000- 56,900) will be given to the selected candidates. Applications for Group C Level II posts will be accepted till 5th March 2018 &amp; for Group C Level I (Erstwhile Group D) posts will be accepted till 12th March 2018.</p>

<p>The undersigned is directed to refer to office memorandum No. 14/8/90-JCA dated 29.06.1990 and 14/8/86-JCA (Vol. III), dated 23.07.1987 regarding supply of uniform to certain identified category of group C&amp;D employees and considering the request of All India CGHS employees Association on the above noted subject, it has been decided to pay Uniform Allowance in cash in lieu of uniform to entitled group C &amp; erstwhile group D employees (now called group C) staff except nursing staff.</p>
<p>2. The scale of payment will be as under.</p>

Wherever it is not possible to do so from the category itself, the matchtng savings should be arranged from the department at the divisional/zonal level. If the Department/Railways are not able to provide the matching savings, the particular category/department will not be restructured.</p>
<p>2. It has been broughf to the notice of Board that there is currently shortage of Booking Clarks &amp; Ticket Checking Staff and given the increase in passenger traffic &amp; the introduction of new trains, Zonal Railways are finding it difficult to smoothly conduct the commercial activities of sale of tickets &amp; ticket checking. While shortage of Commercial staff varies from zone to zone, it is particularly acute in a few zones. As such, It is viewed that since Booking Clerks &amp; Ticket Checking Staff are being essentially, revenue earning categories, any further reduction in strength of these categories due to implementation of cadre restructuring especially in the zones already facing acute shortage, would not be desirable as it may lead to closure of counters or leaving coaches unmanned, thereby resulting in leakage of revenue.</p>
<p>3. The requirement of matching savings by surrender of posts is a mandatory pre-condition for cadre restructuring. Therefore, keeping in view the non-feasibility of further surrender of posts for cadre restructuring from the above mentioned two categories of Commercial Department in certain zones due to existing shortage of staff in these categories, it has been decided by Ministry of Railways (Railway Board) that after working out the financial implications for Booking Clerks &amp; Ticket Checking Staff of Commercial Department as per instructions contained in para 12 of Board’s letter of even no. dated 08-10-2013 (RBE No. 102/2013). the General Managers may also consider the possibility of surrender of posts against matching savings from the alternate cadres at the Divisional/Zonal level, wherever absolutely must. In very rare &amp; exceptional circumstances as a last resort, the option of using matching savings from vacancy bank may be considered as per laid down norms. However, there wouId be no revision of percendage dIstribution of posts without matching savings.</p>
<p>4. Except the above mentioned two categories (Booking Clerks &amp; Ticket Checking staff) of Commercial Department, matching savings by surrender of posts for all other categories mentioned in the Annexure ‘A’ o ‘H’ of Board’s letter dated 08-10-2013 (RBE No. 102/2013), should continue to be arranged as per Instructins laid down in para 12 to 12.2 of Board’s letter ibid.’</p>
<p>5. These instructions are in partial modifications of Board’s letter no. 2013/TG-II/12/16/Cadre dated 31-01-2014.</p>
<p>6. This issues in consultation with the Commercial Directorate &amp; with concurrence of the Finance Directorate of this Ministry.</p>
<p>7. This disposes of Eastern Railway’s letter no. E.740/O/Restructiring dated 02-05-2014 and E.C.Railway’s fetter no. ECR/HRD/Restructuring/Comml./14 dated 23-04-2014.</p>

<p>Sub: <strong>Extension of the scheme of hiring of para-medical categories in Group ‘C’ on contract basis.<br />

Ref<strong>: </strong>This office letter of even number dated 21.6.2013.</p>
<p>In view of non-availability of regular staff for filling up of posts in para-medical categories as yet and with a view to avoid disruption of medical facilities, it has been decided by the Board to extend the above scheme of filling up of posts in para-medical categories in Group ‘C’ on contract basis beyond 30.6.2014 for one year i.e. up to 30.6.2015, on the terms and conditions as stipulated vide Board’s letter of even number dated 25.06.2014. It must be ensured that suitable break is invariably given between successive contracts. Efforts may also be made to appoint fresh candidates for the above contract. The further extension of para-medical staff would be subject to the non-availability of regularly appointed staff through RRBs.</p>
<p>2. This issues with the concurrence of Finance Directorate of the Ministry of Railways (RailwayBoard).</p>

										<content:encoded><![CDATA[<p><strong>JCM: Com. Shiva Gopal Mishra GS AIRF, Unanimously elected as Secretary of Staff Sid, National Council</strong></p>
<p style="text-align: left;">Com. Shiva Gopal Mishra, General Secretary, AIRF (All India Railway Federation) heartfully supported the GDS to include in 7th CPC and caused to include the item in the Terms of Reference proposed for 7th CPC and submitted to the Govt. from Staff Side JCM. After the Govt. announced the ToR without considering the proposals of JCM, again this Leader wrote to Govt. to honour the Terms of Reference proposed by the JCM (staffside).</p>
<p>Our Postal Federation&#8217;s Secretaries General, Com.M.Krishnan,  Sri D.Theagarajan were already nominated as Members of National Council, JCM.</p>
<p>We hopefully awaiting for the best,  the inclusion of GDS in the ambit of 7th CPC will be taken place, despite the malicious agreement made by the so called recognized GDS union&#8217;s leader with  the DoP.</p>

<p>The Staff Side of the National Council (Joint Consultative Machinery), in its meeting held on 11th March, 2014 to condoled the sad demise of Late Shri Umraomal Purohit, Secretary, Staff(NC/JCM), had unanimously elected Shri Shiva Gopal Mishra, General Secretary, All India Railwaymen’s Federation, as Secretary, Staff Side, National Council (JCM).<br />
This post was vacant due to sad demise of Com. Umraomal Purohit on 27th February, 2014, who held this post for more than three and half decades.<br />
The JCM is an umbrella organisation for about thirty six lakh Central Government employees working in different departments, such as Indian Railways, Defense (Civilian), Postal, Cabinet Secretariat, Income Tax etc.</p>

<p>(a) whether a huge number of vacancies of various posts are lying unfilled in the Central Government Services;<br />
(b) if so, the details thereof, category-wise;<br />
(c) whether the Government has taken any decision to reduce certain percentage of posts annually;<br />
(d) if so, the details thereof;<br />
(e) whether the Government has issued any guidelines not to revive posts lying vacant for a specific period;<br />
(f) if so, the details thereof; and<br />
(g) the measures taken by the Government to fill up vacant posts in the Central Government Services in a time bound manner for various categories?</p>

<p>(e) &amp; (f): As per the Office Memorandum issued by the Ministry of Finance (Department of Expenditure) on 18.09.2013 on ‘Expenditure Management – Economy measures and rationalization of Expenditure’, posts that have remained vacant for more than a year are not to be revived except under very rare and unavoidable circumstances and after seeking clearance of Department of Expenditure.</p>
<p>(g): Individual Ministries/Departments have to take necessary action to fill up vacant posts in their Departments.</p>

<p>Subject: <strong>Recruitment to Group &#8216;C&#8217; posts in Pay Band-I, with Grade Pay of Rs.1800/- (pre-revised Group `D&#8217; posts).</strong></p>
<p>This Department vide OM of even number dated 12.5.2010 requested all the Ministries/ Departments to intimate their requirements for Non-Technical Group &#8216;C&#8217; posts in PB-1 Grade Pay Rs.1800/- to the SSC immediately in order that the Commission could initiate action for recruitment. The Ministries/Departments were also advised to take action simultaneously for framing Recruitment Rules for these posts in accordance with the Model RRs already circulated vide OM dated 30.4.2010.</p>
<p>2. It has, however, come to the notice that Cadre Controlling Authorities are not sending their requisitions for the vacancies of MTS to SSC. The erstwhile Group &#8216;D&#8217; posts which now belong to Group &#8216;C&#8217; are required to be filled up through SSC as per instructions of this Department instead of through Employment Exchange or any other mode. All Ministries/ Departments are, therefore, once again requested for sending their requirements in respect of Ministries/Departments themselves as well as their attached/ subordinate officers also, for Non-Technical Group &#8216;C&#8217; posts in PB-1 Grade Pay Rs.1800/- to the SSC immediately in order that the Commission could initiate action for recruitment.</p>
<p>3. Action pending if any, may simultaneously be taken for framing Recruitment Rules for these posts in accordance with the Model RRs already circulated.</p>

<p align="justify">1. AM(Staff), as Chairman of the Cadre Restructuring Committee, extended a hearty welcome to all members of the Cadre Restructuring Committee and introduced two new official side member joined as ED(IR) in place of Adv.(IR) and EDE(N). He advised that guidelines issued by DOP&amp;T.MOF for in-house cadre restructuring of Group ‘C’ categories should be followed. He further stated that there are 2.41 lakh vacancies in Indian Railway out of which 1.30 lakh are being filled up. Railways can identify redundant categories and vacant posts in these non-safety categories can be considered for surrender against matching savings in the current cadre restructuring exercise.</p>

<p align="justify">2. The Staff Side also welcomed new members of Official Side. They pointed out that there has already been delay in issue of cadre restructuring orders. They stated that orders for cadre restructuring should be issued early and these orders may also be effective from the date of effect of orders of cadre restructuring of ALPs i.e. 01-05-2010. However, Official Side stated that implementation of cadre restructuring with retrospectively effect is not feasible due to surrender of posts against matching savings.</p>
<p align="justify">
<p align="justify">2.1 The Staff side reiterated that restructuring for Safety categories should be exempted from matching surrender in totality. However, they were apprised by Official Side about Board’s decision regarding cap of 10% as per which increase in percentages through cadre restructuring upto 10% in the apex scale of the safety category will be met through revenue (financial implications as per present DA rates @ 72% would be Rs. 121.10 Cr.) and increase beyond 10% would be offset by matching surrender of posts as in the case of non-safety categories as per standard norms of cadre restructuring.</p>

<p align="justify">3. After detailed discussions, keeping in view various aspects like cadre structure, feeding cadres, inter-grade ratio etc., the Committee recommended the revised percentage distribution of posts for the categories discussed during the meeting as under:</p>

<div>It has come to the notice of Railway Board that there is inordinate delay in finalization of DAR cases of Group ‘C’ and ‘D’ staff because instructions issued vide letter of even no. dated 19.07.2006 and letter No.2010/V-I/Meet/5/I dated 11.08.2011 are not being followed strictly. The subject also came up for discussion during the meeting held by Adviser (Vigilance) with the Federation (AIRF &amp; NFIR) on 21.06.2012 in connection with DC/JCM Item No.1/2011. During the meeting, it was informed that even when penalty proposed by DA (i.e. Minor/Major) is same as recommended by Vigilance, cases are being referred to Vigilance for prior consultation. It was also informed that when an appellate authority decides to reduce the penalty within the ambit of type of parameters (Major or Minor), Vigilance Wing is being consulted in certain Railways.</div>

<div>In this regard, it is once again reiterated that the existing instructions for dealing with Group ‘C’ and ‘D’ staff arising out of vigilance investigations issued vide letters dated 19.07.2006 and 11.08.2011 (copies enclosed) be followed strictly. Further, Advance Correction Slip Nos. RBV No.09/2010, RBV No.10.2011 and RV No.11/2010 issued to Board’s letter dated 19.7.2006 (RBV No.13/2006) are also enclosed for strict compliance.</div>
