Subject: Cadre Restructuring of Group ‘C’ employees in Department of Posts Clarification – reg.

Sir/Madam,

Kindly refer to this office letter of even number dated 25-04/2012-PE-I dated 27.05.2016, on the subject mentioned above, wherein it was instructed that “these instructions will be effective from the date of issue of the orders. The actual benefit would, however, be admissible to the eligible officials from the date of actual promotion”

2. However, vide this office letter of even number dated 10.11.2017, in para 4.5, it was clarified that “the promotion will be effective from the date of issue of the original order dated 27.05.2016 as per existing instructions on the subject. It will be applicable to all eligible officials including those who were in service but now retired”.

3. In this regard, this is to clarify further that these LSG, HSG-II, HSG-I and HSG-I (NFG) posts will be deemed to have been upgraded to these grades only w.e.f. the dates they are filled up, i.e. from the date the promoted official assumes the charge. Otherwise, the post will remain in the lower grade.

4. Hence, the instruction issued vide para 4.5 of letter dated 10.11.2017 stands modified accordingly.

5. Further, clarification issued vide this office letter of even number dated 16.03.2018, w.r.t. the issue raised by J & K Circle at para 4(b) and by N E Circle at para 8 stands modified as per para 3 above.

6. This issues with the approval of the Competent Authority.

New Wage Agreement Signed for Port and Dock Workers

More than 135,000 Workers to be benefitted

Major Ports to spend Rs 560 crore for benefit OF port workers

A new wage settlement agreement has been signed for Group C & D category of Port and Dock Workers in Mumbai in the presence of Shri Nitin Gadkari, Union Minister for Shipping, Road Transport & Highways and Water Resources, River Development & Ganga Rejuvenation.

The settlement provides for 10.6% fitment on basic pay plus DA. The lowest grade of workers would get a pay-scale of Rs.20900-43600 and the highest grade worker would get a pay-scale of Rs 36500-88700.

More than 32,000 Port and Dock workers and 1,05,000 Group C&D pensioners across all Major Ports will be benefitted from of this settlement. The Overall financial implication of this settlement for all the Major Ports for serving and pensioners is likely to be about Rs.560 crore per annum.

Speaking on the occasion Shri Gadkari said, “As per the vision of Prime Minister Shri Narendra Modi, welfare of the people is the chief priority of the Government, and I am glad that Major Ports are becoming drivers of socio-economic change. Major Ports have become pioneers in taking this initiative, being the first to sign the wage settlement for Group C & D employees.”

The settlement has been signed between six Port and Dock Workers’ Federations and the Port Management under Section 12(3) of Industrial Disputes Act, 1947, before the Regional Labour Commissioner, representing Chief Labour Commissioner. The Settlement would come into force from January 1, 2017 in retrospect. This is a five-year settlement arrived at in the port sector against the ten-year periodicity in many of the major public sector enterprises.

Group C employees of all government departments are given salaries – amounting to Rs. 10,000 for the month of November in advance

New Delhi: As rush in banks and ATMs due to demonetisation continues, Government employees belonging to Group C on Monday started receiving Rs. 10,000 in cash as advance of their salary for the month of November.

At least 1,000 Group-C employees working in the home ministry were also given Rs. 10,000 each as their salary advance.

Government employees of Group-C of all ministries, departments and associate organisations are given the salary advance in cash, a senior home ministry official said. In the home ministry, those who availed the facility got the cash in the denomination of Rs. 2,000 and Rs. 100. Four make-shift counters have been installed in the home ministry.

The facility is also offered in the adjoining finance ministry in the North Block. There has been heavy rush and long queues in banks and ATMs ever since Prime Minister Narendra Modi announced on 8 November that Rs. 1,000 and Rs. 500 notes would no longer be legal tender.

Subject: Lower Division Grade Limited Departmental Competitive Examination for Group ‘C’ Staff; 2013 (Grade Pay of Rs.1800) Regulations. 2010 -regarding.

The undersigned is directed to refer to this Department’s O.M. of even number dated 12.12.2012 and subsequent reminder dated 18.03.2013 by which all the CSCS Cadre Units were requested to furnish the vacancy position for Lower Division Grade Limited Departmental Competitive Examination for Group ‘C’ Staff 2013, (Grade Pay of Rs.1800) to this Department in the prescribed proforma. The requisite information has not been received so far from majority of the Cadre Units.

2. All the defaulting CSCS Cadre Units (list attached) are once again requested to furnish the said vacancy position to this Department in the prescribed proforma latest by 11.04.2013.
