<h3 class="wp-block-heading">Subject:- Non-Functional upgradation for Officers of Organized Group &#8216;A&#8217; Services &#8211; regarding</h3>



<p>In terms of para-l(iv) of this Department’s OM No. AB.14017/64/2008 &#8211; Estt.(RR) dated 24.04.09, regarding Non-Functional Upgradation for officers of Organised Group ‘A’ Services (OGAS}, the details of batch of the officers belonging to the Indian Administrative Service who have been posted at the Centre in various grades were issued from time to time.</p>



<p>2. The details of the batch of IAS officer posted at the Centre in the grade of Additional Secretary as well as the date of posting of the first officer belonging to that batch are indicated in the table below:</p>

<p>3. Grant of higher pay scale under Non-Functional Upgradation is subject to the terms and conditions prescribed in Annex-I to OM dated 24.4.2009. Para 3 of the Annex-I states that all the prescribed eligibility criteria and promotional norms including the ‘benchmark’ for up-gradation to a particular grade pay, would have to be met, at the time of screening.</p>



<p>4. Therefore, officers belonging to OGAS, who have not been granted promotion in the above grade but have completed the necessary residency period in the feeder grade as on the crucial date of eligibility for promotion to the grade and are at least two batches senior to the batch of the IAS officer mentioned in the table below Para 2, shall be eligible to be considered for grant of NFU to Level -15 with effect from the date mentioned above.</p>

<h3 class="wp-block-heading">Sub: Online recording of Annual Performance Appraisal Report (APAR) on SPARROW Portal for all IP&amp;TAFS Group ‘A’ Officers for the Reporting Year 2021-22-reg.</h3>



<p>The undersigned is directed to refer to this office O.M. of even no. dated 11.03.2022 on the subject cited above. It has been observed that timelines circulated vide O.M. dated 11.03.2022 for recording of PARs i.e. self appraisal by Officers Reported Upon (ORUs) and further recording of PARs by Reporting, Reviewing and Accepting Authorities are not being adhered to.</p>



<p>2. The last date for submission of self-appraisal to the Reporting Officer is 15.04.2022. A no. of. IP&amp;TAFS Group ‘A’ officers (as per list attached) have not yet submitted their self-appraisal to their respective Reporting Officers and e-APARs are still pending at the level of ORUs.</p>



<p>3. <span style="text-decoration: underline;">All IP&amp;TAFS Officers who have not submitted their self-appraisal to their respective Reporting Officers, are requested to forward their self appraisal to Reporting Officers within a week of issue of this O.M. failing which e-PARs will be force forwarded to the respective Reporting Officer for recording their comments.</span></p>



<p>4. In order to give effect to the time bound recording of PARs, all IP&amp;TAFS officers are requested to ensure that the timelines for recording of PAR at each level circulated vide O.M. dated 11.03.2022 are strictly adhered to failing which PARs will be auto forwarded / force forwarded to the next level.</p>



<p>5. lt is requested to bring to the notice of all concerned the above instructions for strict compliance to ensure recording of PARs in time bound manner as per stipulated timelines.</p>



<p>6. This issues with the approval of the Competent Authority.</p>

<p><strong>Subject: Intimations/ permissions under Rule 18 (2) of CCS (Conduct) Rules, 1964 and scrutiny of Annual Immovable Property Returns (AIPR) of all Group ‘A’ officers of Department of Posts &#8211; reg.</strong></p>



<p>The undersigned is directed to convey that the existing process of intimation / permissions under Rule 18(2) of CCS (Conduct) Rules, 1964 regarding acquiring and disposing of immovable property of Group ‘A’ officers of Postal Department either in their own name or in the name of any member of their family and scrutiny of the Annual Immovable Property Returns (AIPR), has been revised and it has decided that henceforth, the following procedure will be followed:</p>



<p>(A) In respect of all Group ‘A’ officers working in Directorate (Postal/PLI/BD/Parcel), CEPT and all CPMsG (including Director, RAKNPA):</p>



<ul class="wp-block-list"><li>(i) SPG Section to receive and process cases of intimation / permissions under rule 18 (2) of CCS (Conduct) Rules. The request shall include details of other party (ies), property proposed to be acquired /alienated and source of funds along with supporting documents.</li><li>(ii) SPG Section to scrutinize and process such requests completes in all respect and submit for information/approval to Director General Postal Services.</li><li>(iii) AIPR of such officers received, shall be checked to confirm whether any transactions through which any property was purchased/alienated is reflected in AIPR or not. At the same time, this is also to be confirmed whether any change in property returns is duly preceded by intimations/permissions for such transactions. After such scrutiny, these may be put up for information of DGPS.</li><li>(iv) Intimation/ permissions and AIPR of DGPS and Secretary (Posts) shall be put up to Hon’ble Minister-in-Charge after scrutiny by SPG Section.</li></ul>



<p>(B) CPMsG and Director (RAKNPA) shall exercise powers of HoD on this subject for all Group ‘A’ officers (in line with guidelines issued by Govt. of India vide G.I. M.H.A. No. 25/11/68-Ests. (A) dated 05.08.1968) working under their control. The manner of scrutiny of intimations/permissions under Rule 18 (2) and review of AIPR for all Group ‘A’ officers posted in Circles and RAKNPA would be same as mentioned above for Group ‘A’ officers posted in Directorate.</p>



<p>(C) 20% of AIPRs of Group ‘A’ officers may continue to be scrutinized by Sr. DDG (Vig.) &amp; CVO as provided in para 2.13(xii) of Chapter II of CVC Vigilance Manual (updated 2021).</p>

<p>Subject: <strong>Extension of timeline for submission of summary of Medical Report in respect of Group &#8216;A&#8217; officers of Central Civil Services for the year 2019- 2020 &#8211; reg</strong></p>



<p>The undersigned is directed to invite attention to this Department’s O.M. No,21011/02/2015-Estt.(A)-Part dated 09th March, 2020, vide which the last date for submission of summary of Medical Report by Group ‘A’ officers of the Central Civil Services for the year 2019-20 was extended up to 30th June 2020 in view of the situation arising out of the spread of Novel Coronavirus (<strong><a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" rel="noreferrer noopener">COVID-19</a></strong>).</p>



<p>Subsequently, the timelines for recording of Annual Performance Appraisal Report (<strong><a rel="noreferrer noopener" href="https://centralgovernmentnews.com/tag/apar/" target="_blank">APAR</a></strong>) were also extended vide this Departments OM No.21011/01/2009 Estt(A)(Pt.II), dated 27th March, 2020 and OM No. 21011/02/2015-Est (A)-Part dated 30th March, 2020.</p>

<p>2. In view of the prevailing situation, it has been decided to Blink the submission of summary of Medical Report from recording and completion of APAR for the year 2019-20. The timeline for conduct of Annual Medical Examination and thereafter submitting the summary of the Medical Report for the year 2019-20 is extended for a further period up to 31,12.2020. However, recording and completion of APR for the year 2019-20 may be done as per the time schedule given in Annexure to this Department’s OM No, 21011/02/2015-Estt.(A)-Part dated 30th March, 2020, without insisting on submission of summary of Medical Report</p>

<p>The undersigned is directed to refer to the subject cited above and to say that Training Division of this Department has been running a scheme of Domestic Funding of Foreign Training (DFFT) for the Group &#8216;A&#8217; officers of the Government of India and State Governments/ UTs under which the officers are sent for undergoing short term (less than 6 months) and long term (more than 6 months) programs at various reputed universities/ institutes aboard.</p>

<p>Subject:-<strong> Implementation of the recommendations of Seventh Central Pay Commission relating to Headquarters Special Pay/Special Allowance admissible to officers of the Organized Group &#8216;A&#8217; services on their posting in their respective Headquarters &#8211; reg.</strong></p>
<p>This Department&#8217;s OM No.2/22(A)/2008-Estt(Pay-ll) dated 3rd September, 2008 provided for rates of Headquarters Special pay/ Special Allowance admissible to officers of the Organized Group &#8216;A&#8217; services on their posting in their respective headquarters.</p>
<p>2. As provided in para 7 of Ministry of Finance (Department of Expenditure)&#8217;s Resolution No.1-2/2016-IC dated 25th July, 2016, the matter regarding allowances (except Dearness Allowance) based on the recommendations of the 7th Central Pay Commission (CPC) was referred to a Committee under the Chairmanship of Finance Secretary and until a final decision thereon, all allowances have been paid at the existing rates in the existing pay structure.</p>
<p>3. The decision of the Government on various allowances based on the recommendations of the 7th CPC and in the light of the recommendations of the Committee under the Chairmanship of the Finance Secretary has since been issued as per the Resolution No.11-1/2016-IC dated 6th July, 2017 of Department of Expenditure.</p>
<p>4. As mentioned at SI.No. 76 of the Appendix-II of the said Resolution dated 6th July, 2017, the recommendation of the 7th CPC for abolition of Headquarters Allowance has been accepted by the Government and this decision is effective from 1st July, 2017. Accordingly, the President is pleased to abolish the Headquarters Special Pay/ Special Allowance in respect of officers of the Organized Group &#8216;A&#8217; services on their posting in their respective Headquarters.</p>
<p>5. Accordingly, the entitlement and payment of Headquarters Allowance is discontinued from the salary of the month of July, 2017. A copy of Department of Expenditure&#8217;s OM No.29/1/2017-E.II (B) dated 11th July, 2017 on Payment on account of discontinued allowances is enclosed for reference.</p>
<p>6. In so far as persons serving in the Indian Audit &amp; Accounts Department are concerned, these orders issue after consultation with the Comptroller &amp; Auditor General of India.</p>

										<content:encoded><![CDATA[<p><strong>Government Retires 13 Group &#8216;A&#8217; Officers of Indian Ordnance Factories Service (Iofs)</strong></p>
<p>The ordnance factories under the administrative control of the Department of Defence Production, Ministry of Defence are managed by the officers of Indian Ordnance Factories Service (IOFS), which is an organized Group &#8216;A&#8217; Central Service. The Service is responsible to ensure that the ordnance factories are always geared to cater to the varied logistical needs of the Armed Forces. Indian Ordnance Factories Service provides requisite leadership to the 39 Ordnance Factories employing about 1 lakh employees.</p>
<p>The Government is taking various steps to improve the performance of Ordnance Factories by making its officers accountable to ensure delivery of quality products to Armed Forces of the nation in prescribed timelines.</p>
<p>One of the steps taken in this direction was to initiate rigorous screening of overall performance of its officers based on their entire service records in pursuance of instructions contained in the Fundamental Rule 56(j) and Rule 48(1)(b) of Central Civil Service(Pension) Rules, 1972 and prematurely retire the officers whose overall performance is not found upto the mark.</p>
<p>The Government, after having assessed the overall performance of officers of Indian Ordnance Factories Service, following the prescribed procedure, has decided to retire its 13 Group &#8216;A&#8217; officers from Government service in public interest due to their overall unsatisfactory performance.</p>

<p>New Delhi:The central government is taking into consideration suggestions to raise the retirement age of Group A officers to accommodate the increasing number of senior bureaucrats in administration.</p>
<p>A top official of Department of Personnel and Training (DoPT) on condition of anonymity said there had been active discussion over the matter and DoPT had received views from certain stakeholders to review the retirement age of Group A officers.</p>
<p>He however said that any changes made to the retirement age of Group A officers would not be done in the near time as a lot of engagements with stakeholders need to be done first.</p>
<p>&#8220;The government is looking into that, in fact DoPT has received suggestions that the kind of acumen the Group A officers achieve by the time they reach the age of 60 should be put to use for another two years.</p>
<p>So, the government is seriously thinking of enhancing the retirement age of the Central Group A officers to 62 to cover the cost of ageing population.</p>
<p>&#8220;Amongst 48.85 lakh central government employees, 85% are holding Group-&#8216;C&#8217; posts and 12% are holding Group-&#8216;B&#8217; posts whereas employees holding Group -&#8216;A&#8217; posts are only about 3%,&#8221; he said.</p>
<p>The official said any proposal to increase the retirement age of the Central Group A officers would not be hampering the financial heath of the government as only 3 per cent regular Group A officers, who will get this facility.</p>
<p>Besides Central Group A officers, it will also be implemented to All India Service officers (IAS, IPS and IFS), he confirmed.</p>
<p>He added increasing the bar on retirement age would halt the job progress of those in the lower position to get promoted.</p>
<p>&#8220;If government keep raising, those who are supposed to be promoted will be affected … the government accept the idea but government needs to study it thoroughly,&#8221; he also said.</p>
<p>Earlier Prime Minister Narendra Modi said that India has more than 65% of its population below the age of 35, but at the moment the government plans to increase the retirement age of Group A officers as average life expectancy rises.</p>
<p>There are several secretaries heading different departments have to cross their retirement age, but now they may be retained by the government owing to their experience and expertise.</p>

<p>New Delhi: The retirement age of Central Government Group A officers may be raised from 60 to 62 years to help put their acumen to an extended use.</p>
<p>Indication in this regard was given by a top official of Department of Personnel and Training (DoPT) on condition of anonymity.</p>
<p>&#8220;The government is seriously thinking of enhancing the retirement age of the Central Group A officers to 62. The kind of acumen they achieve by the time they reach the age of 60 should be put to use for another two years. The government would seriously work on the feasibility of this proposal,&#8221; he said.</p>
<p>He, however, clarified that the proposal to increase the retirement age will be limited to regular Group A officers.</p>
<p>Besides Central Group A officers, it will also be implemented to All India Service officers (IAS, IPS and IFS), he added.</p>
<p>Currently, the retirement age of Central government employees including Group A officers is 60. In all, about 48.85 lakh employees are working under central government.</p>
<p>Amongst 48.85 lakh central government employees, 85% are holding Group-C posts and 12% are holding Group-B posts whereas employees holding Group -A posts are only about 3%.</p>
<p>There are several secretaries heading different departments have to cross their retirement age, but now they may be retained by the government owing to their experience and expertise.</p>

<p>Subject: <b>Suspension of Group ‘A’ Officers of CSS/CSSS- reg. </b></p>
<p>The undersigned is directed to say that recently it has come to the notice of this Department that Minis tries/Departments have placed Group ‘A’ Officers of Central Secretariat Service and Central Secretariat Stenographer Service under suspension without referring the matter to D/o Personnel &amp; Training.</p>
<p>The powers of Appointing Authority in respect of Group ‘A’ CSS/ CSSS Officers are exercised by Minister-in-charge of Department of Personnel &amp; Training being the Cadre Controlling Authority. Further, for a cadre post of CSS, the power to take disciplinary action including suspension lies with the Cadre Controlling Authority i.e. D/o Personnel &amp; Training. Accordingly attention is drawn to entry no. 41 (e) of Govt. of India (Allocation of Business) Rules, 1961 read with Rule 12 of CCS(CCA) Rules, 1965 whereby the DoP&amp; T was made Disciplinary Authority in respect of the officers belonging to centralised cadres of CSS (Grade ‘A’ and above). Therefore, any Group ‘A’ CSS/ CSSS Officer may be placed under suspension with the approval of the Minister-in-charge of Department of Personnel &amp; Training.</p>
<p>All the Ministries/ Departments are, therefore, requested to forward the proposals, if any, for placing Group ‘A’ Officers of CSS/CSSS under suspension with the approval of their concerned Minister-in-charge to this Department in conformity to the guidelines mentioned in this Department’s OM No. 134/9/93-AVD.I dated 15/11/1993.</p>
