Subject: Gramin Dak Sevak (GDS) Online Engagement -Special Cycle, May, 2023 – reg.

Sir,

The Department has decided to include few more local languages in the states of Meghalaya, Sikkim and Tripura for the purpose of engagement of GDS vide OM No 17- 11/2019-GDS dated 09.06.2023 (Copy enclosed). It has also been decided to incorporate the provision to include the additional languages for these three states in the Special Cycle, May, 2023 itself. The Schedule for registration/submission of online applications for the candidates willing to apply against the vacancies in these three states/Divisions, as well as for Manipur Division has also been modified vide Addendum to the Notification dated 20.05.2023 (copy enclosed).

You are requested to take necessary action to publish the Addendum enclosed in the GDS Online Portal and configure the additional languages in the same in consultation with the concerned Circles during the period from 12.06.2023 to 15.06.2023. Necessary provisions may be made in the portal to extend the timelines for the concerned States/Divisions and providing Editing/ Correction window as per the revised schedule.

In order to avail doorstep service for submission of Life Certificate, one has to download Doorstep Banking App or Post info App from Google Play store. Request for doorstep service for submission of Life Certificate can be placed through any of the App . Doorstep Banking App is being managed by alliance of banks (PSB) and Postinfo App is being managed by D/o Posts through India Post Payments Bank. India Post Payments Bank is providing doorstep service for DLC to all pensioners irrespective of the fact that pensioner is having pension account in any of the bank .

Department of Posts through India Post Payments Bank has launched doorstep service for all pensioners to submit Digital Life Certificate from comfort of their home.

Process to avail the facility of doorstep DLC through IPPB

Step – 1

Download Postinfo App from Google Play Store

Step – 2

Go to Service Request *Request can also be placed @ http://ccc.cept.gov.in/covid/request.aspx

• Select IPPB Service Type

Jeevan Pramaan (Digital Life certificate) Generation.

Step – 5

After confirmation of OTP, the request for DLC will be forwarded to nearest post office based on the Pin code given by service.

Step – 6

Within 48 hrs, a Postman / Gramin Dak Sevak GDS will be assigned to collect DLC from home after seeking convenient time of pensioner.

Step – 7

Keep Aadhaar number, PPO number, details of Pension Disbursing Agency handy when Postman/ Gramin Dak Sevak is visiting for DLC service .

Step – 8

It may be noted that charge will be paid to postman or Gramin Dak Sevak in cash only, if successful DLC is generated.

Step – 9

After successful generation of DLC, it will automatically be forwarded to Pension Disbursing Bank and pensioner will not be required to visit bank.

Step – 10

Pension Disbursing Bank will confirm the acceptance of DLC through SMS within T+2 days on the mobile number linked with pension account.

Key points to ensure that DLC is successfully accepted by Pension Disbursing Bank:

1. Pension account shall be linked with Aadhar number.

2. Check the accuracy of information submitted by Postman / Gramin Dak Sevak w.r.t. Bank Account number and PPO number while generating DLC.

Subject: Implementation of approved recommendations of Kamlesh Chandra Committee on ‘Schedule of Engaging Authority’, Disciplinary Authority and Appellate Authority for BPMs and ABPMs/ Dak Sevaks under Rule 31 of GDS (Conduct and Engagement) Rules for all categories of Gramin Dak Sevaks (GDS).

The undersigned is directed to refer to Rule 31of GDS regarding Schedule of Recruiting Authority of GDS (Conduct and Engagement) Rules, 2011.

After taking into consideration the approved recommendation of Kamlesh Chandra Committee on ‘Schedule of Engaging Authority’, Disciplinary Authority and Appellate Authority for BPMs and ABPMs /Dak Sevaks, the Competent Authority has approved the substitution in Rule -31 of GDS (Conduct and Engagement) Rules, 2011 containing the revised ‘Schedule of Engaging Authority’, Disciplinary Authority and Appellate Authority for all categories of Gramin Dak Sevaks (GDS) as per Annexure.

The above instructions will come into effect from the date of issue of this O.M.

Today meeting held in Dak Bhawan at 11.00am

Meeting conducted under the Chairmanship of DG (Posts), Member (P), DDG (Estt.), DDG (SR & Legal), ADG (Estt), ADG (GDS) and other officers of the department attended.

Union Side: All three General Secretaries and other representatives, General Secretary, NAPE attended.
Detailed discussion held between Administration and Union Representatives on the basis of JCA memorandum, major issues viz., date of implementation of new scales, payment of arrears, gratuity, financial upgradation, leave etc.,

Department categorically replied that in case of financial implication issues like date of implementation of new scales, arrears formula as already cleared by Cabinet and it can not be reopened. Regarding all other issues viz., Leave, Children Education Allowance, GIS, Transfer, ESI facility, SDBS, Financial upgradation etc will be considered positively and orders will be issued as early as possible.

But union representatives expressed their resentment and deep concern over the date of implementation of new scales, arrears payment formula and strongly demanded for reconsideration.

Department proposed the unions to submit a detailed note on all the issues raised in the meeting for further consideration at appropriate level.

The General Secretaries of GDS Unions discussed over the today’s meeting and decided to submit a detailed note soon. Further decided to meet again to decide further course of programme of action seriously.

Subject: Payment of Dearness Allowance to Gramin Dak Sevaks (GDS) effective 01.01.2018 onwards – reg.

Consequent upon grant of another instalment of Dearness Allowance with effect from 1st January, 2018 to the Central Government Employees vide Government of India, Ministry of Finance, Department of Expenditure’s O.M. No. 1/1/2018-E-II(B) dated 15.03.2018, duly endorsed vide this Department’s letters No. 8-1/2016-PAP dated 19.03.2018 and Ministry of Finance, Department of Expenditure OM No.1/3/2008-E.II(B) dated 28.03.2018, the Gramin Dak Sevaks (GDS) have also become entitled to the payment of Dearness Allowances on basic TRCA at the same rates as applicable to Central Government Employees with effect from 01.01.2018. It has, therefore, been decided that the Dearness Allowance payable to the Gramin Dak Sevaks shall be enhanced from the existing rate of 139% to 142% on the basic Time Related Continuity Allowance, with effect from the 1st January, 2018.

2. The Dearness Allowance payable under this order shall be paid in cash to all Gramin Dak Sevaks.

3. The expenditure on this account shall be debited to the Head “Salaries” under the relevant head of account and should be met from the sanctioned grant.

4. This issues with the concurrence of Integrated Finance Wing vide their Diary No 05/FA/2018/CS dated 24/04/2018.

MASSIVE PROTEST AGAINST THE BETRAYAL OF THE BJP-LED NDA GOVERNMENT

High Level Committee, assured by the Group of Minsters, not yet constituted. First anniversary of the Hon’ble Cabinet Minister’s assurance will be on 30.06.2017. No increase in Minimum Pay and fitment formula.

7th CPC took 18 + 2 months only for submitting report after examining the entire service conditions, pay scales, allowances, Pensionary benefits of about one crore Employees and Pensioners including military personnel. Allowance Committee took almost 12 months for examining only 52 allowances!! BJP Government is deliberately delaying the revised allowances to deny arrears.

Option-I parity for pensioners recommended by 7th CPC and accepted (??) by cabinet, mercilessly rejected by appointing a feasibility Committee.

NPS Committee is for further strengthening NPS and not for withdrawal of NPS or for guaranteeing minimum pension as 50% of last pay drawn.

MACP promotion denied to thousand of employees by imposing stringent conditions on bench mark.

Gramin Dak Sevak Committee Report submitted to Government on 24.11.2016 (Seven months over) still under process.

Exploitation of casual and contract workers continues. Equal pay for equal work denid.

Autonomous body employees and pensioners cheated by Government by denying their legitimate wage revision and pension revision.

No negotiated settlement on the charter of demands submitted to Government by JCM (staff side) and Confederation.
