<p><em><strong>Sub: Solidarity To GDS Agitational Programmes</strong></em></p>
<p>Comrades,</p>
<p>As you are aware that GDS Committee Report headed by Sri Kamlesh Chandra was implemented by the Govt. of India w.e.f. 01.07.2018 after a long struggle of 16 days indefinite strike conducted by All GDS employees under leadership of AIPE Union GDS and other three unions NFPE had extended solidarity support by various ways of agitational programmes during the entire period of Strike.</p>
<p>In Some circles all NFPE members conducted strike from 4 days to 10 days. Kerala comrades conducted 10 days Strike in support of GDS Strike.</p>
<p>NFPE pays red salute to all GDS and regular employees who conducted strike and various agitational programmes which made the strike grand success and the Central Govt. was forced to implement GDS committee Report. The Govt of India has not implemented so many positive recommendations given by Sri Kamlesh Chandra Committee. Only pay revision and very few other recommendations have been implemented.</p>
<p>The new pay scales which require to be implemented from 01-01-2016 have been given effect from 01.07.2018. From 01.01.2016 , only 2.57 factors has been given. The GDS employees are much more frustrated and agitated . AIPEU GDS and other two unions have held meeting and decided future course of action and charter of demands. Which is mentioned below.</p>
<p>We as NFPE endorse the agitational programmes and charter of demands of GDS Unions and appeal to entire rank and file to extend full solidarity support , help, co-operation and participation to make the agitational programmes successful.</p>
<p><em><strong>Agitational Programmes</strong></em></p>
<p>1. 25.-09-2018 : One day country wide hunger fast infront of Divisional Offices</p>
<p>2. 04-10-2018 : One day country wide hunger fast in front of Circle Offices.</p>
<p>3. 10-10-2018 : One day massive hunger fast in New Delhi.</p>
<p><strong>CHARTER OF DEMANDS</strong></p>
<p>1. GDS committee report as a whole be implemented with effect from 01st of January 2016.</p>
<p>2. Change the formula already adopted for calculation of arrears.</p>
<p>3. Change of upper limit of gratuity from Rs 1,50,000/- to Rs 5,00,000/-</p>
<blockquote><p>(a) GIS limit should be enhanced to Rs. 5,00,000 with the subscription of Rs. 500/-</p></blockquote>
<p>4. 10% of the TRCA of the GDS should be recovered towards SDBS contribution and the Government to contribute equal share.</p>
<blockquote><p>(a)And also EFP Scheme to be introduced to GDS as recommended by the GDS Committee. This was also recommended by the previous GDS Committees.</p></blockquote>
<p>5. GDS should be granted 30 days paid leave in a year and the leave should be allowed to be carry forward subjected to the maximum of 180 days and provide encashment of the leave.</p>
<p>6 .Grant Children Education allowance Rs 6000/- per child per Annum.</p>
<p>7. Enhance composite allowance to the BPMs from Rs500/- to Rs 1600/- also grant composite allowance to ABPMs &amp; GDS working in classified cities and the GDS working in Departmental Offices etc., wherever applicable.</p>
<p>8. GDS employees should be granted financial up gradation on completion of 12,24, and 36 years of service in the form of grant of additional increments.</p>
<blockquote><p>(a) Point to point fixation to be ordered instead of bunching of TRCA scales.</p></blockquote>
<p>9.. Limited transfer facility to GDS on request should be relaxed. There shall not be any drop in wage scale on account of a request transfer. The transfer of GDS will be approved by Divisional head if the transfer is within the Division, by regional PMG if it is within the region by HOC if the transfer is within the Circle.</p>
<p>10. Voluntary discharge schemes for the GDSs’ 3 types of voluntary discharge schemes as recommended by GDS committee for the GDSs’ who are willing to quit the post before the discharge at the age of 65 years should be implemented.</p>
<p>11. All discharge benefits (retirement benefits) should be implemented retrospectively, w.e.f 01 January 2016.</p>
<p>12. Put off duty may be averted by transferring the GDS to another place.</p>
<p>13. Incentive system should be abolished for India Post Payment bank (IPPB) work. Enhance the working hours of branch post office and GDS officials concerned after introducing the IPPB.</p>
<p>14. GDSs’ should be allowed to get discharge from the service on the last day of the month in which He/She attains the 65 years of the age.</p>
<p>15. All single handed branch post offices should be provided with one more hand to upgrade to double handed office.</p>
<p>16. ‘Employees’ state Insurance (ESI) facility to be extended to Grameen Dak Sevaks wherever E.S.I dispensaries and hospitals are available the country.</p>

<p>The Prime Minister, Shri Narendra Modi, today launched the <strong>India Post Payments Bank</strong> (<strong>IPPB</strong>) at Talkatora Stadium in New Delhi. The function was witnessed at over 3000 locations across the country, which were connected to the main event in Delhi.</p>
<p>Speaking on the occasion, the Prime Minister said that through the India Post Payments Bank, banking services will conveniently reach the remotest places in the country, and the people living there.</p>
<p>He recalled that the Union Government had earlier rolled out the Jan Dhan Yojana to establish financial inclusion. He said that today&#8217;s launch of <strong>IPPB</strong> is one more step to achieve this objective. He said <strong>IPPB</strong> branches have opened across 650 districts today.</p>
<p>The Prime Minister said that the postman has long been a respected and accepted person in the villages. He said the trust on the postman remains, despite the advent of modern technology. He said that the Government&#8217;s approach is to reform existing frameworks and structures, and hence, transform them in accordance with the changing times. He said that there are over 1.5 lakh post offices and over three lakh postmen or &#8220;<b>grameen dak sevaks</b>&#8221; who are connected to the people of the country. Now they shall be empowered with smartphones and digital devices to provide financial services.</p>
<p>Enumerating the benefits of <strong>IPPB</strong>, he said it will enable money transfer, transfer of government benefits, bill payments and other services such as investment and insurance. He added that postmen would deliver these services at the doorstep. He said that <strong>IPPB</strong> will also facilitate digital transactions, and help deliver the benefits of schemes such as Pradhan Mantri Fasal Bima Yojana, which provide assistance to farmers.</p>
<p>The Prime Minister said that since 2014, the Union Government has been dealing firmly with the distortions and problems that had arisen in India&#8217;s banking sector due to indiscriminate loan advances. He said existing loans have been reviewed and a professional approach has been taken with regard to the banking sector. He mentioned other measures such as the Fugitive Economic Offenders Bill, which have been taken to ensure that the guilty are punished.</p>
<p>The Prime Minister said that now Mudra loans worth over 13 lakh crore rupees have been given to the poor and middle class, for creating self-employment opportunities. He said that today, as India achieves its best ever Asian Games performance, and the economy shows excellent growth numbers, the entire country is full of new self-confidence. He said this is the result of the collective efforts of the people. He said today India is not just the fastest growing economy in the world, but also the country that is eradicating poverty the fastest.</p>
<p>The Prime Minister said that 3 lakh &#8220;<b>dak sevaks</b>&#8221; would be the key to provide financial services to every home, every farmer and every small enterprise in the villages. He mentioned that in recent months, several steps have been taken for the welfare of &#8220;<b>dak sevaks</b>&#8221; and to meet their long pending demand. These have led to a substantial increase in their salary, he added. He expressed confidence that <strong>IPPB</strong> shall reach over 1.5 lakh post offices across the country within the next few months.</p>

<p>Gramin Dak Sevaks in the Department of pots went on indefinite strike from 22nd May 2018. All the Branch Post offices in Rural India closed. Rallys have been conducted on Monday in Cirde Head Quarters in 22 postal Circles said S.S. Mahadevaiah, General Secretary, AIGDSU.</p>
<p>Very good strike is recorded all over the country. All the postal services in rural India have been effected. Strike will continue till the demand is achieved said Mahadevaiah.</p>

<p>(a) the total number of postal circles in the country and the number of GPOs, SPOs and EDBOs functioning under these circles alongwith number of these post offices located in rural and urban regions separately;<br />
(b) the number of post offices manned by Grameen Dak Sevaks (GDSs) State/UT-wise alongwith the details about the monthly salary of the GDS;<br />
(c) whether Grameen Dak Sevaks (GDSs) are eligible for pension like other Government employees and if not, the reasons therefor;<br />
(d) whether Government is contemplating to constitute any Committee to look into the salary structure and other service matters of Grameen Dak Sevaks and if so, the details thereof;<br />
(e) whether the said committee has submitted its said report and if so, the salient features of the said report; and<br />
(f) the time by which it is likely to be implemented?</p>

<p><strong>THE MINISTER OF STATE (IC) OF THE MINISTRY OF COMMUNICATIONS &amp; MINISTER OF STATE IN THE MINISTRY OF RAILWAYS (SHRI MANOJ SINHA)</strong></p>
<blockquote><p>(a) Madam, the total number of Postal Circles in the country is 23. The total number of GPOs is 24, the total number of Sub Post Offices (SPOs) is 24753, the total number of Extra Departmental Branch Offices (EDBOs) is 129346. The details of these post offices rural and urban regions wise is enclosed at Annexure-I.</p>
<p>(b) The number of post offices which are manned by Gramin Dak Sewaks (GDS) is given in the Annexure-II. Details of the monthly wages admissible to various categories of Gramin Dak Sewaks are given in the Annexure-III.</p>

<p>(e) Yes, Madam. The committee has submitted its report. The salient feature of the report is given in the Annexure-IV.</p>

<p>Will the Minister of COMMUNICATIONS be pleased to state:</p>
<p>(a) the total number of postal circles in the country and the number of GPOs, SPOs and EDBOs functioning under these circles alongwith number of these post offices located in rural and urban regions separately;</p>
<p>(b) the number of post offices manned by Grameen Dak Sevaks (GDSs) State/UT-wise alongwith the details about the monthly salary of the GDS;</p>
<p>(c) whether Grameen Dak Sevaks (GDSs) are eligible for pension like other Government employees and if not, the reasons therefor;</p>
<p>(d) whether Government is contemplating to constitute any Committee to look into the salary structure and other service matters of Grameen Dak Sevaks and if so, the details thereof;</p>
<p>(e) whether the said committee has submitted its said report and if so, the salient features of the said report; and</p>
<p>(f) the time by which it is likely to be implemented?</p>

<p>(a) Madam, the total number of Postal Circles in the country is 23. The total number of GPOs is 24, the total number of Sub Post Offices (SPOs) is 24753, the total number of Extra Departmental Branch Offices (EDBOs) is 129346. The details of these post offices rural and urban regions wise is enclosed at Annexure-I.</p>
<p>(b) The number of post offices which are manned by Gramin Dak Sewaks (GDS) is given in the Annexure-II. Details of the monthly wages admissible to various categories of Gramin Dak Sewaks are given in the Annexure-III.</p>

<p>(b) whether the Ministry proposes to appoint these Grameen Dak Sevaks to the posts of postman and MTS on the basis of their seniority;</p>
<p>(c) if not, by when these Grameen Dak Sevaks are likely to be appointed to the posts of postman and MTS;</p>
<p>(d) whether the Ministry has received a demand letter from them demanding better facilities; and</p>
<p>(e) if so, the details of the action taken in this regard?</p>

<p>THE MINISTER OF STATE IN THE MINISTRY OF COMMUNICATIONS AND INFORMATION TECHNOLOGY (DR. (SMT.) KILLI KRUPARANI)</p>
<p>(a) As on 01.01.2013, the total working strength of various categories of Gramin Dak Sevaks is 263326. State-wise and UT wise details is at Annexure-I.</p>
<p>(b) Statutory recruitment rules of MTS already provide for their absorption to the posts of MTS on the basis of seniority. However, there is no proposal for their absorption to the posts of Postman on the basis of seniority.</p>
<p>(c) Absorption of Gramin Dak Sevaks to the posts of postman and MTS can only be made as per the provisions of statutory recruitment rules of postman and MTS.</p>
<p>(d) It is not clear from the question, which specific letter is being mention. However, some letters regarding inclusion of the category of Gramin Dak Sevaks within the purview of 7th Central pay Commission have been received.</p>
<p>(e) Gramin Dak Sevaks are not Central Government employees and this issue is within the domain of DoPT and Ministry of Finance.</p>
