<p><em><strong>Central and state government employees protested here Sunday, demanding restoration of the old pension scheme.</strong></em></p>
<p>Hundreds of employees staged a dharna outside the Hamirpur office of local MP Anurag Thakur and raised slogans against the new pension scheme.</p>
<p>The employees said if the old scheme was not restored then they would be compelled to launch a nation-wide stir.</p>
<p>Bikram Singh Rana, a national-level leader of the employees association, alleged the new scheme was launched to help big companies and not for the benefit of the employees and that all employees were against it.</p>
<p>The employees demanded all parties declare in their manifestos that the old pension scheme would be reverted back to.</p>
<p>Senior BJP leader Prem Kumar Dhumal, who was in Hamirpur during the dharna, addressed the employees and assured them that he would take up their issue with the central and state governments. He said their case was justified.</p>

<p>Subject: <strong>Delegation of powers to Ministries/ Departments for payment of Sitting Fee in respect of Non-officials of Committees/ Panels/ Boards etc.</strong></p>
<p>The undersigned is directed to state that the issues related to payment of Sitting Fee to Non-officials of Committees/Panels/Boards etc. have been examined in D/o Expenditure. It has been decided that Administrative Secretaries of the Ministries/ Departments may decide the Sitting Fee in respect of Non-officials of Committees/Panels/Boards etc. in consultation with their Financial Advisors and with the approval of their Ministers.</p>
<p>2. While considering the proposals for payment of Sitting Fee to Non-officials, the Ministries/Departments are directed to keep in view the following instructions/guidelines:-</p>
<p>2.1. <strong>Categorisation of Committees:</strong> For the purpose of payment  of Sitting Fee, Committees/Boards/panels are categorized into following three categories:-</p>
<p>(i) <strong>High Level Committee:</strong> In terms of Cabinet Secretariat Circular No. 1/16/1/2000-Cab. dated 15.04.2002, a High Level Committee is a Committee set up with the approval of Hon&#8217;ble Prime Minister through the Cabinet Secretary and presided over by a high ranking dignitary eg. a Minister, a Judge of the Supreme Court of India, a Vice-Chancellor etc. including prominent persons in public life as Members.</p>
<p>(ii) <strong>Technical or Expert Committee:</strong> A Technical or Expert Committee is a Committee constituted to discharge functions as prescribed under Acts/Rules/Subordinate legislation on the subject. Such Committee is to be set up with the approval of the Minister of the concerned Ministry. In case any Member of Parliament is included in the Committee, the prior approval of Prime Minister to their inclusion is to be obtained in terms of Cabinet Secretariat Circular No.1/16/1/2000-Cab. dated 15.04.2002.</p>
<p>(iii) <strong>Other Committees:</strong> All other Committees will be covered under this category. These Committees will be constituted with the approval of the Administrative Secretary or Minister.</p>
<p>2.2 <strong>Definition of a Non-official:</strong> For the purpose of grant of Sitting Fee only such persons are to be considered as Non-officials who are not employed in any institution/ organisation/body funded by the Central Government.</p>
<p>3. <strong>Rates of Sitting Fee:</strong> On the basis of categorisation of Committees viz. High Level Committee, Technical or Expert Committee and Other Committees, The Ministries/Departments shall ensure that the maximum rates of Sitting Fee to be paid to Non-official Chairman/ Members will not be more than the following:-</p>
<blockquote><p><strong>(i) High Level Committee : Not more than Rs.10,000/- per day of Sitting.<br />
</strong><br />
<strong>(ii) Technical or Expert Committee : Not more than Rs.6000/- per day of Sitting.<br />
</strong><br />
<strong>(iii) Other Committees : Not more than Rs.4000/- per day of Sitting.</strong></p></blockquote>
<p>4. For arriving at the rates of the Sitting Fee to Non-official Chairman and Members of the Committees/Boards/Panels, the Ministries/Department shall observe the following conditions:</p>
<blockquote><p>i. While considering the amount of Sitting Fee, the Ministries/Departments have to keep in view facts such as nature and scope of the Committee, importance of the subject assigned to the Committee, category of the Committee (i.e. High level Committee, Technical or Expert Committee or other Committee), level/ status of Chairperson/ Members, duration of the Committee, frequency of meetings, Terms of Reference of the Committee etc.</p>
<p>ii. In no case, the ceiling should exceed 10 meetings in a month in respect of all categories of Committees viz. High Level, Technical or Expert Committees and Other Committee. It is presumed that such committees are constituted for a limited duration specified in the order.</p>
<p>iii. It is clarified that the Govt. employees nominated to such Committees/ Boards/ Panels etc. will not be entitled to Sitting Fee.</p>
<p>iv. Cases seeking deviation from the above norms may be referred to M/o Finance giving full justification for seeking deviation.</p></blockquote>
<p>3. These instructions will be effective from the date of issue of this O.M.</p>
<p>4. This is issued with the approval of Finance Minister.</p>

<p>A copy of MoD/D (Civ-I) ID No 11 (6)/2016-D(Civ-I) dated 07.12.2016 along with all its enclosures on the above subject is forwarded herewith. It is seen that MoD/D(Civ-I) has requested that the clarification on the subject from MoF/MoD(Fin) may be awaited. Accordingly, the instructions issued by MoD in para 2 of the MoD ID dated 7.12.2016 may be adhered to avoid any inconsistencies in the matter of pay fixation.</p>

<p>Sub: <strong>Clarification on purchase of Air Tickets from unauthorized agents for non- entitled officials to travel by air</strong></p>
<p>Kindly refer to DoP&amp;T letter No.31011/3/2015-Estt(A.lV) dated 18/02/2016 wherein it is mentioned under points 14 &amp; 15 that Govt employees not entitled to travel by air, may travel by any airline. However, reimbursement in such cases shall be restricted to the fare of their entitled class of train/transport or actual expense, whichever is less. In all cases whenever a Govt servant claims LTC by air, he/she is required to book the air tickets either directly through the airlines or through the approved travel agencies viz M/s Balmer Lawrie &amp; Co. Ltd/ M/s Ashok Tours &amp; Travels Ltd/ IRCTC. Booking of tickets through any other agency is not permissible.</p>

<p>It simply means, the National Anomaly Committee or Committee on Allowances won&#8217;t suggest or approve any changes in the basic pay or allowance against the recommendations of the 7th Pay Commission.</p>
<p>The ‘Committee on Allowances’, headed by Finance Secretary Ashok Lavasa, is yet to submit its report on fatter allowances recommended by the 7th Pay Commission, however the Finance Ministry sources said the government won’t consider any change in 7th Pay Commission recommendations. Sources confirmed that there will be no changes in basic pay and allowances recommended by the 7th Pay Commission. It simply means, the National Anomaly Committee or Committee on Allowances won’t suggest or approve any changes in the basic pay or allowance against the recommendations of the 7th Pay Commission.<br />
Sources in the Finance Ministry have made it clear that the National Anomaly Committee on behalf of the government won’t consider any hike in basic pay and fatter allowances recommended by the 7th Pay Commission. The latest development contradicts with what Union Finance Minister Arun Jaitley had promised. Those who will hope over these issues will gain nothing but no change on 7th Pay Commission recommendations of pay scales and allowances are very much possible, said sources.</p>
<p>Finance Minister Arun Jaitley had promised the government would consider the demand of an increase in basic pay and allowances of the central government employees. The government had said it will form a High Level Committee to review the new pa scales. However no such committee has been formed till date. Instead, the government formed a 22-member National Anomaly Committee headed by Secretary, Department of Personnel and Training (DoPT) to look into various pay related anomalies arising out of the implementation of the 7th Pay Commission’s recommendations.</p>
<p>Sources said the government has decided to stick to the recommendations of the 7th Pay Commission on basic pay and allowances. They also confirmed that the ‘Committee on Allowances’ won’t suggest any hike and is likely to stick with the recommendations of the 7th Pay Commission. The 7th Pay Commission notification confirmed that central government employees will get 14.27 per cent hike in basic pay at junior levels, which is the lowest in 70 years. The Cabinet also approved the increase in minimum pay Rs 18,000 from existing Rs 7,000. The 7th pay commission had recommended abolition of 51 allowances and subsuming 37 others out of 196 allowances.</p>

<p>Two-wheeler majors, including Hero MotoCorp and Honda, have started offering exclusive discounts and offers to govt employees and pensioners to expand sales. This concessions to the govt employees comes after enhanced pay packages under the 7th Pay Commission comes into effect from January this year.</p>
<p>The country’s largest two-wheeler maker Hero MotoCorp is offering cash discounts of Rs 1,500 on every product (motorcycles and scooters), irrespective of ticket size. For govt employees residing in Delhi, insurance worth Rs 1,600 is also being offered gratis. “The scheme is available to only government employees and their family,” said a Delhi-based dealer.</p>
<p>The second biggest player, Honda Motorcycle and Scooter India (HMSI), is offering steep benefits of up to Rs 10,000 for govt employees on three motorcycle brands – Dream Neo, Dream Yuga and CB Shine. These include cash benefit of around Rs 2,000 and discounts on bike financing. The offers though are valid till September.</p>
<p>“Government employees and their families comprise a large chunk of two-wheeler customers. The disbursements before festivals accelerate purchasing power. We have seen a healthy growth in individual buys by government employees, compared to the same month last year. As benefits continue in the festive season, so do buying,” said Yadvinder Singh Guleria, senior vice-president (sales &amp; marketing), HMSI.</p>
<p>The domestic two-wheeler industry had grown by a paltry three per cent in FY16, as the rural economy faced challenges due to a below-normal monsoon. The two key triggers – a normal rainfall and increased salaries of government employees – are expected to drive volumes this year. In the April-July period of the current year, domestic two-wheeler sales have grown by 14 per cent.</p>
<p>“The increased payout is godsend for automobile companies. We expect increase in sales of two-wheelers, owing to improved purchasing power and changes in socioeconomic lifestyle. TVS Motor Company has announced various schemes targeted at these customers, which include huge savings on finance schemes, extended warranty, etc. We are offering these schemes both for existing central government employees as well as pensioners,” said a spokesperson at TVS Motor Company.</p>
<p>Top car makers had also announced sops for govt employees. Hyundai is giving benefits of Rs 7,000 on the Grand i10 and accent and Rs 5,000 each on the i10 and the Eon, in addition to the existing promotional offers for central government employees.</p>
<p>Tata Motors announced a scheme for central and state government employees, offering them benefits such as additional cash discounts or the option to buy extended warranty policy, annual maintenance packages as well as accessories on the purchase of a Tata car, except for the recently launched Tiago.</p>

<p class="entry-title"><b> </b></p>
<p class="entry-title">Central government employees will be entitled to annual increments and promotions, under a new pay structure that takes effect next month, only if they get a ‘very good’ on their report cards rather than just ‘good’ — the current benchmark.</p>
<p>The finance ministry on Tuesday notified new salaries and pensions as well as other recommendations of the Seventh Pay Commission that will impact 4.7 million workers and 5.3 million pensioners.</p>
<p>The commission — which reviews pay grades and suggests hikes every 10 years — had recommended an increase of up to 23.55% in overall take-home amounts, fixed the minimum monthly pay at Rs 18,000, and revised the highest pay to Rs 2.5 lakh for officers of the rank of cabinet secretary, the highest ranking bureaucrat.</p>
<p>Beneficiaries will get arrears from January 2016, to be paid before March 31, 2017.</p>
<p>But with the higher salaries come rigorous performance checks and tougher promotion criteria for the bureaucracy.</p>
<p>“There is one significant aspect where this commission feels a change is required… The commission recommends this benchmark, in the interest of improving performance level, be enhanced from ‘good’ to ‘very good’,” the pay panel had suggested. This was accepted by the government.</p>
<p>The commission had also sought “more stringent criteria such as clearing of departmental examinations or mandatory training before grant of Modified Assured Career Progression”. A panel will now be appointed to streamline the national pension system. The revision is likely to cost the government Rs 1.02 lakh crore annually or 0.7% of GDP.</p>

As we are aware that after a long deliberation between the stake holders and the Departments/Ministries, concerned Secretaries had submitted their recommendations on the 7th CPC to the Empowered Committee and after considering it, the Central Cabinet has accepted the recommendations of the 7th CPC on 29th June 2016 ignoring the submissions of this Federation.</p>

<p>2. The Govt has not enhanced the Minimum Pay from Rs 18000/- to 24000/-, Multiplying Factor from 2.57 to 3.42, rate of increment from 3% to 5%, non-merging of any of the pay scale of Group ‘C’, non-resolving the issue of MACP etc.</p>

<p>3. This has caused discontentment amongst the employees. It has to be kept in the mind that the then Defence &amp; Finance Minister Shri Arun Jaitley and MoS of PMO Dr. Jitendra Singh had assured the delegation of BPMS/BMS to resolve the above issues in favour of the employees. But now the Govt has reneged to its promises.</p>

<p>4. In this situation, Bhartiya Mazdoor Sangh, Govt Employees National Confederation &amp; BPMS have decided to observe an agitational programme with immediate effect till 08th July 2016. In this agitational programme, Gate Meetings, Slogan shouting, Dharna, Procession, March, Demonstration at Main Gate etc will be organized as per feasibility. On the last day (08.07.2016) unions will submit a memorandum to respective Head of Departments &amp; local Hon’ble Member of Parliament addressed to Hon’ble Prime Minister of India with a copy to BPMS.</p>

Further, Shri Shiv Gopal Mishra, Convener, NJCA has requested to BPMS vide his letter (No NJC/2016/07th CPC dated 07.06.2016) to support in the proposed indefinite strike commencing from 11th July 2016. This Federation has considered the same and decided that all the affiliated Unions will support the indefinite strike from 11th July 2016.</p>

<p>The main programme will be held in Chandigarh which will be attended by Prime Minister Narendra Modi</p>
<p>There will be no public holiday and yoga will be voluntary for central government employees on Tuesday, when the country observes second International Yoga Day.</p>
<p>&#8220;There will be no holiday and all government offices will remain open tomorrow,&#8221; a senior official in Department of Personnel and Training (DoPT) said.</p>
<p>He said the Centre has not made it mandatory for the employees to take part in yoga.</p>
<p>&#8220;It is voluntary. Necessary arrangements have been put in place to allow employees to attend yoga at various programmes being organised across the country,&#8221; the official said.</p>
<p>There are about 50 lakh central government employees.</p>
<p>Over one lakh events have been planned in the country on second International Yoga Day. Of these, 10 regional-level mega events will be hosted in Varanasi, Imphal, Jammu, Shimla, Vadodara, Lucknow, Bengaluru, Vijayawada, Bhubaneshwar and Hoshiarpur.</p>
<p>The main programme will be held in Chandigarh which will be attended by Prime Minister Narendra Modi.</p>
<p>Yoga day programmes will also be organised in 391 universities, 16,000 colleges and 12,000 schools across the country.</p>

										<content:encoded><![CDATA[<div><strong>MACP Promotion Benefits to Govt Employees at right time &#8211;  Granting MACP upgradation without delay &#8211; Dopt Instructions on 18.2.2015</strong></div>

<div>The nodal agency of Indian Government, Department of Personnel and Training has instructed to all the Ministries/Departments on 18th Feb 2014 regarding the promotional scheme for Central Govt employees is called MACP. Modified Assured Career Progression Scheme for the Central Government Civilian Employees which is operational w.e.f. 01.09.2008. MACP Scheme envisages the three financial upgradations at intervals of 10, 20 and 30 years of continuous regular service to all regularly appointed Group “A”, “B”, and “C” Central Government Civilian Employees.</div>

<div>As per para 6 of DOPT’s O.M. No. 35034/3/2008-Estt.(D) dated 19.05.2009, the Screening Committee would follow a time-schedule and meet twice in a financial year – preferably in the first week of January and first week of July of a year for advance processing of the cases maturing in that half. Accordingly, cases maturing during the first-half (April-September) of a particular financial year would be taken up for consideration by the Screening Committee meeting in the first week of January. Similarly, the Screening Committee meeting in the first week of July of any financial year would process the cases that would be maturing during the second-half (October-March) of the same financial year.</div>

<div>It has come to notice of this Department that the benefits of MACPS are not being granted as per the schedule/provisions in the MACP Scheme leading to dissatisfaction and grievances among the employees. Therefore, Ministries/Departments are advised to ensure strict compliance to the time limits indicated in MACPS for grant of benefits under this scheme as and when the employees become eligible for such benefits.</div>
