<p>As you are all aware that the Government accommodation can be availed based on the grade pay. That the details of the content are reproduced here for ready reference.</p>



<p><em>The Grade Pay of an officer in his current post in the Government of India will be used to assess his eligibility for Government accommodation.</em></p>



<p>According to SR 317-B-5, the following are the various categories of residences based on the grade pay.</p>

<p>(a) Eligibility of an officer for Government accommodation shall be determined as per the Grade Pay of such officer in his present post held in the Government of India,</p>



<p>(b) Date of priority in respect of lower type accommodation i.e. Type-I to TypeIV shall be the date of joining the service in the Government of India.</p>



<p>(c) The inter-seniority for the higher type accommodation shall be considered on the basis of following principles, namely:</p>

<ul class="wp-block-list">
<li>(i) Firstly the Grade Pay of the Officer;</li>



<li>(ii) Secondly the priority dates within the same Grade-Pay. In this case the priority date shall be the date from which the applicant continuously drawing his existing Grade Pay;</li>



<li>(iii) Where the priority date of two or more officers is the same, the inter-seniority of the officers shall be determined on the basis of the basic pay i.e. the officer who have a higher pay shall be senior in the waiting list;</li>



<li>(iv) Where the priority date and the basic pay of two or more officers are the same, the earlier date of joining in the service of the Government of India shall be the next determining principle of inter-seniority.</li>



<li>(v) where the priority date, basic pay, and the date of joining in the service of the Government of India of two or more officers are the same, the officers retiring earlier may be accorded higher priority over the officer retiring later.</li>
</ul>



<p>(d) The principle of determining the inter-seniority of two or more officers as specified in sub-clause (ii) of clause (c) shall be implemented from the 1st January 2010.</p>



<p>(e) where Type-V and Type VI accommodation has not been classified as Type V-A and type V-B and type-VI-A and type-VI-B respectively, all the officers eligible for type -V shall be grouped together and similarly those eligible for type -VI shall also be grouped together,</p>



<p>(f) in the case of Secretaries to the Government of India and Additional Secretaries to the Government of India, the date of joining in the Government of India at Delhi shall determine their inter-seniority subject to the condition that no junior batch officer of the same service shall get priority over his senior batch officer. Where the date of joining is the same, the date of retirement shall determine their inter-seniority on the principle that the earlier date of joining the Government of India, irrespective of the place of posting and service/batch seniority, shall determine the inter-seniority.</p>



<p>(g) officer entitled for Type-V and above accommodation shall also be eligible to apply for accommodation below entitlement subject to the condition that such accommodation shall not be below type-IV Special accommodation.</p>

<p>It has been decided by the competent authority that allotment of type VII and type VIII house will be made by the Minister of Urban Development keeping in view the functional necessity, criticality/sensitivity of the post held, urgency in requirement of houses by the eligible high dignitaries and such allotments would not entail the imposition of an enhanced rate of license fee upon allottees which are working on very sensitive posts having a lot of responsibility on behalf of the Government. <p>  The above demand was discussed as <strong>Item No.16 of the standing committee meeting of the National council (JCM) held on 7-3-2019.</strong> The extract from the minutes of the above meeting is given below for your kind ready reference.</p>

<p>Staff Side said that they are grateful for the Govt. order dated  5-3-2019 issued by the Dept. of Expenditure on the subject matter.  However there is a difficulty in implementing this order, in the Min, of  <strong>Railways &amp; Defence</strong>, as these Ministries have their own  residential colonies and it is also mentioned in the ibid order that ‘  wherever feasible’ . This provision may have to be deleted, so that the  employees who have vacate the quarters due to less facilities etc., are  able to avail <strong>HBA </strong>from various sources etc. and are entitled for HRA.</p>



<p>Joint Secretary (Pers) agreed to consider the proposal of the staff side</p>



<p>The  Department of Expenditure have not yet issued the above mentioned  amendment in the Department of Expenditure order dated 5-3-2019</p>

<div>Union Minister for Urban Development Shri Kamal Nath has said that there is shortage of accommodation for Central Government employees in cities like, Kolkata, Mumbai, Delhi, Bangalore and Chennai.  The position is comfortable at other stations.</div>
<div></div>
<div>He said in a reply to a question in Lok Sabha today that the following initiatives have been taken to increase availability of houses:-</div>
<div></div>
<div>(i) Construction of residential and office/commercial accommodation at Ghitorini Delhi;</div>
<div></div>
<div>(ii) Redevelopment of old Government colonies, namely, East Kidwai Nagar, Netaji Nagar, Srinivaspuri, Mohammadpur, Kasturba Nagar, Thyagaraja Nagar and Sarojani Nagar in Delhi for utilizing the maximum available floor area ratio (FAR);</div>
<div></div>
<div>(iii) Acquiring 96 flats of various categories in the Common Wealth Games Village, New Delhi; and</div>
<div></div>
<div>(iv)Construction of 130 units of Type-V and Type-VI categories at Hyderabad Estate, Mumbai by demolishing 48 Type-VI flats which have been declared dangerous and meanwhile hiring  50 flats equivalent to Type-VI category to instantly meet the deficiency caused by demolition of existing flats.</div>

<div>Subject :<strong> Revision of flat rates of Licence fee for Central Govt Residential Accommodation throughout the country.</strong></div>
<div></div>
<div>In terms of SR-324(4), the Government has decided to revise the flat rates of licence fee recoverable for the residential accommodation available in General Pool and also in Departmental Pools of Ministries &amp; Departments of the Government of India throughout the country (except in respect of substandard/unclassified accommodation of Ministry of Defence, accommodation for service personnel of the Ministry of Defence and accommodation under the control of Ministry of Railways), as shown in the Annexure.</div>
<p>2. The revised rates of licence fee would be effective from 1st July, 2010. All Ministries / Departments are requested to take action to recover the revised licence fee in accordance with these orders in respect of accommodation under their control all over the country.</p>
<p>3. This issues with the concurrence of integrated Finance Wing of the Ministry of Urban Development under its Diary No. 545/Dir. (F)/FD/10 dated 15.11.2010 &amp; dated 03.01.2011.</p>

<div>The undersigned is directed to refer  this Directorate’s OM of even number dated 19.11.2001 vide which revised guidelines for allotment of Government accommodation to the Journalists and Press Cameramen were circulated. The matter has been further considered by the Government and it has been decided to revise limit of emoluments for Journalists / Press-cameramen Category- I and category- II. Accordingly para 1(b) (i) to (iii) of this office OM of even number dated 19.11.2001 has been substituted as under:</div>

<div>(i) J<strong>ournalists/Press Cameraman drawing emoluments up to Rs. 20,000/- per month (excluding (conveyance allowance), &#8211; Category-I</strong></div>
<div></div>
<div>(ii)<strong> Journalists/Press Cameraman drawing emoluments from Rs. 20,001/- to Rs.40,000/- per month (excluding (conveyance allowance) &#8211; Category-II</strong></div>
<div></div>
<div>(iii) <strong>Type-IV accommodation may be allotted to Category-I of journalists/Press Cameramen drawing emoluments up to Rs.20,000/- per month (excluding conveyance allowance) and Type-IV Spl. Accommodation may be allowed to Category-II of Journalists/Press cameramen drawing emoluments between Rs.20,001/- to Rs.40,000/- per month.</strong></div>

<div>2. Other terms and condition of allotment of Government accommodation to the Journalists/press-cameramen from the Press Pool shall remain the same as were circulated vide this Directorate’s OMs of even number dated 15.06.2001 and 19.11.2001.</div>

<p><strong>Change of Floor for Disabled Persons by DDA</strong></p>
<p>The Delhi Development Authority (DDA) has informed that change of floor to the persons with disability is allowed by it, subject to availability of flat and eligibility of the applicant.</p>
<p>DDA has informed that during last one year, out of 4 requests received from such allottees of DDA Housing Scheme-2010 for change of floor, one has already been allotted a flat on the Ground floor.</p>
<p>This information was given by the Minister of State for Urban Development Smt. Deepa Dasmunshi in a written reply to a question in Rajya Sabha today.</p>

<p>Subject: <strong>Nomination of Area Welfare Officers for the calendar years 2013 and 2014 regarding.</strong></p>
<p>The Department of Personnel &amp; Training nominates Gazetted Officers as Area Welfare Officers (AWOs) for residential colonies to look after the welfare of Central Govt. employees and their families Area Welfare Officer is only a functional arrangement to provide a link between the Central Government employees residing in various colonies and the concerned civic and other agencies providing service to them. A list of functions of Area Welfare Officer is enclosed. The functions of AWOs are official in nature and are performed by them on honorary and voluntary basis. Only those officers who are willing to function as Area Welfare Officer and can spare time for welfare work will be considered for nomination. The Area Welfare Officers serve as a vital link between the Government and residents in various matters relating to the welfare of Government employees residing in various colonies.</p>
<p>2. The tenure of the Area Welfare Officers shall be for a period of two years (commencing from 1.1.2013) or till the services are required by the Govt. whichever is earlier. The Area Welfare Officers are entitled to use office stationery and service postage stamps etc. for discharging their duties as AWO. They are allowed to leave office, with prior permission, for meeting the civic/policy authorities for solving the problems of the residents of their localities.</p>
<p>3. The applicant should not be an office bearer of Central Government employees or any other Residents Welfare Association. Further, officers seeking appointment as AWO should preferably have a residential telephone. No telephone / reimbursement of Telephone rent, facility will be available to AWO nominated by DOPT.</p>
<p>4. Applications from those officers, who are willing to work in honorary and voluntary capacity, as Area Welfare Officers duly recommended by the Department/administrative authority concerned may be forwarded and must reach the undersigned within 45 daysfrom the date of issue of this O.M.A. Format for application is also enclosed.</p>

<p>FUNCTIONS OF AREA WELFARE OFFICER</p>
<p>1. To function as coordinating officer between the CGHS Dispensary and its beneficiaries regarding complaints from either side.</p>
<p>2. To attend to all emergency hospital work like help in expeditious hospitalisation of serious cases, attending to complaints regarding hospital care, etc,</p>
<p>3. To serve on the CGHS Area Advisory Committee for considering suggestions for the improvement of service and facilities.</p>
<p>4. To act as liaison officer for Community Hall and look to its proper functioning and improvement.</p>
<p>5. To act as liaison officer between the Ministry of Personnel., PG and Pensions and the local Association in all matters and disputes and to mediate in election disputes at the request of the parties.</p>
<p>6. To investigate all cases of neighbourly disputes referred to him by the Depit of Personnel and furnish report on the basis of which action- can be taken by the Directorate of Estates for shifting the erring party to another locality.</p>
<p>7. To act as liaison officer between the Associations and Municipal authorities in all Companies regarding civic services, water electricity, Street lighting, drainage, bus service, sanitary service and vaccination and inoculation services.</p>
<p>8. To act as liaison officer with local police authorities regarding any incident in the locality involving law and order.</p>
<p>9. To act as liaison officer with the Education Directorate regarding complaints about school timing, admission, etc.</p>
<p>10. To act as liaison officer between the Co-operative consumer store and the beneficiaries in the area.</p>
<p>11, To act as liaison officer between CPWD authorities and the allottees regarding Complaints lodged with the CPWD Enquiry office for their speedy disposal.</p>
<p>12. To keep in touch with all the social and cultural bodies in the area.</p>
<p>13. To act as liaison officer with all activities of Grih Kalyan Kendra in the area including ‘Creche’.</p>
<p>14. To act as liaison officer between the colony and the Central Secretariat Spoils Control Board in all activities of the Board.</p>
<p>15. To mediate in family dispute to bring about harmony in the home life in the Context of Home Ministry circular for maintaining the wife in a reasonable comfort and matter relating to notation of monograncy.</p>
<p>16. To assist and cooperate in campaigns and measures such as vaccination in Oculation blood donation family planning etc., launched by the Ministry of Health and Family Planning.</p>
<p>Note: The above list is only illustrative and not exhaustive.</p>
<p>ANNEXURE-III</p>
<p>GUIDELINES / CRITERIA FOR SELECTION 0F AREA WELFARE OFFICERS</p>
<p>1. The tenure of Area Welfare Officers shall be for Iwo years from the date of appointment or till their services ere required by the Government whichever is earlier. However, if there is no other candidate for the area, the old AWO, if he has applied afresh, should be allowed to continue for anothher term.</p>
<p>2. He should be a gazetted officer.</p>
<p>3. The Residents Welfare Association should not be allowed lo nominate any name for AWOs.</p>
<p>4 He must be a resident of the area for which he is the applicant and the area (including the adjacent areas) should have at least 300 Govt. employees residing in that area(s).</p>
<p>5. The officer applying should not be an office bearer of Central Government employee or any other Residents Welfare Association.</p>
<p>6. He should not be retiring within 2 years of his appointment as AWO i.e. he should serve for full term of two years as AWO.</p>
<p>7. He should possess sound health to undertake the job in question.</p>
<p>8. Preference should be given to those, who have telephones at their residences.</p>
<p>9. He should not be a controversial person.</p>
