<h3 class="wp-block-heading">Subject: Compliance to communication security advisory for government officials.</h3>



<p>Reference: HQrs Office letter No. Mech/IT&amp;S/810/Cyber Security Dated-09/02/2022</p>



<p>Please refer to HQrs. office letter cited under reference wherein it is stated that JS (Estt/plg/Parl)/CISO, Ministry of Defence has issued directions to stop violations of Manual of Departmental Security Instructions (MoDSI) and National Security Policy Guidelines (NISPG). In order to curtail the leakage of classified information, guidelines are issued in the interest of communication security.</p>



<p>In this regard, the following guidelines should be followed in the interest of communication security.</p>



<ol class="wp-block-list"><li>The&nbsp;<strong>Top Secret</strong>&nbsp;and&nbsp;<strong>Secret</strong>&nbsp;Information shall be shared only in a closed network with leased line connectivity where SAG grade encryption mechanism is deployed.</li><li>The use of NIC email facility or Government Instant Messaging Platforms (Such as CDAC’s Samvad, NIC’s Sandesh etc) are recommended for the communication of Confidential and Restricted information taking utmost care regarding the classification of information. .</li><li>All are advised to deploy proper firewalls and white-listing of IP addresses while using the e- Office system.</li><li>In the context of Video. Conferencing for official purpose, Government VC solutions offered by CDAC, CDOT and NIC should be used. The meeting ID and password shall be shared only with authorized participants. Top Secret and Secret information shall not be shared during the VC.</li><li>Official working from home, should use security-hardened electronic devices (such as Laptop, Desktop etc) which are connected to the office servers through VPN and firewall setup. It is pertinent to mention that Top Secret/ Secret information shall not be share in the ‘work from environment’.</li><li>Digital Assistants devices like Amazon’s Echo, Apple’s HomePod etc. should not be kept in office. Digital Assistants (such as Alexa, Siri etc.) should be turned off in the smart phones/watches used by the officials.</li><li>Public messaging platform like whatsapp, telegram etc. should not be used for any classified official communication.</li></ol>

<p>It has been brought to the notice of this Department that in the contracts signed with suppliers by some of the Ministries/ Departments have clauses of pre-inspection at the firm’s premises, where there is a provision that the suppliers or the vendors will pay for the travel, stay, hospitality and other expenses of the Inspecting officials. This is not in keeping with need to safeguard the independence of the inspecting teams. Such provisions in contracts need to be discouraged, so that Inspections are not compromised. Necessary steps may be taken to strictly avoid such provisions in the contracts with suppliers/ vendors.</p>

										<content:encoded><![CDATA[<p><b>Filing of assets details by Government officials</b></p>
<p>The Section 44 of the Lokpal and Lokayuktas Act, 2013 requiring declaration of assets and liabilities in respect of public servants, their spouses and dependent children has been amended by the Lokpal and Lokayuktas (Amendment) Act, 2016 on 29.07.2016. The Amended Act shall be deemed to have come into force on 16.01.2014. The amended Section 44 reads as:</p>
<p>&#8220;44. On and from the date of commencement of this Act, every public servant shall make a declaration of his assets and liabilities in such form and manner as may be prescribed&#8221;</p>
<p>The Government had introduced the Lokpal &amp; Lokayuktas and other related Law (Amendment) Bill 2014, which inter-alia proposes to amend certain provisions of the Lokpal and Lokayuktas Act, 2013 so as to provide for situations where the composition of the Selection Committee is deficient/incomplete due to absence of Leader of Opposition in the Lok Sabha, etc.</p>
<p>This was stated by the Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office Dr. Jitendra Singh in a written reply to a question by Shri A. Vijayakumar in the Rajya Sabha today.</p>

<p>RBI has asked banks to ensure cash supply for pensioners and armed forces in the wake of limited currencies in the market following cancellation of Rs 500 and Rs 1,000 notes.</p>
<p>The Reserve Bank said demand for cash from government officials and pensioners is expected after electronic payment of their salary or pension.</p>
<p>Banks are, therefore, advised to take appropriate steps in order to meet this likely demand for cash, RBI said.</p>
<p>It also asked them for arrangements at military outposts for cash requirements of armed forces.</p>

<p>Concern over hacking and data thefts and vulnerabilities in communication systems has prompted the centre to instruct officials in all central ministries and departments to use smartphones only as a last resort and in emergency situations to discuss sensitive official work.</p>
<p>&nbsp;</p>
<p>Odd as the “restrictions” on use of smartphones may sound in a wireless world, a recent two-day session on cyber security in government offices saw ministry of home affairs (MHA) and central paramilitary brass being asked to stick to face-to-face meetings, RAX (a closed communication network connecting government offices) and landlines.</p>
<p>&nbsp;</p>
<p>The officers were sensitised that smartphone is a far less secure device when it comes to dealing with official work due to the risk of embedded malware or spyware that may be downloaded along with certain applications and that these instruments are best avoided when discussing classified information.</p>
<p>The instructions have been reiterated not only for establishment pertaining to the MHA but also defence, external affairs and other sensitive ministries.</p>
<p>&nbsp;</p>
<p>“Though it is largely home and defence ministries that routinely handle matters that can directly impinge on national security, the norms for avoiding use of smartphones to process and relay sensitive information will apply to all government departments,” said an officer.</p>
<p>&nbsp;</p>
<p>Hacking is a major threat to cyber systems and networks used in government offices not only in India but across the world. There have been several cases of Chinese and Pakistani hackers breaking into government of India websites, besides gaining access to official data.</p>
<p>&nbsp;</p>
<p>Internationally, many hacking attacks are known to originate from China, Russia, the US, Iran, Israel and even North Korea.</p>
<p>&nbsp;</p>
<p>India has faced a consistently high level of cyber threat from Chinese hackers, many being students of technical institutes working with official blessings, whose targets range from government offices, commercial enterprises to admission lists in Army public schools.</p>
<p>&nbsp;</p>
<p>he threat of hacking and data-theft is seen as even more serious now, given the Modi regime’s push for ‘Digital India’ that requires most government services and transactions to go online.</p>
<p>&nbsp;</p>
<p>As per latest instructions on “prudent use of smartphones” shared with sensitive government departments, employees have been told not to connect their smartphones to office computers, including for charging. Also, there is a thinking that voice-calls meant for official work should be made using only landline phones.</p>

<p>New Delhi: Government officials undertaking foreign trips will have to clearly spell out the outcome of such tours. All those who undertook official foreign visits since 2013-14 need to submit details of the outcome of such tours in the next few days.</p>
<p>The move comes against the backdrop of persistent feeling in many quarters that the trips, ostensibly for gaining experience and insights, often turn into pleasure jaunts.</p>
<p>There have been cases of officials traveling abroad in numbers more than necessary, stretching the duration of stay and visiting and stopping at places irrelevant to the stated purpose of the trip.</p>
<p>In keeping with the new work culture, the NDA government has created a website under its Software Management Information System for uploading details of foreign tours and visits by officials.</p>
<p>Ministries and departments have set a December-end deadline for its officials to upload details on this portal.</p>
<p>Moreover, every ministry and department has been directed to prepare a “rolling plan” for future foreign visits to be undertaken by officials.</p>
<p>“The idea behind the rolling plan is to submit the proposed trips of officials in the next quarter. This can be updated and amended. Government wants foreign trips by officials on government expenditure to be result-oriented,” said a senior government official.</p>
<p>According to sources, cabinet secretary Pradeep Kumar Sinha recently called a meeting to ensure that officials and departments comply with the decision.</p>
<p>“In certain cases, it’s difficult to get the details of foreign visits by officials, who have already gone back to the states or are retired. But the message has gone to one and all to provide the outcomes of their visits since they must be keeping some details.</p>
<p>We are also trying to get the records kept in departments so that some details can be uploaded,” said a government source.</p>

<p style="text-align: center;"><b>Self-Attested Documents</b></p>
<p>The Government has received representations/grievances/complaints from general public regarding non-acceptance of self-attested documents by the officials. Two references of public grievances were received on non-acceptance of self-certification by different authorities. A number of applications under RTI Act, 2005 seeking clarification on the subject have also been received.</p>
<p>Department of Administrative Reforms &amp; Public Grievances has been requesting States / UTs and Central Ministries to adopt self-certification and for abolition of affidavits and several communications have been sent in this regard.</p>
<p>This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office Dr. Jitendra Singh in a written reply to a question by Dr. R.Lakshmanan in the Rajya Sabha today.</p>

<p><i><b>Government to hold stress relief&#8217; programmes for officers: Dr. Jitendra Singh</b></i></p>
<p>The Union Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh has said here today that the Govt of India`s Department of Personnel &amp; Training (DoPT) will hold a series of regular &#8220;stress relief&#8221; and rejuvenating programmes including Yoga, workshops, sports, cultural events, etc. for IAS, Civil Services and other government officers in order to help them maintain a conducive frame of mind and ensure a harmonious well-being. At the same time, DoPT has also mooted a &#8220;stress management&#8221; segment in the Induction course for new employees joining State Services in the three States of Jammu &amp; Kashmir, Tamil Nadu and Maharashtra, and based on the experience from these three States, the same practice would be replicated in other States as well.</p>
<p>Dr Jitendra Singh said such efforts not only help in rejuvenating the energies and spirits of officers who are subjected to increasing work load and office stress but also help in bringing together the fraternity of civil service officers from all over India thus promoting a spirit of comradeship among them.</p>
<p>Increasing accountability and rising expectation level in administrative work tend to take their toll, said Dr Jitendra Singh and therefore, in-house provisions for stress management are called for. In this context, he referred to a two-day &#8220;Stress management&#8221; programme for officers being organized at New Delhi on 28th and 29th of this month followed by a Yoga course for officers beginning from April in forty different centers across India.</p>
<p>Dr Jitendra Singh said, the DoPT will not only plan events for government officials but will also devise programmes for their children in the form of academic tutorials, summer coaching camps, etc.</p>
