<p>Subject: <strong>Closure of Office/Buildings surroundings RP. Bhawan in connection with AT HOME FUNCTION on the occasion of Independence Day Celebrations 2019 &#8211; regarding.</strong></p>



<p>The Anti-Sabotage Checks are required to be done in the buildings (as per list enclosed), before AT HOME FUNCTION at Rashtrapati Bhavan on 15.08.2019 evening. These buildings will have to be vacated by 0900 hours on 15.08.2019, so that rooms are sealed after regular Anti-Sabotage checks are completed. It has therefore been decided that the Government Offices located in the buildings in the Annexure to this OM would be closed by 0900 hours on 15.08.2019 (Thursday).</p>

<p>Subject: <strong>Biometric Attendance System &#8211; Compulsory for all employees.</strong></p>
<p>Government Order No: 288-F of 2018 Dated; 22-06-2018</p>
<p>In order to ensure punctuality in the Government Offices/ Establishments, it has been decided to immediately implement Biometric Attendance System with immediate effect. Accordingly, the following directions are issued for strict compliance by all concerned:</p>
<p>2. For all Government employees/ persons drawing salary, wages, honorarium etc.</p>
<blockquote><p>a) No salary or wages would be drawn in favour of the Government employees of any category for the month of June 2018 onwards unless they have enrolled themselves in Biometric System (Aadhar not mandatory).</p>
<p>b) The above applies also to all the PSU employees, Contractual/ consolidated/ casual workers or any other type of persons drawing wages in any form from the public exchequer.</p>
<p>c) It will be the duty of the concerned DDOs to ensure enrolment before 30th June, 2018 and furnish a certificate for the same along the Salary / Wage Bill presented in the Treasury, without which the Treasury Officers are directed not to entertain any Salary( Wage bill.</p>
<p>d) From 22nd June, 2018 onwards, the marking of attendance in the system would be compulsory for all categories of employees and wage earners. Only after the scrutiny of monthly attendance, the DDOs would prepare Salary/Wage bill and certificate would accordingly be furnished alonwith the bill to the Treasuries concerned.</p>
<p>e) The Administrative Secretaries/ HoDs/DDOs of various Departments/Corporations shall ensure installations of desktop based (low cost) Biomatric Attendance System/<br />
Machines in their respective offices at an earliest by purchasing the same at DGS&amp;D rates or through GeM Portal out of OE/ ‘Machinery and Equipment’ Head.</p>
<p>f) Information Technology Department and NIC Centres in each district are directed to provide necessary guidance and support for its implementation.</p></blockquote>
<p>3. All officers/ employees are also directed not to leave their place of posting either on tour or for personal reasons without written permission from their respective Heads of offices. Any violation thereof will automatically attract disciplinary proceedings.</p>
<p>4. All Administrative Secretaries and HoDs within their Departments and Deputy Commissioners in their respective jurisdictions shall be responsible for full compliance of the above instructions.</p>

<p>Central Secretariat Manual of Office Procedure (CSMOP) lays down broad procedures for process management in the Central Secretariat. The CSMOP does not contain any provision for initiating disciplinary action against an official for non-compliance of procedure laid down in the CSMOP. It is for the concerned Central Secretariat office to take action against its officials, under the relevant Conduct Rules of service. Information relating to disciplinary action taken by Central Government offices against their officials for not following the procedure of CSMOP is not centrally maintained.</p>
<p>This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State for Prime Minister&#8217;s Office Dr. Jitendra Singh in a written reply to a question by Dr. Anupam Hazra in the Lok Sabha today.</p>

										<content:encoded><![CDATA[<p><b>Modernization of government offices</b></p>
<p>The modernization, computerization &amp; digitization of paper based records is a continuous ongoing process in the Government of India. The Department of Administrative Reforms &amp; Public Grievances (DAR&amp;PG), Ministry of Personnel, Public Grievances &amp; Pensions does not maintain any centralized data/information relating to it. However, as part of an overall process of administrative reforms, the DAR&amp;PG has been implementing a scheme for ‘Modernization of Central Government Offices’ based in Delhi since year 1987-88. Under the scheme funds are released by DAR&amp;PG for financing 75% costs of the modernization projects, which involves civil &amp; electrical works and acquisition of furniture, computers &amp; electronic office equipment. Till date DAR&amp;PG has extended financial assistance of Rs.72.40 crore for 453 modernization proposals.</p>
<p>The DAR&amp;PG has the mandate to implement e-Office in all Central Ministries/Departments. As on 15.11.2016, 9 Central Ministries/Departments are on 100% e-Office platform, 14 additional Ministries/Departments are going to be 100% e-Office by 31.12.2016 and further 32 Ministries/Departments by 31st March, 2017. This also is a continuous ongoing exercise.</p>
<p>This was stated by the Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office, Dr. Jitendra Singh in written reply to a question by Shri M. Chandrakasi in the Lok Sabha today.</p>

<p><b>Facilities to Differently Abled at Government Offices</b></p>

<p>The Department of Personnel and Training has informed that as per information submitted on-line by 71 Departments/Ministries, as on 01.01.2013, there were 9341 number of persons with disabilities who were employed in the Departments/Ministries of the Central Government. State/UT-wise information is not compiled.</p>

<p>As per section 46 of the Persons with Disabilities (Equal Opportunities, Protection of justifys and Full Participation) Act, 1995, the appropriate Governments and the local authorities are required to provide for-</p>
</div>
<div></div>
<div>
<p>(a) ramps in public buildings;</p>
</div>
<div>
<p>(b) adaptation of toilets for wheel chair users;</p>
</div>
<div>
<p>(c) braille symbols and auditory signals in elevators or lifts;</p>
</div>
<div>
<p>(d) ramps in hospitals, primary health centers and other medical care and rehabilitation institutions.</p>
</div>

<p>All the Ministries/Departments have been requested to comply with this provision. The Ministry of Railways provides concessional fare for various classes of persons with disabilities as under:</p>

<p>Similarly, State Governments have their own schemes for providing concessional fare for persons with disabilities while traveling by the buses owned by State transport undertakings.</p>

<p>As per Section 33 of the Persons with Disabilities (Equal Opportunities, Protection of justifys and Full Participation) Act, 1995, every appropriate Government are required to appoint in every establishment such percentage of vacancies not less than three per cent for persons or class of persons with disability of which one per cent each is reserved for persons suffering from blindness or low vision; (ii) hearing impairment; (iii) locomotor disability or cerebral palsy, in the posts identified for each disability.</p>

<p>Dopt once again issued orders on the subject of punctuality in Government Offices. The order is directed to take disciplinary action against Central Government employees who are habitual late attendance.</p>
<p><strong>Observance of punctuality in Government Offices – Dopt Orders</strong></p>
<p style="text-align: center;"><em>G.I., Dept. of Per.&amp; Trg., O.M.No.11013/9/2014-Estt.A-III, dated 22.6.2015</em></p>
<p>Subject: <strong>Observance of punctuality in Government Offices.</strong></p>
<p>Instructions have been issued from time to time with regard to the need to observe punctuality by Government servants. Responsibility for ensuring punctuality in respect of their employees rests within Ministries/ Departments/ Offices.</p>
<p>2. The decision to introduce AADHAR enabled Bio-metric Attendance System (AEBAS) in Central Government offices, including attached/ sub-ordinate offices, to replace the manual system of marking of attendance to ensure punctuality is to be implemented in all Ministries/ Departments. This Department vide O.M. of even no. dated 21.11.2014 and 28.01.2015, while recognizing that the Biometric Attendance System is only an enabling platform had, inter-alia, stated that there was no change in the instructions relating to office hours, late attendance etc.</p>
<p>3. In this connection attention is invited to Rule 3(1)(ii) of CCS (Conduct) Rules, 1964 which stipulates that every Government servant shall at all times maintain devotion to duty. Habitual late attendance is viewed as conduct unbecoming of a Government servant and disciplinary action may be taken against such a Government servant. It is also added that punctuality in attendance is to be observed by Government servants at all levels.</p>
<p>4. It is also requested that the necessary directions may be issued to all employees to mark their attendance in BAS portal on regular basis.</p>

Will the Minister of PERSONNEL,PUBLIC GRIEVANCES AND PENSIONS be pleased to state:-</p>
<p>(a) whether the Government is aware of adverse impact of long working hours on people working in Government offices and certain Non-Governmental Organisations (NGOs);</p>
<p>(b) if so, whether the attention of the Government has been drawn to the statement of the Chief of the New Economic Forum Think Tank according to which the working hours should be reduced to 30 hours to maintain good health and not to put family life at risk;</p>
<p>(c) if so, whether the Government is contemplating to reduce the working hours of Government servants;</p>
<p>(d) if so, the details thereof and the time by which it is likely to reconsider the working hours; and</p>
<p>(e) if not, the reasons therefor?</p>

<p>MINISTER OF THE STATE IN THE MINISTRY OF PERSONNEL, PUBLIC GRIEVANCE AND PENSIONS AND MINISTER OF THE STATE IN THE PRIME MINISTER`S OFFICE (SHRI V. NARAYANASAMY)</p>
<p>(a) Government employees working in Central Government administrative offices observe 40 working hours per week in 5 day week system. The 6th Central Pay Commission had separately examined this aspect and observed that since this system provides more time to the employees for rest and recreation while enabling them to fulfil their domestic and social obligations and actually contributes to their physical and mental well-being and consequently to increase of efficiency, it should continue. In the Non-Governmental Organisations (NGOs) the working hours are governed by the appropriate labour laws.</p>
<p>(b) to (e) In view of (a) above, does not arise.</p>
