<p class="has-text-align-center"><strong>Sports quota reservation</strong></p>



<p>Shri Harbhajan Singh expressed worries about the sports quota in government jobs at a recent Rajya Sabha session. The government&#8217;s present policy allows for a 5% sports quota reservation for deserving athletes in Group &#8216;C&#8217; posts, but no clear information or action plan was offered regarding how to quickly fill these vacancies. Furthering the promotion of sports, there was also no sign that the government planned to raise the percentage of sportspeople employed there.</p>

<p>(a) details of the vacancies in various Government jobs under sports quota, department-wise and total vacancies;</p>



<p>(b) whether there is any action plan to fill up these vacancies in a time bound manner;</p>



<p>(c) if so, the details thereof, if not, the reasons therefore; and</p>



<p>(d) whether Government will consider the suggestion to increase sports quota in Government jobs to promote sports in the country and if not, the reasons therefor?</p>

<p>(a) to (d): Reservation under sports quota is governed by the consolidated instructions issued by the Department of Personnel &amp; Training (DoP&amp;T) on 3rd October, 2013 vide their OM No. 14034/01/2013 -Estt.(D) on incentives for sportspersons. As per extant instructions, Ministries and Departments can recruit meritorious sportspersons to Group ‘C’ posts under the Government of India upto 5% of the direct recruitment vacancies in any year. However, the data regarding recruitment made by various Ministries / Departments is not maintained by this Ministry.</p>

										<content:encoded><![CDATA[<p><strong>Cabinet approves extension of term of the Commission to examine the issue of sub-categorization of Other Backward Classes</strong></p>
<p>The Union Cabinet chaired by Prime Minister Shri Narendra Modi has approved the extension of term of the Commission to examine the issue of sub-categorization of Other Backward Classes, by twelve weeks i.e. upto 2nd April, 2018.  The extension of tenure will enable the Commission to submit a comprehensive report on the issue of sub-categorization of OBCs, after consultation with various stakeholders.</p>
<p>The Commission was constituted under article 340 of the Constitution with the approval of President on 2nd October, 2017 and it was stipulated that it would submit its report within twelve weeks from the assumption of charge by the Chairperson.</p>
<p><strong>Background:</strong></p>
<p>The Commission, headed by Justice (Retd.) Smt. G. Rohini commenced functioning- on 11th October, 2017 and has since interacted with all the Stats/UTs having reservation for OBCs, and the State Backward Classes Commissions. The Commission has requisitioned data from 197 Higher Education Institutions regarding admission of OBCs to higher education courses during the last three years and has also sought data regarding recruitment of OBC persons in Government jobs during the last three years in Government Departments, Public Sector Banks and Financial Institutions as well as in the CPSEs, with a view to determine the inequitable distribution of benefits of reservation among the castes/communities included in the Centre List of Other Backward Classes.</p>
<p>Keeping in view the voluminous data involved and the time required for its analysis to prepare a comprehensive report, the Commission had sought extension of its term by twelve weeks.</p>

<p>The vacant posts in Government Ministries/Departments are required to be filled as per the Recruitment Rules for the post. Information related to recruitment of staff by Government of India is not centrally maintained.</p>
<p>Recruitment to various posts in Government of India is made through various recruitment agencies constituted for the purpose such as Union Public Service Commission, Staff Selection Commission etc. Recruitment agencies conduct examinations based on indents received from various Ministries/Departments/offices of Government of India. Ministries/Departments and the recruitment agencies have been sensitized to take all the required steps for filling up of the posts.</p>
<p>The Government is always committed to appoint best available talent subject to provisions of rules. NITI Aayog in the Three Year Action Agenda for 2017-2020 has recommended for inducting specialists into the system through lateral entry in policy making areas on fixed term contract. This recommendation alongwith suggestions received from other quarters are under consideration.</p>
<p>This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State for Prime Minister&#8217;s Office Dr. Jitendra Singh in a written reply to a question by Dr. K. Gopal and Shri Sisir Kumar Adhikari in the Lok Sabha today.</p>

<div data-blogger-escaped-style="text-align: center;"> New Delhi: There is no proposal with the central government to increase the maximum age limit for single unmarried women to 25 years for government jobs, Rajya Sabha was informed today.</div>
<p>In a written reply, Minister of State for Personnel, Public Grievances and Pensions, Jitendra Singh said a provision for relaxation of age up to 35 years (up to 40 years for the members of Scheduled Castes and Scheduled Tribes) for the widows, divorced and women judicially separated from from their husbands already exists for group &#8220;C&#8221; jobs.</p>
<p>&#8220;No proposal for raising the maximum age limit for single unmarried women to 35 years is under consideration in the Department of Personnel and Training,&#8221; the Minister said.</p>

										<content:encoded><![CDATA[<p><b>Government proposes age-relaxation for SSC exam</b></p>
<p>New Delhi: The Centre is considering age-relaxation for candidates appearing in this year’s Combined Graduate Level Examination (CGLE) for recruitment to various Group B and C government jobs.</p>
<p>The Staff Selection Commission (SSC) has already issued a notification for CGLE, 2015 and mentioned August 1, 2015 as the date of reckoning of age for the purpose of determining eligibility.</p>
<p>“Government has received representations from a large number candidates. In this regard, a proposal to allow the candidates who fulfil the age criteria as on January 1, 2015, to also apply for the posts as a onetime measure, is under the consideration,” a note by Department of Personnel and Training (Dopt) said.</p>
<p>The DoPT has sought comments on this from concerned stake holders.</p>

<strong><br />
</strong>  The Supreme Court today held that three per cent reservation for differently-abled persons be given in all category of government jobs including in appointments and promotions to IAS while pulling up the Centre for &#8220;frustrating&#8221; the very purpose of empowering legislation by opposing it.</p>
<p>A bench headed by Chief Justice R M Lodha said the disabled persons have not got their due in the last 19 years after framing of the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, which was passed in 1995.</p>
<p>Additional Solicitor General Pinky Anand, appearing for the Centre, contended that reservation cannot be given in case of promotion to Group A and Group B officers category as it is not a case of appointment.</p>
<p>The bench, however, observed that appointment is a broader concept and the Centre is giving a narrow interpretation of it.</p>
<p>&#8220;You are frustating the very reservation policy and cause of class for which Parliament passed the law,&#8221; the bench said.</p>
<p>&#8220;For the last 19 years it is not being implemented and the class, for which the legislation was made, had not got benefited as it should have,&#8221; the bench said.</p>
<p>The court dismissed the petition of Centre challenging order of  Bombay High Court which had directed the Centre and the Union Public Service Commission to implement a 3 per cent quota in direct recruitments and promotions for the disabled in the IAS.</p>
