<h3 class="wp-block-heading">Sub:- Mandatory compliance of the provisions laid down in CCS (Implementation of NPS) Rules 2021.</h3>



<p>Ref:- DAD HQrs Circular No. At-II/NPS/ PAOs Performance/E-1997 dated 03.08.2022</p>



<p>Consequent upon review of the reports received from NSDL, in the above context, it has been observed by HQrs Office that the provisions/guidelines stipulated under the CCS (Implementation of NPS) Rules 2021 are not being complied with in letters and spirit by most of the PAOs. Non-compliance of the ibid rules can be a matter of concern while dealing with NPS related issues of the employees governed by ibid rules at a later stage and resulting in avoidable grievances/litigations.</p>

<p>As such, it is enjoined that the various provisions of the CCS (Implementation of NPS) Rules 2021 should be meticulusly followed and implemented for completing the actions, as stipulated therein, for the benefit of the Government employees falling under the extent of the NPS and to avoid complications at later stages. The various actions as required under the rule 4, 6, 7, 8, 10, 11, 12 and 25, in particular, of the ibid rules should be timely completed.</p>



<p>It is also directed that the a copy of the ibid rules may be got forwarded to the Government employees who are being appointed in the Government service for their information.</p>



<p>It is further directed that the responsibility may be fixed against the delinquent officials in view of the provisions of sub-rule 2 (i-iii) of Rule 8 of the ibid rules.</p>



<p>Action taken report/compliance report in the above respect may be submitted within 15 days of issuance of this circular.</p>

<h3 class="wp-block-heading"><em>Subject: Grant of ad-hoc bonus to State Government employees for the financial year 2019-2020.</em></h3>



<p><br />The matter relating to grant of ad-hoc bonus&nbsp;for the financial year 2019-20 to State Government employees has been considered and the Governor is pleased to order that the State Government employees may be granted ad-hoc <a href="https://centralgovernmentnews.com/category/bonus/">bonus</a> equivalent to <strong>30 days emoluments for the financial year 2019-20</strong> on the following terms and conditions:</p>



<p>(I) Government Servants who were in service on 31-03-2020 and continuing in service on 1st April 2020 and drawing pay in Pay Level in the&nbsp;Pay Matrix&nbsp;L-12 or less under Rajasthan Civil Services (Revised Pay) Rules, 2017 or Grade Pay of Rs.4800 or less drawing pay in Rajasthan Civil Services (Revised Pay) Rules, 2008 (excluding officers of State Services) are entitled for ad-hoc bonus.</p>



<p>(II) For drawing ad-hoc bonus Government employee must have rendered at least six months of continuous service during the year 2019-20. Ad-hoc bonus equal to 30 days emoluments will be admissible to eligible employees who have rendered continuous twelve month service during the year 2019-20. Pro-rata payment will be admissible for continuous service from six months to twelve months. The eligibility period shall be taken in terms of number of months or service rounded to the nearest number of months. Rounding to the nearest number of months will, however, not be permissible for service of less than six months.</p>



<p>(III) The amount of ad-hoc bonus payable to the eligible employees for the financial year 2019-20 will be computed on the basis of actual emoluments as on 31st March 2020 and for the purpose of calculation of ad-hoc bonus the maximum amount of emoluments will be restricted to Rs.7000/- per month.</p>



<p>(IV) The term ’emoluments’ occurring in this order will include basic pay, personal pay, deputation allowance and&nbsp;dearness allowance&nbsp;but will not include other allowances such as house rent allowance, compensatory (city) allowance etc.</p>



<p>(V) The amount of ad-hoc bonus payable shall be computed assuming the month of 31 days.</p>



<p>(VI) The amount of ad-hoc bonus payable will be rounded off to the nearest rupee.</p>



<p>(VII) 25% of the ad-hoc bonus shall be paid in cash and 75% of the ad-hoc bonus shall be credited to the General Provident Fund Account of the respective employees who are recruited to the Civil Services before 1-1¬2004.<br /><br />(VIII) For the employees recruited to the Civil Services on or after 1-1-2004 and who are governed by Contributory&nbsp;Pension&nbsp;Scheme the 25% of the ad-hoc bonus shall be paid in cash and 75% of the ad-hoc bonus shall be credited in a Scheme being put in place on lines of GPF. The procedure for operation of this Scheme will be prescribed in due course of time. Meanwhile amount of 25% of ad-hoc bonus which is to be paid in cash can be drawn by DDO for the employees appointed on or after 1¬1-2004.</p>

<p>It is further clarified that: </p>



<p>(a) Except in the case of extra-ordinary leave (leave without pay), the period of leave of other kinds will be included for the purpose of working out eligibility period. The period of extra-ordinary leave (leave without pay) will be excluded from eligibility period but will not count as break in service for the purpose of ad-hod bonus. In case a Government servant is on leave on 31-03-2020 the emoluments last drawn immediately before proceeding on leave shall be taken into account for the purpose of eligibility and calculation of ad-hoc bonus.</p>



<p>(b) The subsistence allowance given to an employee under suspension shall not be treated as emoluments. Such an employee will become eligible for the benefit of ad-hoc bonus if he is re-instated with benefit of full emoluments for the period of suspension and in other cases such period will be excluded for the purpose of eligibility as in the case of employees on leave without pay. In case a Government servant is under suspension on 31-03-2020 no ad-hoc bonus for the year 2019-20 shall be given for the present. If he is reinstated later on, eligibility of the period under suspension for the purpose of ad-hoc bonus shall be decided on the lines indicated above.</p>



<p>(c) The employees who retired on superannuation or on invalidation on medical grounds or on voluntary retirement or died on or before 31st March 2020 will not be eligible for ad-hoc bonus.</p>



<p>(d) The eligibility of the re-employed Government servants for the purpose of ad-hoc bonus shall be determined on the basis of service rendered during the year 2019-20 after re-employment. The basic pay in respect of such persons shall mean basic pay fixed on re-employment or as increased thereafter and admissible on 31-03-2020 plus pension (including commuted part, if any).</p>



<p>(e) Employees who resigned from service on or before 31-03-2020 shall not be eligible for ad-hoc bonus under these orders.</p>



<p>(f) Employees engaged on part time / casual or on a daily wage or on contract basis will not be eligible for ad-hoc bonus.</p>



<p>(g) Employees appointed as probationer trainee shall not be eligible for ad-hoc bonus.</p>



<p>(h) (1) Government servants who were on deputation on 31-03-2020 if have opted for deputation allowance in terms of this department order No. F.1(47)FD(Gr.2)/ 82 dated 27th June, 1989, as amended from time to time and are eligible for ad-hoc bonus under this order, shall be paid, the admissible amount of ad-hoc bonus by the borrowing organization. The eligibility period shall include the continuous service rendered under the Government as also the period spent on deputation upto 31st March 2020. Similarly, Government servants who returned from deputation during the year 2019-20 shall be paid ad-hoc bonus by the Government which may be calculated on the basis of eligible and continuous service rendered under the borrowing organization and the Government.</p>



<p>(2) In the case of Government servants who were on deputation to Public Sector Undertakings, Cooperative Societies, Autonomous Bodies etc. and who have opted for deputation allowance in terms of this department order No.F.1(47)FD(Gr.2)/82 dated 27th June, 1989, as amended from time to time and are eligible for ad-hoc bonus under this order, out of the amount of bonus paid under the Payment of Bonus Act, 1965 by the aforesaid organization the amount equal to the amount of ad-hoc bonus admissible under this order shall be retained by the Government servants and the residual amount shall be deposited in the Government account.</p>



<p>(3) Government servants on deputation who have opted for bonus and / or ex-gratia payable to the employees of the borrowing organization in terms of this department order referred to above will be entitled to ad-hoc bonus equal to an amount by which, the bonus and / or ex¬gratia admissible as per order of the borrowing organization falls short of the total of (a) the deputation allowance which would have been admissible and (b) the ad-hoc bonus admissible under this order.</p>



<p>(4) In the case of Government servants belonging to the Cooperative Department and on deputation to Cooperative Institutions registered under the Rajasthan Cooperative Societies Act, 1965 whose terms of deputation are governed by the Cooperative Department Order No. F. 18 (75) Coop. /76 dated 13.07.1976 as amended from time to time, ad-hoc bonus, equal to an amount by which the bonus/ex-gratia paid/payable as per terms of deputation falls short of the total of (a) 1.5% of basic pay in Rajasthan Civil Services (Revised Pay) Rules, 2017 or 2.5% of Basic Pay in Rajasthan Civil Services (Revised Pay) Rules, 2008 subject to Rs.600/- per month drawn during the year 2018-19 and (b) the amount of ad-hoc bonus admissible under this order shall be payable by such borrowing Cooperative Institution.</p>



<p>(i) In cases where it is in the notice of Head of Office that the Government servant eligible for ad-hoc bonus on 31-03-2020 will definitely become ineligible for grant of ad-hoc bonus due to retrospective grant of pay in Pay Level in the Pay Matrix L-13 in Rajasthan Civil Services (Revised Pay) Rules, 2017 or Grade Pay of Rs, 5400/- in Rajasthan Civil Services (Revised Pay) Rules, 2008 and above or promotion in State Services, only pro-rata ad-hoc bonus be permitted provided that the eligibility period is six months or more.</p>



<p>(j) The payment of ad-hoc bonus, except to those Government servants who were on deputation on 31-03-2020, under these orders shall be made by the office in which an employee is posted on the date of issue of this order and it will be chargeable to the Budget Head to which the pay and allowances of the employees are charged. The payment of ad-hoc bonus to those Government servants who were sent on deputation after 31-03-2020, but before issuing of this order, shall be made by the office where the employee was posted as on 31-03-2020.</p>

<p>(k) This order shall also be applicable to the employees of the Zila Parishads &amp; Panchayat Samities and the Work-Charged employees who are drawing pay in the pay scales prescribed for them.</p>



<p>(l) In the case of those PSUs / Boards / Corporations to which the payment of bonus under Bonus Act, 1965 is not applicable but who have been paying ad-hoc bonus / ex-gratia in the past as per orders issued by the State Government, ad-hoc bonus I ex-gratia may be paid at rates not exceeding the rate at which ad-hoc bonus is payable under the orders issued by the State Government for payment of non-productivity linked ad-hoc bonus to its employee. In such case ad-hoc bonus / ex-gratia shall be payable strictly in accordance with the principle on which ad-hoc bonus / ex-gratia is paid by the State Government. Therefore, 25% of the ad-hoc bonus / ex-gratia shall be paid in cash and 75% of the ad-hoc bonus / ex-gratia shall be credited in a Scheme being put in place on lines of General Provident Fund. The procedure for operation of this Scheme will be prescribed in due course of time. Meanwhile amount of 25% of ad-hoc bonus which is to be paid in cash can be drawn by DDO for the employees. State Enterprises Department i.e. BPE will issue necessary orders on the lines of orders as applicable to State Government employees and deduction from ad-hoc bonus / ex-gratia will be deposited in the Scheme to be issued in due course. State Enterprises Department will ensure that ad-hoc bonus / ex-gratia will be granted only for the employees of PSUs / Boards I Corporations which are financially in a position to pay the ad-hoc bonus / ex-gratia. For this purpose no grant will be issued by the State Government. Any deviation / exception .to the above would be treated as violation of provisions of RAPSAR Act, 1999.</p>

<p>Dear Sir,</p>



<h3 class="wp-block-heading"><em>Sub: Computation of gratuity and leave encashment in the case of persons retired/ to be retired after 1.1.2020 Consequent upon the denial of DA/DR</em></h3>



<p>We invite your kind attention to the orders in F. No. 1/1/2020-E II (B) dated 23.04.2020 wherein the decision of the Government to deny the <strong><a href="https://centralgovernmentnews.com/category/dearness-allowance/" target="_blank" rel="noreferrer noopener">dearness allowance</a></strong> <strong><a href="https://centralgovernmentnews.com/category/dearness-relief/" target="_blank" rel="noreferrer noopener">dearness relief</a></strong> to the employees and pensioners respectively has been conveyed. We had written two letters in the matter on 23rd April 2020 and on 26th May 2020. The undersigned had taken up the issue also with the Cabinet Secretary. when he assured of an informal discussion in the matter with the Staff Side. However. no talks have taken place thereafter. It is not for the first time that the Government is by pausing the National Council. Staff Side. On the last occasion. when the National Council met. we had pointed out the inordinate delay in convening the meetings. We are constrained to believe that the Government wanted the negotiating body to have a burial. I am however duty bound to convey the growing resentment of the employees over this unprecedented decision. As the Government has decided to deny the dearness relief to the pensioners. the pensioner community is in great financial stress as many of them are compelled to spend exorbitant amount for the treatment of <a href="https://centralgovernmentnews.com/tag/Covid-19/" target="_blank" rel="noreferrer noopener">Covid</a>.</p>



<p>It has been brought to our notice that the <a href="https://centralgovernmentnews.com/freezing-of-dearness-allowance-to-central-government-employees-and-dearness-relief-to-central-government-pensioners-at-current-rates-till-july-2021/" target="_blank" rel="noreferrer noopener">denial of DA and freezing</a> the same forced 18 months from 1.01.2020 to 1.07.2021 has created a piquant situation for the lower level administrative functionaries to correctly compute the retirement benefits in the case of those civil servants who are retiring after the date of issue of the above cited O.M. The definition of “emoluments” for the purpose of computing the gratuity as also the leave salary (of the accumulated leave) includes Dearness allowance as admissible and not as paid or payable to the Government servant. Without exception. every administrative Department has computed the entitlement on this account only with reference to the Basic pay Dearness allowance paid or received by the concerned individual i.e 17%, Either 21% w.e.f 1-1-2020 or figure increase in percentage are not taken into account while calculating gratuity and leave salary. Since the order of the Finance Ministry clearly stipulates that the Dearness Allowance admissible to the Government servants would be restored on 1.07.2021. the computation of Gratuity and leave salary without taking into account the DA as admissible to the individual Government servant is incorrect. Annexed to this letter is an example as to how the individual loses out if the present faulty, computation procedure is followed It could be seen from the given example, the concerned Government servant will lose a staggering sum of <strong>Rs. 57116</strong> because of this faulty computation.</p>



<p>The Government is required to pass the orders as and when the DA has become due, Freezing it for certain period of time or denying it altogether for a specified duration are altogether different issues. Our objection to the adopted policy has already been conveyed to the Government. The faulty computation of Gratuity and Leave salary is not even intended by the order issued by the Government on 23rd April, 2020.</p>

<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>(i) Orders are issued as and when the Dearness allowance has to be revised on the basis of the cost of living index;<br />(ii) Direct the administering Ministries to compute the emoluments of persons who are to retire during the period of freezing, taking the correct amount of DA as admissible to receive and not what has been paid to him for computing gratuity and leave salary<br />(iii) The orders revising the rate of DA DR are to be issued in April, 2020, before September, 2020 and again in April, 2021.</p></blockquote>

<p>The Kerala Government issued an order to deduct the salary of government employees for six days every month for the next five months as part of raising funds for fighting the <strong><a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" rel="noreferrer noopener">COVID-19</a></strong> pandemic in the State. The order made it clear that there will be no salary cut for those staff who earn less than Rs.20,000 per month.</p>



<p>The Kerala government has extended to cut salary of government employees and teachers for 6 more months. The state government had decided to deduct the salary of 6 days every month in the salary of employees for a total of 5 months from April to August, which has now been extended for another 6 months. The pay cut for 6 more months was approved in the Kerala cabinet meeting last week.</p>

<p>However, giving relief to the employees, the state government had announced that the money of salary cut will be given to the employees in PF by next year.</p>



<p>This order is not applicable for those who had already contributed their one month salary to the Chief Minister’s Disaster Relief Fund (CMDRF). This would be applicable to employees of all State- owned Enterprises, Public Sector Undertakings, Quasi- Government organisations, Universities, etc in the State,” the order said.</p>



<h3 class="wp-block-heading">Deferred salary to be linked to PF</h3>



<p>The deferred salary of the employees from April 1 to August 31, 2020 will be deposited to the respective PFs in April 2021. The money that is deposited in the PF can be withdrawn after June 1, 2021 onwards. The deferred salary amount will attract an interest of 9 percent till it is deposited in the PF next 2021 April.</p>



<p>The salary cut from September 1 onwards will also be given an interest of 9 percent till it is deposited in the PF on April 1, 2021. After it is deposited in the PF, it will be given an interest as per PF rules. The deferred salary will be put under &#8216;Covid-19 Income Support Scheme&#8217;. Pensioners who do not come under the PF ambit, will be given the deferred amount after June 1, 2021 every month in phases.</p>



<h3 class="wp-block-heading">Leave surrender amount to PF</h3>



<p>The leave surrender amount will also be deposited in the Provident Fund. The money can be withdrawn only after June 1, 2021. The leave surrender of all government employees for the next financial year will be allowed only after June 1, 2021.</p>



<h3 class="wp-block-heading">Leave without pay made for 5 years</h3>



<p>The cabinet decided to reduce the period of leave without pay to five years. Currently, the leave without pay can be availed for upto 20 years. This has been reduced to five years. The employees who do not cancel their leave and rejoin the service will be considered as resigned. Those who are currently on long leave will be granted time to return</p>

<h3 class="wp-block-heading">Cabinet approves “Mission Karmayogi” &#8211; National Programme for Civil Services Capacity Building (NPCSCB) New National Architecture for Civil Services Capacity Building</h3>



<p><strong>Comprehensive reform of the capacity building apparatus at individual, institutional and process levels for efficient public service delivery</strong></p>



<p><strong>PM led HR Council to approve and monitor Civil Service Capacity Building Plans</strong></p>



<p><strong>Capacity Building Commission to harmonize training standards, create shared faculty and resources, and have supervisory role over all Central Training Institutions</strong></p>



<p><strong>Wholly owned SPV to own and operate the online learning platform and facilitate world-class learning content market-place.</strong></p>



<p>The Union Cabinet chaired by the Prime Minister, Shri Narendra Modi has approved launching of a National Programme for Civil Services Capacity Building (NPCSCB)with the following institutional framework:-</p>



<p>(i) Prime Minister’s Public Human Resources (HR) Council,</p>



<p>(ii) Capacity Building Commission.</p>



<p>(iii) Special Purpose Vehicle for owning and operating the digital assets and the technological platform for online training,</p>



<p>(iv) Coordination Unit headed by the Cabinet Secretary.</p>



<h3 class="wp-block-heading">Salient Features</h3>



<p>NPCSCB has been carefully designed to lay the foundations for capacity building for Civil Servants so that they remain entrenched in Indian Culture and sensibilities and remain connected, with their roots, while they learn from the best institutions and practices across the world. The Programme will be delivered by setting up an Integrated Government Online Training-iGOT Karmayogi Platform. The core guiding principles of the Programme will be:</p>



<ul class="wp-block-list"><li>Supporting Transition from ‘Rules based’ to &#8216;Roles based&#8217; HR Management.Aligning work allocation of civil servants by matching their competencies to the requirements of the post.</li><li>To emphasize on ‘on-site learning’ to complement the ‘off-site’ learning,</li><li>To create an ecosystem of shared training infrastructure including that of learning materials, institutions and personnel</li><li>To calibrate all Civil Service positions to a Framework of Roles, Activities and Competencies (FRACs) approach and to create and deliver learning content relevant to the identified FRACs in every Government entity </li><li>To make available to all civil servants, an opportunity to continuously build and strengthen their Behavioral, Functional and Domain Competencies in their self-driven and mandated learning paths.</li><li>To enable all the Central Ministries and Departments and their Organizations to directly invest their resources towards co-creation and sharing the collaborative and common ecosystem of learning through an annual financial subscription for every employee,</li><li>To encourage and partner with the best-in-class learning content creators including public training institutions, universities, start-tips and individual experts,</li><li>To undertake data analytics in respect of data emit provided by iGOT- Karmayogi pertaining to various aspects of capacity building, content creation, user feedback and mapping of competencies and identify areas for policy reforms.</li></ul>



<h3 class="wp-block-heading">Objectives</h3>



<p>It is also proposed to set up a Capacity Building Commission, with a view to ensure a uniform approach in managing and regulating the capacity building ecosystem on collaborative and co-sharing basis.</p>



<p>The role of Commission will be as under-</p>



<ul class="wp-block-list"><li>To assist the PM Public Human Resources Council in approving the Annual Capacity Building Plans.</li><li>To exercise functional supervision over all Central Training Institutions dealing with civil services capacity building.</li><li>To create shared learning resources, including internal and external faculty and resource centers.</li><li>To coordinate and supervise the implementation of the Capacity Building Plans with the stakeholder Departments.</li><li>To make recommendations on standardization of training and capacity building, pedagogy and methodology</li><li>To set norms for common mid-career training programs across all civil services.</li><li>To suggest policy interventions required in the areas of HR Management and Capacity Building to the Government.</li></ul>



<p>iGOT-Karmayogi platform brings the scale and state-of-the-art infrastructure to augment the capacities of over two crore officials in India. The platform is expected to evolve into a vibrant and world-class market place for content where carefully curated and vetted digital e-learning material will be made available. Besides capacity building, service matters like confirmation after probation period, deployment, work assignment and notification of vacancies etc. would eventually be integrated with the proposed competency framework.</p>



<p>Mission Karmayogi aims to prepare the Indian Civil Servant for the future by making him more creative, constructive, imaginative, innovative, proactive, professional, progressive, energetic, enabling, transparent and technology-enabled. Empowered with specific role-competencies, the civil servant will be able to ensure efficient service delivery of the highest quality standards.</p>



<h3 class="wp-block-heading">Financial implications</h3>



<p>To cover around 46 lakh Central employees, a sum of Rs.510.86 crore will be spent over a period of 5 years from 2020-21 to 2024-25. The expenditure is partly funded by multilateral assistance to the tune of USD 50 million. A wholly owned Special Purpose Vehicle (SPV) for NPCSCB will be set up under Section 8 of the Companies Act, 2013. The SPV will be a “not-for-profit” company and will own and manage iGOT-Karmayogiplatform. The SPV will create and operationalize the content, market place and manage key business services ofiGOT-Karmayogiplatform, relating to content validation, independent proctored assessments and telemetry data availability. The SPV will own all Intellectual Property Rights on behalf of the Government of India. An appropriate monitoring and evaluation framework will also be put in place for performance evaluation of all users of the iGOT-Karmayogiplatform so as to generate a dashboard view of Key Performance Indicators.</p>



<h3 class="wp-block-heading">Background</h3>



<p>Capacity of Civil Services plays a vital role in rendering a wide variety of services, implementing welfare programs and performing core governance functions. A transformational change in Civil Service Capacity is proposed to be affectedby organically linking the transformation of work culture, strengthening public institutions and adopting modern technology to build civil service capacity with the overall aim of ensuring efficient delivery of services to citizens.</p>



<p>A Public Human Resources Council comprising of select Union Ministers, Chief Ministers, eminent public HR practitioners, thinkers, global thought leaders and Public Service functionaries under the Chairmanship of Hon’ble Prime Minister will serve as the apex body for providing strategic direction to the task of Civil Services Reform and capacity building.</p>

<p style="text-align:center"><strong>Government will soon start the selection process for the new PFRDA chairman</strong></p>



<p>The government will soon start selection process for a new chairman of pension fund regulator PFRDA to succeed the present chief, Hemant G Contractor, whose term is slated to end in April.</p>



<p>&#8220;The Finance Ministry will soon come out with an advertisement to find a successor to head the Pension Fund Regulatory and Development Authority (<strong>PFRDA</strong>),&#8221;</p>



<p>Contractor&#8217;s term will be completed on April 30, 2019.</p>



<p>PFRDA was re-constituted into a statutory body after notification of PFRDA Act in 2014.</p>



<p>Contactor is the first Chairman to head the regulatory body. He had joined PFRDA on October 7, 2014.</p>



<p>As per the Act, the chairman will have a tenure of 5 years or till age of 65 years, whichever is earlier.</p>



<p>Contractor was previously held the post of SBI managing director before being appointed as the PFRDA Chairman.</p>



<p>The pension fund regulator has reached a subscriber base of 2.65 crore in its flagship National Pension System (NPS) and Atal Pension Yojana (APY) schemes and hopes to cover nearly 2.72 crore subscribers by the end of the current financial year.</p>



<p>The APY, mainly targeting the unorganised sector employees, offers five slabs of pension from Rs 1,000 &#8211; Rs.5,000 per month upon retirement. Employees in the age bracket of 18-40 years can sign up for an APY account.</p>



<p><strong><a href="https://centralgovernmentnews.com/category/nps/" target="_blank" rel="noreferrer noopener" aria-label="NPS  (opens in a new tab)">NPS </a></strong>is a voluntary defined contribution retirement savings scheme for government employees as well as for those working in the organised and unorganised sectors.</p>

<p style="text-align:center"><strong>Employees Union urges the Lavasa Committee report to be implemented by the central government</strong></p>



<p>A Jammu-based employees union on Sunday urged the Centre to implement the recommendations of the Ashok Lavasa Committee report ahead of the upcoming Lok Sabha polls to benefit lakhs of lower class employees and pensioners.</p>



<p>A high-level committee headed by the former Finance Secretary Ashok Lavasa submitted its report on allowances to 47 lakh government employees to Union Finance Minister Arun Jaitley in April 2017.</p>



<p>&#8220;The delay in accepting the recommendations of the Ashok Lavasa Committee report by the central government has left the employees concerned,&#8221; president National Mazdoor Conference Subash Shastri said here.</p>



<p>&#8220;We urge Prime Minister Narendra Modi and the Finance minister to take a final decision in this regard before the announcement of the upcoming parliamentary elections,&#8221; he said.</p>



<p>He said the Lavasa Committee had proposed a minimum scale pension of lower class employees and pensioners to Rs 21,000.</p>



<p>The committee was constituted in the wake of implementation of the seventh pay commission by the central government for removal of pay anomalies in the pay structure of lower class cadre of both the state and the central government, Shastri said, adding that it will be a major issue in the upcoming polls.</p>



<p>&#8220;The government employees and the pensioners constitute a sizeable voter constituency and this constituency can be a determining factor in the electoral considerations,&#8221; he said.</p>

<p>Subject: <strong>Grant of special increment in the form of personal pay to central government servants for participation in sporting events and tournaments of national or international importance, in the 7th CPC Scenario case of Shri Avinash Srivastava Umpire.</strong></p>



<p>This Directorate had received a communication from General Manager (Finance), Postal Accounts Office, Lucknow in respect of grant of Special increment in the form of personal pay to the Government Employees for participation in Sports evens and tournaments of National /International importance in the 7th CPC Sceneario.</p>



<ol class="wp-block-list"><li>In this regard, the advice of the Nodal Ministry was sought for on the following:</li></ol>



<p>i) Whether any official is entitled for any enhancement of the increment in the light of Para No. 8 (I)(i) &#8216;e&#8217; to &#8216;g&#8217; of DoP&amp;T OM no. 14034/01/2013·Estt (D) dated 03.10.2013.</p>



<p>ii) Also whether the Dop&amp;T ON No. 6/1/2017-Estt. (Pay) dated 11th June 2018 will be made applicable in the case of Shri Avinash Srivastava Umpire.</p>



<ol class="wp-block-list"><li>The Nodal Ministry has advised that:</li></ol>



<p>a) Para 2 of DoPT&#8217;s OM No. 6/1/2013-Estr(Pay-I) dated 19.09.2013 inter alia states that the personal pay will be related to the Grade Pay corresponding to the post against which the employees or will earn the personal pay. From the words &#8221; had initially earned or will earn&#8221; it may be understood that the intention of the OM dated 19.09.2013 was not only to revise the rates of the then existing rate of personal pay for those who will earn it after 01.09.2013, but also for the employee concerned who had already earned it prior to 01.09.2013.</p>



<p>b) Further, it is stated that the subject of DoP&amp;T&#8217;s OM 6/1/2017-Est. (Pay I) dated 11.06.2018 states as under &#8220;Grant of special increment in the form of personal pay to Central Government Servants for participation in sporting events  and tournaments of National or International importance, in the 7th CPC Scenerio&#8221;. From the subject itself it may be inferred that it is for Central Government Servants and it does not distinguish between players, umpires, referees, coaches etc.</p>



<p>c) In view of the position at 3(a) and 3(b), it is clarified that DoPT&#8217;s OMs dated 19.09.2013 and 11.06.2018 are applicable in the instant case and they may examine the instant case accordingly.</p>



<ol class="wp-block-list"><li>Taking into account the advice of the Nodal Ministry in this regard, action may kindly be taken in similar case only on the basis of the above advice and in any case of deviation from the above, the advice of the Directorate may be sought for .</li><li>This issue with the approval of competent authority.</li></ol>

<p>Karnataka State Government Employees demanded to scrap NPS and on Wednesday they took a streets in Karnataka&#8217;s Belgaum City. As per the media news, thousands of agitating employees assembled in Kondaskoppa area of the city, opposite the Suvarna Vidhana Soudha (State Assembly) where he winter session of the Karnataka Assembly is in session.</p>
<p>Earlier the members of the Karnataka State NPS Employees Association demanded scrapping of NPS.</p>
