										<content:encoded><![CDATA[<p><strong>Doctors in Government Hospitals</strong></p>
<p>Health being a State subject, the responsibility for improving the functioning of the State Government hospitals is under the jurisdiction of respective State Governments. The information in respect of State Government hospitals is not maintained centrally.</p>
<p>So far as Central Government hospitals under the administrative control of this Ministry is concerned, based on the requisitions received from various Government Hospitals/Institutes/Units, posts are encadred as per norms in Central Health Service (CHS) thereby increasing the number of sanctioned posts of doctors.</p>
<p>Insofar as the three Central Government Hospitals in Delhi viz. Safdarjung Hospital, Dr. RML Hospital and Lady Hardinge Medical College &amp; Associated Hospitals are concerned, performance of these hospitals regarding patient health care services is regularly monitored by the Hospitals/Government. The day to day activities in these hospitals, like sanitation, patient flow, hospital infection control practices, attendance of staff, etc. are supervised by the Medical Superintendents/Additional Medical Superintendents as well as by the Supervisory staff to maintain hygiene and sanitation.</p>
<p>Status of functional and non-functional equipments is regularly monitored. In order to provide state-of-the-art facilities and basic amenities to the patients, latest high-end Test machines/equipments are procured by these hospitals as per the need arising from time to time.</p>
<p>Besides the above, several steps have been taken by the Government to improve the overall satisfaction of the doctors working in Government Hospitals:</p>
<blockquote><p>(i) Enhancement of retirement age in all four sub-cadres of Central Health Service (CHS) to 65 years w.e.f 31.05.2016 to retain the talent.</p>
<p>(ii) Introduction of time-bound promotions for doctors under Dynamic Assured Career Progression (DACP) Scheme, upto Senior Administrative Grade (SAG) level.</p>
<p>(iii) The duration of study leave to pursue higher studies/research work has been increased to 36 months for CHS officers instead of 24 months in other cases.</p>
<p>(iv) The benefit of Non-Functional Upgradation (NFU) has been granted to CHS doctors.</p>
<p>(v) The Ministry has started Foundation Training Programme (FTP) for newly recruited CHS Officers.</p>
<p>(vi) Electronic submission of Annual Performance Appraisal Report (APAR) on Smart Performance Appraisal Report Recording Online Window (SPARROW) software has been introduced for CHS.</p>
<p>(vii) Counseling pattern has been introduced for recruitment in GDMO sub-cadre.</p>
<p>(viii) Annual Preventive Health Check-Up introduced for doctors over 40 Years of age.</p></blockquote>

										<content:encoded><![CDATA[<p><strong>Government Doctors Meet Arun Jaitley, Demand Review Of 7th Pay Commission Recommendations</strong></p>
<p>New Delhi: Government doctors have met Finance Minister Arun Jaitley and demanded revision of the 7th Pay Commission recommendations.</p>
<p>Representatives of the Federation of Resident Doctors Association (FORDA) and JACSDO (Joint Action Council of Service Doctor Organisation) met Mr Jaitley on Monday and put forward their demands saying, the recommendations are “discriminating to doctors”.</p>
<p>“The Minister listened to our issues patiently and attentively. He was appraised especially for NPA issue. He showed his concern about our salary being relatively reduced by 7 CPC.</p>
<p>“He assured us that our representation is being directed to Secretary Expenditure for re-evaluation. He also assured, if any concern still remains pending in the matter of NPA (and other issues), it shall be scrutinised and considered by forthcoming ‘Anomalies Committee’ which shall be appointed hereafter,” said FORDA in a statement issued on Tuesday.</p>
<p>FORDA and JACSDO have strongly been opposing the recommendations of the 7th Pay Commission and have written to the Prime Minister and Health Minister.</p>
<p>“When the 7th CPC was constituted we doctors were very hopeful that our demands will be looked after, which is increasing Non-Practising Allowance (NPA) to 40 per cent from existent 25 per cent, instead it has been reduced to 20 per cent.</p>
<p>“The basic pay and NPA were merged together while calculating House Rental Allowance (HRA) earlier, but this has now been omitted and HRA will be calculated only with basic pay resulting in less than the desired salary,” said FORDA President Dr Pankaj Solanki.</p>
<p>The doctor’s body also demanded uniform pay scales, night shift allowances which currently exists for nursing staff in government hospitals and the formulation of a uniform central residency scheme for the resident doctors of India.</p>
<p>FORDA is an umbrella organisation of 15,000 resident doctors across 41 government hospitals in the capital.</p>
<p>JACSDO represents 11 organised and unorganised Central Health Services (CHS), Indian Railway Medical Services (IRMS), Indian Ordinance Health Services (IOHS), MCD, NDMC, Delhi administration and ESIC. (PTI)</p>

<p>Mumbai: Maharashtra government today decided to increase the retirement age for government doctors under the medical and health services group ‘A’ category in the state to 60, from 58.</p>
<p>The decision was taken at a meeting of the state Cabinet, chaired by Chief Minister Devendra Fadnavis here.</p>
<p>The decision will be implemented with retrospective effect from May 31, an official said after the Cabinet meeting.</p>
<p>Government doctors holding post graduate diplomas and degrees will be given special increments to ensure availability of sufficient human resources to provide health services.</p>
<p>The Cabinet also approved a proposal to amend the lacunae in the Transplantation of Human Organs Act (1994), and increase quantum of punishment for crimes pertaining to human organ transplants.</p>
<p>The Cabinet also approved a draft of the Maharashtra Acupuncture Treatment Act-2015. This will help in better coordination of acupuncture treatment.</p>
<p>At the meeting, it was decided to shortlist three backward cooperative ginning mills for financial assistance under the 12th Five Year Plan.</p>

<p>The hike is effective today, Health Minister U TKhader said making the announcement in the Assembly.</p>
<p>Khader said for doctors with post graduate degree or diploma qualification with 6 years experience, the pay has been increased from Rs 59,780 to Rs 84,780, with 6-13 years experience from Rs 70,166 to Rs 95,166 and with 13-20 years experience from Rs 87,919 to Rs 1,12,919.</p>
<p>For Super Speciality Doctors with 6 years experience, the pay has been increased from Rs 62,980 to Rs 92,989, with 6-13 years from Rs 72,466 to Rs 1,02,466 and those with 13-20 years from Rs 84,319 to Rs 1,19,319.</p>
<p>BJP MLA C T Ravi questioned why pay has not been hiked for Ayurveda Doctors.</p>
<p>“Their salary also should be increased, if not it will lead to discrimination. We will have to support Ayurveda, whole world is turning towards Ayurveda,” he said.</p>
