<h4 class="wp-block-heading">Subject : Accumulation of paid leave without encashment facilities for Gramin Dak Sevaks (GDS) &#8211; reg.</h4>



<p>A proposal for allowing accumulation of paid leave without encashment facilities was under consideration of the Department for quite some time. The Department had also sought suggestions/feed back of the Circles/stakeholders on the proposal.</p>



<p>2. After examination of the proposal and feed back of all the stakeholders, Rule-7, regarding paid Leave of the GDS, of GDS (Conduct and Engagement) Rules, 2020, has been amended as under:</p>

<li>7. Leave</li>
</ul>



<p>The Gramin Dak Sevaks may be granted paid leave at the rate of 20 days in a year (10 days for every half year). Paid leave for 10 days will be credited to his account at the beginning of half year, starting 1st January or 1st July;</p>



<p>A GDS will be allowed to carry forward unavailed paid leave to the maximum extent of 45 days at any given time;</p>



<p>Paid leave shall be credited to the leave account of GDS at the rate of 1.67 days for each completed calendar month of engagement which a GDS is likely to render in a half-year of the calendar year of engagement/discharge/cessation of engagement;</p>



<p>While affording credit of paid leave, fractions of a day shall be rounded off to the nearest day. A fraction of 0.5 or above will be taken as one day of leave, while fraction of less than 0.5 will be ignored and Provided that &#8211;</p>



<ul class="wp-block-list">
<li>Where a Sevak fails to resume duty on the expiry of the maximum period leave admissible and granted to him/her, or</li>



<li>Where such a Sevak who is granted leave for a period less than the maximum period admissible to a Sevak under these rules, remains absent from duty for any period which together with the leave granted exceeds the limit upto which a GDS shall, unless the Government, in view of the exception circumstances of the case, otherwise decides, be removed from engagement after following the procedure laid down in Rule 10.</li>
</ul>



<p>3. The above change in the said Rule-7 of GDS (Conduct and Engagement) Rules, 2020, will effective from 01.01.2026.</p>



<p>4. Based on the feed back sought of the stakeholders, an FAQs is also provided in Annexure-I to this OM for the guidance of all concerned.</p>

<h3 class="wp-block-heading">Subject: Risk and Hardship Allowance payable to GDS &#8211; reg.</h3>



<p>This office is in receipt of several references from different Circles wherein the list of locations identified for Risk and Hardship Allowance payable to GDS as per this office OM No. 17-31/2016-GDS dated 25.06.2018 has been sought for.</p>



<p>2. In this context, the matter has been examined and the Competent Authority has decided that the locations identified for Tough Location Allowance notified by the Department of Expenditure vide their OM dated 19.07.2017 may be adopted for the purpose of Risk and Hardship allowances payable to GDSs.</p>



<p>3. This disposes of the clarifications sought by Himachal Pradesh and North East Circles vide their letter No. EA/2-44/2018 III dated 07.11.2022 and letter No Est/Misc/05-06 dated 23.11.2022 respectively.</p>



<p>This issues with the approval of the competent authority.</p>

<p>Subject: <strong>Implementation of recommendations of One-Man Committee on introduction of Children Education Facilitation Allowance for Gramin Dak Sevaks (GDS).</strong></p>



<p>The undersigned is directed to convey the approval of the Competent Authority on recommendations of One-Man Committee on introduction of Children Education Facilitation Allowance for Gramin Dak Sevaks (GDS).</p>



<p>2. Keeping in view the above, it has been decided to issue consolidated instructions on the subject of Children Education Facilitation Allowance as under :-</p>



<ul class="wp-block-list">
<li>(i) The reimbursement of Children Education Facilitation Allowance can be claimed only for the two eldest surviving children with the exception that, in case the second child birth results in twin/multiple birth. In case of failure of sterilization operation, the Children Education Facilitation Allowance would be admissible in respect of children born out of the first instance of such failure beyond the usual two children norm</li>



<li>(ii) The amount of reimbursement of Children Education Facilitation Allowance will be Rs.6000/- per annum (fixed) per child. This amount of Rs.6000/- is fixed irrespective of the actual expenses incurred by the GDS. In order to claim reimbursement of Children Education Facilitation Allowance, the GDS should produce a certificate issued by the Head of the Institution for the period,/year for which claim has been preferred. The Certificate should confirm that the child studied in the school during the previous academic year. In case such certificate can not be obtained, self-attested copy of the report card or self attested fee receipt(s) {including e-receipt(s)) confirming/indicating that the fee deposited for the entire academic year can be produced as a supporting document to claim Children Education Facilitation Allowance. The period-/year means academic year i.e. twelve months of complete academic session.</li>



<li>(iii) Children Education Facilitation Allowance can be claimed in a single form only for the two t:ldest surviving children with the exception that, in case the second child birth results in twin/multiple birth (proforma enclosed).</li>



<li>(iv) In case both the spouses are GDS/Government servant, only one of them can avail reimbursement under children Education Facilitation Allowance or CEA (in case of Government servant).</li>



<li>(v) The reimbursement of children Education Facilitation Allowance will be done just once in a financial year after completion of the financial year.</li>



<li>(vi) The reimbursement of children Education Facilitation Allowance shall have no nexus with the performance of the child in his/her class. In other words, even if a child fails in a particular crass, the reimbursement of children Education Facilitation Allowance shall not be stopped. However, if<br />the child is admitted in the same class in another school, although the child has passed out ofthe same class in previous school or mid- session, children Education Facilitation Allowance shall not be reimbursable.</li>



<li>(vii) If a GDS dies while in service, the children Education Facilitation Allowance shall be admissible in respect of his/her children subject to observance of other conditions for its grant provided the wife/husband of the deceased is not engaged as GDS or not employed in service of the central<br />Govt., State Government, Autonomous body, PSU, Semi Government organization such as Municipality, port Trust Authority or any other organization partly or fully funded by the central Govt./state Governments.<br />In such cases the children Education Facilitation Allowance shall be payable to the children till such time the GDS would have actually received the same, subject to the condition that other terms and conditions are fulfilled. The payment shall be made by the office in which the GDS was working prior to<br />his death and will be regulated by the other conditions, laid down in this OM.</li>



<li>(viii) In case of discharge, dismissal or removal from engagement, Children Education Facilitation Allowance shall be admissible till the end of the academic year in which the GDS ceases to be in engagement due to discharge, dismissal or removal from engagement in the course of an academic year. The payment shall be made by the office in which the GDS worked prior to these events and will be regulated by the other conditions laid down in this OM.</li>



<li>(ix) The upper age limit for Divyaang children has been set at 22 years. In the case of other children the age limit will be 20 years or till the time of passing 12th class whichever is earlier. There shall be no minimum age.</li>



<li>(x) Reimbursement of Children Education Facilitation Allowance shall be applicable for children from class nursery to twelfth, including classes eleventh and twelfth held by the junior Colleges or school affiliated to Universities or Boards of Education.</li>



<li>(xi) Children Education Facilitation Allowance is allowed in case of children studying through &#8220;Correspondence or Distance Learning&#8221; subject to other conditions laid down in this OM.</li>



<li>(xii) The. Children Education facilitation Allowance is admissible in respect of children studying from two classes before class one to 12th standard and also for the initial two years of a diploma/ certificate course from Polytechnic/ITI/Engineering College, if the child pursues the course after passing 10th standard and the GDS has not been granted Children Education Facilitation Allowance in respect of the child for studies in 11th and 12th standards.</li>



<li>(xiii) In respect of schools/institutions at nursery, primary and middle level not affiliated to any Board of education, the reimbursement under the Scheme may be allowed for the children studying in a recognized school/institution. Recognized school/institution in this regard means a Government school or any education institution whether in receipt of Govt. Aid or not, recognized by the Central or State Government or Union Territory Administration or by University or a recognized educational authority having jurisdiction over the area where the institution /school is situated.</li>



<li>(xiv) In case of a Divyaang child studying in an institution i.e. aided or approved by the Central / state Govt. or UT Administration or whose fees are approved by any of these authorities, the Children Education Facilitation Allowance paid by the GDS shall be reimbursed irrespective of whether the<br />institution is &#8216;recognized&#8217; or not. In such cases the benefits will be admissible till the child attains the age of 22 years.</li>



<li>(xv) The children Education Facilitation Allowance shall be admissible to a GDS while he/she is on duty or is under put off duty or is on leave. provided that during any period which is treated as &#8216;non counted for duty&#8217;, the GDS shall not be eligible for the children Education Facilitation Allowance for that period.</li>
</ul>



<p>3. These above instructions would come into effect from 1st October, 2019. For the current financial year, GDS shall be eligible for CEFA @ Rs.3000/- per child.</p>



<p>4. This issues in consultation with Department of Personnel and Training vide their ID No DoP&amp;T I.D.No. A-27012/02/2018-Estt. (AL) dated 05.09.2018 &amp; Department of Expenditure, Ministry of Finance, ID Note No.7-31/2016-E.III(A) dated 06.09.2019/eFTS 1170513/ 2019.</p>

<h2 class="wp-block-heading"><strong>The salient features of CEA are:</strong>&nbsp;</h2>



<p>(i) CEA/Hostel Subsidy can be claimed only for the two eldest surviving children.&nbsp;(iii) The amount of hostel subsidy is Rs. 6750/- per month.&nbsp;(iv) The reimbursement of CEA for Divyang Children of Government servant shall be payable at double the normal rate of CEA i.e. Rs. 4500/- per month.&nbsp;(v) The CEA and Hostel subsidy is admissible in respect of children studying from three classes before class one to 12th standard in accordance</p>

In case of The reimbursement of&nbsp;Children Education Facilitation Allowance&nbsp;failure of sterilization operation, the Children Education Facilitation Allowance would be admissible in respect of children born out of the first instance of such failure beyond the usual two children norm.</p>



<h3 class="wp-block-heading">Children Education Facilitation Allowance&nbsp;will be Rs.6000/- per annum (fixed) per child.</h3>



<p>The amount of reimbursement of&nbsp;<a href="http://utilities.cept.gov.in/dop/pdfbind.ashx?id=3739" target="_blank" rel="noreferrer noopener">Children Education Facilitation Allowance</a>&nbsp;will be Rs.6000/- per annum (fixed) per child. This amount of Rs.6000/- is fixed irrespective of the actual expenses incurred by the GDS. In order to claim reimbursement of Children Education Facilitation Allowance, the GDS should produce a certificate issued by the Head of the Institution for the period/year for which claim has been preferred. The Certificate should confirm that the child studied in the school during the previous academic year. In case such certificate can not be obtained, self- attested copy of the report card or self attested fee receipt(s) {including e- receipt(s)} confirming/ indicating that the fee deposited for the entire academic year can be produced as a supporting document to claim&nbsp;Children Education Facilitation Allowance. The period/year means academic year i.e. twelve months of complete academic session.&nbsp;</p>



<h3 class="wp-block-heading">only for the two eldest surviving children</h3>



<p>Children Education Facilitation Allowance can be claimed in a single form only for the two eldest surviving children with the exception that, in case the second child birth results in twin/multiple birth (Proforma enclosed).&nbsp;</p>



<h3 class="wp-block-heading">If both the spouses are GDS/Government servant</h3>



<p>In case both the spouses are GDS/Government servant, only one of them can avail reimbursement under&nbsp;Children Education Facilitation Allowance&nbsp;(in case of Government servant).&nbsp;</p>



<h3 class="wp-block-heading">Reimbursement will be done just once after completion of the financial year.&nbsp;</h3>



<p>&nbsp;The reimbursement of Children Education Facilitation Allowance will be done just once in a financial year after completion of the financial year.&nbsp;</p>



<h3 class="wp-block-heading">Education Facilitation Allowance shall have no nexus with the performance of the child&nbsp;</h3>



<p>&nbsp;The reimbursement of Children Education Facilitation Allowance shall have no nexus with the performance of the child in his/her class. In other words, even if a child fails in a particular class, the reimbursement of Children Education Facilitation Allowance shall not be stopped. However, if the child is admitted in the same class in another school, although the child has passed out of the same class in previous school or mid- session, Children Education Facilitation Allowance shall not be reimbursable.&nbsp;</p>



<h3 class="wp-block-heading">GDS dies while in service</h3>



<p>If a GDS dies while in service, the Children Education Facilitation Allowance shall be admissible in respect of his/her children subject to observance of other conditions for its grant provided the wife/husband of the deceased is not engaged as GDS or not employed in service of the Central Govt., State Government, Autonomous body, PSU, Semi Government Organization such as Municipality, Port Trust Authority or any other organization partly or fully funded by the Central Govt./State Governments. In such cases the Children Education Facilitation Allowance shall be payable to the children till such time the GDS would have actually received the same, subject to the condition that other terms and conditions are fulfilled. The payment shall be made by the office in which the GDS was working prior to his death and will be regulated by the other conditions, laid down in this OM.&nbsp;</p>



<h3 class="wp-block-heading">CEA for discharge, dismissal or removal period&nbsp;</h3>



<p>&nbsp;In case of discharge, dismissal or removal from engagement, Children Education Facilitation Allowance shall be admissible till the end of the academic year in which the GDS ceases to be in engagement due to discharge, dismissal or removal from engagement in the course of an academic year. The&nbsp;payment shall be made by the office in which the GDS worked prior to these events and will be regulated by the other conditions laid down in this OM.&nbsp;</p>



<h3 class="wp-block-heading">Upper age limit for Divyaang</h3>



<p>The case of other children the age limit will be 20 years or till the time of passing 12th class whichever is earlier. There shall be no minimum age. The upper age limit for Divyaang children has been set at 22 years.&nbsp;&nbsp;</p>



<h3 class="wp-block-heading">&nbsp;Nursery to twelfth, including classes</h3>



<p>Applicable for children from class nursery to twelfth, including classes eleventh and twelfth held by the junior Colleges or school affiliated to Reimbursement of Children Education Facilitation Allowance shall be Universities or Boards of Education.&nbsp;</p>



<h3 class="wp-block-heading">CEA Correspondence or Distance Learning</h3>



<p>Children Education Facilitation Allowance is allowed in case of children studying through &#8220;Correspondence or Distance Learning&#8221; subject to other conditions laid down in this OM.&nbsp;</p>



<h3 class="wp-block-heading">Two classes before class one to 12th standard</h3>



<p>Respect of children studying from two classes before class one to 12th standard and also for the initial two years of a diploma/certificate course from The Children Education Facilitation Allowance is admissible in Polytechnic/ITI/Engineering College, if the child pursues the course after passing 10th standard and the GDS has not been granted Children Education Facilitation Allowance in respect of the child for studies in 11th and 12th standards.&nbsp;</p>



<h3 class="wp-block-heading">Nursery, primary and middle level</h3>



<p>In respect of schools/institutions at nursery, primary and middle level not affiliated to any Board of education, the reimbursement under the Scheme may be allowed for the children studying in a recognized school/institution. Recognized school/institution in this regard means a Government school or any education institution whether in receipt of Govt. Aid or not, recognized by the Central or State Government or Union Territory Administration or by University or a recognized educational authority having jurisdiction over the area where the institution/school is situated.</p>



<h3 class="wp-block-heading">CEA for Divyaang child</h3>



<p>In case of a Divyaang child studying in an institution i.e. aided or approved by the Central/State Govt. or UT Administration or whose fees are approved by any of these authorities, the Children Education Facilitation Allowance paid by the GDS shall be reimbursed irrespective of whether the institution is &#8216;recognized&#8217; or not. In such cases the benefits will be admissible till the child attains the age of 22 years.</p>



<h3 class="wp-block-heading">Admissible while under put off duty</h3>



<p>The Children Education Facilitation Allowance shall be admissible to a GDS while he/she is on duty or is under put off duty or is on leave. Provided that during any period which is treated as &#8216;non counted for duty&#8217;, the GDS shall not be eligible for the Children Education Facilitation Allowance for that period.</p>

<p>Online applications are invited from the eligible applicants for engagement as Gramin Dak Sevaks (GDS) [Branch Postmaster (BPM)/ Assistant Branch Postmaster (ABPM)/Dak Sevaks). <h3 class="wp-block-heading">2. ENGAGEMENT SCHEDULE IS AS UNDER:</h3>

<h3 class="wp-block-heading">4. BRIEF JOB PROFILE AND RESIDENCE / ACCOMMODATION:</h3>



<h4 class="wp-block-heading">(i) BRANCH POSTMASTER (BPM)</h4>



<p>The Job Profile of Branch Post Master include:</p>



<p>a) Day to day postal operations of Branch Post Office (8.0) and India Post Payments Bank (IPPB) in the manner as prescribed by the Department from time to time.</p>



<p>b) Marketing and promotions of products and services being provided by the Department and operating various services in the Customer Services’ Centres (CSC) of the Department etc.</p>



<p>c) In the single-handed BOs, BPMs have the overall responsibility of smooth and timely functioning of the Office, including mail conveyance and mail delivery.</p>



<p>d) In the BOs other than single-handed, the BPMs may be assisted by ABPM(s). However, BPM will be required to do combined duties of ABPM(s) as and when ordered or in the case of non-availability of ABPM (s). Any other work may also be assigned by superiors like Mail Overseer (M.O)/lnspector Post (IPO) / Assistant Superintendent of Post (ASPO)/ Superintendent of Post offices (SPOs) /Senior Superintendent of Post Office (SSPOs) etc.</p>



<p><strong>e) Residence/ Accommodation:</strong> <strong>The applicant selected as GDS BPM will have to provide accommodation for Branch Post Office after selection but before engagement. A declaration to this effect with details of accommodation is to be submitted before engagement. The applicant so selected will be required to reside in Post village (the village in which the BO is functioning) only. The accommodation should meet the standards as prescribed by this Directorate letter No. 17-02/2018- GDS dated 08.03.2019 as amended from time to time.</strong></p>



<h4 class="wp-block-heading">(ii) ASSISTANT BRANCH POSTMASTER (ABPM)</h4>



<p>The Job Profile of Assistant Branch Post Master include:</p>



<p>a) Sale of stamps/stationery, conveyance and delivery of mail at doorstep, exchange the mail with account office etc. deposits/ payments/ other transactions of IPPB.</p>



<p>b) To assist BPM in postal operations in a manner as prescribed by the Department from time to time.</p>



<p>c) Marketing and promotions of products and services being provided by Department and operating various services in the Customer Services’ Centres (CSC) of the Department etc.</p>



<p>d) ABPM may also be required to do combined duties of the BPM as and when ordered or in case of non-availability of BPM in addition to his/her regular duties.</p>



<p>e) Any other work assigned by superiors like MO/ IPO/ ASPO/ SPOs/ SSPOs etc.</p>



<p><strong>f) Residence:</strong>&nbsp;ABPMs are required to reside within the delivery jurisdictions of the Post Office (HO/SO/BO) concerned.</p>



<h4 class="wp-block-heading">(iii) Dak Sevak</h4>



<p>Dak Sevaks will be engaged in Departmental offices like Sub Post offices, Head Post offices etc. The Job Profile of Dak Sevak include:-</p>



<p>a) Sale of stamps/ stationery , conveyance and delivery of mail at doorstep, deposits/ payments/ other transactions of IPPB and any other duties assigned by Postmaster/Sub Postmaster.</p>



<p>b) Dak Sevaks may have to work in sorting offices of Railway Mail Service (RMS).</p>



<p>c) Dak Sevaks in the Mail offices will handle receipt- dispatch of mail bags, transhipment of bags etc.</p>



<p>d) Dak Sevaks will also assist Post Masters/ Sub Postmasters in managing the smooth functioning of Departmental Post Offices and do marketing, business procurement or any other work assigned by the Post Master or IPO/ ASPO/ SPOs/ SSPOs/ SRM/ SSRM etc.</p>



<p><strong>e) Residence:</strong>&nbsp;Dak Sevaks are required to reside within delivery jurisdictions of the Post Office (HO/SO/BO) concerned.</p>



<h3 class="wp-block-heading">5. ELIGIBILITY CRITERIA (FOR ALL POSTS):</h3>



<h4 class="wp-block-heading">5.1. AGE Limits:</h4>

<p><strong>(a) Relaxations in upper age limit :</strong></p>



<p><strong>(b) Process of Certification and Format of Certificates:</strong>&nbsp;Applicants, who wish to be considered for reserved vacancies or seek age relaxation, will have to submit the requisite certificate from the competent authority in the prescribed Format. In case of failure to do so, their candidature will be cancelled.</p>



<p>(c) There will be no relaxation in upper age limit to EWS applicants. However, the persons belonging to EWS who are not covered under the scheme of reservation for SC, ST and OBC shall get 10% reservation in engagement to the GDS posts.</p>



<h4 class="wp-block-heading">5.2. QUALIFICATION AS ON THE DATE OF NOTIFICATION:</h4>



<p><strong>(1) EDUCATIONAL QUALIFICATION:</strong></p>



<p>(a) Secondary School Examination pass certificate of 1Q1h standard having passed in Mathematics and English (having been studied as compulsory or elective subjects) conducted by any recognized Board of School Education<br />by the Government of India/State Governments/ Union Territories in India shall be a mandatory educational qualification for all approved categories of GDS.</p>



<p>(b) The applicant should have studied the local language, i.e., (Name of Local language) at least up to Secondary standard [as compulsory or elective subjects].</p>



<p><strong>(2) OTHER QUALIFICATIONS:-</strong></p>



<p>(i) Knowledge of computer<br />(ii) Knowledge of cycling<br />(iii) Adequate means of livelihood</p>



<h3 class="wp-block-heading">6. RESERVATION:</h3>



<p>(a) Engagement of GDS will be subject to the instructions issued by the Department of Posts regarding the reservation of SC/ ST/ OBC/ EWS/ PwD categories. The applicants may go through the following instructions available on the official website of the Department:-</p>

<p>(b) The permissible disability for PwD applicants is as under:-</p>

<h3 class="wp-block-heading">7. HOW TO APPLY:</h3>



<p>Applications are to be submitted online only at&nbsp;<a href="https://indiapostgdsonline.gov.in/" target="_blank" rel="noreferrer noopener">https://indiapostgdsonline.gov.in/</a>.&nbsp;<strong>Applications received from any other mode shall not be entertained. No communication in this respect will be entertained.</strong>&nbsp;Brief instructions for registration, payment of fee, documents to be uploaded with application, selection of posts etc. are given in&nbsp;<strong>Annexure-V.</strong></p>



<h3 class="wp-block-heading">8. SELECTION CRITERIA:</h3>



<p>(i) The applicants will be shortlisted for engagement on the basis of a system generated merit list.</p>



<p>(ii) The Merit list will be prepared on the basis of marks obtained/ conversion of Grades/Points to marks (<strong>as explained in sub paras – iii to ix below</strong>) in Secondary School Examination of 10th standard of approved Boards aggregated to percentage to the accuracy of 4 decimals. Passing of all the subjects as per the respective approved board norms is mandatory.</p>



<p>(iii) For applicants where their Secondary School Examination of 1Q1h standard mark sheet containing the marks as mentioned in each subject or marks and Grade/Points both, their total marks will be worked out by taking into account the marks obtained in all compulsory and elective/optional subjects&nbsp;(other than extra subjects, if any). This will ensure that applicants with higher marks get selected.</p>



<p><strong>(iv) Applicants having both marks and grades in the marks sheet have to apply</strong><strong>&nbsp;with marks only.</strong>&nbsp;In case any applicant applies with grades instead of marks, his/her application will be liable for disqualification.&nbsp;<strong>However,if for any particular subject (s) only grades are mentioned in the mark sheet then for that subject (s) grades can be mentioned and the same need not to be converted to the marks by the candidates.</strong></p>



<p>(v) For applicants having only grades subject-wise, marks will be arrived for each subject (compulsory and elective subjects but not extra subjects), by applying the multiplying factor of 9.5 in the following manner:-</p>

<p>(vi) In case of the marks lists containing the Grades/ Points, marks will be reckoned by taking conversion of Grades and points with the multiplication factor (9.5) against the maximum points or grade as 100.</p>



<p>(vii) Where Cumulative Grade Point Average (CGPA) is also provided,the marks will be arrived at by multiplying the CGPA by 9.5. Where individual grades in each subject as well as CGPA is given, the higher of the two marks will be taken.&nbsp;<strong>It is to clarify that the candidates are&nbsp;not required to convert their points/grades into marks&nbsp;and are required to mention the grades/points only, while filling up the online applications.&nbsp;</strong>The conversion of grades/points to the marks would be carried out by the system before declaration of result for the purpose of arriving at the merits.</p>



<p>(viii) In case of tie among the applicants, the merit would be decided on the basis of following priority order :-</p>



<p>“DOB (Older in age), ST trans-woman, ST female, SC trans-woman, SC female, OBC trans-woman, OBC female, EWS trans-woman, EWS female, UR trans-woman , UR female, ST trans-male , ST Male, SC trans-male, SC Male, OBC trans-male, OBC male, EWS trans-male, EWS male, UR trans-male, UR male.</p>



<p><strong>The Department would have the liberty and sole right to introduce any additional criteria in case of ‘Tie’ to determine the merit. The decision of the Department shall be final.</strong></p>



<p>(ix) Applicat ions submitted without complete data will be rejected. In case an applicant uploads wrong documents/information and unnecessary documents , his/her candidature will be rejected.</p>



<p>(x) At the time of verification of documents upon shortlisting of an applicant if the data/ marks/ subjects fed in the Portal are found mismatched with original documents, his/her candidature will be rejected even if there is small spelling error in name of applicant. father/ mother name etc. or whether such data is crucial for determining the merit or otherwise.</p>



<p>(xi) Shortlisted applicants will have to submit an undertaking in the format annexed as <strong>Annexure-VI</strong>, regarding liability in case of furnishing fake /incorrect information/ details in the form.</p>

<h3 class="wp-block-heading">Subject: Combined Duty Allowance (CDA) to Gramin Dak Sevak (GDS) -clarification.</h3>



<p>Recently the issue of recovery of excess payment of Combined Duty Allowance (CDA) payable to GDS came to the judicial scrutiny before the Hon’ble CAT, Earnakulam Bench. The Bench while deciding OA No. 391/2021 and connected cases vide order dated 07.06.2023 (Annexure A) has, inter-alia, directed to recover over payment of combined duty allowance from the GDS (both in the single handed and all other BOs), inter-alia, observing that</p>



<p>“Combined duty allowance can be claimed by a GDS only if he is discharging the additional duties subject to the two riders: &#8211;</p>



<ul class="wp-block-list">
<li>(a) There must be two or more posts in the establishment.</li>
</ul>



<ul class="wp-block-list">
<li>(b) The duty of that post should be borne on the post of that BO and duty of that post is to be combined with another post of that particular office.”</li>
</ul>



<p>2. While examining the aforementioned court cases, it was noted that this office Order No. 17-31/ 2016-GDS dated 01.02.2022,in respect of CDA applicable in single handed BOs, was issued with the concurrence of MoF keeping in view the specific nature of duties to be performed by BPM in single handed BOs and therefore, BPMs in such cases are entitled to combined duty allowance. Kerala Circle has, accordingly, been advised to take further legal recourse to clarify the position before Hon’ble Tribunal.</p>



<p>3. Further, it was also noticed while examining the above cases in respect of the double or more than double handed branch post offices, that Karnataka Circle and Telangana Circle (Hyderabad Region) have issued some clarifications at Circle levels vide their orders No. ESA/1-1/Dlgs/I ll dated 12.05.2022 (Annexure B) and PMG (H)/Est-/05 dated 18.09.2018 (Annexure C), respectively in the matter of grant of combined duty allowance (CDA). It appears from the clarification issued by both the Circles that the CDA has been allowed to the GDSs in the BOs having two or more hands in all cases, <strong>irrespective of the vacant post is borne in the same establishment or otherwise</strong>, against the provisions contained in this office OM NO. 17-31/2016-GDS dated 25.06.2018.</p>



<p>4. The said orders dated 25.06.2018 are very clear with regard to grant of combined duty allowance, which inter-alia, provides that for grant of combined duty allowance (in other than single handed BOs) it is necessary that two or more posts should be borne on the same establishment, i.e., <strong>in case of BPMs working in other than single handed BOs, the Combined Duty Allowance should be granted only in the cases where the post of GDS ABPM was lying vacant or where the incumbent to the post has availed any leave and consequently BPM works as the Mail Deliverer or Mail Conveyance or both in addition to their own duties.</strong></p>



<p>5. In view of the observations of the Hon’ble CAT the Orders, the aforesaid letters dated 12.05.2022 of Karnataka Circle and 18.09.2018 and of the PMG, Hyderabad Region are needed to be withdrawn immediately. Karnataka Circle and Telangana Circle are accordingly requested to take action to withdraw the aforementioned orders of respective Circles and recover the excess payment of combined duty allowance made in pursuance thereof from the GDSs concerned in three installments. A compliance may be submitted by both the Circles forthwith.</p>



<p>6. All Other Circles are also requested to follow the instructions in the letter and spirit to avoid such irregular payment and take action to recover such irregular payment of CDA, if any.</p>



<p>The receipt of this letter may be acknowledge by all Circles.</p>

<h3 class="wp-block-heading">Subject: Gramin Dak Sevaks (Compassionate Engagement) Scheme, 2023.</h3>



<p>I am directed to refer to this office letters No. 17-1/2017-GDS dated 30.05.2017 whereas the instructions regarding engagement of dependents of deceased Gramin Dak Sevaks on compassionate grounds (the Scheme) were issued.</p>



<p>2. Based on the references received, a need was felt to further review the scheme to expedite the processing of the compassionate engagement cases. With this view the scheme has been reviewed and it has been decided to introduce revised scheme for compassionate engagement of eligible dependents of deceased Gramin Dak Sevaks to be known as GDS (Compassionate engagement) Scheme, 2023.</p>



<p>3. The scheme will come into effect from the date of issue of this Scheme and will be applicable in all cases yet to be put up before Compassionate Committee on Engagements (CCE). The cases which have already been settled will not be reopened. A copy of the scheme is attached.</p>



<p>4. Circles are requested to circulate the revised Scheme to all concerned and ensure its implementation.</p>

<p>The Department has decided to include few more local languages in the states of Meghalaya, Sikkim and Tripura for the purpose of engagement of GDS vide OM No 17- 11/2019-GDS dated 09.06.2023 (Copy enclosed). It has also been decided to incorporate the provision to include the additional languages for these three states in the Special Cycle, May, 2023 itself. The Schedule for registration/submission of online applications for the candidates willing to apply against the vacancies in these three states/Divisions, as well as for Manipur Division has also been modified vide Addendum to the Notification dated 20.05.2023 (copy enclosed).</p>



<p>You are requested to take necessary action to publish the Addendum enclosed in the GDS Online Portal and configure the additional languages in the same in consultation with the concerned Circles during the period from 12.06.2023 to 15.06.2023. Necessary provisions may be made in the portal to extend the timelines for the concerned States/Divisions and providing Editing/ Correction window as per the revised schedule.</p>

<h3 class="wp-block-heading">Subject: Processing of transfer applications of GDS under limited transfer facility­ introduction of GDS online transfer Portal.</h3>



<p>Sir/Madam</p>



<p>Please refer to this office letter no. 17- 3112016-GDS dated 20.09. 2022 whereby it was inter-alia, informed that an online Portal for procesing transfer applications of GDS is being prepared by the CEPT and therefore, it was also directed as under:</p>



<ul class="wp-block-list">
<li>(i) GDSs may be allowed to submit their requests for transfer only till 15.10.2022. No application for GDS transfer will be entertained in the manual mode after 15.10.2022 under any circumstances.</li>



<li>(ii) Circles/ Regions/ Divisions shall finalize all the pending requests for Limited Transfer (received upto 15.10.2022) by 30.11.2022.</li>
</ul>



<p>2. It is understood that the Circle would have completed the above exercise within the time lines specified. In this context, it is informed that CEPT in process of finalizing different module in respect of GDS Transfer and some of the modules have already been finalized. In order to the expedite the process, following timelines have been prescribed for CEPT for development of the remaining module and for Circles to process the transfer applications:</p>

<p>3.&nbsp;<strong>Vacancy calculation for GDS online software</strong>&nbsp;: –</p>



<p>Vacancies arising due to discharge from engagement from 01.07.2022 to 31.12.2022. voluntary discharge from engagement, resignations, promotion on regular departmental posts upto 30.11.2022 will be taken in to consideration for transfer. In addition to, the unfilled post of the earlier Cycles for which the panel has been exhausted and the posts fell vacant in the ongoing GDS online engagement Cycle IV (upto 30.11.2022) due to resignations of the incumbents after JOmmg would a l o be taken into consideration. This exercise I to be carried out by the Divisions between 28.11.2022 to 05.12.2022. The CEPT will share ‘URL’ for Rule 3 Transfer of GDS and would also share the login credentials with the Divisions and the manner in which the data entry is to be carried out by 28.11.2022. The instructions to use the Portal/URL would also be available in the URL itself.</p>



<p><strong>Order of Priority: –</strong></p>



<ol class="wp-block-list">
<li>The applications submitted by the applicants received in the login of the Divisional/Unit Head (where GDS is presently working). The email/pop up message on the same will also be received by the Divisional/Unit Head.</li>



<li>Date of engagement shall be considered for deciding order of priority of all such applications. However, the PwD candidate will give preference irrespective of date of engagement.</li>



<li>In case of tie in date of engagement, date of birth shall be considered for deciding order of priority.</li>
</ol>



<p>The detailed instructions for the GDS applicants and for Divisional/Unit Heads is annexed as Annexure.</p>



<p>4. In addition to above all the HoCs are requested to ensure completion of the following tasks also for notification of GDS vacancies&nbsp;<em>in Schedule-I January&nbsp;</em><em>2023</em>:-</p>



<ul class="wp-block-list">
<li>(i)&nbsp;<strong>Vacancy calculation for notification in Schedule-I (January) 2023</strong>: – After completion of the online transfer process all the vacancies including falling vacant due to deputation of GDS to APS and IPPB (for more than six months), as prescribed vide this office Om No . No.17-31/2016GDS(pt) dated 25.11.2022 would be calculated and intimated to this office as well as to the CEPT by 05.01.2023.</li>



<li>(ii) The notification for GDS Online Engagement will tentatively be issued simultaneously by all the Divisions on 19.01.2023 in Schedule-I (January) 2023 by notifying all the vacancies mentioned in Para 5 (i).</li>



<li>(iii) Circles must complete/finalize conducting of CCE and review of Compassionate cases by conducting special CCE before notifications of vacancies.</li>



<li>(iv) Vacancies must be uploaded by Divisions as per the schedule to be conveyed by the CEPT in their consultation.</li>



<li>(v) Further process in respect of the vacancies already in pipeline under Cycle IV for which the verification process/ joining process is underway, will continue as per the time lines given in the notification issued in May, 2022.</li>



<li>(vi) All HOCs may ensure that engaging units are strictly following already approved and circulated model notifications to notify GDS vacancies through GDS online engagement process</li>

<h3 class="wp-block-heading"><strong>Procedure for Submission Consideration of Transfer under Limited Transfer Facility for GDS</strong></h3>



<p><strong>Instructions for GDS seeking transfer</strong></p>



<p><strong>(i)&nbsp;Submission of online application– :</strong></p>



<ol class="wp-block-list">
<li>Any GDS seeking transfer will have to update his mobile no with the Divisional Head in the Rule 3 Transfer Portal to create his login credentials. Without an updation of the mobile number, the concerned GDS will not be able to apply for transfer under limited transfer facility.</li>



<li>Once they are registered, they will be able to login through the same portal using mobile no. as their login ID. The details of the password would be shared on their registered mobile number.</li>



<li>Once the user credentials are created, any GDS, who have completed one year of engagement may apply online from 08. 12.2022 to 14.12.2022 as per hither convenience against the vacancies notified.</li>



<li>GDS may fill choice of a maximum of ten (10) Posts in order of preference of one Division in any Circle. The transfer will be considered for any one of the indicated Post in order of preference.</li>



<li>Till the final submission, the GDS would be having option to change/ modify his details/ preferences or to withdraw his request till the last date specified for submission.</li>



<li>Final list of the GDS whose transfer is approved will be released on 25.12.2022. A system generated message/email of approval will be sent to the candidate on the same day A consolidated list will be published in the website of the Department as well as in the online transfer Portal and the same will also be displayed in the login of Divisional/ Unit Head (Both where the GDS is working and where transfer has approved)</li>



<li>Refusal to accept, the Limited Transfer order shall be construed as one chance of Limited Transfer availed by GDS.</li>



<li>If GDS is not accommodated in any requested posts, he/she can apply again in the next monthly cycle of the online engagement.</li>



<li>After submision of transfer request, a system generated SMS/Email will be send to the GDS on registered mobile/email Id.</li>
</ol>



<p>(ii) Activities done by Divisional/ Unit Head: –</p>



<ol class="wp-block-list">
<li>Divisional Head will enter the details of vacant posts as calculated in the manner specified in para (3) of the OM No. 17-3112016-GDS dated 25. 11.2022.</li>



<li>The Division would inform all concerned that GDS seeking transfer will have to get their Mobile No updated in the ‘Rule 3 Transfer Portal’. Once they are registered, they will be able to login through the same portal using mobile no. as their login ID. The details of the password would be shared on their registered mobile number.</li>



<li>All the online applications received by Divisional/ Unit Head, will be verified from the records during the period from 15.12.2022 to 18.12.2022. If not verified within the stipulated time period, the particulars will be treated as deemed verified and the responsibility would lie with the concerned Division.</li>



<li>Applications received from GDS, who does not fulfil the eligibility criteria as on the date of application shall be rejected outright by the Divisional/Unit Head by entering appropriate remark , e.g,
<ol class="wp-block-list">
<li>GDS has entered wrong date of engagement. One year of engagement is not completed due to unauthorised absence.</li>



<li>GDS is under put off duty.</li>



<li>Disciplinary action/ Police case/ Court case is pending.</li>



<li>GDS already availed requisite number of chances.</li>
</ol>
</li>



<li>A system generated SMS1Em ail will be send to the GDS regarding acceptance/rejection of their transfer request with reasons of rejection.</li>



<li>All the remaining online applications will be processed between 19.12.2022 to 21. 12.2022.·</li>



<li>Once applications are processed, the CEPT will share the draft list with concerned Divisions for verification during the period from 22. 12.2022 to 24. 12.2022. Discrepancy, if any, would be shared by the concerned Division with the CEPT to get it rectified , as per the procedure prescribed by the CEPT for correction.</li>



<li>Final list of the GDS whose transfer is approved will be released on 25.12.2022. A system generated message/email of approval will be sent to the candidate on the same day. A consolidated list will be published in the website of the Department a well as in the online transfer Portal and the same will also be displayed in the login of Divisional/Unit Heads (Both where the GDS is working and where transfer has approve.</li>



<li>Refusal to accept the Limited Transfer order shall be construed as one chance of Limited Transfer availed by GDS.</li>



<li>Once transfer is approved. the GDS shall be relieved by 07.01.2023 of the next month in which transfer is approved to join the new u nit.</li>
</ol>



<p>(iii) <strong>Mutual Transfer</strong> : – The provision of the mutual transfer will be same as mentioned in OM No . 17-3112016-GDS dated 15.07.2021 and will be dealt manually.</p>

<p>It has been customary all these years that productivity linked bonuses used to be paid before the Durga Pooja so that the employees of the department could celebrate the occasion and Diwali to follow up with the same sort of enthusiasm. But this year has been a big exception. We do not know the reason. One of the causes could be that the Postal Department could not submit the bonus proposal to the Finance Ministry. Whatever the reason, we must acquaint you with the ground reality where a great amount of resentment and anger is prevailing. The Puja Festival has passed with despair in the postal employees, especially the GDS and Diwali is knocking at the door. We must reiterate that the Bonus is not alms doled to the employees. It is a deferred wage and is paid at the time of some festival. There are well studied norms for measuring productivity which have no relation with profit or loss. The railways paid the bonus much in time and the condition of the postal employees as compared to the railway employees and dissatisfaction prevailing can be well imagined.</p>
