<p>Subject: <strong>Limited Transfer Facility for all categories of Gramin Dak Sevaks (GDS) &#8211; Guidelines thereof</strong></p>



<p>The undersigned is directed to convey the approval of Competent Authority on the following Guidelines on the subject of Limited Transfer Facility for all categories of Gramin Dak Sevak in supersession of all previous orders issued on the subject: </p>



<h2 class="wp-block-heading">Conditions of Transfer</h2>



<ul class="wp-block-list"><li>The maximum number of chances to be provided for male GDS shall be <strong>TWO</strong> chances and <strong>THREE</strong> chances for female GDS in entire term of engagement.</li><li>The GDS may apply for transfer to a maximum of <strong>TEN GDS</strong> posts, in order of preference, in one Division at a time. The transfer will be at own cost of the GDS.</li><li>Refusal to accept the Limited Transfer order shall be construed as one chance of Limited Transfer availed by GDS. The GDS, however, may have the option to withdraw the request within 15 days of the submission of the application for transfer, which will not be counted as a chance availed under the Limited Transfer facility.</li><li>Transfer request may be submitted anytime during the year, however, the GDS should have completed minimum engagement period of <strong>ONE </strong>year from the date of regular engagement on GDS Post on the date of transfer request.</li><li>Mutual Exchange transfer facility shall be available to all GDS on completion of <strong>ONE</strong> year engagement period. Mutual exchange cases can be done immediately on receipt of application subject to fulfilment of eligibility conditions.</li><li>The transfer order shall take effect after all verification formalities viz Caste, Education and Police verification report etc. have been completed.</li><li>Transfer request of GDS who are under put off duty or against whom any disciplinary action, Police case or Court case is pending will not be entertained.</li><li>Past engagement period will be counted for assessing the eligibility for appearing in departmental examination as well as for annual increment. GDS will not have any claim to go back to the previous engagement/ recruitment Unit/ Division. However, this would not act as a bar for applying to that old post/old unit under the provisions of this OM.</li><li>When a GDS is transferred at his/her own request and the transfer is approved by the competent authority, she/he will rank junior in the seniority list of the new unit, to all the GDS of that unit who exist in the seniority list on the date on which he/she joins the new unit, except in case of transfer within the same engagement/recruitment Sub Division/Unit /Division.</li></ul>

<p>Subject: <strong>Limited Transfer Facility for all categories of Gramin Dak Sevaks (GDS).</strong></p>



<p>The undersigned is directed to convey approval of Competent Authority on the following guidelines to regulate the Limited Transfer facility of Gramin Dak Sevaks <a href="https://centralgovernmentnews.com/tag/gds/" target="_blank" rel="noreferrer noopener" aria-label="GDS (opens in a new tab)">GDS</a> <strong>in supersession</strong> of all previous orders:-</p>



<p><strong>Conditions of Transfer</strong></p>



<p>(i) The maximum number of chances to be provided for male GDSs is <strong>ONE</strong> only and <strong>TWO</strong> for female GDSs.</p>



<p>(ii) The transfer will be at his/her own request and own cost to a vacant post at his/her place of choice to his/he r/ spouse home village or home division or a place recommended for medical treatment.</p>



<p>(iv) A minimum engagement period of <strong>ONE</strong> year from the date of regular engagement on GDS post will be mandatory for <strong>female</strong> GDS.</p>



<p>(iii) A minimum engagement period of <strong>TWO</strong> years from the date of regular engagement on GDS Post will be mandatory for <strong>male</strong> GD , before transfer request can be entertained.</p>



<p>(v) For PwD GD and GDS having PwD dependents/ Mentally retarded dependents, a minimum engagement period of <strong>ONE</strong> year from the date of regular engagement on GDS Post will be mandatory.</p>



<p>(vi) Transfer request of GDS who are under put off duty or against whom any disciplinary action, Police case or Court case is pending will not be entertained.</p>



<p>(vii) Past engagement period will be counted for assessing the eligibility for appearing in departmental examination as well as for annual increment. GDS will not have any claim to go back to the previous engagement /recruitment Unit/Division in any circumstances.</p>



<p>(viii) When a GDS is transferred at histher own request and the transfer is approved by the competent authority, she/he will rank junior in the seniority list of the new unit, to all the GDS of that unit who exist in the seniority list on the date on which the transfer is ordered, except in case of transfer within the same engagement/recruitment Sub Division/ Unit /Division.</p>



<p>(ix) Mutual Exchange facility can be provided to all GDS on completion of <strong>ONE</strong> year (<strong>for Female GDS</strong>) and <strong>TWO</strong> years (<strong>for Male GDS</strong>) engagement period as the case may be.</p>

<p>(x) The GDS can be transferred on herthis request in following circumstances:-</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>(a) BPM Level 2 to BPM Level-2 in TRCA slab 3</p><p>(b) BPM Level-1 to BPM Level-1 in TRCA slab-2.</p><p>(c) ABPM/Dak Sevaks Level-2 to ABPM/Dak Sevaks in TRCA slab-2 – Level-2</p><p>(d) ABPM/Dak Sevaks Level-1 to ABPM/Dak Sevaks Level-1 in TRCA slab-1.</p><p>(e) BPM Level-1 to ABPM/Dak Sevak Level-2(Postal/RMS) m same TRCA slab.</p><p>(f) ABPM/Dak Sevak Level-2 (Postal) to BPM Level-1 in the same TRCA slab provided that, the GDS has to make accommodation arrangement for managing BO as per standard prescribed for BO and fulfilling the condition of educational qualification , Compu ter certificate etc. prescribed by the Department from time to time. Before joining as BPM Level-1, he/she has to undergo prescribed training for BPM.</p><p>(g) Request transfer of ABPM/Dak Sevak from Postal to RMS in the same TRCA slab.</p><p>(h) Transfer from RMS to Postal i.e. from Dak Sevak to ABPM/Dak Sevak in the same TRCA level. However, Dak Sevak from RMS should not be transferred to Postal Dn as BPM.</p><p>(xi) There will not be any drop in TRCA slab on account of a request transfer and numbers of increments earned by GDS will be retained.</p><p>(xii) All request transfers are to be considered subject to condition that verification formalities viz (Caste, Education and Police verification report etc.) should have been completed.</p></blockquote>



<p><strong>2. Competent Authority</strong></p>



<p>The transfer of GDS will be approved by Regional PMG, if the transfer is within the Region and by the Head of the Circle, if the transfer is within the Circle. The approval of two concerned Head of Circle will be required, if the transfer is between two Circles.</p>



<p><strong>3. Process of Transfer</strong></p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>(i) Application for transfer should be called for during <strong>April -June</strong> of every year.</p><p>(ii) An application will be submitted to the Divisional Head on a prescribed Proforma attached herewith as Annexure-I. The application will be submitted through head of the recruitment/ engagement Unit/ Division duly recommended.</p><p>(iii) Divisional Head will submit all the applications to approving authority through proper channel with factual report and recommendations .</p><p>(iv) A separate register in prescribed Proforma attached herewith as <strong>Annexure-II</strong> is to be maintained at Circle Office/Regional Office/Division al Office for recording transfer requests of all categories of GDS.</p><p>(v) All the applications received will be arranged in order of seniority from the date of engagement of GDS and the orders for transfer may be issued during July.</p></blockquote>



<p>4. The above instructions will come into effect from the date of issue of this O.M.</p>

<p>Sub: <strong>Payment of Dearness Allowance to Gramin Dak Sevaks (GDS) effective from 01.07.2019 onwards -reg.</strong></p>



<p>Consequent upon grant of another installment of Dearness Allowance with effect from 1st July, 2019 to the Central Government Employees vide Government of India, Ministry of Finance, Department of Expenditure&#8217;s O.M. No. 1/3/2019 E-II (B) dated 14.70.2019, duly endorsed vide this Department&#8217;s letters No. 8-1/2016-PAP dated 15.10.2019, the Gramin Dak Sevaks (GDS) have also become entitled to the payment of Dearness Allowances on basic TRCA at the same rates as applicable to Central Government Employees with effect from 01.07.2019. It has,therefore, been decided that the Dearness Allowance payable to the Gramin Dak Sevaks shall be at the same rates as payable to Central Government Employees i.e.@ 17% (percent) with effect from the 1st July, 2019.</p>

<p>2. The expenditure on this account shall be debited to the Head &#8220;Salaries&#8221;under the relevant head of account and should be met from the sanctioned grant.</p>



<p>3. This issues with the concurrence of Integrated Finance Wing vide their Diary No. 106/FA/2019-CS dated 23. 10.2019.</p>

<strong><em>Subject : Implementation of recommendation of Kamlesh Chandra Committee in case of premature exit from GDS post.</em></strong></p>



<p>I
 am directed to say that Kamlesh Chandra Committee recommended vide para
 18.48.5 that, in case of premature exit from GDS post, the sanction for
 payment or transfer of due amount to NPS as the case may should be 
issued by the competent authority within 3 months from the date of 
relief from the GDS post.</p>



<p>2. The matter has been examined and following orders are issued:-</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>(a)
 All DDOs/DA(P)s should ensure to take up the case with NSDL for payment
 of due amount to NPS Lite well in advance along with all 
required/supporting documents and claim forms.</p><p>(b) All 
DDOs/DA(P)s must ensure that GDS is fulfilling all the terms and 
conditions applicable for grant of due amount to NPS Lite at the time of
 processing of claims for premature exit withdrawal.</p><p>(c)
 All DDOs/DA(P)s will ensure that in case of premature exit from GDS 
post by a GDS, the sanction for payment or transfer of due amount to NPS
 Lite, as the case may be, is issued by the competent authority within 3
 months from the date of discharge from the GDS post.</p><p>(d) In no case should payment of due amount to NPS Lite be delayed beyond 3 months from the date of discharge from the GDS post.</p></blockquote>



<p>3. The above instruction will come into effect from the date of issue of this O.M.</p>

<p>Subject : <strong>Implementation of recommendations of GDS Committee on Social Security Benefits for Gramin Dak Sevaks (GDS).</strong></p>



<p>The
 undersigned is directed to refer to this Directorate 0.M of even number
 dated 27.06.2018, wherein approval of Competent Authority on the above 
noted subject was conveyed.</p>



<p>2. The Competent Authority 
has now approved the following modification in payment of Severance 
Amount and GDS Gratuity with effect from 01.01.2016 instead of 
01.07.2018 as mentioned below:-</p>



<p><strong>(I)&nbsp; &nbsp;&nbsp;&nbsp; GDS Gratuity ( erstwhile Ex-gratia Gratuity):</strong></p>



<p><strong>Existing Benefits: </strong>The
 nomenclature of Ex- gratia Gratuity is changed as ‘GDS&nbsp; Gratuity’ 
Continuance of the existing formula for grant of Ex-gratia Gratuity 
subject to a maximum of Rupees One lakh fifty thousand ( Rs 1,50,000/-) .</p>



<p><strong>Revised Benefits: </strong>No
 change in nomenclature and other conditions mentioned in Department of 
Posts OM of even number dated 27.06.2018.Revised rate of GDS Gratuity 
(i.e. Maximum ceilingRs 150000* shall be paid w.e.f01.01.2016 instead 
of01.07.2018.</p>



<p><strong>(II) Severance Amount </strong></p>



<p>Existing
 Benefits: The Severance Amount shall be paid at the rate of24,000/- for
 every completed year from01.01.2016.Maximum ceiling on Severance Amount
 shall be Rupees One lakh fifty thousand ( Rs 1,50,000/ -) .</p>



<p>Severance
 Amount would be applicable only in case of those GDS who have opted to 
remain with Severance Amount andhave not shifted to Service Discharge 
Benefit Scheme(SDBS), and has completed 10 years of continuous service 
..</p>



<p><strong>Revised Benefits</strong>: No change in nomenclature 
and other conditions mentioned in Department of Posts OM of even number 
dated 27.06.2018.The Severance Amount shall be paid at the rate of Rs. 
4000/- for every completed year of engagement w.e.f01.01.2016.**</p>



<p>Revised rate of Severance Amount (i.e. Maximum Ceiling of&nbsp; Rs 150000/-) shall be paid w.e.f&nbsp; 01.01.2016 instead of 01.07.2018.</p>



<p>*
 Difference Amount of GDS Gratuity (i.e Z.150000/ – Z.60000/-)= @ Z 
90,000/-shall be paid to those GDS who were discharged between 
01.01.2016 to 30.06.2018, as they have been paid old. rate of GDS 
Ex-Gratia Gratuity i.e @ Z 60,000/-.</p>



<p>** Difference  Amount. of Severance Amount (i.e Z 4000 – Z15000= @ 2500/- for every  completed year of engagement we.f. 01.01.2016 shall be paid to those GDS  who were discharged between 01.01.2016 to 30.06.2018, as they have been  paid old rate of Severance Amount i.e @ Z. 1500/- for every completed  year of engagement we.f. 01.01.2016 subject to a maximum Ceiling of  Z  1,50,000</p>



<p>3. All other existing eligibility conditions 
for the aforesaid schemes have undergone no change and will be 
applicable to all GDSs</p>



<p>4. This issues in consultation 
with Ministry of Finance, Department of Expenditure vide their ID Note 
No. 3(1)/E-V/2018 dated 05.04.2018 and AS &amp;FA Diary No 37/2019-FA-CS
 Dated 01.07.2019.</p>

<p><strong>Subject:- Reservation for Economically Weaker Sections (EWSs) in Direct Recruitment of Gramin Dak Sevaks.</strong></p>



<p>As per Directorate letter no. 19-11/97-ED &amp; TRG Dated 27.11.1997, instructions were issued to all Circles for reservation for SC/ST/OBC in engagement of Gramin Dak Sevaks(GDS).</p>



<p>Recently, DOPT OM no. 36039/1/2019-Estt(Res) dated 31st January 2019 has been circulated vide Directorate Memo No.3-1/2019-SCT dated 08.02.2019 regarding reservation for EWSs in making direct recruitment to posts of regular establishment of the Central Government. On the basis of these guidelines, it has been decided that, the persons belonging to EWSs who are not covered under the scheme of reservation for SCs, STs and OBCs shall get 1070 reservation in direct recruitment in all categories of GDS posts in Department of Posts.</p>



<p>Persons who are not covered under the scheme of reservation for SCs, STs and OBCs and whose family has gross annual income below Rs.8.00 lakh (Rupees eight lakh only) are to be identified as EWSs for benefit of reservation. Income shall also include income from a1l sources i.e. salary, agriculture, business, profession, etc. for the financial year prior to the year of application.</p>



<p>Also persons whose family owns or possesses any of the following assets shall be excluded from being identified as EWS, irrespective of the family income:-</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>i. 5 acres of agricultural land and above;<br />ii. Residential flat of 1000 sq.ft. and above;<br />iii. Residential plot of 100 sq.yards and above in notified municipalities;<br />iv. Residential plot of 200 sq.yards and above in areas other than the notified municipalities</p></blockquote>



<p>4.1 The property held by a &#8220;Family&#8221; in different locations or different places/cities would be clubbed while applying the land or property holding test to determine EWS status.</p>



<p>4.2 The term &#8220;Family&#8221; means for this purpose will include the person who seeks benefit of reservation, his/her parents and siblings below the age of 18 years as also his/her spouse and children below the age of 18 years.</p>



<p style="text-align:left"><strong>INCOME AND ASSET CERTIFICATE ISSUING AUTHORITY AND VERIFICATION OF CERTIFICATE</strong></p>



<p>5.1 The benefit of reservation under EWS can be availed upon production of an Income and Asset Certificate issued by a Competent Authority. The Income and Asset Certificate issued by any one of the following authorities in the prescribed format as given in Annexure-I shall only be accepted as proof of candidate’s claim as belonging to EWS :-</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>(i) District Magistrate/Additional District Magistrate /Collector/ Deputy Commissioner/Additional Deputy Commissioner/ 1″t Class Stipendiary Magistrate / Sub-Divisional Magistrates Taluka Magistrate / Executive Magistrate / Extra Assistant Commissioner.</p><p>(ii) Chief Presidency Magistrate /Additional Chief Presidency Magistrate / Presidency Magistrate</p><p>(iii) Revenue Officer not below the rank of Tehsildar and</p><p>(iv) Sub-Divisional Officer of the area where the candidate and/ or his family normally resides.</p></blockquote>



<p>5.2 The officer who issues the certificate would do the same after carefully verifying all relevant documents following due process as prescribed by the respective State / UT.</p>



<p>5.3 The crucial date for submitting Income and Asset certificate by the candidate may be treated as the closing date for receipt of application for the post, except in cases where crucial date is fixed otherwise.</p>



<p>5.4 The engaging authorities should in the offer of engagement to the candidates claiming to be belonging to EWS, include the following clause :-</p>



<p>&#8220;The engagement is provisional and is subject to the Income and Asset certificate being verified through the proper channels and if the verification reveals that the claim to belong to EWS is fake/false the services will be terminated forthwith without assigning any further reasons and without prejudice to such further action as may be taken under the provisions of the Indian Penal Code for production of fake/false certificate.&#8221;</p>



<p>The engaging authority should verify the veracity of the Income and Asset certificate submitted by the candidate through the certificate issuing authority.</p>



<p>5.5 Instructions referred to above should be strictly followed so that it may not be possible for an unscrupulous person to secure employment on the basis of a false claim and if any person gets an engagement on the basis of such false claim, her/his engagement shall be terminated invoking the conditions contained in the offer of engagement</p>



<p><strong>6. EFFECTING RESERVATION &#8211; MAINTENANCE OF REGISTERS :</strong></p>



<p>6.1 Directorate vide letter no.19-11/97-ED &amp; TRG dated 27.11.1997 had issued instructions regarding implementation of post based reservation. The general principles for making and operating post based reservation would be as per the principles laid down in the said letter.</p>



<p>6.2 Every Division/Sub Division/ Other Sub Appointing Authorities shall now effect 10% reservation for EWS interpolating them with the SCs, STs and OBCs.</p>



<p>6.3 Where in any recruitment year any vacancy earmarked for EWS cannot be filled up due to non-availability of a suitable candidate belonging to EWS, such vacancies for that particular recruitment year shall not be carried forward to the next recruitment year as backlog.</p>



<p>6.4 Persons belonging to EWS selected against the quota for persons with benchmark disabilities shall be placed against the post earmarked for EWS</p>



<p><strong>ADJUSTMENT AGAINST UNRESERVED VACANCIES :</strong></p>



<p>A person belonging to EWS cannot be denied the right to compete for appointment against an unreserved vacancy. Persons belonging to EWS who are selected on the basis of merit and not on account of reservation are not to be counted towards the quota meant for reservation.</p>

<p><strong>9. MAINTENANCE OF REGISTER OF COMPLAINTS BY THE CIRCLE :</strong></p>



<p>9.1 Every Circle shall appoint a DPS (HQ) of the Circle as the Grievance Redressal Officer and Liaison Officer to monitor the implementation of reservation for EWSs.</p>



<p>9.2. Any person aggrieved with any matter relating to discrimination in employment against any EWS may file a complaint with the Grievance Redressal Officer of the respective Circle. <p>Sub:<b> Implementation of approved recommendations of Kamlesh Chandra Committee on Limited Transfer Facility for all categories of Gramin Dak Sevaks (GDS)</b></p>
<p>The undersigned is directed to refer to letters (i) No.19-10/2004 – GDS dated 17.07.2006, (ii) No. 19-10/2004-GDS (part) dated 21/22.07.2010, (iii) No. 19-10/2004-GDS (part) dated 19.03.2012 and No.19-10/2004-GDS (part) dated 10.04.2012 regarding Limited Transfer Facility or Gramin Dak Sevaks.</p>
<p>2. After taking into consideration the approved recommendation of Kamlesh Chandra Committee on Limited Transfer Facility and in supersession of all previous orders regarding transfer of Gramin Dak Sevaks. the Competent Authority has approved the following guidelines to regulate the Limited Transfer facility of Gramin Dak Sevaks:-</p>
<p><b>(a) Conditions of Transfer</b></p>
<p>(i)  The maximum number of chances to he provided for male GDSs is one only and two for female GDSs.</p>
<p>(ii) The transfer will be at his/her own request and own cost to a vacant post, at his/her place of choice to his/her/spouse home village or home division or a place recommended for medical treatment.</p>
<p>(iii) A minimum engagement period of three years from the date of regular engagement on GDS Post will be mandatory, before transfer request can be entertained. In addition all verification formalities viz (Caste, Education and Police verification report etc.) should have been completed.</p>
<p>(vi) Transfer request of GDS who are under put off duty or against whom any disciplinary action, Police case or Court case is pending will not be entertained.</p>
<p>(v) Past engagement period will be counted for assessing the eligibility for appearing in departmental examination as well as for annual increment. GDS will not have any claim to go back to the previous engagement/recruitment Unit/Division in any circumstances.</p>
<p>(vi) When a GDS is transferred at his own request and the transfer is approved by the competent authority. she/he will rank junior in the seniority list of the new unit, to all the GDS of that unit who exist in the seniority list on the date on which the transfer is ordered, except in case of transfer within the same engagement/recruitment Sub Division/Unit) Division.</p>
<p>(viii) The GDS can be transferred on her/his request in following circumstances:-</p>
<p>(a) BPM Level 2 to BPM Level-2 in TRCA slab-3.</p>
<p>(b) BPM Level-1 to BPM. Level-1 in TRCA slab-2.</p>
<p>(c) ABPM/Dak Sevaks Level-2 to ABPM/Dak Sevaks Level-2 in TRCA slab-2</p>
<p>(d) ABPM/Dak Sevaks Level-1 to ABPM/Dak Sevaks Level-1 in TRCA slab-1.</p>
<p>(viii) There will not be any drop in TRCA slab on account of a request transfer and numbers of increments earned by GUS will be retained.</p>
<p>(b) Competent Authority</p>
<p>i) The transfer of GDSs will be approved by Regional PMG, if the transfer is within the Region and by the Head of Circle, if the transfer is within the Circle. The approval of two concerned Heads of Circle will be required, if the transfer 16 between two Circles.</p>
<p>(c) Process of Transfer</p>
<p>(i) Application for transfer should be called for during April – June of every year.</p>
<p>(ii) An application will be submitted to the Divisional Head on a prescribed proforma attached herewith as annexure-I. The application will be submitted through head of the recruitment/engagement Unit/ Division duly recommended.</p>
<p>(iii) Divisional Head will submit all the application to approving authority through proper channel.</p>
<p>(iv) A separate register in prescribed proforma attached herewith as Annexure-II is to be maintained m Circle Office/Regional Office/Divisional Office for recording transfer requests of all categories of GDS.</p>
<p>(v) All the applications received will be arranged in order of seniority from the date of engagement of GDS and the orders for transfer may be issued during July.</p>
<p>3. The above instructions will come into effect from the date of issue or this O.M.</p>
<p>4. The instructions will Iw uploaded in India Post Employees Corner website for information of all concerned.</p>

<p>Sub: <strong>Implementation of recommendations of One-Man Committee on introduction of Voluntary Discharge scheme for all categories of Gramin Dak Sevaks (GDS)</strong></p>
<p>The undersigned is directed to convey the approval of the Competent Authority on recommendations of One-Man committee on introduction of Voluntary Discharge Scheme for all Categories of GDS, who are engaged on regular basis after due engagement formalities as prescribed in Gramin Dak Sevak (conduct &amp; Engagement) Rules, 2011 and amended from time to time as per instruction of Directorate.</p>
<p>2. Keeping in view the above, it has been decided to issue consolidated instructions in supersession of all earlier OMs on the subject of Voluntary Discharge Scheme for all categories of Gramin Dak Sevaks as under:</p>
<p><strong>2.1 SCHEME-1: ON COMPLETION OF 20 YEARS OF ENGAGEMENT PERIOD:-</strong></p>
<p>(a) <strong>Scope:</strong> Intended for those who wish to quit prematurely without citing any specific reason.</p>
<p>(b) <strong>Conditions:</strong></p>
<blockquote><p>i. Minimum qualifying engagement period &#8211; 20 years</p>
<p>ii. No age restriction.</p>
<p>iii. By giving notice of not less than three months, in writing to the Divisional Head in prescribed proforma as shown in Annexure-I</p>
<p>iv. In computing the notice period of three months, the date of notice for voluntary discharge and date of its expiry to be excluded from the notice period.</p>
<p>v. In case the Divisional head does not refuse to grant the permission for retirement before the expiry of the period specified in the said notice, the discharge shall become effective from the date of expiry of the said period For example, if the date of notice is 05.02.2019 the discharge shall become effective from 04.05.2019.</p>
<p>vi. The divisional head shall issue orders before the date of expiry of notice either accepting or rejecting the voluntary discharge otherwise GDS shall be deemed to have been discharged voluntarily from engagement at the end of the period of notice of three months.</p>
<p>vii. Request can be withdrawn prior to acceptance of notice, with the approval of the accepting Authority i.e. Divisional Head.</p>
<p>viii. the scheme is purely voluntary and there will be no compulsion on any GDS to quit under this scheme.</p>
<p>ix. The scheme will not be available for GDS who are under put off duty, or against whom any disciplinary action, police case or court case, is pending.</p>
<p>x. All GDS who are engaged on regular basis on the date of notification of the scheme and who fulfill all other conditions will be eligible to opt for this scheme.</p>
<p>xi. The divisional Head will be the competent authority to accept and approve the voluntary discharge for all categories of GDS.</p>
<p>xii. Compassionate engagement will not be available for the dependents of the GDS to be discharged voluntarily. A declaration in prescribed application proforma as shown in Annexure-I will be taken from the GDS willing to seek the benefits of Voluntary Discharge scheme that she/he will not claim compassionate engagement for any of her/his dependents once voluntary discharge request is accepted.</p></blockquote>
<p>(c) <strong>Entitlements :-</strong> Normal discharge benefits proportionate to the period of engagement rendered. In case the GDS quits engagement before completion of 20 years of engagement period, he/she will not be entitled to get any monetary benefits under the scheme.</p>
<p><strong>2.2 SCHEME &#8211; 2: ON MEDICAL GROUND:</strong></p>
<p>(a) <strong>Scope:</strong> Intended for those who suffer on account of any bodily or mental infirmity, which permanently incapacitates him/her for engagement and wishes to quit prematurely.</p>
<p>(b) <strong>Conditions:</strong></p>
<blockquote><p>i. Minimum engagement period 10 years</p>
<p>ii. No age restriction.</p>
<p>iii. An application in prescribed proforma as shown in Annexure-II to be submitted by the GDS.</p>
<p>iv. The Medical Authority (Civil Surgeon) should certify that the applicant is not fit to continue in engagement. For this purpose the Divisional Head shall direct the GDS for appearing before the appropriate Medical Authority i.e. Medical Board of a Government Hospital.</p>
<p>v. The GDS to be directed to appear before the appropriate Medical Authority.</p>
<p>vi. A certificate so obtained from the Medical Authority without the prior approval of the Department will not be valid.</p>
<p>vii. Date of effect will be the date of acceptance of the request.</p>
<p>viii. The scheme is purely voluntary and there will be no compulsion on any GDS to quit under this scheme.</p>
<p>ix. The scheme will not be available for GDS under put off duty, or against whom any Department disciplinary action, police case or court case is pending.</p>
<p>x. The Divisional Head will be the competent authority to accept and approve the voluntary discharge for all categories of GDS.</p>
<p>xi. All GDS who are engaged on regular basis on the date of notification of the scheme and who fulfill all other conditions will be eligible to opt for this scheme.</p>
<p>xii. <p>Sub: <b>Problems faced by GDS BPMS while operating the RICT machines-Reg</b></p>
<p>The department of posts introduced RICT and DARPAN in Branch post offices. The GDS BPMs have to perform all kinds of transactions on RICT machine including B.O. Daily Account. Implementation of RICT must be after complete success of the scheme. Lots of problems are being faced by the staff, mainly because of network issues. At least in future all precautions should be taken before implementation of the said schemes. The GDS BPMs are facing following Problems.</p>
<blockquote class="tr_bq"><p>(i) Proper signals are not available during working hours. Due to network problem they are waiting for hours to open the device.</p>
<p>(ii) The device went back to login for every two minutes.</p></blockquote>
<p>After completion of one transaction, the GDS BPM has to login to continue the work. Due to this type of arrangement, GDS has to spend more time to complete the B.O. task.</p>
<p>You are requested to take appropriate steps to reduce the difficulties mentioned above.</p>
<p>This union also suggests that it is better to provide computers and printers to Branch offices in place of hand devices to work efficiently without interruption.</p>

<p>Sub: <strong>Implementation of recommendations of One-Man Committee on issue of Identity cards to the Gramin Dak Sevaks (GDS).</strong></p>
<p>The undersigned is directed to convey the approval of the Competent Authority on recommendations of One-Man Committee on issue of Identity Cards to the Gramin Dak Sevaks (GDS)</p>
<p>2. Keeping in view the above, it has been decided to issue consolidated instructions in suppression of all earlier OMs on the subject of issue of Identity cards to the Gramin Dak Sevaks as under</p>
<blockquote><p>(i) Identity cards will be issued free of cost to all Gramin Dak Sevaks, who are engaged after due engagement formalities as prescribed in GDS Engagement Rules, as per attached format.</p>
<p>(ii) The size of the Identity card will be standard size as issued by the Department/Government.</p>
<p>(iii) The Divisional Head will be the competent authority for issuing of Identity cards</p>
<p>(iv) An application will be submitted to the Divisional Head on a simple paper along with two passport size photographs for the purpose of issue of Identity cards by the Branch Postmasters/Assistant Branch Postmasters/Dak Sevaks through/duly recommended by Sub Divisional Heads. In case of Dak Sevaks serving in the Head post Offices/MDG the application will be submitted through/duly recommended by the Sr. Postmaster/Postmaster respectively.</p>
<p>(v) A separate register is to be maintained at Divisional Office for issue of Identity cards to GDSs. Records for returned identity cards invariably be maintained at Divisional Office and these returned identity cards will be destroyed in due course under the supervision of Divisional Head.</p>
<p>(vi) A duplicate card can be issued to GDSs, if the card is. lost/stolen/invisible due to carelessness of GDSs by taking a fee of 50/-.</p>
<p>(vii) At the time of Promotion/Discharge/Removal/Dismissal/Death/Transfer (to another Sub Division/Division) of GDSs, card will be returned/surrendered.</p>
<p>(viii) While issuing of identity cards to the GDS, the unique employee identity numbers assigned in CSI will mandatorily be mentioned on the identity cards.</p>
<p>(ix) No identity card shall be issued to substitute engaged on leave vacancy.</p></blockquote>
<p>3. These above instructions will come into effect from the date of issue of this O.M.</p>
