<h3 class="wp-block-heading">Sub: Payment of Dearness Allowance to Gramin Dak Sevaks (GDS) effective from 01.07.2021 onwards &#8211; reg.</h3>



<p>Sir/ Madam,<br />Consequent upon grant of another installment of Dearness Allowance with effect from 1st July, 2021 to the Central Government Employees vide Government of India, Ministry of Finance, Department of Expenditure’s O.M. No. 1/4/2021-E.1I(B) dated 25.10.2021, duly endorsed vide this Department’s letters No. 08/2/2021-PAP dated 26.10.2021, the Gramin Dak Sevaks (GDS) have also become entitled to the payment of Dearness Allowances on basic TRCA at the same rates as applicable to Central Government Employees with effect from 01.07.2021. It has, therefore, been decided that the Dearness Allowance payable to the <strong>Gramin Dak Sevaks shall be at the same rates as payable to Central Government Employees i.e. @ 31% (percent) with effect from the 1st July, 2021.</strong></p>



<p>2. The expenditure on this account shall be debited to the Head “Salaries” under the relevant head of account and should be met from the sanctioned grant.</p>

<p>Subject: <strong>Grant of GDS Gratuity/Severance Amount to such GDS who did not opt for SDBS Scheme and were appointed to Departmental posts &#8211; reg.</strong></p>



<p>Madam/Sir,</p>



<p>I am directed to inform that it has came to notice that GDS who did not opt for the SDBS Scheme and were absorbed against Departmental Posts after 01.04.2011 are being denied GDS Gratuity and Severance Amount for the period they served as GDS.</p>



<p>2 In this context, kindly refer to the instructions issued vide Directorate letters No. 6-31/2010-PE II dated 06.06.2011 and No 17-31/2016-GDS dated 02.07.2019. Severance Amount is applicable not only on retirement/death but also on absorption against Departmental posts. The GDS who did not opt for the SDBS scheme and were absorbed against Departmental Posts are eligible, subject to fulfillment of eligibility conditions, for GDB Gratuity/Severance Amount on the date of their appointment to regular departmental posts as per the guidelines referred above.</p>



<p>3 Therefore, you are requested to issue necessary instructions to all Divisional Heads accordingly to dispose each cases immediately. These instructions may be given adequate publicity among the staff so that aggrieved ones could approach the concerned Division head for remedial action.</p>

<p>1) To implement the recommendation of Kamalesh Chandra Committee that GDS employees should be granted 2 annual additional increments on completion of 12, 24,36 years of service.</p>



<p>2) To implement one Lakh Rupees annual Health insurance scheme to GDS employees and family members.</p>



<p>3) To implement the recommendation of Kamalesh Chandra Committee to allow accumulation of 180 days leave and to pay cash equalent to the leave at credit at the time of discharge.</p>



<p>4) To permit GDS employees to engage substitutes in emergency leave. and to grant TRCA for such substitute by the Department.</p>



<p>5) To issue ID cards to all GDS employees as ordered vide Directorate No.17-31/2016-GDS Dtd 17.10.2018.</p>



<p>6) To bring to effect Order No.17-1/2017-GDS Dtd 30.05.2017 of DOP Item No. 3(d).ftem No.8(b.c), Item No. 13(b, d) regarding dependents engagement. correctly.</p>



<p>7) While notifying GDS vacancies, the posts is to be filled up on request transfer may be considered first and then only the other vaccancies notified.</p>



<p>8) Non considering rejected GDS compassionate appointment cases by many Circles even after instructions by Directorate. Consider all cases in time bound manner.</p>



<p>9) Severance amount should be paid minimum of Rupees 1,50,000.00 to all GDS who opted for SDBS and discharged or died.</p>



<p>Dear Collegues,</p>



<p>Kamalesh Chandra committee recommendations are brought to effect from 2018 July. Even on lapse of 32 months, the Department of Post has not come forward to settle the legitimate demands, by implementing very important recommendations.</p>



<p>Though several discussions were conducted with the Department by the NUGDS and the Federation, no progress is seen. Peaceful discussions did not give any fruitful result which has lead us to move with agitation programmes. It is decided to conduct one day’s opposition Dharna in front of all Circle offices all over India on 24.03.2021.</p>



<p>All Circles are requested to make the programme a grand success. Detailed instructions connected with the programme will be given shortly.</p>

<h3 class="wp-block-heading">Sub: Introduction of a new Service discharge benefit scheme for the Gramin Dak Sevaks in the Department of Posts.</h3>



<p>Ref: your office No. 6-11/2009-PE II dated 1-09-2010.</p>



<p>Sir,</p>



<p>A kind reference is invited this unions letter of even no dated 01-08-2019 in which we had pointed out that those who did opt for <strong><a href="https://centralgovernmentnews.com/category/nps/" target="_blank" rel="noreferrer noopener">NPS</a></strong> but were not found eligible for the pension scheme are to be paid amount of gratuity as well severance amount at the prescribed rate. But such persons even after years of their retirement are still looking for payment of the Gratuity and severance amount. While in some cases the payment of Gratuity has been ordered/ paid, the severance amount has not been paid to any of the retired GDS. We had requested that instructions should be issued for payment of these amounts we need not point out that the SDBS scheme has been introduced in lieu of the severance amount. Therefore, those not found eligible for SDBS have a right to be paid severance amount in addition to the Gratuity. But nothing appears to have been done.</p>

<p>In view of the existing conditions due to Covid-19 pandemic, Postal Services, classified as essential service under Essential Services Maintenance Act (ESMA), have remained functional despite lockdown and Departmental and GDS Employees have been making consistent efforts in providing bask postal and financial services to the public. GDS Employees at present, are not provided medical assistance like Government Employee. are. Hence, in order to facilitate GDS Employees, it has been decided to include point No 14 in Para No. 14.1 of Order No.19 -31/2012 -WL/Sport Dated 17th September 2013 :-</p>

<p>GDS Employees may be advised to download ‘Aarogya Setu’ App on then mobile phones and self-assess themselves by uploading their health status on the application. If GDS is unwell or shows any symptoms of <strong><a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" aria-label="undefined (opens in a new tab)" rel="noreferrer noopener">COVID-19</a></strong> i.e. fever, Cough or Breathlessness etc. he/ she may contact any Government Hospital/ Centre/ Private Hospital and if advised RT-PCR test for COVID 19, the same may be undertaken from any identified Government / Private Hospitals/ Labs.</p>



<p>GDS Employee will be eligible only once for financial grant at Para No.1 above.</p>



<p>The amount may be sanctioned from Circle Welfare Fund for GDS and CPMG will be the Competent Authority / Sanctioning Authority.</p>



<p>The amount should be sanctioned after duly scrutinizing and verifying all supporting documents like Doctor’s Prescription, Medial Bills etc.</p>



<p>Circles have sufficient fiends in Citric Welfare Fund for <strong><a href="https://centralgovernmentnews.com/tag/GDS/" target="_blank" aria-label="undefined (opens in a new tab)" rel="noreferrer noopener">GDS</a></strong> as per their closing balance for the year 2019-20. In case any additional funds are required in the GDS Welfare fund (when circle do not have sufficient fund in GDS Welfare fund), matter may be taken up with Directorate at the earliest.</p>

<h3 style="text-align: center;">GDS: Maximum 5 Days Emergency Leave for Gramin Dak Sevaks</h3>
<p>Department of Posts (Ministry of Communications) notified on 3rd January 2019 regarding the <strong>Emergency Leave for a maximum of Five Days in a calendar year for all categories of Gramin Dak Sevkas (GDS)</strong>.</p>
<p>Earlier, the Central Government approved and implemented the recommendations of Kamlesh Chandra Committee report to GDS Employees. Now, Central has decided to sanction the Emergency Leave to GDS Employees recommended by the Kamlesh Chandra Committee.</p>
<p>Consolidated instructions provided in the office memorandum and the benefit effective from 1.1.2019.</p>
<p>The Kamlesh Chandra Committee has recommended on Leave as follows…</p>
<ul>
<li>Provision of 26 weeks of Maternity Leave for women GDS has been recommended.</li>
<li>The wages for the entire period of Maternity Leave is recommended to be paid from salary head from where wages of GDSs are paid.</li>
<li>The Committee has also recommended one week of paternity leave.</li>
<li>Leave accumulation and encashment facility up to 180 days has been introduced</li>
</ul>

<p>I am directed to inform you that with reference to letter No.13-1/93-WL&amp;Sports dated 20.05.1993, 1-1/2017-WL &amp; Sports dated 30/31.01.2018 and 19-31/2012-WL/Sport dated 02.12.2013, scholarship for the wards of postal as well as GDS Employees, the following decisions have been taken which are conveyed as under:</p>

<td>He/she may apply in 2nd year and eligible for the Scholarship from current year i.e. 2nd yr to final yr.</td>

<td>If a Postal/GDS who applies for the scholarship first time directly in the final (3rd or  4th as the case may be) year academic degree/diploma course and requested to grant Scholarship for previous academic years of his ward (1st year /2nd year/3rd year as the case may be) along with current year, can he be given scholarship for each previous year + current year altogether, if applied for.</td>
<td>He/she may apply in 3rd year and eligible for the scholarship from current year i.e. 3rd yr to final yr and in case of apply in final yr, eligible only for final yr.</td>

<p>Sub:- <strong>Observance of three phase countrywide agitational programme by GDS JCA</strong></p>
<p>Sir,</p>
<p>As you are aware non-implementation of positive and basic recommendations of Kamlesh Chandra committee on G.D.S Employees viz., implementation with effect from 01st of January 2016, gratuity Revision, SDBS/pension, 30 days paid leave, Enhancement of composite allowance, financial up gradation on completion of 12, 24 and 36 years of service etc. has generated resentment and discontentment among the G.D.S employees. It is pertinent to mention here that although discussions were held at Directorate, I am sorry to state that no progress is observed so far on any of the issues. Under the circumstances we are compelled to observe three phase fast Programme of agitation.</p>
<p>The above three GDS Unions, JCA decided the following countrywide agitational programme to settle the charter of demands.</p>
<p><strong>Agitational programmes:</strong></p>
<p>25-09-2018 : One day country wide hunger fast in front of Divisional Offices<br />
04-10-2018 : One day country wide hunger fast in front of Circle Offices.<br />
10-10-2018 : One day massive hunger fast in New Delhi.</p>
<p><strong>CHARTER OF DEMANDS</strong></p>
<p>1) GDS committee report as a whole be implemented with effect from 01st of January 2016.</p>
<p>2) Change the formula already adopted for calculation of arrears.</p>
<p>3) Change of upper limit of gratuity from Rs 1,50,000/- to Rs 5,00,000/-</p>
<p>(a) GIS limit should be enhanced to Rs.5,00,000 with the subscription of Rs.500/-</p>
<p>4) 10% of the TRCA of the GDS should be recovered towards SDBS contribution and the Government to contribute equal share.</p>
<p>(a) And also EPF Scheme to be introduced to GDS as recommended by the GDS Committee. This was also recommended by the previous GDS Committees.</p>
<p>5) GDS should be granted 30days paid leave in a year and the leave should be allowed to be carry forward subjected to the maximum of 180 days and provide encashment of the leave.</p>
<p>6) Grant Children Education allowance Rs.6000/- per child per Annum.</p>
<p>7) Enhance composite allowance to the BPMs from Rs500/- to Rs 1600/- Also grant composite allowance to ABPMs &amp; GDS working in classified cities and the GDS working in Departmental Offices etc., wherever applicable.</p>
<p>8) GDS employees should be granted financial up gradation on completion of 12, 24 and 36 years of service in the form of grant of additional increments.</p>
<p>(a) Point to point fixation to be ordered instead of bunching of TRCA scales.</p>
<p>9) Limited transfer facility to GDS on request should be relaxed. There shall not be any drop in wage scale on account of a request transfer. The transfer of GDS will be approved by Divisional head if the transfer is within the Division, by regional PMG if it is within the region by HOC if the transfer is within the Circle.</p>
<p>10) Voluntary discharge schemes for the GDSs: 3 types of voluntary discharge schemes as recommended by GDS committee for the GDSs’ who are willing to quit the post before the discharge at the age of 65 years should be implemented.</p>
<p>11) All discharge benefits (retirement benefits) should be implemented retrospectively, w.e.f 01 January 2016.</p>
<p>12) Put off duty may be averted by transferring the GDS to another place.</p>
<p>13) Incentive system should be abolished for India post payment bank (IPPB) work. Enhance the working hours of branch post office and GDS officials concerned after introducing the IPPB.</p>
<p>14) GDSs&#8217; should be allowed to get discharge from the service on the last day of the month in which He/She attains the 65 years of the age.</p>
<p>15) All single handed branch post offices should be provided with one more hand to upgrade to double handed office.</p>
<p>16) Employees&#8217; state Insurance ( ESI) facility to be extended to Grameen Dak Sevaks wherever E.S.I dispensaries and hospitals are available the country.</p>

<p>Sub: <strong>Non Implementation of GDS Committee Report</strong></p>
<p>GDS committee report, containing favorable recommendations to the bill paid GDS employees was submitted to the Government in November 2016. A discussion on the report was held before the unions and the Department on March 2017. The officers of the postal services board had promised after discussion that the recommendations would be implemented within 6 months which was taken by the union. with gratitude. But though 17 months have elapsed, there is no move from the Department to implement the recommendations which we note painfully. We are not in a position to explain delay before the employee. VII th CPC report relating to about 1 crore central government employees and pensioners was implemented with the 8 months of the submission to the Government. There is no justification for the abnormal delay for the non implementation of GDS committee report, relating to 240000 GDS employees of the postal department alone.</p>
<p>In the above circumstances, we are constrained to move on serious agitation programmes against the attitude of the Government including non attending of PLI/RPLI, and SB/RD business. Along with this, we are preparing for conducting nation wide strike in the month of May 2018. Statuary notice for the strike will be given in the appropriate time.</p>

<p><em><strong>MEMORANDUM SUBMITTED TO THE HON&#8217;BLE DY.MINISTER OF FINANCE, UNION OF INDIA, CAMP AT NAGERCOIL-629001 BY THE CIRCLE SECRETARY OF TAMIL NADU, ALL INDIA GRAMIN DAK SEVAKS UNION</strong></em></p>
<p>Respected Sir,</p>
<p>I. As per the decision of the Central Government one man committee was appointed to submit the report for the wage revision of GDS employees headed by Sri.Kamalesh Chandra Ex.Member (Personal) of this Department in leiu of seventh CPC to Central Government Employees and submitted its report to the Government on 24th November ,2016.Most of our suggestions have been given due consideration by the committee . The Secretary Post submitted this report to the Minister of communication and now the same is kept in the Ministry of Finance for approval.</p>
<p>2. In our department other departmental employees were getting their wage revision by the recommendations of 7th Central Pay Commission with effect from 01.01.2016 onwards.</p>
<p>3 Since there is an inordinate delay in considering and implementation of the Kamalesh Chandra Committee&#8217;s report, our AIGDS Union has announced indefinite strike from 16.08.2017 to 22.08.2017 and a mutual agreements were reached between our leaders and the Government after completion of 7 days strike. Due 10 the promise by our high dignitaries of the department at the time of discussion the indefinite strike was called off and gentleman agreement was reached between Government and the leaders and assured that the committee’s report would be implemented soon. But it is learnt that it is kept pending with the Ministry of Finance for a long period.</p>
