<p>Clarification on &#8220;Regular Employees&#8221; for <strong>GDCE</strong> -prescribed minimum service criteria for serving Railway employee: RBE No. 112/2023, issued October 6, 2023. The Railway Board releases clarification (RBE No. 112/2023) about the eligibility of &#8220;Regular Employees&#8221; in the General Departmental Competitive Examination (GDCE). Some railways questioned the need for a two-year service requirement to participate in the GDCE. The Railway Board confirms that no minimum service condition is currently required for this round of GDCE. Railways that previously imposed the two-year restriction should reconsider and allow rejected personnel more time to apply. The procedure should take around a month to finish.</p>

<h3 class="wp-block-heading">Sub: Clarification on “Regular Employees” for appearing GDCE &#8211; prescribing minimum service conditions for serving Railway employee.</h3>



<p>Ref:  i) East Coast Railway’s letter No. ECoR-HQ/PER dated 20.09.2023.<br />ii) East Coast Railway’s letter No. ECor-HQ/PERS (R) /16/2021(28/20230 dated 03.10.2023.<br />iii) Railway Board’s letter No. E(NG)I/92/ PM2/16 dated 20.08.93(RBE No. 129/93).</p>



<p></p>



<p>Attention is invited to Board’s letter No. Railway Board’s letter No. E(NG)I/PM1/12 dated 20.06.2023 (RBE No. 80/2023) wherein instructions were issued for conducting General Departmental Competitive Examination(GDCE) for filling up of 25% of the Direct Recruitment Quota Vacancies.</p>



<p>One of the Zonal Railways has raised a doubt as to whether 02 years’ minimum service condition is required for serving Railway employees for appearing in GDCE Examination. It has also been observed that different Railways are following different minimum service condition in this round of GDCE.</p>



<p>The issue of prescribing any minimum residency period to become eligible for future GDCEs is still under deliberation in this office. However, on the basis of precedence and practice followed all along by most Railways in terms of the instructions of RBE 129/93, it is clarified that while reiterating that regular employees are eligible, no minimum service condition has now been prescribed for appearing in this round of GDCE examination. Zonal Railways who have already advertised the 02 years service to be eligible for GDCE, are also advised to issue corrigendums to remove the 2 year restriction and re-invite applications giving a reasonable time to the employees who may have been excluded earlier on this account to apply and then scrutinize the same and finalize their list of eligibles.</p>



<p>Zonal Railways may please ensure that this fresh process should be completed in a time bound manner of not later than one month.</p>

<p>As the Railway administrations are aware, instructions have been issued from time to time emphasizing the need for timely filling of promotional vacancies by all modes viz. selection/ non-selection/ Trade Test/ Limited Departmental Competitive Examination (LDCE)/ General Departmental Competitive Examination (GDCE) etc. The instructions were last reiterated vide Board’s letter of even number dated 26.05.2022 (RBE No. 62/2022).</p>



<p>During a separate meeting of AIRF with Chairman &amp; CEO, the Federation (AIRF) mentioned that GDCE was not being conducted regularly by the Zonal Railways, and it was decided to reiterate Board’s instructions for timely holding of GDCE examination.</p>



<p>Accordingly, it is reiterated that Railways should ensure making use of the scheme of General Departmental Competitive Examination (GDCE) to fill up the direct recruitment quota vacancies timely and for this Zonal Railways should plan for GDCE intake at the time of placing indents for direct recruitment vacancies.</p>

<p>I am directed to refer to above mentioned subject and to say that vide Department’s O.M. no. 12-10/2017-SCT dated 01st April, 2019, post of Inspector Posts has been identified suitable for Persons with following benchmark  disabilities</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p><strong>Low Vision (LV,), Hard of hearing (HH), One Arm (OA), One Leg (OL), One Ann and One Leg (OAOL), Lep1·osy cured, Dwarfism, Acid attack victim. Multiple disabilities from amongst disabilities mentioned above.</strong></p></blockquote>



<p>Prior to identification of Inspector Posts suitable for PwD, such candidates were not allowed to appear in the LDCE for Inspector Posts. However, with identification of Inspector Posts suitable for PwDs, it has been decided to allow PwD candidates with identified disabilities to appear in LDCE for Inspector Posts. However, It may be noted that at present reservation is not available to PwD candidate for promotion to higher level posts.</p>

<p>Clarification has been sought by certain Railways regarding applicability of reservation for  PwBD and Economically Weaker Sections (EWS) employees&#8217; under the scheme of General Departmental Competitive Examination (GDCE).</p>



<p>The matter has been examined in detail in Board’s office. It is clarified that horizontal reservation quota (including that for PwBD and EWS) that is applicable for Open Market recruitment will not apply for GDCE scheme.</p>

<p><em><strong>Sub: General Departmental Competitive Examination &#8211; Consolidated instructions &#8211; reg.</strong></em></p>
<p>The scheme of GDCE for filling up 25% of the Direct Recruitment quota vacancies in certain Group &#8216;C&#8217; categories which have Direct Recruitment quota of 25% or more (except the categories of Law Assistants, Catering Supervisors and the Accounts Department) was introduced vide Boards&#8217; letter No. E(NG)I/92/PM 2/16 dated 20.08.1993 (RBE No.129/93), initially for a period” of one year. The currency of the scheme has since been extended from tirr- time and was last extended up to 31.03.2020. <em>[Boards&#8217; letter No. E(NG)I/ 201 </em><em>1/2 dated 10.04.2018] (RBE No.57/2018). </em>A number of instructions on tp,81&#8242; u have been issued from time to time, which have been consolidated ,i)and summarized as under:</p>
<ol start="2">
<li><strong>General Instructions:</strong></li>
</ol>
<p>Powers have been delegated to GMs to increase percentage of GDCE from 25% to 50% of Direct Recruitment quota vac individual cases as per needs. <em>[Boards&#8217; letter No. E(NG)17 2001/PM 212 dated 21.01.2002] </em>(RBE No.09/2002).</p>
<p>2.5 All regular employees possessing prescribed educational qualification for Direct Recruitment working in gad owe than the grades/pay scale for which GDCE is being conducted Arele to appear in GDCE selection for all categories. <em>[Boards letter N0(NG /2008/PM 1/6 Pt. dated 24.07.2017] </em>(RBE No.72/2017) <em>and [Boards letter</em><em>No. E(NG)I/ 1992/PM 2/16 dt </em><em>20.08.1993] </em>(RBE No 12993).</p>
<p>2.6 All regular employees possessing prescribed educational qualification for Direct Recruitment working in same grade/pay scale for which GDCE is being conducted are eigible to appear in selection for GDCE from Non-Safety to Safety category posts as well as Safety to Safety category posts. <em>[Boards&#8217; letter No E(NG)1/2008 /PM 1/6 Pt dated 24072017] </em>(RBE No.72/2 a<em>nd </em><em>[Boards&#8217; letter No E(NG)1/ 1992/PM 2/16 dt 20.08.1993] </em>(RBE NQ 1 9/95).</p>
<p>2.7 Reservation Quotas prescribed for SC/ST will be applicable for GDCE.</p>
<p><em>[Boards&#8217; letter No. E(NG)I/ 1992/PM 2/ 16 dt 20.08,1993] </em>(RBE No.129/93).</p>
<p>2.8 Maximum age limit for General, candidates is 40 years and for SC/ST it is 45 years. <em>[Boards&#8217; letter No. E(NG)I/ 1992/PM 2/16 dt 20.08.1993] </em>(RBE No.129/93).</p>
<p>2.5 Regular Group &#8216;C&#8217; and Group &#8216;D&#8217; staff of the Production Units who fulfill the stipulated eligibility conditions are also permitted to appear in GDCE whenever conducted by the Zonal Railways for filling up the vacancies in different Group &#8216;C&#8217; categories. The Zonal Railways should therefore, ensure that copies of notifications of selection under GDCE whenever issued by them are invariably endorsed to all the Production Units, so as to enable the employees of the Production Units also to apply for such selections, through proper channel, along with eligible employees of the Zonal Railway concerned. <em>[Boards&#8217; letter No. E(NG)I/2001/PM 2/12 dated </em><em>21.01.2002] </em>(RBE No.09/2002).</p>
<ol start="3">
<li><strong>Examination Process:</strong></li>
</ol>
<p>Examination for all posts is to be conducted in single stage only in view of small number of Railway employees appearing against the same. <em>[Boards&#8217; letter </em><em>No. E(NG)I/2008/PM 1/6 dated 10.06.2015] </em>(RBE No.60/2015). GDCE will comprise of a written test followed by viva-voce* and the panels will be formed strictly in the order of merit.</p>
<p>(* Viva-voce stands deleted vide <em>Boards&#8217; letter No. E(NG)I/2000/PM 1/41 dated </em><em>07.08.2003).</em></p>
<p>3.1 The standard of examination shall be like that of Direct Recruitment to avoid any dilution of the cadre. If suitable candidates do not become available in adequate number as a result of GDCE, the shortfall will be made good by direct recruitment through Railway Recruitment Board.</p>
<p>3.2 The GDC Examination is to be conducted by the RRCs.</p>
<p>3.3 The date for GDCE is to be fixed by Railway Recruitment Cells (RRCs) of the Railway in consultation with CPOs and Chairman of respective RRBs.</p>
<p>3.4 Question Papers for GDCE is to be provided by respective RRBs, but evaluation shall be done by RRCs on the basis of answer keys provided by the former. However, instead of 3 sets of Question Papers, only one set of the same will be provided by RRBs to RRCs for GDCE. All other recruitment related activities will be performed by Chairman of respective RRCs. <em>[Boards&#8217; letter No. E(NG)I/2008/PM 1/6 dated 20.10.2014] </em>(RBE No.113/2014).</p>
<p>3.5 Zone of consideration for GDCE will encompass staff belonging to all the Departments! Branches in a Division/ Workshop/ Headquarter-Office/ Extra Divisional Office/ Production Unit as the case may be subject to their applying through proper channel in response to the notification for GDCE. <em>[Boards&#8217; letter No. E(NG)I!1992/PM 2/16 dated 20.08.1993] </em>(RBE No.129/1993).</p>
<ol start="4">
<li>Wherever, the vacancies remain unfilled in Promotion Quota, the same may be carried forward to LDCE/GDCE, if any, and unfilled vacancies of LDCE/GDCE may be carried forward to direct recruitment quota for the next year/next selection. In case there is no LDCE/GDCE for that post, the unfilled vacancies may be diverted to direct recruitment quota of the upcoming year. <em>[Boards&#8217; letter No. E(NOI/ 2010 / PM 1/ 16 dated 10.09.2014] </em>(RBE No.97/2014).</li>
<li>The channel of GDCE and LDCE can be availed by the young, talented and qualified staff working in lower grades for fast track progression to higher grades.</li>
<li>It has been noticed that a large number of vacancies in the Railways remain unfilled and the Railways are not making timely use of the scheme of GDCE and LDCE for filling up vacancies, which is adversely affecting the motivation of the employees.</li>
<li>It is reiterated that Railways should ensure making use of these schemes liberally to fill up the vacancies timely by chalking out suitable action plan for the same.</li>

<p>NFIR vide its letter dated 27/05/2017 demanded the Railway Board to modify the GDCE Scheme in order to see that the employees working in the same Grade Pay may apply for the post to be filled through GDCE of same Grade Pay/Pay Level.</p>
<p>Discussions were held on the subject on 20th June 2017 with the Board (AM/Staff). Federation feels happy to report that there was broad agreement and those staff working in same Grade Pay will be allowed to appear in the GDCE for the same Grade Pay/Pay Level against safety category posts.</p>

<p>Sub: <strong>Filling up 50% of DR Quota vacancies through GDCE &#8211; Eligibility to staff in same Grade Pay/Pay Scale-reg.</strong></p>
<p>Ref: (i) Railway Board&#8217;s letter No. E(NG)I-92/PM2/ 16 dated 20/08/1993.<br />
(ii) Railway Board&#8217;s letter No. E(NG)I-2001/PM2/ 12 dated 21/01/2002.<br />
(iii) Railway Board&#8217;s letter No. E(NG)I-201 1/PM1/2 dated 12/09/2014<br />
16/09/2014.</p>
<p>The extant instructions provide opportunity to the staff who fulfill the conditions of educational qualification etc., laid down for direct recruitment, to appear for GDCE against 50% DR Quota vacancies for pursuing their career. The policy decision of Railway Board Vide letters cited under reference does not give opportunity to the staff of same Grade Pay/Pay Scale to apply for GDCE and face examination for the same Grade Pay/Pay Scale post as the provision allows only those in the lower Grade Pay/Pay Matrices Level.</p>
<p>The above subject was also discussed informally with the Director General (Personnel) on 26th May 2017.</p>
<p>NFIR is of the view that the staff of the same Grade Pay/Pay Matrices should also be made eligible to volunteer and appear for GDCE as is allowed in the case of those working in the lower Grade Pay/Pay Matrix Level. NFIR, therefore, requests the Railway Board to kindly review the extant instructions and modify the same to facilitate those who are in the same Grade Pay avail the opportunity of GDCE. It is also requested that GDCE be made as a regular scheme for filling 50% DR Quota vacancies annually by the Zonal Railways etc., to facilitate talented and highly educated staff to avail the scheme for improving their career.</p>

<div>Ref:  <em><strong>Railway Board’s letter No.PC-V/2009/ACP/2(RBE No.100/2012) dated 12.09.2012</strong></em></div>

<div>As per Railway Board’s letter under reference, while extending benefit of financial upgradation under MACP Scheme, the candidates selected through LDCE/GDCE on a post for which recruitment rules provide for Direct Recruitment, their promotion through above process on the said post are to be treated as Direct Recruitment for the purpose of granting benefit under the said scheme.</div>

<div>As per para 140(i) of the Indian Railway Establishment Manual, Volume-I(Revised Edition 1989), Intermediate Apprentices selected against 25% Intermediate Apprentice Quota(Talented Quota) do fulfill above criteria, as the said para clearly stipulates that 75% of the vacancies in the category of Jr. Engineer in Mechanical, Electrical, Engineering Departments and Draftsmen category of these departments will be filled by induction of Apprentice Mechanics, as such those selected against 25% Intermediate Apprentice Quota(Talented Quota) may also be considered to  have been directly recruited on these posts. They should, therefore, be extended the benefit under MACP Scheme as per para(i) of Railway Board’s letter referred to above.</div>

<div>The Board are, therefore, requested to issue necessary clarification to all the Zonal Railways and Production Units so that the Jr. Engineers selected through LDCE against 25% Intermediate Apprentice Quota(Talented Quota) are granted financial upgradation under MACP Scheme, treating them as Directly Recruited to these posts.</div>
