<p>The Department of Expenditure, Ministry of Finance has from time to time issued various instructions on provisions of Staff Cars in Central Government Offices. Many such instructions were issued long back and have become dated. Therefore, the existing instructions have been comprehensively reviewed. Accordingly, this Master OM which consolidates &amp; supersedes all earlier instructions issued on the above matter is hereby circulated for compliance by all Ministries/ Departments.</p>

<h3 class="wp-block-heading">Sub: Grant of eligible Bonus to Central Autonomous body Employees.</h3>



<p>Respected Madam,</p>



<p>There are about more than 400 Central Autonomous bodies functioning under the direct control and supervision of various Central Government Ministries. The Employees of these Autonomous bodies are governed by the Rules and Regulations applicable to Central government Employees.  Their wages and service conditions are revised as and when the wages and service conditions of <strong><a href="https://centralgovernmentnews.com/" target="_blank" rel="noreferrer noopener">Central Government Employees</a></strong> are revised consequent on recommendations of Central Pay Commissions. They were also paid Bonus at par with other Central Government Employees upto 2014 -15.</p>



<p>Unfortunately, they are denied Bonus from the year 2015 – 16 onwards. The reason stated is that Finance Ministry has issued instructions to all Ministries to stop Bonus to Autonomous body employees as they are not Central Government Employees.  The reason stated for denial of Bonus by Finance Ministry is quite technical. In fact the Autonomous body employees are granted all the benefits of Central Government Employees including Bonus.  Sudden stoppage and denying the benefit of Bonus, which the employees got all these years, does not appear to be proper and justified.</p>

<p>In the above circumstances , I most humbly request the Hon’ble Finance Minister’s personal intervention in this case , so that instructions will be issued to all Ministries to restore Bonus to Autonomous body Employees with immediate effect. Action may also be taken to grant arrears of eligible Bonus from 2015 -16 onwards.</p>

<p><strong>Ministries /Departments /PSUs /PSBs and all other organs of the government to adopt innovative means to use digital or online methods</strong></p>



<p>Given the prevailing circumstances in which the world is increasingly moving towards adopting digital force-multipliers for productivity, the Government of India has decided to follow this best practice.</p>



<p>There is to be no activity towards printing wall calendars, desktop calendars, diaries and other such material for use in the coming year by any Ministries/Departments/PSUs/PSBs and all other organs of the government.</p>



<p>All such activity shall go digital and online.</p>



<p>There is to be a concerted effort towards incorporating innovative methods in such matters. Using technological innovations for planning, scheduling and forecasting is well known to be economical, efficient and effective.</p>



<p>Prime Minister Shri Narendra Modi and his governance model have always seen technology as an enabler. Integrating technology into our work is in line with his vision.</p>



<p>Therefore all calendars, diaries, schedulers and similar other materials, which were earlier printed in physical format, will now be done digitally. Publication of Coffee Table books will also be stopped and appropriate use of E-Books is encouraged. All Ministries / Departments / PSUs / PSBs and all other organs of the government are to adopt innovative means to use digital or online methods for the same. Innovative digital and online solutions which will achieve the same result as physical calendars or diaries are to be prioritized and to be put into practice.</p>

<p>As the world is increasingly moving towards adopting digital force multipliers for productivity and given the fact that using technological innovations for planning, scheduling and forecasting is known to be economical, efficient and effective, the Government of India has decided that there will be no further activities towards printing wall calendars, desktop calendars, diaries, festival greeting cards and similar materials by all Ministries / Departments / Autonomous Bodies and other organs of the Government. All such activities including materials which were earlier printed in physical format shall be done digitally online. The printing of Coffee Table books is also banned and appropriate use of E-Books is encouraged. <p><strong>FinMin working on norms for salaries of retired central govt officials re-appointed on contract</strong></p>



<p>The finance ministry is working on guidelines for wage transfers to contractually re-elected central government employees and has suggested that appointments will stay &#8216;no more&#8217;</p>



<p>The Ministry of Finance of the Department of Expense, in its August 13 Office Memorandum, has indicated that ministers and departments are appointing retired central government employees on contract basis, including as consultants.</p>

<p>In the case of the recruitment of retired central government officers, the department of expenditure has published draft regulations for pay and, within 10 days, invited comments by ministries / departments.</p>



<p>&#8220;It was felt that the salaries for the contractual appointment of retired central government employees should be regulated uniformly,&#8221; said the department.</p>



<p>The draft guidance notes that, by an application based on certification of the previous service and not on free market ads, the recruitment, even as advisors, of pensioners can not be undertaken as a &#8216;politique and must be held to a minimum&#8217;</p>



<p>&#8220;Such appointments may only take place in the justified official work requirements, where the retired employee&#8217;s appointment serves the public interest,&#8221; the draft guidelines stated.</p>



<p>As far as payment of wages is concerned, the draft guidelines state that a fixed monthly amount, which is deducted from the basic salary drawn at the time of retirement, is admissible. It is known as &#8220;pay.&#8221;</p>



<p>&#8220;For the period of contract, the amount of the wage so fixed remains unchanged.&#8221;</p>



<p>It said house rent allowance (HRA), except in situations where the Cabinet Appointments Committee is empowered to have a separate dispensation.</p>



<p>The length of these appointments shall run up to one year for an initial duration and can be increased to two years longer than the age of surplus</p>



<p>&#8220;… no more than the age of superannuation shall in any event be extended to the limit of five years,&#8221; the draft Guidelines have stated.</p>



<p>In addition, the remuneration will be regulated as offered by contract terms if the nomination of a former central government employee is made from an open market.</p>

<p>The Ministry of Finance already published a statement regarding this salary cut in April. He denied the media reports and demanded to be aware of the false news.</p>

<p>Sub: <strong>Cases of promotion taking place in the pre-revised pay structure between 1.1.2006 and the date of notification of RS(RP)Rules, 2008 and the subsequent merger of the pre-revised pay scales of the promotional and feeder posts in a common grade &#8211; Fixation of Pay &#8211; Reg. </strong></p>
<p>Ref.: (i) Deptt. of Expenditure, MoF&#8217;s OM No.7/14/2010-E.III(A) dated 05.07.2010 and OM No.F-2- 1/2015-E.III(A) dated 16.10.2015</p>
<p>Through this missive, your kind attention is drawn towards Department of Expenditure&#8217;s OM No.-F-2-1/2015-E.III(A) dated 16.10.2015, whereby it was decided that, in cases where promotion took place in the pre-revised pay structure during the period between 01.01.2006 and the date of notification of CCS(RP) Rule, 2008 and subsequently promotional grade merged with the feeder grade consequent upon promulgation of the CCS(RP) Rules, 2008, the benefit of pay fixation shall be allowed under Rule 13 of CCS(RP) Rules, 2008.</p>
<p>In this connection, it is stated that, some of the government employees, who have got promotion/financial upgradation between 01.01.2006 and date of notification of the CCS(RP) Rules, 2008, exercised their option to switch over to 6th CPC from the date of such promotion/financial upgradation instead of 01.01.2006 as per option provided vide Deptt. of Expenditure&#8217;s OM dated 05.07.2010, as the same was more beneficial to them at that time. In this connection, it is pertinent to mention here that, initially they opted to switch over to revised pay structure w.e.f 01.01.2006 prior to issuance of OM dated 05.07.2010.</p>
<p>Now, as per instruction of the Deptt. of Expenditure&#8217;s OM dated 16.10.2015, the benefit of pay fixation is being allowed under Rule-13 of CCS(RP) Rules, 2008, in those cases where promotional/financial upgradation took place in the pre-revised pay structure between 01.01.2006 and the date of notification of CCS(RP) Rule, 2008 and who opted 6th CPC w.e.f. 01.01.2006.</p>
<p>However, it has to come to our knowledge that, the benefit of pay fixation allowed under Rule-13 of CCS(RP) Rules, 2008, as per the provision of Deptt. of Expenditure&#8217;s OM dated 16.10.2015, is not being extended to those employee who have opted to switched over to the Railway Servant (RP) Rules, 2008 with effect from the date of promotional/financial upgradation instead of 01.01.2006 by exercising the option made available vide Deptt. of Expenditure&#8217;s OM dated 05.07.2010(as mentioned in para 2 above), although fulfilling other conditions for getting the benefit of fixation as per the instructions in Deptt. of Expenditure&#8217;s OM dated 16.10.2015.</p>
<p>It has also come to our knowledge that, some of the Railways have made a reference on this issue seeking clarification regarding extending the benefit of the above mentioned fixation to these employees after providing opportunity for re-option to switched over to the RS(RP) 2008 (or CCS(RP) Rule, 2008) w.e.f. 01.01.2006 instead of any subsequent date opted earlier. It is also understood that, Railway Board (Ministry of Railways) has referred this issue of revision of option to switch over to the 6th CPC in view of unforeseen events etc. to the Deptt. of Expenditure(Ministry of finance). Despite elapse of more than 12 months, no response has been received in this regard from Deptt. of Expenditure(Ministry of Finance) to resolve the genuine demands of these employees.</p>
<p>In this connection, it is stated that as these are the unforeseen developments or change of rule, the opportunity to revise option for fixation under the Rule of the CCS(RP) Rules, 2008 may be given to these employees in these conditions, as it is more beneficial for them as now. Had they were aware with the fact that any such benefit of pay fixation would be extended in future (as has been provided vide Deptt of Expenditure&#8217;s OM dated 16.10.2015), they would not have exercised their option to switch over to CCS(RP) Rules, 2008 w.e.f. from their respective dates of promotion/financial upgradation as per the option provided vide Deptt. of Expenditure&#8217;s OM dated 05.07.2010.</p>
<p>In view of the above, you are requested to issue necessary clarifications in this regard to all the Ministries/Departments of the Government of India, so that, the aggrieved staff should get the opportunity to re-exercise their option under rule-6 of CCS(RP) Rule, 2008 to switch over to CCS(RP) Rules, 2008 w.e.f. 01.01.2006 and get the benefit of pay fixation provided vide Deptt. of Expenditure&#8217;s OM dated 16.10.2015, so as to avoid financial loss to the affected staff.</p>

										<content:encoded><![CDATA[<p><b>Finmin to initiate Budget exercise next week</b></p>
<p>Work on India’s first post-GST Union Budget 2018-19 will start next week with the finance ministry issuing timelines for different processes that will culminate with its presentation in February.<br />
Finance Minister Arun Jaitley arrived at the parliament on Wednesday for Budget.</p>
<p>It may also be the current government&#8217;s last full-fledged Budget as general elections are due in 2019.</p>
<p>Even though independent India’s biggest tax reform of GST was implemented from July 1, the Budget for 2017-18 (April- March), had followed the practice of tax revenue projections under the heads of customs duty, central excise and service tax alongside direct tax numbers.</p>
<p>With excise duty and service tax being subsumed in the Goods and Services Tax (GST), the classifications will undergo change, an official said.</p>
<p>While a new classification for revenues to be accrued from GST will be included in the Budget for next fiscal, for the current year two sets of accounting may be presented &#8211; one for actual accruals during April-June for excise, customs and service tax, and the other for July-March period for GST and customs duty.</p>
<p>The official said that since the GST rates are decided by a GST Council, headed by Union Finance Minister and comprising of representatives of all states, the Budget for 2018-19 will not have any tax proposals concerning excise and service tax levies.</p>
<p>Only proposals for changes in direct taxes &#8211; both personal income tax and corporate tax, besides customs duty &#8211; are likely to be presented in the Budget along with new schemes and programmes of the government.</p>
<p>This will be Finance Minister Arun Jaitley&#8217;s 5th Budget in a row.</p>
<p>It would also be the last full Budget of the BJP-led NDA government before the 2019 General Elections. As per practice a vote-on-account or approval for essential government spending for a limited period is taken in the election year and a full-fledged budget presented by the new government.</p>
<p>While P Chidambaram had presented the previous UPA government&#8217;s vote-on-account in February 2014, Jaitley had presented a full budget in July that year.</p>
<p>The official said the finance ministry will next week issue the Budget circular and start consultations with other ministries from October for Revised Estimates (RE) of expenditure for the current fiscal.</p>
<p>The Budget Circular contains the timelines for submission of information of budget requirements to the Ministry of Finance along with prescribed formats.</p>
<p>The ministries will have to provide the actual money spent in 2016-17 along with the budget estimates and Revised Estimates for current fiscal.</p>
<p>Along with this, they have to give the Budget they are expecting for 2018-19 as well, the official added.</p>
<p>Scrapping a colonial-era tradition of presenting the Budget at the end of February, Jaitley had for the first time presented the annual accounts on February 1, 2017.</p>
<p>With the preponement of Budget, ministries are now allocated their budgeted funds from the start of the financial year beginning April.</p>
<p>This gives government departments more leeway to spend as well as allow companies time to adapt to business and taxation plans.</p>
<p>Previously, when the Budget was presented at the end of February, the three-stage Parliament approval process used to get completed some time in mid-May, weeks ahead of onset of monsoon rains.</p>
<p>This meant government departments would start spending on projects only from August-end or September, after the monsoon season ended.</p>
<p>Besides advancing the presentation date, the Budget scrapped the Plan and non-Plan distinction and merged the Railway Budget with it, ending a nearly century-long practice.<br />

<p>Subject:- <strong>Travelling Allowance Rules &#8211; Implementation of the Recommendations of the Seventh Central Pay Commission Consequent upon the issuance of this Departments O.M. of even number dated 13.07.2017 regarding implementation of recommendations of 7th CPC on Travelling Allowance (TA), various references are being received in this Department seeking clarifications regarding admissibility of Composite Transfer Grant (CTG) and TA/Daily Allowance (DA).</strong></p>
<p>2. <em><strong>The matter has been considered in this Department and with the approval of Competent Authority, it has been decided that admissibility of CTG and Transportation of personal effects on Transfer and Retirement will be regulated as under:</strong></em></p>
<blockquote><p><strong>i. In case, the employee has been transferred prior to 01.07.2017 and has assumed charge prior to 01.07.2017, the employee will be eligible for CTG at pre-revised scale of pay. If the personal effects have been shifted after 01.07.2017, revised rates for transportation of personal effects will be admissible.</strong></p>
<p><strong>ii. In case, the employee has been transferred prior to 01.07.2017 and has assumed charge on/after 01.07.2017, the employee will be eligible for CTG at revised scale of pay. As the personal effects would be shifted after 01.07.2017, revised rates for transportation of personal effects will be admissible.</strong></p>
<p><strong>iii. In case of retirement, if an employee has retired prior to 01.07.2017, the employee will be eligible for CTG at pre-revised scale of pay. <p>New Delhi: Good-performing Central government employees will now get MACP if their performance is not upto the mark of &#8220;very good&#8221;, the Finance Ministry officials told The Sen Times on condition of anonymity.</p>
<p>They has said the government will reconsider the benchmark for performance appraisal for promotion and financial upgradation, which was enhanced to &#8220;very good&#8221; from &#8220;good&#8221; level for central government employees under the the 7th Pay Commission recommendations.</p>
<p>The Modified Assured Career Progression (MACP) scheme continues to be administered at 10, 20 and 30 years of service as before, the officials said as it &#8220;accepted&#8221; the pay panel’s recommendations.</p>
<p>However &#8220;good&#8221; benchmark on ACR/APAR (Annual Confidential Report/Annual Performance Appraisal Report) of the employees and officers that will help them now get MACP, they added.</p>
<p>&#8220;The government had a wrong idea about MACP. Now, the concepts have become clear to the Finance Minister Arun Jaitley,&#8221; they confirmed.</p>
<p>The government implemented the recommendations of the 7th Pay Commission from August 2016. The central government employees also got arrears from January 2016.</p>
<p>The pay panel had in its report said that performance benchmarks for MACP should be enhanced to &#8220;very good&#8221; from &#8220;good&#8221;.</p>
<p>The pay panel also proposed that annual increments not be granted in the case of those employees who are not able to meet the benchmark either for MACP or for a regular promotion in the first 20 years of their service.</p>
<p>The government accepted both proposals in June 2016 with basic salary hike but proposal increasing allowances has been accepted on June 28, 2017, which comes into effect from July 1, 2017 without arrears, which made resentment among the central government employees.</p>

<p align="right">New Delhi, the 6th July, 2017</p>
<p>No. 11-1/2016-IC.-The Seventh Central Pay Commission (the Commission) was set up by the Government of India vide Resolution No. 1/1/2013-E.III (A), dated the 28th February, 2014. The period for submission of report by the Commission was extended upto 31st December, 2015 vide Resolution No. 1/1/2013-E.III (A), dated the 8th September, 2015. The Commission, on 19th November, 2015, submitted its Report on the matters covered in its Terms of Reference as specified in the aforesaid Resolution dated the 28th February, 2014.</p>
<p>2. The Government, vide Para 7 of the Resolution No. 1-2/2016- IC, dated 25th July, 2016, decided to refer the allowances (except Dearness Allowance) to the Committee on Allowances (the Committee). It was also decided that till a final decision on allowances is taken based on the recommendations of the Committee, all allowances will continue to be paid at existing rates in existing pay structure, as if the pay had not been revised with effect from 1st day of January, 2016.</p>
<p>3. The said Committee submitted its Report on 27th April, 2017. The Government, after consideration, has decided to accept the recommendations of the Commission on allowances with 34 modifications as specified in Appendix I. The Statement showing the recommendations of the Commission on allowances and the Government’s decision thereon is annexed at Appendix II.</p>
<p>4. Some of the allowances paid to the Indian Navy which are also paid to the Indian Coast Guard at present have not been mentioned in the Report of the Commission. The Government has decided that these allowances which are admissible to the Indian Navy shall also be paid to the Indian Coast Guard at par with the Indian Navy.</p>
<p>5. The rates in respect of 12 running allowances relating to the Ministry of Railways shall be notified by the Ministry of Railways with the concurrence of the Ministry of Finance.</p>
<p>6. The revised rates of allowances shall be admissible with effect from the 1st July, 2017.</p>

<p><strong>Ordered that this Resolution be published in the Gazette of India, Extraordinary.</strong></p>
<p>Ordered that a copy of this Resolution be communicated to the Ministries and/Departments of the Government of India, State Governments, Administrations of Union territories and all other concerned.</p>
