<h3 class="wp-block-heading">Subject: Revision of interest rates for Small Savings Schemes &#8211; reg.</h3>



<p>The rates of interest on various Small Savings Schemes for the fourth quarter of FY 2024-25 starting from 1st January, 2025 and ending on 31st March, 2025 shall remain unchanged from those notified for the third quarter (1st October, 2024 to 31st December, 2024) of FY 2024-25.</p>

<h3 class="wp-block-heading">Subject:- Grant of Non-Productivity Linked Bonus (ad-hoc bonus) to Central Government Employees for the year 2022-23.</h3>



<p>The undersigned is directed to convey the sanction of the President to the grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) equivalent to 30 days emoluments for the accounting year 2022-23 to the Central Government employees in Group ‘C’ and all non-gazetted employees in Group ‘B’, who are not covered by any Productivity Linked Bonus Scheme. The calculation ceiling for payment of ad-hoc Bonus under these orders shall be monthly emoluments of Rs. 7000/-. The payment of ad-hoc Bonus under these orders will also be admissible to the eligible employees of Central Para Military Forces and Armed Forces. The orders will be deemed to be extended to the employees of Union Territory Administration which follow the Central Government pattern of emoluments and are not covered by any other bonus or ex-gratia scheme.</p>



<p>2. The benefit will be admissible subject to the following terms and conditions:-</p>



<ul class="wp-block-list">
<li>(i) Only those employees who were in service as on 31.3.2023 and have rendered at least six months of continuous service during the year 2022-23 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible employees for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months);</li>



<li>(ii) The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate Non-PLB (Ad-hoc bonus) for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). This will, thereafter, be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of monthly emoluments of Rs. 7000/- (where actual average emoluments exceed Rs. 7000/-), Non-PLB (Ad-hoc Bonus) for thirty days would work out to Rs. 7000×30/30.4=Rs.6907.89/- (rounded off to Rs.6908/-).</li>



<li>(iii) The casual labour who have worked in offices following a 6 days week for at least 240 days for each year for 3 years or more (206 days in each year for. 3 years or more in the case of offices observing 5 day week), will be eligible for this Non-PLB (Ad-hoc Bonus) Payment. The amount of Non-PLB (ad-hoc bonus) payable will be (Rs.1200×30/30.4 i.e.Rs.1184.21/- (rounded off to Rs.1184/-). In cases where the actual emoluments fall below Rs.1200/- p.m., the amount will be calculated on actual monthly emoluments.</li>



<li>(iv) All payments under these orders will be rounded off to the nearest rupee.</li>



<li>(v) Various points regarding regulation of Ad-hoc / Non- PLB Bonus are given in the Annexure.</li>
</ul>



<p>3. The expenditure on this account will be debitable to the respective object head in terms of Department of Expenditure’s Notification dated 16th December 2022.</p>



<p>4. The expenditure to be incurred on account of <a href="https://doe.gov.in/sites/default/files/CGE_Adhoc_Bonus_2022_23_Eng_17Oct2023.pdf" target="_blank" rel="noreferrer noopener">Non-PLB</a> (Ad-hoc Bonus) is to be met from within the sanctioned budget provision of concerned Ministries/ Departments for the current year.</p>



<p>5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders are issued in consultation with the Comptroller and Auditor General of India as mandated under Article 148(5) of the Constitution of India.</p>

<h3 class="wp-block-heading">Subject: Revised and consolidated Guidelines for writing Annual Performance Appraisal Reports (APARs) of top management incumbents of Central Public Sector Enterprises (CPSEs).</h3>



<p>The undersigned is directed to state that this Department had issued detailed guidelines and procedure for writing of Annual Performance Appraisal Reports (APARs) of top management incumbent of CPSEs vide DPE DO letter No. 9(1)/2000-GM dated 5 April 2010. Some of the provisions of these guidelines were subsequently amended vide DPE OM No. 5(1)/2000-GM dated 6th July, 2010, OM No. 18(1)/2013-GM dated 2.4 March, 2015, 29th November, 2016, 15 June, 2018 &amp; 4th December, 2018, OM No 16(2)/2010-GM dated 79th November, 2015 and OM No. 9(7)/2018 dated 9 April 2019.</p>



<p>2. The implementation of the guidelines on the subject matter are reviewed again in light of above changes stated over the years and following revised / updated consolidated guidelines / procedure for APAR have been approved:</p>



<p><strong>(i) Writing of APAR through DPE SPARROW on-line system:</strong></p>



<p>The electronic Annual Performance Appraisal Report (Smart Performance Appraisal Report Recording Online Window (SPARROW)) is an online system in place since 2019 based on the comprehensive performance appraisal dossier that is maintained for each officer by a CPSE. The aim of this system is to facilitate the electronic filling of PAR by officers in a way that is not only user friendly but also allows to fill from anywhere anytime as per their convenience. The system also give convenience to the officers at different Stages in the workflow hierarchy of filling and submission process. To reduce delays in submission of completely filled PARs the nodal officers and CPSE’s Board level incumbents have been provided with a unique NIC email ID linked to their mobile number. NIC email ID is user ID for the system and password of email ID is the password, which is a pre-requisite to access the system. For online filing of APAR, either Digital Signature Certificate (DSC) or e-sign with Aadhaar enabled system is required by every user for authentication.</p>



<p><strong>(ii) Procedure for online writing of APARs:</strong></p>



<p>The performance appraisal should commence with the fixation of targets. The deliverables as well as relative weights in respect of each assigned tasks will be decided by the Reporting Authority after consulting the officer reported upon within two months from the Start of the period of report. The on-line system provides for a step-wise workflow oriented movement of APAR through different levels. An online Help manual in the form of Step by step guide is available under the Help tab on the system.</p>



<p><strong>(iii) Schedule of commencement and completion of Online PARs:&nbsp;</strong></p>



<p>The schedule of commencement and completion of various Stages in the Performance Appraisal exercise which should be Strictly followed:-</p>

<p>Finalization of targets and relative weights by the Reporting Authority in consultation with the officer reported upon and sending a copy thereof to the nodal officer of concerned administrative Ministry/Department for record- will be completed as per extant practice in offline mode (By 15 May of reporting year)</p>



<ul class="wp-block-list">
<li>Cut-off date from S. No (i) to (vi) will be in the year following the financial year for which PAR is written (2024 for the reporting year 2023-24) and for S. No. (vii) onwards the cut-off date mentioned will be next year of the financial year i.e. 2025 for reporting year 2023-24. In case these dates fall on holidays, the cut-off date will be automatically extended to the next working day.</li>

<h3 class="wp-block-heading">Subject : Admissibility of Composite Transfer Grant (CTG) on Retirement.</h3>



<p>References have been received in Department of Expenditure seeking clarification on admissibility of Composite Transfer Grant (CTG) in r/o Central Government employees on settlement after Retirement at the last station of duty or other than last station of duty. As per existing rules in this regard, one third of CTG is admissible at present for settling down at last station of duty or at a station not more than 20 km. from the last station of duty.</p>



<p>2. The matter has been considered in this Department. In partial modification of Para 4 (ii) (a) and (b) of the O.M. of even No. dated 13.07.2017, it has been decided that for the purpose of Composite Transfer Grant in r/o Central Government employee who wishes to settle down at the last station of duty or other than last station of duty after retirement, the condition of 20 km. from the last station of duty, is done away with subject to the condition that change of residence is actually involved. To settle down at the last station of duty or other than last station of duty after retirement, full CTG would be admissible i.e. at the rate of 80% of the last month’s basic pay. The employee has to submit a Self-declaration Certificate regarding change of residence in prescribed format enclosed with this O.M. as Annexure-I.</p>



<p>3. In case of settlement to and from the Island territories of Andaman &amp; Nicobar and Lakshadweep, CTG shall be paid at the rate of 100% of last month’s Basic Pay in terms of Para 4 (ii) (a) of this Department’s O.M. No. 19030/1/2017- E.IV dated 13.07.2017.</p>



<p>4. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders are issued in consultation with the Comptroller and Auditor General of India, as mandated under Article 148(5) of the Constitution of India.</p>



<p>5. These orders will be effective from the date of issue of the O.M.</p>

<p>The undersigned is directed to refer to this Department’s O.M. No. 1/3(1)/2008-E. II(B) dated 13th August, 2021 on the subject mentioned above and to say that the rate of Dearness Allowance in respect of employees of Central Government and Central Autonomous Bodies, who are continuing to draw their pay in the pre-revised pay scale/Grade Pay as per 6th Central Pay Commission, shall be enhanced from the existing rate of <strong>189% to 196%</strong> of the Basic Pay <strong>with effect from 1st July, 2021</strong>.</p>



<p>2. The provisions contained in paras 3, 4 and 5 of this Ministry’s O.M.No.1(3)/2008-E.IK(B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.</p>



<p>3. The contents of this Office Memorandum may also be brought to the notice of all organisations under the administrative control of the Ministries/Departments which have adopted the Central Government scales of pay.</p>

<p><strong>Subject: Cash Management System in Central Government &#8211; Modified Exchequer Control Based Expenditure Management for the remaining part of this financial year (2021-22).</strong></p>



<p>Attention is invited to the instructions issued vide this Ministry’s O.M. F.No.12(13)-B(W&amp;M)/ 2020 dated 30.6.2021 (regulating expenditure in Quarter-2 of FY 2021-22) and F.No.15(39)-B(R)/2016 dated 21.8.2017 regarding modified exchequer control based expenditure management under Cash Management System in Central Government.</p>



<p>2. The above guidelines have been reviewed. The stipulations to regulate the overall expenditure within 20% of BE 2021-22 in Quarter 2 (July-September, 2021) by the Demands/ Appropriations mentioned under Category B in this Ministry’s O.M. No. F. No. 12(13)-B(W&amp;M)/2020 dated 30.6.2021 stands withdrawn with immediate effect.</p>



<p>3. Accordingly, all Ministries/Departments are now permitted to spend as per their own approved MEP/QEP until further orders, during the remaining part of this financial year.</p>



<p>4. Also, instructions regulating bulk items of expenditure (Rs. 200 crores) are stated in this Ministry’s O.M. No. F.No.15 (39)-B(R)/2016 dated 21.8.2017 as referred above, are relaxed for items pertaining to budgeted capital expenditure for the remaining part of the current financial year.</p>

<p>The undersigned is directed to say that with a view to enable Government employees to meet expenses relating to festivals and to encourage spending thereby giving a boost to economic activities, in pursuance of decision taken by the Government, this Department vide O.M. of even No. dated 12th October, 2020 (copy enclosed) has issued order for grant of interest free advance amounting to Rs. 10,000/- as a Special Festival Package to be paid in advance to Government employees.</p>

In this regard it is clarified that Nodal Ministry/Department may consider adopting this Special Festival Package on similar terms as prescribed in this Department’s O.M. of even No. dated 12th October, 2020 to employees working in Autonomous Bodies as well within the existing budgetary provision and no additional fund will be provided for this purpose.</p>

<p><strong>Subject: Clarification for selecting of applicants who secured equal weightage points on the 100 points scale in merit &#8211; reg.</strong></p>



<p>Sir/ Madam,</p>



<p>Please refer to Board&#8217;s letter F.No.A.12012 / 52/ 2018-Ad.III B dated 15th May, 2019 wherein a standard operating procedure based on a 100-point scale was circulated for compassionate appointment to ensure transparency and maintain uniformity and to avoid litigation in the selection process.</p>



<p>2. It has been reported to the Board by one CCA that while applying 100 points scale parameters, as mentioned in SOP, some candidates have equal marks in merit and Cadre Controlling Authority is unable to decide the merit of such candidates in case of tie of marks secured by some candidates. The matter has been deliberated in the Board to resolve such situation.</p>

<p>3. After examination the issue in detail, it is felt that the tie breaking factor can be <strong><em>per dependant available income </em></strong>e. total of first three financial parameters prescribed in SoP (Pension-annualised, total terminal benefits and annual income of earning members and income from property) divided by total number of dependants (spouse, parents, unmarried daughters, minor children, unmarried major son below 25 years and dependant major sons who are physically/ mentally challenged). The lesser the <strong><em>per dependant available</em></strong> <strong><em>income, the higher the rank amongst the applicants whose </em>scores <em>had</em></strong> <strong><em>a tie.</em></strong></p>



<p>4. In case of tie even after applying the factor of&nbsp;<strong><em>per dep</em></strong><strong><em>endant available</em></strong>&nbsp;<strong><em>income,</em></strong>&nbsp;then the left-over service of Government Servant can be conside This is suggested as it is felt that longer the left-over service of the deceased, the more is the impact on the family. Applicants related to Government servant with higher left-over service would be considered over the one with lesser left-over service. In case of tie even then, the next factor can be age of the applicant, with elder applicants given preference .</p>



<p>5. The tie breaking factor(s) in the order indicated above, should be used only to decide relative merit of the applicants scoring same points on 100- point scale and only if the applicants scoring same points cannot be accommodated against available All the above details are already included in the SOP and hence would be readily available with CCAs in case of a tie.</p>



<p>6. It is requested to offer your comments/ suggestions, if any, on the proposed formula to resolve the Tie cases not later than 26th Nov, 2020.</p>
