Sub: – Increase in certain allowances by 25% as a result of enhancement of Dearness Allowance to 100% w.e.f. 01.01.2014 – reg.
Vide MOF OM No. 1/1/2014-EBII (B) dated 27th 100% w.e.f. 01.01.2014. As recommended by the 6th following allowance and advances require enhancement of 25% from its present state as done when the DA crossed 50% in 01.01.2011.
1. Children Education Assistance & Reimbursement of Tuition Fee
2. Advances for purchase of Bicycle Advance, Warm clothing Advance, Festival Advance, Natural Calamity Advance
3. Special Compensatory Hill Area Allowance
4. Special Compensatory Scheduled / Tribal Area Allowance
5. Project Allowance
6. Speical Compensatory (Remote Locality) Allowance
7. Cycle Maintenance Allowance
8. Mileage for road journey all components of daily allowance on tour
9. Rates of Fixed Conveyance Allowance under SR-25 (Motor Car)
10. Rates of Fixed Conveyance Allowance under SR-25 (Other modes)
11. Washing Allowance
12. Split Duty Allowance
13. Spl. Allowance for Child Care for Women with Disabilities and Education Allowance for disabled children
14. Cash Handling Allowance
15. Risk Allowance
16. Postgraduate Allowance
17. Desk Allowance
18. Bad Climate Allowance
Therefore it is requested to cause orders for the enhancement of 25% of the above allowances/advances w.e.f 01.01.2014 at the earliest.

OFFICE MEMORANDUM

Subject: Disbursement of salary/wages/pension to the Central Government Employees in the State of Kerala for the month of September, 2013 on account of ONAM festival.

In view of the ‘ONAM festival, the Government have decided that the salary of all Central Government employees in the State of Kerala for the month of September, 2013 may be drawn and disbursed by the Central Government offices (including Defence, Posts & Telecommunications) on 13th September, 2013.

2. The wages for September, 2013 of the industrial employees of Central Government serving in the State of Kerala may also be disbursed in advance on 13th September, 2013.

3. The pension for September, 2013 of all Central Government Pensioners in the State of Kerala may also be disbursed by Bank/PAOs on 13th September, 2013.

4. The salary/wages/pension so disbursed is to be treated as advance payments and will be subject to adjustment after the full months salary/wages/pension of each employee/pensioner is determined. The adjustment, if any, will be made without exception from the salary/wages/pension as the case may be from the month of September, 2013.

5. The concerned Ministries/Departments are requested to bring these instructions to the notice of their offices located in the State of Kerala for necessary action immediately.

6. Reserve Bank of India is requested to bring these instructions to the notice of all paying branches of all Banks located in the State of Kerala for necessary action immediately.

Question raised about the retirement age and wage revision of Indian Telephone Industries employees in the Parliament.

Whether Government is contemplating to raise the retirement age of employees of Indian Telephone Industries (ITI) Ltd., Raebareli from 58 to 60 years..?

Whether salary/wages of employees of ITI, Raebareli have not been revised for the last fourteen years..?

Whether Government has discontinued the Children Education Allowance, Festival Allowance, Uniform, Shoes, POL, etc., admissible to the employees earlier..?
The below information was laid down in the Rajya Sabha on 7th September 2012 by the Minister of Communications and Information Technology as follows…

 

Indian Telephone Industries (ITI) Limited, a Public Sector Undertaking (PSU) under the Ministry of Communications & Information Technology has six manufacturing Plants located at Bangaluru (Karnataka), Palakkad (Kerala), Srinagar (Jammu & Kashmir) and Naini, Rae Bareli and Mankapur ( all 3 in Uttar Pradesh). The service conditions including age of superannuation are common to all the employees working in various Plants of the Company including Raebareli Plant. There is no proposal from Department of Telecommunications (DOT) to enhance the retirement age of employees working in Raebareli Plant alone.
The pay scales of employees working in various Plants of the Company including Raebareli Plant were last revised in year 2000 based on 1st Pay Revision Committee ( year 1997) recommendations. However, on account of losses incurred during the last several years, the company has already been referred to BIFR (Board for Industrial and Financial Reconstruction) and declared sick by BIFR in 2004. DOT has prepared a revival plan of Rs. 4156.79 Crores for ITI which is yet to be approved by BRPSE (Board for Reconstruction of Public Sector Enterprises)/ Cabinet. The revival plan includes Salary/Establishment cost during revival plan period and 39 months arrears pertaining to above pay revision.
As a cost cutting measure, ITI Management had suspended/withdrawn certain facilities like Annual Advance, School Fee Reimbursement, Uniform including Footwear, Privilege Leave (PL) Encashment and Liberalized Leave Travel Concession (LLTC) Encashment from 2003-04. Subsequently, after review of the Company’s financial position, the management has already restored PL Encashment, LLTC Encashment and Uniform to all its employees including Raebareli Plant in consultation with representatives of recognized unions and Officers Associations. However, ITI is not in a position to restore the other allowances like festival advance, children education allowance and footwear to employees due to poor financial health and continuous losses.

]]> Air India to Pay Up-to-Date Salary to its Employees before Diwali 
On the direction from Union Minister of Civil Aviation Shri Ajit Singh, Air India has decided to clear payment of salary to all its employees for the months of September and October 2012 before Diwali. It will also make up-to-date payment of PLI for all licensed category employees for the months of May and June 2012. The Airline will incur an expenditure of Rs.230 crores for payment of salary and Rs.200 crores for payment of PLI. The balance PLI for non-licensed category employees for the months of May and June 2012 involving an expenditure of Rs.60 crores will be paid by the end of November 2012. PLI has been abolished w.e.f. 1st July 2012.

 

Shri Ajit Singh while expressing concern over welfare of employees has asked Air India to make all efforts in future to make up-to-date payment of salary to the employees.
