<p>Sub: <strong>Issuance of Pre-Loaded Rupay Cards for Government Servants as part of Special Festival Advance</strong></p>



<p>Reference is invited to the Ministry of Finance, Department of Expenditure, OM no.F.No.12(2)/ 2020-EII(A) dated 12t October 2020 notifying that all Government employees will be given an interest free special festival advance of Rs. 10,000/- to meet expenses related to ensuing festivals. It was decided that the amount would be released through pre-loaded Rupay Cards issued by SBI.</p>



<ol class="wp-block-list" start="2"><li>The Standard Operating Procedure (SOP) for disbursal of pre-paid UTSAV Card has also been circulated by DoE vide its OM dated 13 October 2020 (copy enclosed). The timeline for utilizing the advance is till 31st March 2021. Vide said OM, it was desired to send the requisite details in standard indent format for UTSAV Card to be mailed to agm2debitcards.dtb@sbi.co.in with a copy to dgmdebitcards.dtb@sbi.co.in.</li></ol>



<ol class="wp-block-list" start="3"><li>Chief General Manager, Govt. Banking Unit, SBI is coordinating with<br />Ministries/ Departments to take the Government&#8217;s initiative forward so that maximum members of Central Government Employees take the benefit of the interest free advance.<br /></li><li>A Nodal Officer has also been designated from SBI for this purpose as per detail given as under:-</li></ol>

<p>2. In this regard, all Ministries / Departments are requested to instruct the concerned Drawing &amp; Disbursing Officers (DDOs) to ensure the disbursement of pre-paid UTSAV Card to the applicant Government Servants well in advance before Deepawali.</p>

<p>As you are aware the Pandemic <strong><a href="https://centralgovernmentnews.com/tag/Covid-19/" target="_blank" rel="noreferrer noopener">Covid 19</a></strong> is spreading unabated, contrary to our expectation. Since both the preventive and curative remedies are yet to be in operation, the situation is likely to get worsened in the days to come. The number of people already affected and the number of persons died in our country due to the disease are alarming. Most of the deaths are reported to be of persons beyond the age of 60.</p>

<p>Life is made more difficult for the Pensioners and Family Pensioners as their physical movement is restricted and that financially they are suffering more than many others. In this situation, we have seen a welcome move that the Government of India has relaxed the condition as a one-time measure and granted Festival Advance to the Government Employees. Even though it is a recoverable advance, the liquid cash at the hands of employees is no doubt will be of enormous assistance to them.</p>



<p>The Pensioners and Family Pensioners, are placed in a very difficult situation due to the denial of the dearness relief which is to continue up-to 1st July, 2021. The financial burden has increased due to the inflation and phenomenal price rise on essential food items. Considering the dire situation in which the pensioner community is placed, we request that the Central Government may consider a one-time grant of Rs.20,000/- to all Pensioners and Family Pensioners. If the Government finds it difficult to bear this additional financial burden, we request the Government might consider taking into account the fact that the coming months are festival months in our country and grant of one-time recoverable advance of Rs.20,000/- to Pensioners and Rs.10,000/- to Family Pensioners through the Banks or POSB, where they receive the Pension and Family Pension. The Banks and POSBs may be asked to recover the amount in 10 monthly instalments. This Advance should be in addition to any loans the Pensioners and Family Pensioners received from Banks in the past. The Pensioners and Family Pensioners will feel much relieved at this time of financial and mental stress.</p>

<h3 class="wp-block-heading">Sub: Grant of Advance &#8211; Special Festival Package to Government Servants.</h3>



<p>The undersigned is directed to say that with a view to enable Government servants to meet expenses relating to festivals and to encourage spending thereby giving a boost to economic activities, in pursuance of decision taken by the Government, it has been decided that a special festival package of advance will be accorded to all Government servants for any important festivals upto 31st March, 2021.</p>



<p>2. A Head of Office may sanction this special package on the eve of any important festival to any Central Government Servant under his administrative control. The term “<strong>important festival</strong>” is clarified as such festivals or one of such festivals as Head of Department may declare in respect of establishments under his/her administrative control.</p>



<p>3. The amount of the <strong>package is Rs. 10,000/-</strong> to be paid as advance to Government servant. This amount is interest free. The amount would be released through pre-loaded Rupay Card from SBI. DDOs, on receipt of application from Government servants for this package may process and acquire the prepaid cards from SBI for issue among the applicants. A detailed SOP for DDOs for obtaining these cards would be separately issued.</p>

<p>4. The festival package may be granted to a Government servant if he/she is on Government duty or on leave excluding leave preparatory to retirement, on the date on which the advance is disbursed. The amount paid under this package is recoverable in not more than ten (10) instalments.</p>



<p>5. These orders will take effect from the date of issuance of this Office Memorandum and will be in force during the current financial year till 31 March, 2021.</p>



<p>6. All the Ministries/ Departments are requested to bring the contents of this OM to the notice of all its Attached and Subordinate offices for their information /necessary action.</p>

<p>ORDER:</p>



<p>In the Government Order read above, Government have ordered for enhancement of Festival Advance from Rs.2,000/- to Rs.5,000/- to Government employees, Teachers, Teaching and Non-Teaching Staff of the local bodies, aided educational institutions and the employees who are eligible to draw the Festival Advance, as per rules in force.</p>



<p>2. During the Budget Session for the year 2019-2020, the Hon’ble Deputy Chief Minister, among others, made the following announcement:-</p>

<p>3. The Government after careful consideration, direct that the Festival Advance payable to the Government employees, Teachers, Teaching and Non-Teaching Staff of the local bodies, aided educational institutions and the employees who are eligible to draw the Festival Advance be enhanced from Rs.5,000/- to Rs.10,000/- (Rupees Ten thousand only). There shall be no change in the existing procedure for sanction and recovery of Festival Advance.</p>



<p>4. These orders shall take immediate effect and apply to festivals to be celebrated after the date of issue of this order.</p>

<p><strong>(xxii) Item No 10: Restoration of Interest Free Advances, withdrawn by the Government based on 7th CPC Recommendations :</strong></p>



<p><strong>Joint Secretary (Personnel)</strong>
 stated that Seventh Pay Commission in its report had recommended that 
all interest free advances should be abolished. The recommendations of 
the Commission relating to the abolition of interest free advances have 
been accepted by the Government with the exception of interest free 
Advances for Medical Treatment and Travelling Allowance for the family 
of the deceased. Travelling Allowance on tour or on transfer and Leave 
Travel Concessions have also been retained.</p>



<p><strong>Staff Side</strong>
 also raised the demand for the restoring Festival Advance. Joint 
Secretary (Personnel) agreed to reconsider the issue of restoring the 
Festival Advance.<strong><br /><br />Staff Side</strong> thanked JS (Pers.) for agreeing to reconsider the issue of restoration of Festival Advance to the Central Govt. Employees.</p>



<p><strong>(xxiii) Item No. 19 </strong>: Dispense with the practice of ignoring the fraction while computing Dearness Allowance :</p>



<p><strong>Joint Secretary (Personnel)</strong>
 stated that the present formula for calculation of DA where the whole 
numbers with fraction carried forward while calculating the percentage 
increase in DA was/is based on the recommendation of the 4th CPC. This 
method also saves the Government expenditure.</p>



<p><strong>Secretary Staff</strong>
 raised his objection stating that the employee losses his benefit, when
 the fraction is ignored and carried forward. Therefore it is requested 
that Dearness Allowance should be paid on the actual DA raise, since DA 
is to compensate the inflation/price rise.</p>



<p><strong>Joint Secretary (Personnel)</strong>
 though agreed to re-examine the matter, also informed that this may 
have financial implications and may increase Government expenditure.</p>



<p><strong>(xxiv) Item No. 21</strong> : Removal of conditions of being at the CHQ for few days in a month to claim the Transport allowance :</p>



<p><strong>Joint Secretary (Personnel)</strong>
 stated that the Transport Allowance is granted for full month, even if 
an employee attend office for one day in a calendar month. However, when
 an employee remains away from Headquarters for full calendar month(s) 
on duty / tour, he does not get any Transport Allowance. Since the 
employee has no occasion to commute between place of duty/Headquarters 
and residence during such calendar month(s), grant of Transport 
Allowance for that calendar month(s) is not admissible and also not 
justified. Further, for such period when employee is sent away on 
duty/tour from his Headquarters to any other place, he gets adequately 
compensated by grant of Daily allowance for that period. As per 6th and 
7th CPC recommendations, Daily allowance is being given as reimbursement
 for hotel accommodation, food bill and local travel charges.</p>



<p><strong>Staff Side</strong>
 demanded that being at the CHQ for one day, as a condition may be 
removed similar to the removal of one kilometer condition earlier. The 
Staff Side further stated that if an employee is away from headquarter 
for training or tour in a whole calendar month he does not get Transport
 Allowance. This is not justified because CCA has been abolished and it 
is subsumed in Transport Allowance implying that the Staff losses CCA as
 well. The Staff Side further stated that employees, who goes on Child 
Care Leave also does not benefit due to this condition. They demanded 
that the matter should be re-examined.</p>



<p><strong>Joint Secretary (Personnel)</strong> agreed to re-examine the matter.</p>



<p><strong>(xxv) Item No.24:</strong>
 Transport allowance in case of Physically handicapped person at double 
rate and deduction of the same if one is on short leave may be dispensed
 with :</p>



<p><strong>Joint Secretary (Personnel)</strong> stated that 
as per Department of Expenditure’s OM No. 21/5/2017-E.II(B) dated 
07.07.2017, Transport Allowance at double the normal rates is admissible
 to Physically disabled employees, viz. Visually impaired, 
orthopedically handicapped, deaf and dumb/hearing impaired and also to 
employees suffering from spinal deformity. Otherwise, the general 
conditions for drawal of Transport Allowance at normal rates apply 
equally to all Govt. employees. Hence, Transport Allowance at double the
 normal rates will not be admissible for the calendar months (s) wholly 
covered by leave for persons with disabilities. In this regard, the 
Department of Expenditure has not issued any other instructions. He 
further stated that there are no instructions with regard to having 
attendants for handicapped employees and if there is any such instances 
then that should be brought to the notice of Department of Expenditure. 
The Staff Side agreed to this suggestions.</p>



<p><strong>(xxvi) Item No. 26</strong>
 : Extension of benefits of revised pension rules &#8211; 2016 in respect of 
pensioners of Central Government employees in autonomous bodies :</p>



<p><strong>Joint Secretary (Personnel)</strong>:
 stated that Department of Expenditure has issued orders only for 
Central Government Employees and not in respect of employees belonging 
to autonomous bodies. In case of Dearness Allowance the orders are 
issued by administrative Ministries/Departments.</p>



<p><strong>Secretary (Staff Side)</strong>
 pointed out that the employees of autonomous bodies were getting pay 
scales of Central Government; the problem arose when the Department of 
Expenditure imposed the condition that 25% of the expenditure will be 
borne by the administrative Ministries/Department. It is imperative that
 these Central Government employees in autonomous bodies should be kept 
on equal footing with Central Govt. employees for the purpose of pay 
scales and pension.</p>



<p><strong>Joint Secretary (Personnel)</strong> 
stated that there are as many as 680 autonomous bodies where Central 
Government employees are working and if this demand is accepted the 
repercussion will be huge. Joint Secretary (Personnel) stated that the 
Staff Side may keep this demand as a separate issue.)</p>



<p><strong>(xxvii) Item No. 27 &amp; Item No. 38</strong>
 : Parity in pay scale of all stenographers, assistants and Ministerial 
staffs in subordinate offices and in IA&amp;AD and organized accounts 
cadre with Central Secretariat staffs by upgrading their pay scales :</p>



<p><strong>Joint Secretary (Personnel)</strong>
 stated that in cases where 7th CPC has recommended downgrading of pay 
scales of Assistants and Section Officers of CSS, Assistant Nursing 
Superintendent etc., the Government after considering the 
recommendations of the Commission decided that those recommendations 
related to down-grading of posts may not be accepted and normal 
replacement may have to be allowed in such cases. He further said that a
 committee has been formed by Department of Personnel &amp; Training to 
examine the matter.</p>



<p><strong>Staff Side</strong> reiterated that

Ministerial Staffs of subordinate offices and Central Secretariat are 
the same. It is justified that pay parity is maintained</p>

 Staff side also before finalizing its recommendation.</p>

<p>Sub: <strong>Discontinuance of Festival Advance on the recommendation of 7th CPC.</strong></p>
<p>Seventh Central Pay Commission has recommended that all interest free advances including Festival Advance being granted to the Central Govemmente employees should be abolished.</p>
<p>2. The above recommendation has been considered and accepted in consultation with Pay Commission and Finance Directorates of Railway Board, Hence, it has been decided not to grant Festival Advance to Railway employees with immediate effect.</p>
<p>3. This issues with the concurrence. of the Finance Directorate of the Ministry of Railways. Necessary correction of Indian Railway Establishment Manual Volume-1 shall follow.</p>

<p>Mumbai: Keeping in view guidelines of the Centre, the Maharashtra government has decided to increase the festival advance of non-gazetted employees to Rs 10,000.</p>

<p>The advance, which was earlier Rs 5,000, will cover nine major festivals – Diwali, Ramzan Id, Christmas, Parsi New Year, Rosh Hoshnaa (Jewish new year), Buddha Jayanti, Independence Day, Republic Day and Sanvatsari (last day of Jain’s ‘Paryushan).</p>
<p>&nbsp;</p>
<p>“Non-gazetted state government employees will now get festival advance of Rs 10,000 for nine major festivals. The limit earlier was Rs 5,000. Finance Minister Sudhir Mungantiwar has taken this decision keeping the guidelines of the Central government in mind,” an official from the state finance department said.</p>
<p>&nbsp;</p>
<p>A Government Resolution (GR) in this regard has also been issued by the finance department on October 18.</p>
<p>&nbsp;</p>
<p>“As per the GR, non-gazetted state government employees having pay band of Rs 4,800 or less will get this benefit,” the official said.</p>

<p>Subject: <b>Disbursement of salary/wages to the Central Government Employees in the State of Kerala for the month of August, 2015 on account of ONAM festival.</b></p>
<p>In view of the ‘ONAM’ festival this Government has decided that the salary of all Central Government employees in the State of Kerala for the month of August, 2015 may be drawn and disbursed by the Central Government offices (including Defence, Posts, Railways &amp; Telecommunications) on  18th August, 2015.</p>
<p>2. The pension of all Central Government pensioners in the State of Kerala for the month of August, 2015 is to be disbursed by Banks/ PAOs of Civil Ministries/ Departments including Railways, Defence &amp; Telecommunications on 18th August, 2015.</p>
<p>3. The wages for August, 2015 of the industrial employees of Central Government serving in the State of Kerala may also be disbursed in advance on 18th August, 2015.</p>
<p>4. The salary/wages so disbursed are to be treated as advance payments and will be subject to adjustment after the full month’s salary/ wages of each employee is determined. The adjustment, if any, will be made without exception from the salary/ wages as the case maybe from the month of September, 2015.<br />
5. The concerned Ministries/Departments are requested to bring these instructions to the notice of their offices located in the State of Kerala for necessary action immediately.</p>
