<p>Recently, a representation signed by representatives of various organisations has been received in the Ministry seeking justice in sexual harassment cases involving women healthcare workers and to constitute Vishakha Committees in all healthcare institutions all over the country. The same has been forwarded to the States concerned for appropriate action. News of dharna was reported in certain sections of Media.</p>
<p>Health being a state subject, the matter regarding working conditions of nursing staff comes under the purview of the State Government in which the hospitals are located.</p>
<p>The Health Minister was replying to a question in the Lok Sabha here today.</p>

<p>We know that a lot of anomalies pending in front of National Anomaly Committee.Few of them were solved and remaining anomalies will be discussed in the next NAC meeting.Even though central govt announced 7th CPC.It is a amicable news for CG employees.This is the time to speak out the problems we faced in 6th CPC through social media and blogs.Child Care Leave is one of the important issue to male central government employees.</p>
<p>To be in synchronised pattern with the Fastidious modern world and to fulfill a family&#8217;s basic needs such as begetting good education for their child&#8217;s fruitful future it becomes at most necessity that both the husband and wife should earn for their family.</p>
<p>The reality of high priced commodities which the common man can relish only in his dreams. The mountainous rise of land value which acts as a ardent barrier for fulfilling one own dream home,the dizziness caused by cost of rental houses and finally the enormous increase to gigantic proportion of the fees paid to schools for getting a decent education to their children-These force and make it definite that both the life partners should earn to make both ends meet.</p>
<p>In this economic warfare the grave truth is that the children who should be in the warmth and care of their parents spend and shove their time in the company of electronic gadgets</p>
<p>During important moments i.e the child&#8217;s ill health , the child&#8217;s important examination days the 6th pay commission has paved way for the mother to be by the childs sideby, the introduction of the plan known as CCL it has been whole heartedly welcomed by one and all .</p>
<p>Having borne in its mind that todays childcare the sculptors of tomorrows modern India, the central government has given this CCL which is a formidable concession</p>
<p>Of the couples who got to work to earn their living ,those of them who are both central govt employees are very few.</p>
<p>In certain families the husband will be a central govt employee while the wife may work in a private firm.<br />
In some others the husband may work in a private firm while his spouse may work in a central govt institution</p>
<p>For instance let us keep in mind that the husband is a central govt employee and his wife works in a private institution the critend is that they would not reap the beneath of CCL as it as certained only to the female central govt employee.</p>
<p>We are all very well aware that the children need the warmth and care of both parents in equal measures.If it is so why then the central govt has not allotted CCL for their male employees.</p>
<p>During pregnancy time the female central govt employee are given maternity leave On similar basis the male employees are given paternity leave.This seems to be acceptable to a certain extent.But [to say frankly] the allotment of CCL only to the female central govt employee is not acceptable.</p>
<p>It is the same payment for same work for both the female and male employees in a central govt institution.Similarly the concessions given should be in common for both of them.If a female employee is given two years CCL the male employee also can be given nearly the same if not equal.</p>
<p>There are grounds on which a male central govt employee loses his wife or he diverse why hasn&#8217;t the govt not taken in to consideration the condition of their children.Henceforth ccl should be given to the male central govt employees though certain conditions can be imposed. Only then the reason for which this concession (ccl) has been introduced could be realised to it full extent.</p>

<p>Subject- <strong>Clarification on the admissibility of House Rent Allowance (HRA) during the Child Care Leave (CCL) &#8211; Reg.</strong></p>
<p>The undersigned is directed to refer to Para 6(a)(i) of this Ministry’s O.M.No.2(37)-E.II(B)/64 dated 27.11.1965, as amended from time to time, on regulation of House Rent Allowance during Leave which stipulates that a Government servant is entitled to draw HRA&#8230;..during total leave of all kinds not exceeding 180 days and the first 180 days of the leave if the actual duration of leave exceeds that period, but does not  include terminal leave, &#8230;.. It has also been stipulated, thereunder, that drawal of the allowance (HRA) during the period of leave in excess of first 180 day availed of on grounds other than medical grounds mentioned in sub-para (ii), shall be subject to furnishing of the certificate prescribed in Para 8(d) of the O.M. ibid.</p>
<p>2. This Ministry has been receiving representations from the female employees that certain Central Government Ministries / Department / Establishments are not allowing HRA during the Child Care Leave (CCL), especially when taken in continuation of Maternity Leave of 180 days. The reason for their reluctance may be the fact that CCL has been first introduced on the recommendations of the 6th Central Pay Commission, though the Department of Personnel &amp; Training (DoPT), vide their O.M .No 13018/1/2010-Estt.(Leave) dated 07.09.2010 inter-alia, reiterated that the leave (CCL) is to be treated like Earned Leave and sanctioned as such.</p>
<p>3. It is, therefore, clarified that the ‘total leave of all kinds’ as referred to in Para 6(a) of this Ministry’s OM dated 27.1.65 ibid, will include Child Care Leave for regulating grant of HRA during leave, subject to fulfiment of all other conditions stipulated thereuder, from time to time. It is also clarified that drawal of HRA during leave (including CCL) in excess of first 180 days, if otherwise admissible, shall be subject to furnishing of the certificate prescribed in Para 8(d).</p>
<p>4. These orders take effect from 01.09.2008. HRA during CCL, if not paid to women employees who are entitled to it as per this clarification, may be reconsidered, if so requested by the concerned employee.</p>

<div style="text-align: justify;">An important clarification order on Child Care Leave to Defence Civilian Female Industrial Employees has been issued by the Department of Personnel and Training today. The order said that the benefit of Child Care Leave to civilian female industrial employees working in Defence Establishments with effect from September 2008. If earned leave availed by these employees between 1.9.2008 and 20.10.2011 may be converted into Child Care Leave.</div>

<p>Subject : <strong>Grant of Child Care Leave to Civilian Female Industrial Employees of Defence Establishments.</strong><br />
The undersigned is directed to refer to this Department OM of even number dated 20.10.2011 on the above subject and to state that it has been decided to extend the benefit of Child Care Leave to civilian female industrial employees working in Defence Establishments w.e.f. 01.09.2008 at par with the non industrial Central Government employees covered by the CCS (Leave) Rules, 1972. Earned Leave, if any availed by these employees between 01.09.2008 and 20.10.2011 specifically for the purpose of taking care of the needs of their eldest two minor children may be converted into Child Care Leave.</p>
<div align="justify">2. All conditions specified in Rule 43-C of the CCS (Leave) Rules, 1972 including the number of days and number of spells have to be fulfilled for conversion of Earned Leave into Child Care Leave.</div>
