										<content:encoded><![CDATA[<p><strong>FDI in Defence</strong></p>
<p>As per current Foreign Direct Investment (FDI) policy in defence sector notified by Department of Industrial Policy &amp; Promotion (DIPP), Ministry of Commerce &amp; Industry vide Press Note No.5 (2016 Series), FDI upto 49% is allowed under automatic route and beyond 49% through Government route wherever it is likely to result in access to modern technology or for other reasons to be recorded.  Further, FDI in defence is subject to industrial licence under Industries (Development &amp; Regulation) Act, 1951 and manufacturing of Small Arms and Ammunition under the Arms Act, 1959.</p>
<p>In so far as joint venture in the defence sector with more than 74 per cent FDI is concerned, no such proposal has been approved by the Government.</p>
<p>This information was given by Raksha Rajya Mantri Dr. Subhash Bhamre in a written reply to Shri AP Jithender Reddy in Lok Sabha today.</p>

<p>Following is the opening statement of Sh. Ravi Shankar Prasad, Minister of Communication &amp; IT at the press conference on one year performance.</p>
<p>Ministry of Communications &amp; IT was in the news in the past unfortunately for the wrong reasons for a variety of factors. After the new Government took over, it was important to create optimism and confidence to generate hope for growth. This, in return, required transparency, good governance and faster decision-making. By the collective effort of all, we can say with assurance that all these elements have become integral to decision making and policy formulation which has created a conducive atmosphere for investment and growth. Some of the key elements of these achievements are being enumerated hereunder.</p>
<p style="text-align: center;"><strong>DEPARTMENT OF TELECOMMUNICATIONS</strong></p>
<ul>
<li>Highest ever auction proceeds of Rs. 1,09,874 crore, against the approved reserve price of Rs 80,277 crores. This could be achieved because of good governance practices, identification of Defence Band and release of Spectrum from Defence Ministry, which has been pending for more than six years.</li>
<li>Crossed 100 crore telephone connections in April 2015, the fastest increase in the last 11 months as compared to the previous three years raising national teledensity to 79.85 as against 75.23 in March 2014, 73.32 in March 2013 and 78.6 in March 2012.</li>
<li>Rural teledensity grew to 48.90%, an increase of 4.57% in the last 11 months. the highest increase in the last three years (43.18 in March 2014, 41.6 in March 2013 and 39 in March 2012)</li>
<li>The number of broadband connections, i.e. connections with a speed of 512 kbps or higher, increased from 65.33 million in May 2014 to 99.20 million in March 2015 with unprecedented growth of 52% in the last 10 months.</li>
<li>Foreign Direct Investment (FDI) inflow in the telecom sector touched $ 2853 million in 2014-15 (upto February 2015). It was the highest in the last four years ($1307 million in 2013-14, $304 million in 2012-13, $1997 million in 2011-12 and $1665 million in 2010-11).</li>
</ul>
<p style="text-align: center;"><strong>Initiatives to revive BSNL and MTNL</strong></p>
<ul>
<li>BSNL revenue grew by 2.1% in 2014-15reversing the trend of negative growth in previous years.</li>
<li>BSNL added 47 lakh active subscribers and MTNL added 2.11 lakh subscribers in 2014-15 reversing the trend of negative growth in previous years.</li>
<li>BSNL is in the process of setting up 25645 new base transceiver stations (BTSs) in Phase-VII of its expansion plan at a cost of Rs 4,805 crore, its first such investment plan in over five years. 15000 such BTSs installed in the last one year.</li>
<li>BSNL replacing network of landline local exchanges by IP (Internet Protocol) enabled Next Generation Network. 432 telephone exchanges and 70 lakh telephone lines are being replaced.</li>
<li>MTNL is setting up / upgrading 1080 3G sites in Delhi and Mumbai each and 850 2G sites in Delhi and 616 2G sites in Mumbai.</li>
<li>BSNL and MTNL have launched unlimited free local calls from landlines to any landline/mobile during night hours effective from May 1, 2015.</li>
<li>BSNL is launching free national roaming.</li>
<li>Hundred (100) WiFi hotspots at important tourist locations like Varanasi Ghats, Hussain Sagar Lake-Hyderabad, Bangalore, Cochin, Vijayawada etc. have been established by BSNL.</li>
</ul>
<p style="text-align: center;"><strong>Other important initiatives</strong></p>
<ul>
<li>Full Mobile Number Portability (FMNP) notified to allow subscribers to retain their mobile number across the country and enable linking the mobile to Aadhar completing the JAM (Jan Dhan-Aadhar-Mobile) trinity of unique identity.</li>
<li>Bharat Net (National Optical Fibre Network &#8211; NOFN ) is the largest rural connectivity project of its kind in the world, seeking to link each of the 2.5 lakh Gram Panchayats of the country, through a Broadband Optical Fibre Network. The work of laying optical fibre network has been speeded up (by 30 times) in the last 10 months. To make the entire project more effective in tune with the Digital India programme, a committee was constituted for further improvement and speedy implementation to serve the larger purpose of Broadband to all. Conference of State IT Ministers was held to discuss the report of committee. Many State governments have agreed in principle to effectively collaborate in implementation of Bharat Net.</li>
</ul>
<p style="text-align: center;"><strong>DEPARTMENT OF POSTS</strong></p>
<ul>
<li>Post offices modernized with 2590 Post Offices having 14.55 crore accounts migrated to Core Banking Solution and 115 Post Office ATMs commissioned.</li>
<li>13264 Post Offices have been migrated to Core Postal Life Insurance.</li>
<li>Procurement of biometric solar charged mobile devices with wireless connectivity to 1,30,000 rural Post Offices is presently underway.</li>
<li>Sukanya Samridhi Yojana launched on January 22, 2015, has now more than 47 lakh accounts with a total investment of more than Rs 570 crores.</li>
<li>Kisan Vikas Patra re-launched on November 18, 2014 has attracted investment of about Rs 2600 crore.</li>
<li>Speed Post revenue grew to Rs 1470 crore in 2014-15 from Rs 1369 crore in the previous year. In CAG report laid in Parliament on May 8, 2015, on the basis of a detailed test check in 8 States, it has been highlighted that the quality of Speed Post service is far better than that of private couriers.</li>
<li>Parcel revenue growth which had dipped to-2% in 2013-14, registered a robust growth of 37% in 2014-15.</li>
<li>Cash on Delivery collections increased five times to reach Rs 500 crore in 2014-15 as compared to Rs 100 crore in the previous year.</li>
</ul>
<p style="text-align: center;"><strong>DEPARTMENT OF ELECTRONICS &amp; IT</strong></p>
<p><strong>Electronics Manufacturing:</strong></p>
<ul>
<li>Modified Special Incentive Package (MSIPs): Till May 2015, 63 investment proposals worth Rs. 20,825 crore received. 40 proposals worth Rs. 9,565 crore approved. Till May 2014, only 8 proposals worth Rs. 1152 crore investment were approved.</li>
<li>Electronic Manufacturing Clusters (EMCs): Till May 2015, 39 applications received, 21 approved in principle. Two EMCs at Bhopal and Jabalpur given final approval and foundation stone laid. Till May 2014, only 8 applications approved in principle.</li>
<li>Electronic Development Fund approved by Cabinet on 10th December, 2014.</li>
</ul>
<p><strong>New pro-people initiatives:</strong></p>
<ul>
<li>Digital India is a mission mode flagship programme, aimed at bridging the digital divide by providing a digital infrastructure for utility of citizens, digital delivery of services and digital empowerment.</li>
<li>Jeevan Pramaan: 2.02 lakh Digital Life Certificates produced.<br />
· Digital Locker: Beta version launched. 1.24 lakh lockers opened.</li>
<li>E-Hospital Registration: Started on May 8, 2015. More than 5421 appointments given.</li>
<li>National Scholarship Portal for one stop solutions for scholarships for students.</li>
<li>eBasta: Supports publishers to upload content, schools to collate and students to download on tablet, PC and Phone.</li>
</ul>
<p><strong>Digital Inclusion:</strong></p>
<ul>
<li>Rural BPOs: 48,000 seats across different states for Rural BPOs approved.</li>
<li>North East BPOs: 5000 seats for BPOs in North East approved.</li>
<li>Digital Saksharta Abhiyan (DISA): scheme expanded to cover 52.50 lakh candidates, when compared to a target of only 10 lakh last year.</li>
</ul>
<p>&nbsp;</p>
<p><strong>New Policy Initiatives:</strong></p>
<ul>
<li>Policy on Open Source Software approved in April, 2015.</li>
<li>Policy on Collaborative Application Development sent for notification on 11.05.2015.</li>
<li>Email Policy approved on 18th February, 2015.</li>
<li>e-Sign Framework has been initiated.</li>
<li>Policy on use of IT resources approved on 18th February, 2015.</li>
<li>Policy on Internet of Things has been drafted.</li>
</ul>
<p><strong>Promoting Indian Languages:</strong></p>
<ul>
<li>Updated Indian Languages Toolkit available in all 22 languages now. Earlier it was available only for 10 languages.</li>
<li>Internationalised Domain Names: Domain name .bharat launched in 8 languages of Devnagari script and in Gujarati, Bengali and Manipuri.</li>

<p><strong>MEMORANDUM SUBMITTED TO SHRI SURESH PRABHAKAR PRABHU, HONABLE MINISTER FOR RAILWAYS, ON HIS VISIT TO SOUTH CENTRAL RAILWAY, SECUNDERABAD ON 19-01-2015.</strong></p>
<p>Respected Sir,<br />
We welcome you on your maiden visit to the Headquarters of South Central Railway. South Central Railway is one of the best productive Railway out of all the 17 Zones and year by year it is increasing its earnings through freight and passenger traffic beyond the targets fixed by the Railway Board. Under the dynamic leadership of Shri P.K.Srivastava, General Manager, &amp; his team of officers, it is increasing the productivity with disciplined staff who are straining their nerves every movement and bringing laurels from the Railway Ministry.</p>
<p><em><strong>The following important issues are brought to your kind notice for favourable consideration:</strong></em><br />
<strong>1. WITHDRAW THE DECISIONS OF FDIs AND PPP ON INDIAN RAILWAYS AND SAVE THE INDIAN RAILWAYS.</strong></p>
<p>Indian Railways having more than 64000 Kms. with running of 12,670 Passenger Trains and 7421 freight trains and carrying nearly 24 million passengers and 3 million Tonnes of freight traffic daily. It is the back bone for supply of essential commodities to the masses of this country. Indian Railways is doing great service to the poorest of the poor in the country with reasonable fares from one end to the other end of this country.</p>
<p>The Government’s decision to set up dedicated Freight Corridors and Bullet Trains under FDI is causing a lot of anxiety among the Railwaymen as the Railways will lose its entity as carrier of the poorest of the poor. The recent decision of introduction of Yatri Ticket Suvidha Kendra (YTSK) under PPP is a wrong step and it will lead to malpractices in the Reservation System.</p>
<p>It is a proven fact, that, dependency on the Foreign Capital is the prime cause for the South East Asian Economic Crisis in the year 1997, when the workers and their families in these countries were affected badly.</p>
<p>Government’s decision in the year 1991 to open the economy completely to outside market did not yield any result. Because of Government of India’s contribution, no bad effect was felt on Indian Railways whereas the other countries suffered huge economic crisis in the year 2008.</p>
<p>In view of the above, your kind self is requested to advise the Government to withdraw the 100% FDI and PPP decision on Indian Railways and save the Railways and Save the Nation.</p>
<p><strong>2. EXEMPTION OF RAILWAY EMPLOYEES FROM OPERATION OF THE NEW PENSION SCHEME W.E.F.1-1-2004.</strong></p>
<p>Indian Railways, on the orders of the Government of India have introduced New Pension Scheme for all its workforce appointed on or after 1-1-2004. The New Pension Scheme has withdrawn the social security cover given to the Railway employees which was in vogue prior to 1-1-2004 under Railway Service (Pension) Rules 1993.</p>
<p>The Defence Forces as well as Paramilitary forces under Ministry of Home Affairs have been kept out of the purview of New Pension Scheme introduced w.e.f. 1-1-2004 and they are continued Old Pension Scheme. On the request of All India Railwaymen’s Federation, the then Hon’ble Minister for Railways, Shri Mallikarjun Kharge wrote to Shri P.Chidambaram, the then Hon’ble Minister of Finance on 29-3-2014 for exemption to Railway employees from operation of NPS and take necessary approval from the Cabinet and communicate the same to the Railwaymen. He pleaded for exemption from NPS for the Railway employees on consideration of special, riskier and onerous nature of duties which are resulting in heavy death toll among Railway employees on duty.</p>
<p>So far, no decision is taken by the Ministry of Finance and the matter is still pending with the Ministry of Finance.</p>
<p>Your kind self is therefore requested to apprise the present Hon’ble Minister of Finance and take up the issue in the Cabinet and secure exemption for the Railway employees from the purview of New Pension Scheme w.e.f. 1-1-2004, duly bringing them under old Pension Scheme.</p>
<p><strong>3. FILLING UP OF VACANCIES IN THE GROUP’C’ &amp; GROUP ‘D’ CATEGORIES BY LOCAL CANDIDATES THROUGH RRBs / RRCs.</strong></p>
<p>At present, as per the policy laid down by the Government of India, any Indian National can apply for the Central Government Jobs irrespective of his being resident of any state, which rule is causing unrest among the unemployed youth of a particular area, as they are not able to get employment in their local area/state. Article 16(1) of the Constitution of India provides for equal opportunity for employment /recruitment to all citizens of India.</p>
<p>Due to lakhs of applications received for filling up of vacancies on Indian Railways, it is becoming very difficult for the RRBs / RRCs to fill up the vacancies in time and nearly 2 lakhs vacancies exist at any time on Indian Railways.</p>
<p>To avoid hardship in filling up of the vacancies and also to provide job opportunities for the local unemployed youth, you are requested to take appropriate action and issue instructions to fill up the vacancies from the unemployed youth belonging to the particular states which are in the jurisdiction of the particular zone.</p>
<p><strong>4. NON REDRESSAL OF CHARTER OF DEMANDS</strong></p>
<p>The problems of Railwaymen like Filling up of vacancies, Creation of additional posts to commensurate with the additional work load arisen out of introduction of New Trains, New Lines, Electrification, Opening of New Electric Locosheds/Diesel sheds/Workshops, Removal of anomalies arisen out of implementation of VI CPC recommendations, Problems created in implementation of MACP Scheme, LARSGESS, Demand of recruitment of wards of Railwaymen, Grievances of Loco and Traffic Running Staff, Operating Staff, Commercial, ECRCs and Ticket Checking staff, Technical and Artisan staff, C&amp;W Staff, Electrical Staff, A.C.Staff, P.Way staff, Staff of Bridge and Works in Civil Engineering Department, Signal and Telecommunication Staff, Medical and Paramedical staff, Health and Sanitary staff, Stores Department Staff, Ministerial Staff, Accounts Staff, Drawing Staff, Stenographers, EDP Staff, Rajbhasha Staff, Absorption of Quasi Administrative Staff in railways, Engagement of Course Completed Act Apprentices in the Railways etc. are pending with the Railway Ministry for redressal.</p>
<p>Even though several rounds of discussions were held with the Railway Board by the All India Railwaymen’s Federation, no tangible results are forthcoming, which is creating unrest among the Railway employees.</p>
<p>You are therefore requested to impress the Full Board to hold negotiations with AIRF in a time bound programme and redress the grievances, so as to motivate the staff to achieve better productivity.</p>
<p><strong>5. STAFF AMENITY PROGRAMMES – PROVISION OF FUNDS</strong> In every Railway Budget, the grant given for maintenance of Railway quarters and Staff Amenity Programmes are reduced in the name of non-availability of sufficient funds.</p>
<p>Due to non-availability of funds, the repairs to the Railway Quarters, drains, water facilities etc. are not properly carried out, which is causing lot of hardship to the employees residing in the Staff Quarters.</p>
<p>In the same manner, due to non-provision of adequate funds for medical facilities and also appointment of regular Doctors, Paramedical Staff, the services are getting deteriorated leading to loss of man hours due to regular health problems to staff.</p>
<p>You are requested to secure adequate funds for the medical services, Staff Quarters and Staff Amenities to help the Railwaymen and their families. <p><strong>6. EXTENDING THE FACILITY OF INCLUSION OF PARENTS IN THE PRIVILEGE AND POST RETIREMENT PASSES AND FOR MEDICAL TREATMENT.</strong></p>
<p>An assurance was given by the then Hon’ble Minister for Railways for including the parents of the serving/retired employees in the Privilege Passes/Post Retirement Passes and also for medical facilities.</p>
<p>Your kind self is requested to issue necessary instructions to the concerned officials in this regard.</p>
<p><strong>7..IMPARTING TECHNICAL TRAINING TO WARDS OF RAILWAYMEN:</strong></p>
<p>Railwaymen work round the clock and in all weather conditions throughout the Country irrespective of availibility of minimum facilities like housing, Education, Medical and Recreation. Their Children are deprived of Good Education, Medical and Recreation facilities due to their parents working in remote villages, forests and border areas. They are also subjected to periodical and administrative transfers to other stations for operational convinence at the cost of their Children Education, medical and other facilities.<br />
Hon”ble Prime Minister Sri Narendra Modiji desire that the youth of this country should be imparted Technical Training by providing Apprentice Training. Railways has got lot of facilities forgiving Apprentice training in Production Units, Workshops, Electrical/Diesel sheds, C&amp;W Depots, Yards and Stations. Necessary orders may please be issued to Rly.</p>
<p>Management to give Apprentice training to the wards of Railwaymen and absorb them in group D vacancies.</p>
<p><strong>8.Appointment in Railways to Licenced Porters, Quasi-administration staff.</strong></p>
<p>Previously Railways absorbed Licenced Porters and Quasi Administration staff in Group D jobs. Similar orders may please be issued to help the poor licenced porters &amp; quasi administrative in group D vacancies .</p>
<p><strong>9.Provision of Super Speciality Hospital at Vijayawada , the new Capital of Residual Andhra Pradesh:</strong></p>
<p>New Capital is built up for Andhra Pradesh State near Vijayawada . Railway services will increase from Vijayawada Junction and Railway Employees strength will also increase.<br />
We request you to sanction in the ensuing budget Super Speciality Railway Hospital to Vijayawada.</p>
<p><strong>10. Provision of POH workshop for Eletrical Locos at Kazipet:</strong></p>
<p>S.C. Railway is housing large number of Eletrical Locos at ELS/LGD, ELS/KZJ &amp; ELS/BZA. A New Eletrical locoshed is coming up at Guntakal . For POH Electrical Engines there is urgent need to sanction POH workshop at Kazipet which is situated in central place of S.C. Railway. You are requested to sanction the same in the ensuing budget.</p>
<p><strong>11. Withdraw matching savings clause for creation of new posts for New trains, New lines etc.:</strong></p>
<p>Railway Board imposed unrealistic clause of MATCHING SAVINGS for creation of New Posts which are necessary for manning New Trains introduced, New lines brought into system, New Electrification etc. Due to non availability of funds in the saving Bank new posts required to maintain safety and amenities to passenger services are not created.. All General Managers &amp; Federations voiced their protest against this clause but Railway Board insists on the same against safety and public amenities.</p>
<p>You are requested to issue necessary instructions to withdraw the matching saving clause for creation of new posts.</p>
<p><strong>12. Removal of ceiling on Productivity Bonus:</strong><br />
Railway Employees are paid PLB during DASARA FESTIVAL. Even though the number of Days Bonus is increasing they are not getting minimum wages as PLB due to the ceiling of Rs.3500/- for month. The minimum wage is Rs.7000/-(Rs.5200 + Rs.1800/- GP) for Group D in Railways. They are not paid at least minimum of Pay per month as Bonus. You are requested to recommend Cabinet for amending Bonus Act to remove the ceiling Limit.</p>

<p>Prime Minister Narendra Modi’s persuasive pitch to railway employees unions has cleared the decks for more FDI inflows and private capital in national transporter that may be reflected in the rail budget.</p>
<p>After Modi’s statement that there would be no privatization of railways, the workers’ unions have softened their stand over several issues including FDI in the transport behemoth. However, the unions are sticking to demands relating to scrapping of new pension scheme (NPS) and DA mergers.</p>
<p>The PM has said that he had a “deep connection” with the railways. “I love railways. My life is what it is because of railways,” Modi said. “The government will not go in the direction of railway privatization ..</p>
<p>People are spreading rumors about privatization of railways. It is not true,” Modi had said. The change of heart came after railway minister Suresh Prabhu’s  reassurance that FDI or public-private partnership (PPP) will not affect the ownership of railways. During the meeting of general managers last week where union representatives were also present, the minister argued that the government wants to attract private investment in cash-strapped railways and it was not for privatization of railways. After Modis categorical assurance, Prabhu’s persuasive skills worked in convincing the union leaders, said a senior railways official. The union representatives were also satisfied with the ministers’ assurance that the railways would not sell any piece of land but instead try to exploit the land commercially. Shiv Gopal Mishra of All India Railway men Federation said,</p>
<p>“Our opposition is not politically I motivated. We demanded that there should not be privatization of railways and the ‘ issue of FDI must be discussed with full transparency.” At the same time, Mishra warned the minister and railways official that the transporter should not invite FDI or money from national resources which could harm the railways because of overcapitalization or payment of interest on the borrowed capital. However, the deadlock over the employees’ demands such as scrapping of NPS and DA merger continues. The unions have been demanding the restoration of old pension scheme as had been done in case of defence because the working conditions in the transporter are risky and large number of employees die on duty.</p>
<p>The NPS is without social guarantee. The unions have also hinted at opposing any radical restructuring of the railway board. The union leaders admitted that there were problems, but blamed politicians at the helm of affairs for the mess. A leader said ministers did not raise passenger fares for years and announced ‘unviable projects which pushed the state- run transporter into bankruptcy.</p>

										<content:encoded><![CDATA[<p><strong>Key Points &#8211; Loksabha Passes Pension Bill</strong></p>
<p>The Lok Sabha today passed the Pension Fund Regulatory and Development Authority Bill 2011, which will open the doors for foreign investment in pension funds. The bill aims to create a regulator for the pension sector and extend the coverage of pension benefits to more people. The Pension Bill has been hanging fire since 2005 when it was first introduced in the Parliament. It was again reintroduced in 2011.</p>
<p><span style="text-decoration: underline;"><em><strong>Features of New Pension Bill</strong></em></span></p>
<p>1: The Pension Fund Regulatory and Development Authority Bill 2011 will give statutory powers Pension Fund Regulatory and Development Authority (PFRDA) which was established in August 2003 as a regulator for the pension sector.</p>
<p>2:  The bill allows 26% foreign direct investment (FDI) in the pension sector or such percentage as may be approved for the insurance sector, whichever is higher. At least one of the pension fund managers shall be from the public sector.</p>
<p>3:  The subscriber seeking minimum assured returns shall be allowed to opt for investing their funds in such scheme providing minimum assured returns as may be notified by the authority.</p>
<p>4: Withdrawals will be permitted from the individual pension account subject to the conditions, such as, purpose, frequency and limits, as may be specified by the regulations.</p>
<p>5: This bill would also provide subscribers a wide choice to invest their funds including for assured returns by opting for government bonds etc as well as in other funds depending on their capacity to take risk.</p>
<p>6:   The passage of the bill could see pure pension products coming into the market. At present most of the pure pension products available in the market are linked with insurance coverage.</p>
<p>7: In 2005, the government had earlier introduced a pension bill but it lapsed as the Lok Sabha&#8217;s term got over before the legislation could be passed.</p>
<p>8: The Pension Fund Regulatory and Development Authority Bill 2011 was reintroduced in the Lok Sabha in 2011 by the then finance minister Pranab Mukherjee and it was subsequently referred to a standing committee.</p>
<p>9: PFRDA&#8217;s National Pension System (NPS) was made mandatory for all new government recruits, except armed forces, joining after January 1, 2004.</p>
<p>10:   The NPS was later opened up to all Indian citizens from 2009 on a voluntary basis.</p>
<p>11:  The NPS allows its subscribers to invest in stock markets but there is a cap on equity investment. The NPS also offers subscribers the option of selecting the fund managers of their choice.</p>
<p>12:   The pension bill could help channelize funds into building long-term assets for the country, including the infrastructure sector. The government wants to ease rules for insurance and pension sectors to allow them to invest in infrastructure, where it is seeking $1 trillion investment till 2017.</p>

<p><strong>PART – I</strong></p>
<ol>
<li>Take concrete measures to contain Price rise.</li>
<li>Take concrete measures for linkage of employment protection with the concession / incentive package offered to the entrepreneurs.</li>
<li>Ensure strict enforcement of all basic labour laws without any exception or exemption and stringent punitive measures for violation of labour laws.</li>
<li>Universal social security cover for the unorganised sector workers without any restriction and creation of a National Social Security Fund with adequate resources in line with the recommendation of NCEUS and Parliamentary Standing Committee on Labour.</li>
<li> Stoppage of disinvestment in Central and State PSUs.</li>
<li> No Contractorisation of work permanent/perennial nature and payment of wages and benefits to the contract workers at the same rate as available to the regular workers of the industry / establishment.</li>
<li>Amendment of Minimum Wages Act to ensure universal coverage irrespective of the schedules and fixation of statutory minimum wage at not less than Rs.10,000/-.</li>
<li>Remove all ceilings on payment and eligibility of Bonus, Provident Fund; Increase the quantum of gratuity.</li>
<li>Assured statutory Pension for all.</li>
<li>Ensure Compulsory registration of trade unions within a  period of 45 days and immediate ratification of the ILO Conventions Nos.87 and 98.</li>
</ol>

<p style="text-align: center;"><strong>PART – II</strong></p>
<ol>
<li>Revise the wages of the Central Government employees including Gramin Dak Sewaks with effect from 1.1.2011 and every five years thereafter by setting up the 7th CPC.</li>
<li>Merge DA with Pay for all purposes with effect from 1.1.2011 including for Gramin Dak Sweaks.</li>
<li> Remove restriction imposed on compassionate appointments and the discrimination on such appointments between the Railway workers and other Central Government Employees.</li>
<li>[a] Departmentalise all Gramin Dak Sweaks and grant them all benefits of regular employees; End Bonus discrimination and enhance bonus ceiling to 3500/-; Withdraw open market recruitment in Postman / MTS cadre; Revise cash handling norms; Grant full protection of TRCA; Grant Time Bound Promotion and Medical Reimbursement facility etc.</li>
</ol>
<p><strong>[b] Regularise the daily rated, contingent, casual workers and introduce a permanent scheme for periodical regularization. Pending regularization, provide them with pro-rata salary at 6th CPC rates.</strong></p>
<ol>
<li>(a) Revive the functioning of the JCM. Convene the meeting of the Departmental Councils in all Ministries/Departments. Settle the anomalies raised in the National Anomaly Committee as also in the Departmental Anomaly Committees. Hold National Council meetings as specified in the JCM constitution. (b) Remove the anomalies in the MACP Scheme.(c) Grant recognition to all Associations/Federations, which have complied with the formalities and conditions stipulated in the CCS(RSA) Rules.</li>
<li>Fill up all vacant posts and creates posts n functional requirements.</li>
<li>Stop downsizing outsourcing, contractorization, corporatization and privatization of Government functions.</li>
<li> Stop Price rise; Strengthen the PDS.</li>
<li> (a) Stop the proposal to introduce the productivity linked wage system; (b) discard the performance related pay structure;<br />
(c) introduce PLB in all Departments;<br />
(d) remove the ceiling on emoluments for bonus computation.</li>
<li>Revise the OTA, Night duty allowance and clothing rates.</li>
<li>Implement all arbitration awards.</li>
<li>Make the right to strike a legal and fundamental right of the Government employees on par with the other section of the working class.</li>
<li> Grant Five promotions to all employees as is provided for in the case of Group-A services.</li>
<li> (a) Withdraw the PFRDA Bill.<br />
(b) Rescind the decision to allow FDI in pension sector;<br />
(c) Scrap the new contributory pension scheme<br />
(d) Extend the existing statutory defined pension scheme to all Central Government employees irrespective of their date of entry in Government service.</li>
<li>Vacate all Trade Union victimisation, and more specifically in the Indian Audit and Accounts Department.</li>
